The water management of crop is different according to the area as well as climate condition and growth stage, however it is the most important and difficult problems for the farmers. There was a transition from participatory irrigation management (PIM) to public irrigation management (PubIM) in Korea when Korea Rural corporation and Community (KRC) merged with Farm Land Improvement Associations (FLIAs), which had managed 60 % of irrigation areas. While making a number of achievements, some problems occurred in the public irrigation management, such as lack of farmers' participation, increased amount of water usage, and elevating operating costs. Accordingly, this paper suggested ways to increase efficiency in water usage and reduce operating costs under the public management through the motive power of farmers participation. First, WUGs replaced the discarded water management committee should be reorganized to revive the concept of PIM in the form of autonomously reinforced one and the roles and functions of WUGs and the board of representatives should be strengthened. The member of new type of WUGs should participate in the national and regional water management committees as a stakeholder of irrigation water user. And also new type of WUGs initiates not only the management of irrigation water but also the management of irrigation water quality and non-point source pollution in the watersheds. Those additional activities of WUGs should be properly compensated. Second, subsidies (direct payments) should be provided to faithful farmers as an incentive for their labor supply. Third, water fees could be charged to large scale agriculture companies. Fourth, professional managers could be hired, management targets would be adjusted, and incentives should be offered. These efforts are expected to improve the irrigation management by encouraging farmers' participation under public system.
Water consumption at the farm is up to 48 percent of water resource of South Korea while manufacturing industry's is only $9.6\%$. The area of arable land is 2,077,067 ha and 27 percent of it is used for growing fruits and vegetables using furrow or surface irrigation at the greenhouse. Surface irrigation at the greenhouse for fruits and vegetables has problems such as over watering and insufficient supply of water to the fine roots of the plant. However, the research on the new method of irrigation to save water usage is few. The characteristics of soil wetting was measured for using surface irrigation and underground trickle irrigation method where water was supplied at 10, 15, 20, and 25 cm beneath the surface ground. Followings are summary of this study. 1. The efficiency of underground trickle irrigation was expected to be as high as twice of surface irrigation such as drip watering or sprinkling. 2. This improvement could be possible by using less than $50\%$ of irrigation water than surface irrigation to supply similar amount of water near fine roots. 3. Surface irrigation causes soil compaction as deep as 20 cm below the surface ground which reduces soil porosity and root respiration ending up developing less fine roots. 4. Underground trickle irrigation can prevent overdamping in the greenhouse since it does not over wet the surface soil. At winter, the amount of agricultural chemical usage could be reduced since this irrigation method does not develop blight or crop disease from condensation of water vapor.

The most important thing to consider in cold store design are to save cooling energy consumption and to keep goods freshly. Specially there are many efforts to save energy with cold store in Korea. A building energy simulation program should be used to optimally select a cooling system to match the criteria of cooling rate and storage rate in a given cool crop storage building and HVAC system. The low maintenance costs, high degree of safety and environmental impacts are also favouring the underground solution. There are obviously a lot of possibility for cost-effective storage of cooled or frozen goods or liquids in ground water rock.

Climate change causes unpredictable and erratic climatic patterns which affects crop production in agriculture and threatens public health. To cope with the challenges of climate change, sustainable and sound growth environment for crop production should be secured. Recent attention has been given to the development of smart irrigation system using sensors and wireless network as a solution to achieve water conservation as well as improvement in crop yield and quality with less water and labor. This study developed the smart irrigation technique for farmlands by monitoring the soil moisture contents and real-time climate condition for decision-making support. Central to this design is micro-controller which monitors the farm condition and controls the distribution of water on the farm. In addition, a series of laboratory studies were conducted to determine the optimal irrigation pattern, one time versus plug time. This smart technique allows farmers to reduce water use, improve the efficiency of irrigation systems, produce more yields and better quality of crops, reduce fertilizer and pesticide application, improve crop uniformity, and prevent soil erosion which eventually reduce the nonpoint source pollution discharge into aquatic-environment.
Purpose: The underground air is the warm air discharged from the porous volcano bedrock 30-50m underground in Jeju, including excessive humidity. The temperature of the underground air is $15-20^{\circ}C$ throughout the year. In Jeju, the underground air was used for heating greenhouses by supplying into greenhouses directly. This heating method by supplying the underground air into greenhouses directly had several problems. The study was conducted to develop the heat pump system using underground air as heat source for resolving excessive humidity problem of the underground air, adopting the underground air as a farm supporting project by Ministry of Agriculture, Food and Rural Affairs(MAFRA) and saving heating cost for agricultural facilities. Method: 35kW scale(10 RT) heat pump system using underground air installed in a greenhouse of area $330m^2$ in Jeju-Special Self-Governing Province Agricultural Research & Extension Services, Seogwipo-si, Jeju. The inlet and outlet water temperature of the condenser, the evaporator and the thermal storage tank and the underground air temperature and the air temperature in the greenhouse were measured by T type thermocouples. The data were collected and saved in a data logger(MV200, Yokogawa, Japan). Flow rates of water flowing in the condenser, the evaporator and the thermal storage tank were measured by an ultrasonic flow meter(PT868, Panametrics, Norway). The total electric power that consumed by the system was measured by a wattmeter(CW240, Yokogawa, Japan). Heating COP, rejection heat of condenser, extraction heat of evaporator and heating cost were analyzed. Result: The underground air in Jeju was adopted as a farm supporting project by Ministry of Agriculture, Food and Rural Affairs(MAFRA) in 2010. From 2011, the heat pump systems using underground air as a heat source were installed in 12 farms(16.3ha) in Jeju.

Three types of floating-type automatic inlet were developed for the purpose of reduc- ing farmer's working hours required for water management and saving irrigation water. The point of automation is to use a float within the inlet which is floated and sinked by the ponding depth of paddy field, Thus opens and closes the control gate of irrigation. Suitability of each inlet may depend on production cost, applicability to paddy field condi- tions, and feasibility to farmers, etc. The first model was composed of three parts : chamber for irrigation control gate, chamber for float controlled by ponding depth, and connection bar between the two parts. It was designed to open and close the control gate gradually as the ponding depth drops and rises to a certain level. The second model was designed to improve the weak point of the first model which is the imperfect-closing of gate when it approaches to the end of ir- rigation. A switch-spring was equipped above the connection bar for perfect opening and closing of gate when the ponding depth reaches to a certain level. The third model was designed by combining the two chambers, that is, cut in halves the inlet volume of the above two models. Magnets were equipped above the float for perfect opening and closing gate. The functional experiment for three developed inlets was successfully carried out and the rating curves were derived.
Recently, the population growth, industrial and agricultural development are rapidly undergoing in the Lower Rio Grande Valley (LRGV) in Texas. The Lower Rio Grande Valley (LRGV) composed of the 4 counties and three of them are interesting for Non-point and point source pollutant modeling: Starr, Cameron, and Hidalgo. Especially, the LRGV is an intensively irrigation region, and Texas A&M University Agriculture Program and the New Mexico State University College of Agriculture applied irrigation district program, projects in GIS and Hydrology based agricultural water management systems and assessment of prioritized protecting stream network, water quality and rehabilitation based on water saving potential in Rio Grande River. In the LRGV region, where point and non-point sources of pollution may be a big concern, because increasing fertilizers and pesticides use and population cause. This project objective seeks to determine the accumulation of non-point and point source and discuss the main impacts of agriculture and environmental concern with water quality related to pesticides, fertilizer, and nutrients within LRGV region. The GIS technique is widely used and developed for the assessment of non-point source pollution in LRGV region. This project shows the losses in $kg/km^2/yr$ of BOD (Biological Oxygen Demand), TN (total Nitrogen) and TP (total phosphorus) in the runoff from the surface of LRGV. Especially, farmers in Cameron County consume a lot of fertilizer and pesticide to improve crop yield net profit. Then, this region can be created as larger nonpoint source area for nutrients and the intensity of runoff by excess irrigation water. And many sediment and used irrigation water with including high nutrients can be discharged into Rio Grade River.
This study was conducted to identify the effects of slow release fertilizer (LCU) on ridge direct seeding on dry paddy of rice as an irrigation water-saying cultural system. During 1999-2000, a series of experiments was carried out at field (Chonbuk series) of the National Honam Agricultural Experiment Station, RDA using Dongjinbyeo. Plant height and culm length during the total growth duration were the longest and panicle umber per $m^2$ was the highest in 100% LCU application rate. Leaf area index and top dry weight were the highest in the 100% LCU application rate. They increased as more LCU was applied. Nitrogen uptake was the highest in 100% LCU application, and N use efficiency was the highest in LCU 60% + FP (fertilization at panicle formation stage) 20% application. Milled rice yield was 7% higher in 100% LCU application rate than that of conventional N application. Ripened grain rate and 1,000-grain weight of brown rice did not differ, but panicle number per $m^2$ and grain number per m2 were the highest at 100% LCU application.
The objective of this study was to develop automatic systems of nutrient solution management for optimal nutrient solution environment and labor saving in water culture which enables factory crop production. In this study, an automatic control system and its driving program are developed to prepare, supply, and recover nutrient solution and to keep the optimal solution concentration level using microcomputers. Based on this study, the following conclusions are obtained: 1. The concentration measured by the system using oscillating circuit designed and built in this study, gave good agreements with the actual nutrient solution. 2. In water culture, the period of 12 hours for measuring concentration, pH, and temperature of the nutrient solution was optimum. Addition of control solution due to the decrease of the nutrient solution concentration is required in every 3 to 5 days. 3. It is estimated that the period of the whole solution change is 15 days, however, further research is needed to assure it. In addition, this period must be shortened in the future. 4. Both the hardware and software of the developed optimal nutrient solution control system in the water culture are working very well, however, it is necessary to develop a more economical one-chip micro controller to substitute for the microcomputer.
