  • The environmental ecological flow (EEF) of stream or river will be designated according to the enforcement of the Water Environment Preservation Act. Previous researches by Ministry of Environment have proposed agricultural reservoirs as alternative resources to secure river flow where multi-purpose dam does not exist. However, agricultural reservoirs are constructed for the supply of agricultural water, and in fact, there is not a sufficient amount of water to be supplied to rivers as EEF. Therefore, this study examines the economic feasibility of securing EEF through the remodeling or construction of agricultural reservoirs. We investigated water balance of reservoir through simulation of three types of water supply demands such as agricultural water, agricultural water and river maintenance flow, and agricultural water and environmental ecology flow. The economics analysis was conducted on water supply demands and corresponding remodeling or construction of reservoirs. As a result, it was found that the method of securing through heightening existing reservoir enhancement is economically feasible. However, it was not possible to secure all the amount of the EEF due to the size limitation of existing reservoirs or constrain of the watershed for newly built reservoir. Therefore, in order to secure all of the EEF, the utilization of other alternatives as well as agricultural reservoirs should be considered. This study demonstrated the method of economical feasibility study of securing river maintenace flow and EEF using agricultural reservoirs and other considerations.

  • This study analyzed agricultural water distribution systems for the utilization of water demand-oriented water supply systems. Three major TM/TC(telemeter/telecontrol) districts of agricultural water management were selected for analyzing the characteristics of the water distribution systems. In addition, the characteristics of the water supply systems for general water supply zones based on irrigation facilities were also investigated, along with the case of special water management during the drought season. As a result, high annual and monthly variations were observed for the water supply facilities, including the reservoirs and pumping stations. In particular, these variations were more obvious during the drought season, depending on the type of facility. The operations of the pumping stations and weirs were more sensitive to the stream levels than the reservoirs, and the smaller reservoirs were influenced more than the larger reservoirs. Therefore, a water-demand-oriented water supply system should consider the existing general practices of water management in the agricultural sector, and focus on achieving a laborsaving system rather than water conservation in the case of reservoirs. Equal water distribution from the start to the end point of irrigation channels could be an effective solution for managing pumping stations.

  • An embankment raising project on 113 agricultural reservoirs in Korea was implemented in 2009 to increase water supply capacity for agricultural water and instream uses. This study evaluated the future water supply capacity of the Imgo reservoir at which the agricultural reservoir embankment raising project was completed, considering climate change scenarios. The height of the embankment of the reservoir was increased by 4.5 m, thereby increasing its total storage from 1,657.0 thousand to 3,179.5 thousand cubic meters. To simulate the reservoir water storage with respect to climate changes, two climate change scenarios, namely, RCP 4.5 and RCP 8.5 (in which greenhouse gas reduction policy was executed and not executed, respectively) were applied with bias correction for reflecting the climate characteristics of the target basin. The analysis result of the agricultural water supply capacity in the future, after the agricultural reservoir embankment raising project is implemented, revealed that the water supply reliability and the agricultural water supply increased, regardless of the climate change scenarios. By simulating the reservoir water storage considering the instream flow post completion of the embankment raising project, it was found that water shortage in the reservoir in the future is not likely to occur when it is supplied with an appropriate instream flow. The range of instream flow tends to decrease over time under RCP 8.5, in which the greenhouse gas reduction policy was not executed, and the restoration of reservoir storage was lower in this scenario than in RCP 4.5, in which greenhouse gas reduction policy was executed.

  • Water quality data for 10 years (2000~2009) from about 826 reservoirs that are operated as a agricultural water quality survey network were analyzed in order to seek water quality management plan based on physical and chemical characteristics of agricultural reservoirs. The 95% reservoirs that exceed agricultural water quality standard of Chl-a (35mg/ $m^3$) had effective water depth shallower than 5m. The reason was that the reservoirs had more inflows of nutrient salts from the watershed, bigger surface water area of weak structure to algae occurrence. As the reservoirs of effective water depth shallower than 5m cover 49% of benefited area for irrigation, it is critical for agricultural water quality management of the reservoirs. The water quality of reservoir with shallower than 5m effective water depth was worse than reservoir with deeper than 5m effective water depth. Therefore, it is desirable that effective water depth of reservoirs make more than 5m for water quality management by building the bank higher and dredging the bottom of reservoirs.

  • The management of agricultural water can be divided into management of agricultural infrastructure and operation to determine the timing and quantity of water supply. The target of water management is classified as water-supply facilities, such as reservoirs, irrigation water supply, sluice gate control, and farmland. In the case of agricultural drought, there is a need for water supply capacity in reservoirs and for drought assessment in paddy fields that receive water from reservoirs. Therefore, it is necessary to analyze the water supply amount from intake capacity to irrigation canal network. The analysis of the irrigation canal network should be considered for efficient operation and planning concerning optimized irrigation and water allocation. In this study, we applied a hydraulic analysis model for agricultural irrigation networks by adding the functions of irrigation canal network analysis using the SWMM (Storm Water Management Model) module and actual irrigation water supply log data from May to August during 2015-2019 years in Sinsong reservoir. The irrigation satisfaction of ponding depth in paddy fields was analyzed through the ratio of the number of days the target ponding depth was reached for each fields. This hydraulic model can assist with accurate irrigation scheduling based on its simulation results. The results of evaluating the irrigation efficiency of water supply can be used for efficient water distribution and management during the drought events.

  • This study assessed the reliability of the agricultural water supply based on future climate change scenarios, and suggested plans to improve the reliability in order to promote the adaptability of irrigation water in agricultural reservoirs to climate change. The assessment of agricultural water supply reliability was performed on reservoirs which had a lower water quantity than their design basis and which had recently been subject to drought. In other words, from the irrigation districts of main intake works among the reservoirs managed by the Korea Rural Community Corporation, 1~2 districts in each province-that is, a total of 13 districts -that were recently designated as a district for securing agricultural water (drought prevention district) were selected. Climate change scenarios were applied to the selected districts to analyze their future water supply reliability compared to the current level. All districts selected showed a drought frequency of 4 years or shorter, which demonstrated the need to establish climate change response plans. As plans for responding to climate change, a plan that utilizes supplemental intake works to reduce the area of the irrigation districts of main intake works, and another one that increases the capacity of main intake works were adopted to reanalyze their water supply reliability. When the area of the irrigation districts of main intake works was reduced by about 30~40%, the drought frequency dropped to more than 10 years, securing the reliability of water supply. To secure the reliability by increasing the capacity of main intake works, it was calculated that about 19,000~2,400,000 tons need to be added to each reservoir. In addition, climate change response plans were suggested to improve the reliability of the water supply in each district based on the results of economic analysis.

  • Saemangeum development project is the world's largest tidal flat reclamation project. It is currently under construction, and proceeding with phased developments. The construction of agricultural areas within the Saemangeum reclamed lands is also a part of this project. These areas will have multi-functional complexes aiming to produce mainly eco-friendly horticultural crops and livestock products for the purpose of export. The major concern is to obtain sufficient water with appropriate quality to supply to those areas. The objective of this study is therefore to provide available water supply plans for agricultural purpose, especially for horticulture and livestock complexes. Alternative methods for water supply are purifying water from the Saemangenm lake or using water supply services providing by K-water or local governments. This study investigates to find an economical water supply plan through comparisons of these methods. As a result, the water purification method with Saemangeum lake water could be advantageous for given water supply conditions to horticulture and livestock complexes.

  • The subject of externality of agricultural water supply has been discussed in the OECD AC ( Organization for Economic Cooperation and Development Agriculture Committee) while argued between monsoon Asian developing countries and the agricultural product export nations (Australia, EU, etc). It argued that a 'positive' approach to multifunctionality views agriculture as an economic activity with multiple, interconnected outputs or effects, and a 'normative' approach interprets multifunctionality in terms of the multiple roles assigned to agriculture. and the agricultural product export nations insisted 'negative' approach to externality of agricultural water supply like causing water pollution. So, in this study, define the externalities (positive, negative and economic, environmental) in terms of the agricultural water supply and calculate benefit and cost each the externalities by cost estimation. As results, BC is calculated to 1.28 which means that it is more economical to agricultural water supply and shows that although the negative exernalities comes out while supply the agricultural water, it still more valuable to supply the agricultural water.

  • This study aims to establish basic data for efficient management of rural water by analyzing regional irrigation facilities and benefitted areas in the statistical yearbook of land and water development for agriculture at the watershed level. For 511 domestic rural water use areas, water storage facilities (reservoirs, pumping & drainage stations, intake weirs, infiltration galleries, and tube wells) are spatially distributed, and the benefitted areas provided at the city/county level are divided by water use area to provide agricultural water supply facilities. The characteristics of rural water district areas such as benefitted area, were analyzed by basin. The average area of Korea's 511 rural water districts is 19,638 ha. The average benefitted area by rural water district is 1,270 ha, with the Geum River basin at 2,220 ha and the Yeongsan River basin at 1,868 ha, which is larger than the overall average. The Han River basin at 807 ha, the Nakdong River basin at 1,121 ha, and the Seomjing River basin at 938 ha are smaller than the overall average. The results of this basic analysis are expected to be used to set the direction of various supply and demand management projects that take into account the rational and scientific use and distribution of rural water and the characteristics of water use areas by presenting a quantitative definition of Korea's agricultural water districts.

  • The importance of environmental water has been risen in terms of river ecosystem soundness with preventing stream flow depletion in rural area, while enlarging agricultural reservoir project is conducted under the 4 main river restoration project for supplying more water to 4 main rivers. The aim of this study was to estimate the amount of environmental water release and analyze the release pattern during non-irrigation season in enlarged agricultural reservoirs. The 4 reservoirs (Dansan, Samga, Geumbong, Changpyeong) located on the upper region of Nakdong river were simulated applying the operation rule which was determined by release criteria curves. The simulated results indicated that the more environmental water could be released than the spillway release and continuous release was achieved with smaller range of fluctuation. In case of Changpyeong reservoir, average 506.0 thousand $m^3$ environmental water could be released on Feb., and it was about twice as much as the spillway release before the enlargement, and also, the 18 thousand $m^3$/day environmental water could be supplied to a stream consistently after enlargement. From the results, it was expected that the additional environmental water release will improve stream water flow during dry season in terms of quantity and quality of water.
