Digital Technologies in the Innovative and Structural Transformation of Low- and Middle-Income Economies

  • While in high-income countries the development of digital technology began in the 1970s, in low- and middle-income countries it began in the 1990s and even after 2005, due to the political regime that constrained economic development and innovation. At the same time, there are no studies of the relationship between technological development and structural changes through innovation in low- and middle-income countries. The article aims to quantify the relationship of the introduction of digital technologies on innovation, structural transformation of low- and middle-income economies. The industrial-agrarian economy of Uzbekistan with an authoritarian regime is in a state of transition to a market economy, while in Ukraine, there are active processes of Europeanization and integration into the EU. Ukraine's economy is commodity-based (the export of raw materials of industries and the agricultural sector in developed countries predominates) and industrial-agrarian. Digital technologies and the service sector are little developed in Uzbekistan. On the other hand, Ukraine has a more developed ICT sector. Uzbekistan is gradually undergoing an innovative and structural transformation of the economy: the productivity of the agricultural, industrial, and service sectors is growing, but the ICT sector is virtually undeveloped. In comparison, in Ukraine, there are no significant structural transformations due to a significant drop in productivity of the industrial sector, with stable growth of productivity of the agricultural sector due to technology and a slight increase in productivity of the service sector. It is revealed that Ukraine and Uzbekistan have undergone structural transformations of the economy in favor of the service sector, while the agricultural and industrial sectors produce less and less. If Uzbekistan remains the industrial-agrarian country with an aggregate share of the added value of these sectors 59% in 2019, Ukraine transits to the post-industrial type of economy where the added value of the service sector in GDP grows (55% compared to agrarian and industrial sectors at 42%).

  • In this study, a computer program was developed for analysis of the orthotropic curved ring sector plates. In the developing program , the thin-plate theory and multi-base coordinate system was adopted. The effect of design factors-boundary conditions, loading conditions, steel ratio, open angle, radius of curvature and relative flexural rigidity between slab and edge-beam-on the behavior of the circular ring sector plates were discussed. Also, the practical limitations was proposed to replace the problem of the orthotropic sector plate by equivalent rectangular plage.

Strategies for Korean Agribusiness Investment in China (대중국 소자본 농업투자 진출 방안에 관한 연구)

  • Korea and China have a similar agricultural background and they have an analogical culture and custom of food. In addition, they are located close. Thus, their agricultural sectors easily have effected each other. The purpose of this study is to review the history and situation of Chinese agribusiness, to analyze the status of Chinese investing policy which is varied after China joining in WTO, and to suggest the ways that Korean companies can successfully invest in the Chinese agribusiness sector. In addition, we explore the cases that foreign companies in Hongkong invest in the Chinese agribusiness sector. Korean companies must have a special knowledge about Chinese laws and custom of business. They also have to make a good partners who help their business. Second, before Korean companies investing in the Chinese agribusiness sector, they must carefully choice investing items. These items have to satisfy several conditions, accessing to international market as well as Chinese market and that politic assistance of Chines government is rendered. Third, when Korean companies invest in the Chinese agribusiness sector, the scale of invest would better not be large. In addition, Korean companies have to make a joint-venture company in China and build vertical integration.

Calculation of GHGs Emission from LULUCF-Cropland Sector in South Korea

  • he land use, land-use change, and forestry (LULUCF) is one of the greenhouse gas inventory sectors that cover emission and removals of greenhouse gases resulting from land use such as agricultural activities and land use change. Particularly, LULUCF-Cropland sector consists of carbon stock changes in soil, $N_2O$ emissions from disturbance associated with land use conversion to cropland, and $CO_2$ emission from agricultural lime application. In this paper, we conducted the study to calculate the greenhouse gases emission of LULUCF-Cropland sector in South Korea from 1990 to 2014. The emission by carbon stock changes, conversion to cropland and lime application in 2014 was 4424, 32, and 125 Gg $CO_2$-eq, respectively. Total emission from the LULUCF-Cropland sector in 2014 was 4,582 Gg $CO_2$-eq, increased by 508% since 1990 and decreased by 0.7% compared to the previous year. Total emission from this sector showed that the largest sink was the soil carbon and its increase trend in total emission in recent years was largely due to loss of cropland area.

A study on direct-to-consumer and intermediated marketing for the 6th industrialization in the U. S. agricultural sector

  • The Korean government introduced the $6^{th}$ industrialization in the agricultural sector to increase farmers' income and value-added agricultural products. The U.S. government has also supported farmers' efforts to increase their income and value-added products in a similar way even though the $6^{th}$ industrialization is not the usual concept in the U.S. Especially, direct-to-consumer and intermediated marketing is one of the main methods to increase farmers' income and value-added agricultural products in the U.S. The purpose of this paper was to analyze direct-to-consumer and intermediated marketing in the U.S., through a survey and frequency analysis. The results of this study are as follows: First, U.S. farmers have shifted their concern and efforts from direct-to-consumer marketing to intermediated marketing because intermediated marketing may offer higher value-added agricultural products. However, consumers' perception and interest are higher for direct-to-consumer marketing than for intermediated marketing of agricultural products and related services. Consumers also will increase the portion of consumption of agricultural products and related services through direct-to-consumer marketing. This difference between farmers and consumers may cause difficulties in increasing farmers' income and value-added agricultural products in the U.S. Korean farmers may have same problem in the future, even though they have not encountered it yet. Especially, the Korean government needs to develop the capabilities of farmers so that they can solve this problem.

An analysis of ex-post assessment on Korea-Chile Free Trade Agreement with respect to the agricultural sector

  • As the existing FTAs' implementations are being accelerated, ex-post assessments, such as tariff schedules and agricultural trade analyses results, have been emerging as important national issues for the agricultural sector. Korea-Chile FTA is the first FTA in Korea, and more than ten years have passed since April 2004. It will be necessary to measure the impacts of the agreement on the domestic agricultural industry by analyzing concessions made on traded items of farm products on prices, agricultural trade, and so on. The purpose of this study is to prepare for the request for ex-post assessments on the agricultural sector by trade negotiation procedural law. Additionally, by providing policy direction for agricultural policy segments requiring amendments and supplements through an ex-post assessment, we can more objectively evaluate the conflicting arguments between the agricultural and non-agricultural sectors. Current evaluation methods about ex-post impact assessment of FTA are generally comparison analysis on the change of trade balance before and after FTA implementation. However, this simple comparison analysis cannot be said to pure FTA effects and objective, tightening economic impact assessment of the FTA because of all combined situations such as effects of exchange rates, international macroeconomic changes, climate change, and the occurrence of pests. This research attempts to use dynamic analysis as its ex-post assessment methodology and is expected to contribute to future policy evaluation.

Measuring the social effects of the origin labeling of beef in the Korean food service sector

  • In Korea, origin labeling is one of the main issues in the food service sector. Many restaurants presented the incorrect or no origin of the food material, and Korean consumers have kept complaining about it. Even though the origin labeling program was welcomed by consumers, the food service sector has claimed that there is an increasing cost due to the origin labeling program. It is an important issue to determine whether the origin labeling program is good for the social welfare; however, the specific effects of the origin labeling program have rarely been measured. The purpose of this study was to measure the effect of origin labeling of beef in the Korean food service sector. Through survey and model analyses, a few findings are presented. First, Korean consumers showed a positive willingness-to-pay for the origin labeling of beef. Especially, consumers without information on the origin of the beef showed a larger willingness-to-pay for the origin labeling. Second, the origin labeling of beef changed the price and quantity of beef, and this change became larger when the consumers had no information on the origin of the beef. The change in the marketing margin due to the origin labeling program also affected the changes in the price and quantity of the beef. Third, the origin labeling of beef increased the social welfare, which is the sum of the consumer surplus and producer surplus. And this increase of the social welfare became larger when the consumers had no information about the origin.

The Economic Impact of Changing the Status of Korea to a Developed Country in WTO Negotiation (한국의 WTO 선진국 지위 전환에 따른 경제적 효과)

  • This study aims to estimate the economic effect of Korea's transition to a developed country in WTO negotiations. If Korea develops into an advanced country, it must give up many advantages in the agricultural sector. In particular, limiting the scope of sensitive items, giving up the selection of special items, and drastic tariff reductions are expected to have greater negative effects on the agricultural sector. According to research results, Korea's GDP rose slightly from 0.2 to 0.8 percent following the DDA settlement. Especially when China is classified as an advanced country along with Korea, Korea's GDP appears to be growing even more. On the other hand, damage is expected in most areas of agriculture. The trade deficit in the agriculture sector is expected to widen as output in the agricultural sector decreases, and import growth exceeds export growth. In the non-agricultural sector, there are no significant differences in the change in WTO status. However, if China is grouped together as an advanced country, the export growth rate of the Korean manufacturing industry appears greater.

The Analysis of Greenhouse Gases Emission of Cropland Sector Applying the 2006 IPCC Guideline (2006 IPCC 지침을 적용한 농경지 온실가스 배출량 분석)

  • The field of agriculture, forestry, and other land-use (AFOLU) is concerned with greenhouse emissions of agriculture (crop and livestock), as is the field of land-use, land-use change, and forestry (LULUCF). The 1996 IPCC guideline and the 2006 IPCC guideline are used in combination for calculation of greenhouse gas emission from the agricultural sector, and the 2003 IPCC guideline is used for that from the land-use sector. In this research, we analyzed GHG emissions of the cropland sector in AFOLU based on the 2006 IPCC guideline. The results showed that GHG emissions of 1990 was $-504Gg{\cdot}CO_2-eq$, while that of the last year was $2,871Gg{\cdot}CO_2-eq$. Compared with the 2003 methodology, total emissions according to the 2006 IPCC was lower except in 1997 and 2003. This trend is due to difference of analyzed emission sources, lower default values, and global warming potential by the 2006 IPCC. The results are estimated using limited data at the Tier 1 level and the first issue to be solved is the activity data from the land-use change matrix. Although this result should be improved, it can be used as the basis for calculating GHG emissions of the AFOLU sector.

Policy Implications of the Korean Dairy Industry in WTO DDA Agricultural Negotiation (WTO DDA 농업협상과 유가공산업의 대응방향)

  • The Korean dairy sector has experienced the negative impact with the market liberalization for dairy products as a result of the UR Agreement on Agriculture. Futhermore the current WTO DDA agricultural negotiation seems to make the greater negative impact on the Korean dairy sector. It is because that the ongoing negotiations on agriculture will likely result in further reductions of domestic support as well as reduction of tariffs and expansion of the market access. Therefore it's time for us to prepare the effective measures coping with the movement of the further dairy market liberalization. The main purpose of the study is to summarize and illustrate some of the major issues in the current WTO negotiation on agriculture. Also the paper presents some policy implications and missions so as to minimize the negative impacts of agricultural trade liberalization on the Korean dairy sector.
