21세기 농업발전을 위한 농업관련기관의 집단화 및 효율적 운영방안 - 충청남도의 예 - (Consolidation of Agricultural Institutions and Its Efficient Management Schemes for the 21 st Century-oriented Agricultural Development - Case Study for Land Choongcheongnam-Do -)

  • In this paper, the basic planning for the creation of consolidated agricultural institutions of Choongcheongnam -Do and its management schemes were established. These institutions, including rural development office, farmers'training institution, original seeding field of farm crops, agriculturial information center, packing design center, agricultural machinery repair center, agricultural scientific conference hall, agricultural museum, agricultural park, farmers'hall and event plaza, are planned to be created. The required area for the site is 1,246,781 m2. 281-22 Jongkyung-Ri, Sinam-Myun, Yesan-Gun, Choongcheongnam-Do and its surroundings is a proper site for the creation of'consolidated agricultural institution because the actual conditions of the soil, traffic network, irrigation and drainage, tourist routes and human resources are very good. The layout of the facilities that would comprise an agricultural institution was organized in consideration of the functions and roles of each facility and the relationships among facilities in this consolidated agricultural institution. It is desirable that the headquaters of consolidated agricultural institution oversees the management department, the planning $.$ administration $.$ information department, the rural development office, the farmers'training institution, the original seeding field of farm crops and the agricultural park.

시.군 관리 저수지 실태 조사 및 정비방안에 관한 연구 (Survey for the Management of Reservoirs under Control of Local Authorities of Reservoir of City.Gun in Korea)

  • There are many agricultural facilities (46.7%) that have been over 30 years in the Republic of Korea (the ratio of reservoirs built before 1945 is 53%, from 1946 to 1971 is 35%). In the case of reservoirs which do most important functions among these facilities, only 3,000 reservoirs are managed by Korea Rural Community & Agriculture Corporation (KRC) and the other 15,000 reservoirs are managed by local authorities (City and Gun). But, 15,000 reservoirs included in City. Gun have been built in more wide area than KRC and the reservoir management system has not been operated well because of shortage of budget and manpower of the local authorities. Particularly, the abnormal weather happened during every summer season recently has ruined a lot of rural community facilities. So flood control function have been more important than irrigation function in agricultural reservoir system and it may be required to introduce new safe, management and maintenance techniques in City Gun reservoirs. So we investigated landscapes and deteriorations of agricultural reservoirs managed by local small governments for revealing not only present usage but also future value. Survey shows that there are no structural managements except typical hydrological reportings and the deterioration of small darn is very serious. There are needs for more systematic management system and equipment methods. Therefore, this study may suggest that reservoir (that takes charge of the greatest deal of weight in all agricultural facilities) must be considered as new concept of the usage and the unification. On the other hand, reservoir must be also developed as amenity resources, natural circumstances and district values.

  • Rehabilitation and upgrading of the irrigation facilities are usually for the reservoirs, pumping stations, and other facilities in the paddy fields. Changes in food consumption patterns have taken place in Korea and there are growing foreign demands that we open our agricultural products market. In accordance with this situation, farmers are turning increasingly to growing vegetables which provide a high income cash crop. It is necessary to irrigate by pressure through pipe lines in farming facilities and mass production farming. Flood damage occurs as a result of heavy rainfall. The design criteria should be followed to minimize the risk of the flood damage in rehabilitation and upgrading.

  • The irrigation facilities are managed systematically and a facility is independent at the view of shape and function. The design of the irrigation facility is the formulated process with independent objectives. So its process is accordance to object-oriented concept. The design of irrigation facilities is classified into several steps. In these steps, the design data is made and the various problems are solved and consolidated with analysis and decision. In order to achieve our goal of constructing an efficient integrated design system, the results from the design should be able to be systematically connected and re-used. In the study, the design task of irrigation facility, the integrated design system for (IDSAF) is to be developed using the object-oriented methods, and then its applicability will be examined.

우리나라의 대규모 곡물 종합조제시설의 문제점 및 전망 (Prospect of large scale Grain Drying, Storage and Milling Facility Complex in Korea)

  • The main objectives of this studies are to present the most desirable rice processing complex model system in a given our situations by comparision and analyzing the major factors and, also recommend the future prospect of the rice processing complex in Korea. There are 3 different rice processing complex models in Korea. Those are concrete bin, flat type steel bin and square bin. These systems have a lot of differences and have their own characteristics such as capital requirement, efficiency, storage capacity and quality controls. The major problems of the existing rice processing centers in Korea are high fixed cost and the unbalnced systems. Following is summary to solve this problems: 1. Development of the large scale harvester and high speed continuous dryer. 2. Quality inspective system of bulk grain and large scale temporary storage facilities. 3. Large size readjustment of arable land. 4. Select the convenient location of rice processing center and formulation of well equipment facilities.

농업용수 수요량 예측기법 고찰 (Consideration of Techniques for Agricultural Water Demands Estimation)

  • It is to show the problems of the existing techniques to estimate agricultural water demand and to suggest the new methods considering the water demand for non-irrigated area and decrease of water loss in canal. It is to suggest the methods to improve the techniques for estimating agricultural water demand and to analyze the water demand and supply according to the facilities capacity. Until now, the concept of per the unit used to estimate agriculture water demand is useful to estimate demand, but is insufficient to cope with the variations of conditions in future. And the paddy area of government is not realistic against a trend of decrease. Water demand decrease is caused by constructions of irrigation facilities as constructing of irrigation canal, but application loss ratio is fixed. Increase of the water demand owing to the increase of the yield per the unit area is also the actual condition which is not considered. The guide-line must contain these contents for a demand estimate.
