Drought is a recurrent natural hazard in Bangladesh. It has significant impacts on agriculture, environment, and society. Well-timed information on the onset, extent, intensity, duration, and impacts of drought can mitigate the potential drought-related losses. Thus, drought characteristics need to be explained in terms of frequency, severity, and duration. This paper aims to characterize the spatial and temporal pattern of meteorological drought using EDI and illustrated drought severity over Bangladesh. Twenty-seven (27) station-based daily rainfall data for the study period of 1981-2015 were used to calculate the EDI values over Bangladesh. The evaluation of EDI is conducted for 4 sub-regions over the country to confirm the historical drought record-developed at the regional scale. The finding shows that on average, the frequency of severe to extreme drought is approximately 0.7 events per year. As a result of the regional analysis, most of the recorded historical drought events were successfully detected during the study period. Additionally, the seasonal analysis showed that the extreme droughts were frequently hit in northwestern, middle portion of the eastern and small portion of central parts of Bangladesh during the Kharif(wet) and Rabi(dry) seasons. The severe drought was affected recurrently in the central and northern regions of the country during all cropping seasons. The study also points out that the northern, south-western and central regions in Bangladesh are comparatively vulnerable to both extreme and severe drought event. The study showed that EDI would be a useful tool to identify the drought-prone area and time and potentially applicable to the climate change-induced drought evolution monitoring at regional to the national level in Bangladesh. The outcome of the present study can be used in taking anticipatory strategies to mitigate the drought damages on agricultural production as well as human sufferings in drought-prone areas of Bangladesh.
This study is to analyze the 2012 spring drought of Korea using drought index and satellite image. The severe spring drought recorded in May of 2012 showed 36.4% of normal rainfall(99.5mm). The areas of west part of Gyeonggi-do and Chungcheong-do were particularly serious. The drought indices both the SPI(Standardized Precipitation Index) and WADI(WAter supply Drought Index) represented the drought areas from the end of May and to the severe drought at the end of June. The drought by SPI completely ended at the middle of July, but the drought by WADI continued severe drought in the agricultural reservoir watersheds of whole country even to the end of the July. On the other hand, the results by spatial NDVI(Normalized Difference Vegetation Index) and EVI(Enhanced Vegetation Index) data from Terra MODIS, both indices showed relatively low values around the areas of Sinuiju, Pyongyang, and west coast of North Korea and Gyeonggi-do and Chungcheong-do of South Korea indicating drought condition. Especially, the values of NDVI and EVI at Chungcheong-do were critically low in June compared to the normal year value.

Among several indices that have been proposed and adopted in different disciplines of sciences, standardized precipitation index, SPI by McKee et al. (1993) was applied to evaluate drought severity for historical rainfall records. Monthly SPI in Seoul station was reviewed in this study, in an effort to characterize the drought intensities during 1994. The SPI drought frequency decreases inversely with monthly time scales of different spans, while the drought duration increases. March, 1994 was found to be the most severe for the three month period, and was recognized as the beginning month of the historical drought spans. Drought intensities became less severe during May and June. SPI becomes greater from July to September particularly in eastern parts of the country.

Generally speaking, agriculture exist in a climatic environment of uncertainty. Namely, normal rainfall value, as given by the mean values, does not exist. Thought on exists, itl does not affect like extreme Precipitation value on the part of agriculture and of others. Therefore, it is important that we measure the duration and severity index of drought caused by extreme precipitation deficit. In this purpose, this study was dealt with the calculation of drought duration and severity indexs by the method of monthly weighting coefficient. There is no quantitive definition of drought that is universally acceptable. Most of the criteria was used to identify drought have been arbitrary because a drought is a 'non-event' as opposed to a distinct event such as a flood. Therefore, confusion arises when an attempt is made to define the drought phenomenon, the calculation of duration, drought index is based on the following four fundamental question, and this study was dealt with the answers of these four questions as they related to this analytical method, as follows. First, the primary interest in this study is to be the lack of precipitation as it relates to agricultural effective rainfall. Second, the time interval was used to be month in this analysis. Third, Drought event, distinguished analytically from other event, is noted by monthly weighting coefficient method based on monthly rainfall data. Fin-ally, the seven regions used in this study have continually affected by drought on account of their rainfall deficit. The result from this method was very similar to the previous papers studied by many workers. Therefore, I think that this method is very available in Korea to identify the duration of drought, the deficit of precipitation and severity index of drought, But according to the climate of Korea exist the Asia Monsoon zone. The monthly weighting coefficient is modify a little, Because get out of 0.1-0.4 occasionally.

Drought is a social phenomenon in which the degree of perception varies depending on the affected factors, and is defined as various relative concepts such as meteorological drought, hydrological drought, agricultural drought, and climatological drought. In this study, a comparative analysis of meteorological drought among variously defined droughts was conducted and the applicability of the drought index was examined by comparing the actual drought cases and the results of meteorological drought index analysis. In order to compare the drought index, we used standardized Precipitation Index (SPI), China-Z Index (CZI), Modified CZI (MCZI) and Z-Score Index Respectively. Four drought indices were used for the Taebaek and Sokcho areas. The drought index was analyzed using the meteorological data from 1986 to 2015 for a duration of 3 months. As a result of the analysis, the SPI drought index was analyzed to be highly reproducible for the case of drought with past limited water series. In the case of CZI and MCZI drought indices, the number of extreme dry occurrences is similar to that of the past cases, but the reproducibility is low for the actual drought years. In the case of ZSI drought index, it is analyzed that the number of occurrences and the comparison with the past cases are inferior in reproducibility. For the meteorological drought index using precipitation, it would be effective to use the SPI drought index with the highest reproducibility and the past drought case.

Different vegetation indices from satellite images have been used for monitoring drought damages, and this study aimed to develop a drought index using NOAA/AVHRR NDVI(Normalized Difference Vegetation Index) and to analyze the temporal and spatial distribution of spring drought severity in North Korea from 1998 to 2001. A new drought index, DevNDVI(Deviation of NDVI), was defined as the difference between a monthly NDVI and average monthly NDVI at the same cover area, and the DevNDVI images at all years except for 2001 demonstrated the drought-damaged areas referred from various domestic and foreign publications. The vegetation of 2001 showed high vitality despite the least amount of rainfall among the target years, and the reason was investigated that higher temperature above normal average would shift the growing stages of plants ahead. Therefore, complementary methods like plant growth models or ground survey data should be adopted in order to evaluate drought-induced plant stress using satellite-based NDVI and to make up far the distortion induced by other environments than lack of precipitation.

Recent droughts in South Korea have had large economic and environmental impacts across the country. Changes in rainfall and hydrologic patterns due to climate change can potentially increase the occurrence of extreme droughts and affect the future availability of water resources. Therefore, it is necessary to evaluate drought vulnerability for water resources planning and management, and identify the appropriate mitigation actions to conduct a drought risk analysis in the context of climate change. The objective of this study is changes in the temporal trends of drought characteristics in South Korea to examine drought impacts under climate change. First, the changes of drought occurrence were analyzed by applying the Standardized Precipitation Evapotranspiration Index (SPEI) for meteorological data on 54 meteorological stations, and were analyzed for the past 30 years (1981-2010), and Representative Concentration Pathways (RCP) climate change scenarios (2011-2100). Second, the changes on the temporal trends of drought characteristics were performed using run theory, which was used to compare drought duration, severity, and magnitude to allow for quantitative evaluations under past and future climate conditions. These results show the high influence of climate change on drought phenomenon, and will contribute to water resources management and drought countermeasures to climate change.

In this study, we assessed meteorological and agricultural drought based on the SPI(Standardized Precipitation Index), SMP(Soil Moisture Percentile), and SMDI(Soil Moisture Deficit Index) indices using satellite-based TRMM(Tropical Rainfall Measuring Mission)/GPM(Global Precipitation Measurement) images at the province of Chungcheongbuk-do. The long-term(2000-2015) TRMM/GPM precipitation data were used to estimate the SPI values. Then, we estimated the spatially-/temporally-distributed soil moisture values based on the near-surface soil moisture data assimilation scheme using the TRMM/GPM and MODIS(MODerate resolution Imaging Spectroradiometer) images. Overall, the SPI value was significantly affected by the precipitation at the study region, while both the precipitation and land surface condition have influences on the SMP and SMDI values. But the SMP index showed the relatively extreme wet/dry conditions compared to SPI and SMDI, because SMP only calculates the percentage of current wetness condition without considering the impacts of past wetness condition. Considering that different drought indices have their own advantages and disadvantages, the SMDI index could be useful for evaluating agricultural drought and establishing efficient water management plans.

The purpose of this study was to evaluate climate change vulnerability over the agricultural infrastructure in terms of flood and drought using principal component analysis. Vulnerability was assessed using vulnerability resilience index (VRI) which combines climate exposure, sensitivity, and adaptive capacity. Ten flood proxy variables and six drought proxy variables for the vulnerability assessment were selected by opinions of researchers and experts. The statistical data on 16 proxy variables for the local governments (Si, Do) were collected. To identify major variables and to explain the trend in whole data set, principal component analysis (PCA) was conducted. The result of PCA showed that the first 3 principal components explained approximately 83 % and 89 % of the total variance for the flood and drought, respectively. VRI assessment for the local governments based on the PCA results indicated that provinces where having the relatively large cultivation areas were categorized as vulnerable to climate change.

This study proposes a method to evaluate agricultural reservoirs drought by modifying SWSI (Surface Water Supply Index). The method was applied to Geum river basin and the results were represented as spatially distributed information. The SWSI evaluates hydrological drought of watershed unit by selectively applying one or all of the components of snowpack, precipitation, streamflow and reservoir storage. South Korea has 22 % of agricultural area, and rice paddy covers 64 % among them. Usually paddy fields scattered along stream are irrigated by so many small agricultural reservoirs. It is difficult to evaluate agriculture drought by the little information and large number of agricultural reservoirs. In this study, seven agricultural reservoirs over 10 million ton storage capacity were selected in Geum river basin, and the SWSI was evaluated for both upstream and downstream of the reservoirs using 16 years data (1991-2006). Using the results, multiple regression analyses with precipitation and reservoir storage as variables were conducted and the equations were applied to other watersheds. The spatial results by applying regression equations showed that the severe and moderate drought conditions of July and September in 1994, June in 1995, and May in 2001 were well expressed by the watershed unit.
