농업생산력의 변화에 따른 농업생산조직의 발전과정 (Transformation of Cooperative Groups for Agricultural Production with the Change Agricultural Productive Force)

  • The purpose of this study was to interpret the transformation of Cooperative Groups for Agricultural Production(CGAP) with the change of the Agricultural Productive Force. The specific objectives were; 1) To investigate the change of agricultural labour-power, 2) To investigate the change of agricultural mechanization and arable land, 3) To interpret the transformation and content of CLAP. The population of farmhouseholds has decreased continuously since the late 1960s. Especially, with the move-outs of youth ages of twenties to forties, the condition of agricultural labour-power has been more serious. The processing of agricultural mechanization was a small scale step in the 1970s, but after the 1980s there was a spread of middle-large machines. However the usage rate of agricultural machines was constrained by the bad conditions of arable land. From the 1970s to now, the CGAP have bean processed by many kinds of patterns. In the 1970s, the lack of labour-power caused the creation of the Co-Working Team. After the late of 1970s, the wage of agricultural employees was raised, because the working population of agriculture was cut down. Also, the induction of agricultural machine was promoted. As a result, in the 1980s, the Machine-Using Team occurred due to these conditions of agricultural productive force. In the late of 1980s, the population decreased more rapidly, and the use of large machines were spread. Than farmhouseholds laking labour-power gave a trust to other farmhouseholds and Teams which had machines. In 1990, Given-Trust Cooperations were enacted by law, and in order to overcome the lack of labour-power, and solve the problem of the successors of agriculture, Cooperative Organizations were also enacted by law. Finally, in Korea from the 1970s to now, as the agricultural productive force has barn changed, the Co-Working Team was transformed into the Machine-Using Team, and the Machine-Using Team was transformed into the Given-Trust Cooperation, and the Cooperative Organization.

농업분야 소규모 협동조합 유통체계 구축을 위한 우선순위 평가 (Evaluating Policy Priorities in Small Agricultural Cooperatives for Distribution Systems)

  • Purpose - Domestic cooperatives tend to increase during the establishment of cooperatives and gradually through the basic law of social needs. However, only cooperatives' qualitative grow this secured without blessings, and their quantitative growth through government support is questionable. The purpose of this study is to analyze the agricultural cooperatives established through the Distribution System Cooperatives Basic Law, which was enacted in January 2012. Subsequently, establishing agricultural cooperatives was done briskly. However, cooperatives established rapidly after the founding of the Basic Law encountered problems. Research design, data, and methodology - To assess the performance of selected agricultural cooperatives, data were analyzed using the methodological Analytic Hierarchy Process (AHP) approach. The AHP is a set of systematic procedures to hierarchically analyze the elements of any problem. Using a survey on expertise, a series of comparative determinations of each pair is performed to evaluate the relative strengths and the strengths of the impact between elements within the hierarchy. A survey was conducted on 10 small agricultural cooperatives using AHP analysis for the examination. The purpose of such research and analysis is to recommend a direction for future policies aimed at small agricultural cooperatives. Result - This study applied three types of policy evaluation criterion, including market expansions, organizations, and cooperative projects, and 12 types of small agricultural cooperative policy measures. Market expansion policies for agricultural cooperatives are classified into four categories: school meals, direct transactions, shopping malls, and wholesale markets. Organizational policies for agricultural cooperatives are classified into four types: existing sales channel management, education, preventing free riding, and enlarging members. Cooperative project policies in agricultural cooperatives are classified into four policy areas: cooperation between cooperatives, community contribution, joint businesses, and government links. In this paper, the growth priority in agricultural cooperative policies is analyzed by applying policy evaluation criteria on the basis of a survey on expertise. The priorities of the policy program are also analyzed using a decision analytic hierarchy process. The results indicate that market expansion is the most important policy evaluation criterion therefore, improving direct transactions, school meals, management of existing sales channels, and shopping malls are crucial policy measures. In contrast, the cooperation of cooperatives, expansion of union members, and cooperation with the government were found to have low priority. Conclusions - Agricultural cooperatives should develop plans as follows. Small agricultural cooperatives need to secure school meals and direct transactions for market expansion, restructure marketing strategies to manage existing sales channels, and, finally, increase education and training for sustainable organizational development. This study has the following limitations. Because the subject of the investigation is a new cooperative, determining its sustainable growth is difficult. Therefore, through analysis and a continuous study of cooperatives, future research is expected to show that modifying the direction of agriculture cooperatives is necessary.

생협과 생산자 조직간의 연계 활성화 방안 (The Promotive Schemes of Linkage Between Consumer Cooperatives and Farmer' Organization)

  • This study was carried out to find out promotive schemes of linkage between consumer cooperatives and farmers' organization as an active mean of consumer cooperative movement. The consumer cooperative movement has a role of sovling the environmental problems and the social problems in Korea. According to the questioners and interview involed with consumer, farmers and specialists of consumer cooperative movement, the following findings were resulted. 1. The effective linkage form is the linkage programs controled by leaders of the consumer cooperatives and the farmers' orranization. That's the foundation for effective linkage between the two organization. 2. Enacting the consumer cooperative act and supporting from government and social groups are needed for the linkage form and activating of consumer cooperative movement. 3. The education and the public relation(P.R.) about the perspectives of consumer cooperative movement are needed. 4. The various exchange activities between consumer and farmers are programed and cried out.

  • To increase the synergies of rural experience tourism and overcome the limitations rural tourism are study. A basic cooperative model and theme model have been set up and comprehensive cooperative tourism model has been offered. In order to the development of model example, experience resources has been investigated and problems and features for 7 rural experience tourism villages of Cheongwon have been identified. The basic cooperative model has been selected main line and part hub type. The theme model has been separated nature experience, history and character experience, traditional culture and theme experience, agriculture and rural area experience. Based on this, The thematic cooperative tourism model and the comprehensive cooperative tourism model, its a schedule have been exemplified.

Optimal Power Allocation and Relay Selection for Cognitive Relay Networks using Non-orthogonal Cooperative Protocol

  • In this paper, we investigate joint power allocation and relay selection (PARS) schemes in non-orthogonal cooperative protocol (NOCP) based cognitive relay networks. Generally, NOCP outperforms the orthogonal cooperative protocol (OCP), since it can provide more transmit diversity. However, most existing PARS schemes in cognitive relay networks focus on OCP, which are not suitable for NOCP. In the context of NOCP, we first derive the joint constraints of transmit power limit for secondary user (SU) and interference constraint for primary user (PU). Then we formulate optimization problems under the aforementioned constraints to maximize the capacity of SU in amplify-and-forward (AF) and decode-and-forward (DF) modes, respectively. Correspondingly, we derive the closed form solutions with respect to different parameters. Numerical results are provided to verify the performance improvement of the proposed PARS schemes.

확률적 DEA모형에 의한 품목농협의 효율성 분석 (An Analysis of the Efficiency of Item-based Agricultural Cooperative Using the DEA Model)

  • 이 논문에서는 부트스트래핑 DEA 모형을 이용하여 품목농협의 효율성 분석 값의 통계적 유의성을 분석하였다. 분석결과, 첫째, 일반적 DEA모형에 의한 기술효율성은 0.878로 추정된 반면, 부트스트래핑 기법을 적용하면 0.804로 추정되었다. 그러나 두 값의 차이는 신뢰구간 범위 내에 있기 때문에 통계적으로는 유의하지 않다. 또한 95% 유의수준하에서 기술효율성의 통계적 신뢰수준은 0.726에서 0.874로 분석되었다. 둘째, 일반적 DEA모형에서 효율적인 품목농협으로 추정된 19개 농협 모두 부트스트래핑 기법을 적용한 경우 비효율적인 것으로 추정되었다. 이는 일반적 DEA모형의 경우 비효율적인 품목농협이 효율적인 것으로 추정될 수 있다는 것이다.

  • Joint marketing defines marketing activity which aims scale economies, quality improvement, and reducing marketing costs, through regrouping and sharing roles between farmers, regional cooperative, and national agriculture cooperative federation. As a case study for joint marketing, an empirical analysis was done for strawberry joint marketing in Nonsan city and future directions for joint marketing were deduced.

농협 상설매장을 통한 농산물 직거래 활성화 방안에 관한 연구 (A Study on the Direct Marketing of Agricultural Product through the Outlet Store Owned by Agricultural Cooperative)

  • 본 연구는 농산물 직거래에서 큰 비중을 차지하는 농협 상설매장에 대한 소비자의 이용실태와 평가에 대해서 분석해 보고, 농협 상설매장의 활성화 방안을 모색해 보고자 하였다. 농협 상설매장을 이용하는 소비자 257명을 대상으로 설문조사를 실시한 결과 하나로마트는 근린 생식품 매장으로, 하나로클럽은 농산물 및 식품류 할인매장으로 고객들에게 인식되고 있었다. 전반적으로 도시의 소비자들은 거리가 가깝거나 농협이라는 이름이 주는 신뢰성 때문에 농협의 상설매장을 이용할 의사는 높은 편이었다. 농협 상설매장이 믿을 수 있는 농산물의 전문소매점으로서 확실히 자리잡을 수 있다면 경쟁력 있는 농산물 직거래의 경로가 될 수 있을 것이다. 그러나, 조사의 결과에서도 드러났듯이 다른 소매점에 비해 투자가 적고 전문인력이 부족하여 농협매장에 대한 고객만족도는 그리 높지는 않았다. 매장 속성별로 매장의 소프트웨어적인 면(예: 판매원의 친절, 영업시간, 점포의 명성 등)에서는 고객들이 만족하고 있지만 하드웨어적인 면(예: 주차, 편의/부대시설, 셔틀버스 등)에서는 상대적으로 고객만족도가 낮거나, 타 점포와의 비교 우위도가 낮은 것으로 나타났다. 농협에서 이왕 소매사업에 뛰어들었다면 농협 상설매장의 활성화를 위해 많은 노력이 필요할 것으로 보인다. 본 연구에서는 농협 상설매장 활성화를 위한 전략적 시사점과 개선방안을 제시하였고, 연구의 한계와 향후 연구방향을 끝으로 제시하였다.

농협에서 실시한 농산물우수관리인증 농산물 대상 농약 잔류량 조사결과의 최근 4년간 현황 분석 (Analysis of Recent Four Years Situation for Pesticide Residues in the GAP Certified Agricultural Products Analyzed by National Agricultural Cooperative Federation)

  • 본 연구는 2009년도부터 2012년까지 4년간 농협중앙회를 통해 농산물우수관리제도(GAP) 인증을 받은 농산물의 농약잔류실태를 평가하기 위하여 잔류농약다성분분석법에 따라 GC(ECD, NPD)와 HPLC를 이용하여 283종의 잔류농약을 분석하였다. 이 기간 동안 6,590점의 GAP 인증 농산물을 분석한 결과 잔류농약의 검출율은 2009년, 20.27%, 2010년, 23.42%, 2011년, 28.07% 및 2012년, 31.75%였으며, 부적합율은 2009년, 2.25%, 2010년, 1.82% 2011년, 1.67% 및 2012년, 3.47% 로 나타났다. 잔류허용기준을 초과한 농약은 carbendazim 등 12종 이었고, 미적용 농약 사용으로 인한 부적합 성분은 endosulfan을 비롯하여 40종 이었다. 대부분의 농산물에서 농약이 잔류허용기준 이내로 나타났기 때문에 안전하다고 보이지만 딸기에서 검출된 endosulfan 과 같이 해당작물에 대한 등록되지 않은 농약사용으로 인한 부적합이 127건, 사과에서 검출된 carbendazim 같이 허용기준 초과로 인한 부적합이 총 25 건이 발생하여 향후 GAP 농산물의 생산단계에서 농약사용에 대한 지속적인 관리가 필요할 것으로 사료된다.
