본 논문은 다양한 뉴스 미디어들(텔레비전, 신문, 인터넷웹사이트)이 2000년 미 대통령 선거기간 동안 캠페인 의제를 어떻게 설정하고 있는지를 살펴봄으로써, 뉴스 획일화 경향을 분석하였다. 이러한 미디어 의제설정에 대한 연구관점은 뉴스보도의 동일성 여부에 초점을 둔 기존의 뉴스 획일화 연구 경향을 보완하고자 제시되었으며, 새로운 정보 환경에서의 뉴스 질을 분석하려는 시도이다. 세 개의 매체로부터 캠페인 관련 뉴스들을 수집, 분석한 결과는 2000년 미국 대통령 선거 보도가 이슈 현저성 설정과 각 이슈에 대한 보도량 비율 할당에 있어 매체간, 매체내 높은 유사성을 가졌음을 보여주었다. 또한, 본 연구는 매체간/매체내 의제설정에 관여하는 시간요인의 영향을 밝히고 있다.

WRC-03 was held between 9 June and 4 July 2003 in Geneva, Switzerland. Over 2,200 delegates from 138 ITU Member States attended the Conference. The delegates considered some 2,500 proposals, and over 900 numbered documents related to 50 agenda items. The final output of the Conference consists of 527 pages of new and revised text of the Radio Regulations. This paper provides some details about the outcome of the radio astronomy related issues at the WRC-03 Conference. It is divided into two part: a) Agenda item1.8.2 and b) Agenda item 1.32, related to radio astronomy. Relevant extracts from the Final Acts of WRC-03 are given in the Appendix. Agenda item 1.8.2 was one of the most controversial Agenda Items at WRC-03. Studies were carried out within ITU-R TG 1/7 for the last three years; the results of these studies are summarized in Recommendation ITU-R SM.1633. The Conference adopted a new footnote (5.347A), that calls for the application of Resolution 739 (WRC-03) in the 1452-1492 MHz, 1525-1559 MHz, 1613.8-1626.5 MHz, 2655-2670 MHz, 2670-2690 MHz and 21.4-22.0 GHz bands. Agenda item 1.32 is to consider technical and reglatory provisions concerning the band 37.5-43.5 GHz, in accordance with Resolutions 128 (Rev.WRC-2000) and 84 (WRC-2000). WRC-03 reviewed and adjusted the New footnotes 5.551H and 5.551I cover the protection of radio astronomy observations in the 42.5-43.5 GHz band from unwanted emissions by non-geostationary (5.551H) and geostationary (5.551I) FSS and BSS systems, respectively.

이 연구는 한국 사회에서 심각한 사회문제로 인식되고 있는 자살 문제를 해결하기 위한 대안을 찾고자 20여년간 미디어에서 자살문제를 어떻게 바라보고 있는지 네트워크의제설정이론을 기반으로 살펴보았다. 연구 결과에서 자살, 투신, 사망, 시도, 추정, 발견, 남성, 기도, 비관, 여성 등과 같은 핵심어들이 상위 10대 핵심어로 나타났고, 이러한 핵심어들은 유사하게 지속적으로 등장하는 것으로 나타났다. 또한, 신문과 방송에서도 비교적 유사한 형태의 보도 경향이 나타나며, 미디어 간 의제 설정 관계가 있는 것으로 추론된다. 이러한 결과를 통해서 자살문제를 해결을 위한 미디어 보도의 방향성에 대해서 대안을 고려해 볼 수 있을 것으로 기대한다.

본 연구는 '성수여중생폭력사건(2000년 4월 12일 발생)'을 계기로 갖게 된 관심, 즉 사이버공간이 우리 사회에 기여하는 부분 혹은 그 가능성은 무엇인지에 대한 관심에서 출발한다. 사이버공간 안에서 발의되는 수많은 의제들이 어떤 경우는 사라지고 어떤 경우는 큰 반향을 일으켜 매스미디어로 공간을 넓혀가기도 하는데 그 과정에 영향을 미치는 요인들은 무엇인지, 또 사이버공간에 매스미디어의 대안적 공간으로 자리잡기 위해서는 어떻게 활용되어야 하는지를 알아보고자 힘이 연구의 목적이다. 성수여중사건이 지니는 특징은 첫째, 의제 발의의 주체가 소시민이라는 것, 둘째, 사이버공간이 기존 주류미디어에 접근하기 어려운 개인의제를 매스미디어의제로 발의될 수 있도록 가교역할을 했으며, 셋째는 사이버공간 안에서 확산된 하나의 사건이 온라인은 물론 오프라인으로의 운동차원으로 그 영역을 급속히 확 대해 갔다는 점들이다. 연구결과를 통해 제안할 수 있는 것은 사이버공간이 전체 사회의 민주주의 발전에 기여하는 대안공간으로 작동하려면 사이버만으로 국한되지 않고 사이버공간과 매스미디어, 사이버공간과 오프라인 사이의 상호작용이 절대적으로 필요하다는 점이다.

Radio astronomy, on its part, requires 'quiet zones' to be able to receive incoming cosmic signals unaffected by interference to enable astronomers and others learn about universe. The agenda item 1.16 of WRC-2000 contains a number of issues relevant for radio astronomy, but some of them are more important than others. The preparations for WRC-2000 have reached a close-to-final stages, with a number of proposals to this agenda item submitted to the ITU by many countries and groups of countries, like APT, CEPT and CITEL. There is no clear preference to anyone of these proposals since their differences are only minor. However, several points remain to be solved in the APT and CITEL. Fortunately, the preparation went very well, and consensus was reached on allocations above 71 GHz and three resolutions. The radio astronomy has obtained about 100 GHz of new spectrum allocations in bands above 71 GHz. In addition, a new resolution was approved by plenary meeting of WRC-2000. It deals with the consideration by a future WRC of sharing and compatibility issues between passive and active services in adjacent bands particularly with the space services (downlinks) into radio astronomy above 71 GHz. Therefore, in future, there should be a need for studies to be made to determine if and under what conditions sharing is possible, given that modifications were made on the basis of requirements known now and that little was known of requirements and implementation plans for active services in bands above 71 GHz.

컴퓨터가 장착되어 고도의 자동화된, 혹은 지능화된 비행기 조종실(cockpit)과 같이 기계와 그 기계를 운영하는 인간 작업자로 구성되어 있는 인간 기계 시스템에서, 안전하고 효과적인 시스템 수행을 위해 두 구성요소 (기계와 인간)는 상대의 의도와 목적에 대해 충분한 지식과 정보를 공유해야 한다. 기계 인간 상호간의 의도와 목적을 정확히 파악하지 못하거나 서로의 목적이 상충되어 일어나는 항공 사고들이 종종 발생되고 있다. 인간과 기계 상호간의 의도와 목적을 정확히 파악하고 그 목적들의 수행을 체계적으로 관리하는 기술의 연구는 미미하다. 인간과 지능화된 기계 상호간 의도하는 바를 서로가 보다 정확히 인식하고 그 목적의 수행을 체계적으로 파악하는 기술이 요구되고 계속 축적되지 않는 한, 더욱더 복잡해져 가는 인간 기계 시스템의 안전하고 효율적인 운영방안을 내놓을 수 없다. 이를 위해 한 방안으로 본 논문은 상용 비행기의 조종실 운영시 인간 파일럿과 기계 파일럿의 목적 (Goal)과 그 목적을 수행하기 위한 직무 (Function)를 통합 관리하는 아젠다(Agenda)의 관리 (Agenda Management)의 에이젼트 기반 설계 및 그 평가를 다루고 있다.

Within the paper, an overview of organic farming in Europe countries is given and the Principle and skills of organic agriculture is shortly reported with special regard to Germany. The overview information on European organic forming is covered such as \circled1 development of organic farming, \circled2organic farming organizations, \circled3standards and certification, \circled4implementation of EU council regulation, \circled5state support, \circled6implementation of Agenda 2000, \circled7training and education, \circled8advisory service and research situation. In the paper the principle and skills for organic farming which are practiced actually in the German organic farms is also reported. How to maintain and increase the fertility and microbiological activity of the soil by \circled1cultivation of legumes, green manures or deep-rooting crops in multi-annual rotation system, \circled2incorporation in the soil organic material, by-products from livestock farming is one of the major principle to organic crop production. Pest and diseases and weeds are controlled by any one, or a combination of the following measure ; \circled1choice of appropriate species and varieties, \circled2appropriate rotation programs, \circled3mechanical cultivation, \circled4protection of natural enemies of pests through provision of favourable habitat and ecological buffer zone, \circled5diversified ecosystems, \circled6flame weeding, \circled7natural enemies, \circled8bio-dynamic preparations, \circled9mulching and mowing, \circled10grazing of animals, ⑪mechanical controls, ⑫steam sterilization.

Recent research shows that since the early 2000s, the Chinese Communist Party has increasingly used various cultural heritage sites, including Buddhist sites, as soft power agents. Furthermore, in the context of the Belt and Road Initiative, launched by the People's Republic of China, Buddhist temples, representatives, and practices have been harnessed to play a role in the state's agenda. In this context, White Horse Temple, as a feature of cultural tourism in Henan Province, is facing new opportunities and challenges. The article examines the material particularities of reconstructing the temple in light of this trajectory, building on materials retrieved at the site, and online representations of the temple. The author explores how the temple's unique spatiality and characteristics stress the use of soft power which harnesses online and offline cultural and popular trends for state agenda.

This article was trying to suggest an agenda and alternatives of home health care policy for the future home care growth and development and examine the significance of new health care law and regulations. In addition. It was to analyze and drive the home care system problems. of which was made an announcement on the 11th of April. that home health care project must be centered from the nationwide general hospital. As we have learned from the developed countries, the home health care have been closely related health care policy among the field of nursing area. Therefore. we need to understand our national health care policy and need to predict the future direction and goal of our home health care policy in order to enhance the growth and activation of health care system. Additionally. we also need to have a vision and ability to develop under our own health care policy with systematic and rational home care business escaping from past perspective and standpoint. We must create a master plan of home care system to fulfill one part of system of the function and an important role in order to pursue an advanced health care plan under our system. For instance. in the 21th century as we establish a master plan for the growth of our country home care plan with improving plan systematically and also we need to produce many highly qualified researching and good personal who can develop and maintain the system efficiently. Specially. based on the unique characteristics of our health care system and the direction of development of plan, we need to find and correct the problems which we have faced the present time, so that we can provide and reach the goal of advanced health care system which our government want to pursue. Finally. we have to strive our best effort to make our home health care system can be positioned and stand the right direction to have the benefit for every individual citizen in our country.
