The Estimation of Under-reported Business Income Tax (사업소득세(事業所得稅) 과소보고규모(過小報告規模)의 추계(推計))

  • The purpose of this paper is to estimate the ratio of under-reported business income and related tax to that which is actually reported. The business income and tax are vulnerable to being under-reported. Information about the business income and thus income tax is private information. Without information costs, the tax agency cannot collect all the information about the business income and income tax. In Korea there are more than 600,000 proprietors. Therefore, the costs to investigate the accuracy of the taxpayes' reports are substantial. The tax agency sets a level over which proprietors should report income ratio to total sales, which induces the under-report. To estimate the ratio of under-reported tax, the expenditure method is employed. By this method, the under-reported income can be easily presumed based on expenditures since expenditures are closely related to income. First, the consumption function is estimated by using cross-section data of 1986-89. Generally, the estimation results show the expected sign of the coefficients of the explanatory variables such as income, wealth, and family size. Second, the extent of under-reported business income and related tax is estimated by using the estimation results. The estimated ratios of under-reported tax and income to the actual tax and income fall in the range of 13~39% and 8~25% respectively. This estimation confirms the increasing tendency of the tax detection ratio in previous studies. However, it should be noted that this study is not based on data of the tax report but those of the urban household survey. Therefore, there still remains the possibility that the ratio of under-reported tax could be underestimated.

A Study on the Financial Structure Effect Factor and Business Analysis of Ocean Shipping Companies (국적외항선사의 경영실태분석과 재무구조 영향요인에 관한 실증연구)

  • In this study, the rate of return on investment used as a proxy variable for the entity's value and financial structure (liability ratio) is related to positive balance. This is consistent with the Static Tradeoff Theory (STT) that the entity's value and financial structure are related to a positive balance because the capital expense of a debt (tax-saving effects) that is less than its equity cost before it is in financial difficulty. Also, operating profitability (EBITDA/Sales), investment safety, total asset growth, net working capital and depreciation expenses are related to negative (-) with financial structure (liability ratio). This is the result of an analysis consistent with the Pecking Order Theory (POT). Fuel costs, borrowing, total asset turnover, financial costs, and tangible asset ratios have a significant positive relationship with the debt ratio. This is consistent with the agency theory and confirms that excessive chartering expenses, such as the bankrupt H company, are the main factors that pressure the financial structure of Korean ocean carriers.

A Survey of the Current Child Care Practices of Professional Working Mothers (전문직 취업모의 자녀관리 현황조사)

  • The present study investigated the current child care practices of professional working mothers in Korea and their needs for substitute child care outside the home. Three hundred twenty-two professional working mothers who have children under 6 years of age in Seoul, Pusan, Taegu, and Taejon were surveyed with the use of a questionnaire. It was found that during their working hours, most of the professional working mothers put their children in the care of either the paternal or the maternal grandmothers. Others put the children in the care of a full-time housekeeper or a part-time housekeeper. While all the mothers had worked out a way to care for their children, almost all of them would use day care if facilities were available. Specifically, 42 per cent prefer child care at their work site, 21 per cent prefer family day care, and only 3 per cent indicated that they would not use any child care facilities. Most of the working mothers think that their employer should manage the day care program. Others prefer social agency or government management. Regarding costs, most prefer that costs should be split 50-50 between the employer and the family. In addition, professional working mothers wanted quality programs with educational components rather than mere custodial care. It was concluded that variety in types of quality child care programs should be available to provide working mothers the options of choosing what they want for their children. The main type of programs suggested by this study is work site based child care for children under 3 years of age. The existing law for the Saemaul Nursery School program should be implemented so as to include programs for children under 3.

Strategies for Worksite Health Interventions to Employees with Elevated Risk of Chronic Diseases

  • Chronic disease rates have become more prevalent in the modern American workforce, which has negative implications for workplace productivity and healthcare costs. Offering workplace health interventions is recognized as an effective strategy to reduce chronic disease progression, absenteeism, and healthcare costs as well as improve population health. This review documents intervention and evaluation strategies used for health promotion programs delivered in workplaces. Using predetermined search terms in five online databases, we identified 1,131 published items from 1995 to 2014. Of these items, 27 peer-reviewed articles met the inclusion criteria; reporting data from completed United States-based workplace interventions that recruited at-risk employees based on their disease or disease-related risk factors. A content rubric was developed and used to catalogue these 27 published field studies. Selected workplace interventions targeted obesity (n = 13), cardiovascular diseases (n = 8), and diabetes (n = 6). Intervention strategies included instructional education/counseling (n = 20), workplace environmental change (n = 6), physical activity (n = 10), use of technology (n = 10), and incentives (n = 13). Self-reported data (n = 21), anthropometric measurements (n = 17), and laboratory tests (n = 14) were used most often in studies with outcome evaluation. This is the first literature review to focus on interventions for employees with elevated risk for chronic diseases. The review has the potential to inform future workplace health interventions by presenting strategies related to implementation and evaluation strategies in workplace settings. These strategies can help determine optimal worksite health programs based on the unique characteristics of work settings and the health risk factors of their employee populations.

A Nation-Wide Epidemiological Study of Newly Diagnosed Primary Spine Tumor in the Adult Korean Population, 2009-2011

  • Objective : This 2009-2011 nation-wide study of adult Koreans was aimed to provide characteristics, medical utilization states, and survival rates for newly diagnosed patients with primary nonmalignant and malignant spine tumors. Methods : Data for patients with primary spine tumors were selected from the Korean Health Insurance Review and Assessment Service database. The data included their age, sex, health insurance type, co-morbidities, medical cost, and hospital stay duration. Hospital stay duration and medical costs per person occurring in one calendar year were used. In addition, survival rates of patients with primary malignant spine tumors were evaluated. Results : The incidence rate of a primary spine tumor increased with age, and the year of diagnosis ($p{\leq}0.0001$). Average annual medical costs ranged from 1627 USD (pelvis & sacrum & coccyx tumors) to 6601 USD (spinal cord tumor) for primary nonmalignant spine tumor and from 12137 USD (spinal meningomas) to 20825 USD (pelvis & sacrum & coccyx tumors) for a primary malignant spine tumor. Overall survival rates for those with a primary malignant spine tumor were 87.0%, 75.3%, and 70.6% at 3, 12, and 24 months, respectively. The Cox regression model results showed that male sex, medicare insurance were significantly positive factors affecting survival after a diagnosis of primary malignant spine tumor. Conclusion : Our study provides a detailed view of the characteristics, medical utilization states, and survival rates of patients newly diagnosed with primary spine tumors in Korea.

Medical Expenses by Site of Cancer and Survival Time among Cancer Patients in the Last One Year of Life (암환자에서 암발생부위와 생존기간에 따른 사망전 1년간의 의료비용)

  • Objectives : To analyze medical expenses by cancer site and survival time among cancer patients in their last year of life. Method : The study subjects were 45,394 people that had died of cancers in 2002, were registered by the Korea Central Cancer Registry and received National Health Insurance benefit in the last year (360 days) of life. Personal identification data, general characteristics, dates of death and cancer incidence, and site of cancer were collected from the National Statistical Office and the Korea Central Cancer Registry, and merged with the data of the individual medical expenses of the Health Insurance Review Agency. Results : Average monthly cost curves were U-shaped with high costs near the time of diagnosis and death, and lower costs in between. Medical expenses in the last year of life were around 30.3, 16.7, 13.0, and 12.1 million won among leukemia, lymphoma, ovarian cancer, and breast cancer patients, respectively. Digestive organ cancers including stomach, esophagus, liver, pancreas, and colorectal cancers had relatively low medical expenses. Medical expenses in the last year of life were inverse U-shaped with high expenses near one year of survival. Average monthly cost in the 12 months before death among the patients who had survived $10{\sim}15$ years were more than two-fold greater than the cost before diagnosis among those who had survived for less than one year. Conclusions : Leukemia was the most expensive cancer. It is possible that once diagnosed as cancer, medical expenses do not return to the level before diagnosis. Further research will be needed to understand the magnitude and change of the medical expenses among cancer patients with long term follow up data.

Installation Scheduling for the Development of Southwest Coast 2.5GW Offshore Wind Farm (서남해안 2.5GW 해상풍력단지 조성을 위한 설치 일정계획)

  • As a way to address global warming, among the renewable energy sources, there have been heavy investments worldwide for the development of offshore wind farms. However, such development has a drawback: investment costs are higher than those for onshore wind farms due to required operations such as offshore transportation and installation. In particular, delays in installation due to adverse maritime weather conditions are factors that affect the economics of offshore wind farms' operation. Therefore, in this study, we analyze the optimal schedule of the construction of an offshore wind farm from a macro perspective by considering the weather conditions in Korea. For this purpose, we develop a mathematical model and apply it to a 2.5 GW offshore wind farm project on the southwestern coast of the country. We use data from the Korea Meteorological Agency for maritime weather conditions and attempt to reflect the actual input data based on precedent cases overseas. The results show that it takes 6 months to install 35 offshore wind turbines. More specifically, it is pointed out that it is possible to minimize costs by not working in winter.

A Study on the Appropriateness of Health Insurance Fee in Main Nursing Practices (주요 간호활동의 건강보험 수가 적절성에 관한 연구)

  • Purpose: This study was to present improvement strategy and the problems of the nursing fee in national health insurance system. Methods: A total of 23 nursing activities performed by nurses were selected. Data were collected the relative value score and criteria of the Health Insurance Review & Assessment Agency. Sixty clinical nursing experts panels were composed and nursing time surveyed self-reported method. The actual fee was calculated through the nursing time, relative value score and actual labor costs. Nextly, the labor costs analyzed was compared with that in the national health insurance. Results: Although the practices were mainly performed by the nurse, other occupations have been recorded as main practitioners and the time of the nursing activity is partially improperly reflected. Additionally, although the nurse practiced mainly in glucose (semi-quantitative) test, it was confirmed that the principal practitioner was described as a clinical pathologist. The the labor cost gap was estimated that is 9.3 times (median) and 11.9 times (average) in this analysis. Conclusion: This study suggests that it is necessary to legislate a policy that can improve the quality of clinical nursing by reinforcing the appropriateness and improving nursing fee through reflection of the actual time spent for nursing care.

The Influence of Self-Overviewing Attributes of Franchise Firms on Cost Behavior (프랜차이즈 기업 경영자의 자기과시적 성향이 원가행태에 미치는 영향)

  • This study examines the effect of the self-overviewing attributes derived from agency problem on the cost behavior in franchise industry. To solve the research problem, we developed the proxies for self-overviewing attributes of domestic franchise CEO and used Anderson et al. (2003)'s cost behavior model to test hypothesis. Moreover, we grouped the self-overviewing variables for additional test. We find that operating costs are more sticky for firms which present higher CEO's self-overviewing attributes in franchise industry. Second, we find that the greater the self-overviewing tendency, more strengthened cost stickiness when sales decrease. This study is meaningful in that we developed proxies for self-overviewing propensity, such as the hypodermic behaviors of franchise CEO, which have not been performed in previous studies, to enhance future studies of franchise CEO. Futhermore, we empirically provide the effects of CEO's self-overviewing attributes on the operating costs behaviors, suggesting useful information to franchise stakeholders such as prospective start-ups, franchisee and investors.
