  • An aeronautical study is a study of an aeronautical problem to identify possible solutions and select a solution that is acceptable without degrading safety. ICAO and the member states have established the standards regarding the obstacle limitation and regulated the construction of the man-made structures in and beyond the standards. Any obstacles that extend above a standards should as far as practicable be removed except after aeronautical study it is determined that the object would not adversely affect the safety or significantly affect the regularity of operations of airplanes. However ICAO and most member states does not established provisions of the scope and implement procedures of aeronautical study. Recently, Civil Aviation Regulations in Korea specify the provisions relevant to aeronautical study. The Prime objectives of this comparative study are to improve the domestic provisions for aeronautical study caused by obstacle limitation through the investigate the international standards and regulations.

Policy Study on Efficient Aeronautical Frequency Band Allotment and Management in the Congested Air Traffic Environments (효율적인 항공 주파수 대역 분배와 관리 정책 연구)

  • Aeronautical frequency band is to be internationally protected for aviation safety. Recently, with a rapid growth of an international air traffic, aeronautical frequency band is getting saturated, and thus may causes the interference in the congested frequency band. In this paper, an efficient aeronautical frequency allotment and management policies are proposed for resolving the existing problems in the aeronautical frequency band. The key activities include the review of the aeronautical frequency management and interference mitigation policies in a few important foreign countries such as United States and Japan. This policy study will be contributed for the future air safety in the aeronautical frequency management point of view.

A Proposal on the Improvement of Obstacle Limitation Surface and Aeronautical Study Method (장애물 제한표면과 항공학적 검토방법의 제도 개선에 관한 제언)

  • Along with Annex 14 Volume I establishment in 1951 and the set-up of restriction surface around the runway, aeronautical technique and navigation performance achieved dazzling growth, and the safety and precision of navigation greatly improved. However, restrictions on surrounding obstacles are still valid for safe operation of an aircraft. Standards and criteria for securing safety of aircraft operating around and on airport is stated in Annex 11 Air Traffic Services and Annex 14 Aerodrome etc. In particular, Annex 14 Volume I presents the criteria for limiting obstacles around an airport, such as natural obstacles such as trees, mountains and hills to prevent collisions between aircraft and ground obstacles, and artificial obstacles such as buildings and structures. On the other hand, Annex 14 Volume I, in the application of the obstacles limitation surfaces, apply the exception criteria, as it may not be possible to remove obstacles that violate the criteria if the aeronautical study determines that they do not impair the safety and regularity of aircraft operation. Aeronautical study has been applied and implemented in various countries including United States, Canada and Europe etc. accordingly, Korea established and amended some provisions of the Enforcement rules of the Aviation Act and established the Aeronautical study guidelines to approve exceptions. However, because ICAO does not provide specific guidelines on procedures and methods of Aeronautical study, countries conducting aeronautical study have established and applied their own procedures and methods. Reflecting this realistic situation, at the 12th World Navigation Conference and at the 38th General Assembly, the contracting States demanded a reexamination of the criteria for current obstacle limitation surfaces and methods of aeronautical study, and the ICAO dedicated a team of experts to prepare new standard. This study, in line with the movement of international change in obstacle limitation surface and aeronautical study, aims to compare and analyze current domestic and external standards on obstacle limitation and height limits, while looking at methods, procedure and systems for aeronautical study. In addition, expecting that aeronautical study will be used realistically and universally in assessing the impact of obstacles, we would recommend the institutional improvement of the aeronautical study along with the development of quantitative analysis methods using the navigation data in the current aeronautical study.

  • Obstacle Limitation Surfaces (OLS) are set to protect a certain amount of airspace to limit objects, such as building, other structures, penetrating OLS for safety and regularity of aircraft operations in the vicinity of aerodromes. However, many civil petitions have been raising for effective utilization of lands and permission of building construction which penetrating OLS. While Republic of Korea are limiting installation of penetrating objects based on the National law of airport facilities, such objects are possibly permitted, only if, the possible risks coming from objects are acceptable or negligible in terms of safety and regularity in aircraft operations through the evaluation process, called as an aeronautical study. However, many countries are currently applying their own criteria, processes resulting in failing secure reliable results in aeronautical study. This research aims to establish the framework on criteria, process, and methodologies how the aeronautical study works including work flows between many stakeholder and responsibilities to be specified in national regulation system.

Effects of Non-aeronautical Revenue on Airport Charges: Moderation of Private Ownership (비항공수익이 공항사용료에 미치는 영향: 민간지분의 조절효과를 중심으로)

  • This study started with the question of whether the percentage of non-aeronautical revenues at Incheon airport was extremely high when compared with other international airports. Although aeronautical revenues for the airport based on the traditional business model have the limits to grow due to various regulations, stakeholders concerned about improving the competitiveness recently have been interested in increasing non-aeronautical revenues. This study deals with the effect of non-aeronautical revenues at international airports on airport charges as the extent of airport privatization get stronger. To examine hypotheses, we collected international data from trustful sources. Finally, we conducted an empirical analysis of 178 airports worldwide. As a result, the higher the percentage of non-aeronautical revenues at international airports, the lower the airport charges were. Besides, the private equity ratio positively moderated the relationship between the percentage of non-aeronautical revenues and airport charges. Privatization of airports may offset the effects of reduced airport charges through increased commercial activity. Graphical display for moderation effect is offered to facilitate comprehension.

  • 반려견의 행동인식기술은 다양한 센서들에서 입력되는 반려견의 동작과 관련된 정보를 분석하고 해석하여 반려견이 어떤 행동을 취하고 있는지를 인식하는 기술이다. 음성인식기술은 컴퓨터가 청각 자료를 수집, 분석하여 훈련된 데이터와 비교를 통해 소리를 분류하는 기술이다. 본 논문에서는 딥러닝을 기반으로 행동인식기술과 음성인식기술을 적용하여 반려견의 감정을 판단하는 기법을 제안한다. 이러한 기법은 반려견의 감정을 쉽게 파악하여 반려견 보호자가 반려견의 행동과 감정에 대한 이해를 쉽고 빠르게 할 수 있으므로, 보호자에게 즐거운 반려 생활이 가능하도록 도움을 줄 수 있다.

A Study on a Radar Absorbing Structure for Aircraft Leading Edge Application

  • An electromagnetic (EM) wave absorber reduces the possibility of radar detection by minimizing the radar cross section (RCS) of structures. In this study, a radar absorbing structure (RAS) was applied to the leading edge of a blended wing body aircraft to reduce RCS in X-band (8.2~12.4GHz) radar. The RAS was composed of a periodic pattern resistive sheet with conductive lossy material and glass-fiber/epoxy composite as a spacer. The applied RAS is a multifunctional composite structure which has both electromagnetic (EM) wave absorbing ability and load-bearing ability. A two dimensional unit absorber was designed first in a flat-plate shape, and then the fabricated leading edge structure incorporating the above RAS was investigated, using simulated and free-space measured reflection loss data from the flat-plate absorber. The leading edge was implemented on the aircraft, and its RCS was measured with respect to various azimuth angles in both polarizations (VV and HH). The RCS reduction effect of the RAS was evaluated in comparison with a leading edge of carbon fabric reinforced plastics (CFRP). The designed leading edge structure was examined through static structural analysis for various aircraft load cases to check structural integrity in terms of margin of safety. The mechanical and structural characteristics of CFRP, RAS and CFRP with RAM structures were also discussed in terms of their weight.
