For sustainable development of air transport, the establishment and application of international standards of environmental protection area is significant. The development and use of alternative fire extinguishing agent to Halon, which is used for the fire extinguishing systems of engine nacelles/APU and cargo compartments, has been requested in order to protect the ozone layer. The ICAO has been active in preparing international standards and recommended practices (SARPs); however, certification of alternative fire extinguishing agents has been postponed due to technical readiness problem.. Consequently, the implementation of SARPs has also been postponed by two years from the end of 2016. to the end of 2018. As such consequences have caused confusion among Member States regarding its implementation, it is necessary to discuss and pay more attention to this issue. ICAO Council and Air Navigation Commission should consider between setting the implementation time frame earlier or giving enough time for mature readiness and preparedness. Also in order to minimize the unnecessary discharge of Halon owned by Member States, it is necessary to consider efficient management methodologies; for example, requesting fire extinguisher manufacturers to recharge in professional ways. For the successful implementation of the SARPs, ICAO developed an implementation task list as including notification of differences, establishment of a national implementation plan, drafting of the modification to the national regulations and means of compliance, adoption of the national regulations and means of compliance. Member States can develop their own rule making process in reference with the ICAO implementation task list. This issue was presented and discussed during the 54th Conference of Directors General of civil aviation, Asia and Pacific Regions which was held in Ulaanbaatar, Mongolia in 2017 with significant attention among participated Contacting States. In this regards, ICAO Council and Air Navigation Commission should consult with Legal Bureau lawyers regarding SARPs preparing process to eliminate difficulties and confusions for proper implementation within effective date.
Recently airspace became a hot issue considering today's international relations. However, there was no data that could be fully explained about a legal system of korean airspace, so I looked at law and practice about korean airspace together. The nation's aviation law sector is comletely separate from those related to civil and military aircraft, at least in legal terms. The Minister of Land, Infrastructure and Transport shall carry out his/her duties with various authority granted by the "Aviation Safety Act". The nation's aviation-related content is being regulated too much by the Ministry of Land, Infrastructure and Transport's notice or regulation, and there are many things that are not well known about which clauses of the upper law are associated with. The notice should be clearly described only in detail on delegated matters. As for the airspace system, the airspace system is too complex for the public to understand, and there seems to be a gap between law and practice. Therefore, I think it would be good to reestablish a simple and practical airspace system. Airspace and aviation related tasks in the military need to be clearly understood by distinguishing between those entrusted by the Minister of Land, Infrastructure and Transport and those inherent in the military. Regarding matters entrusted by the Minister of Land, Infrastructure and Transpor, it is necessary to work closely with the Minister of Land, Infrastructure and Transport when preparing related work guidelines, and to clarify who should prepare the guidelines. Regarding airspace control as a military operation, policies or guidelines that are faithful to military doctrine on airspace control are needed.

Combined cycle power plant is a system where a gas turbine or a steam turbine is used to produce shaft power to drive a generator for producing electrical power and the steam from the HRSG is expanded in a steam turbine for additional shaft power. The temperature of the exhaust gases from a gas turbine ranges from $400{\sim}650^{\circ}C$, and can be used effectively in a heat recovery steam generator to produce steam. Combined cycle can be classed as a topping and bottoming cycle. The first cycle, to which most of the heat is supplied, is a Brayton gas turbine cycle. The wasted heat it produces is then utilized in a second process which operates at a lower temperature level is a steam turbine cycle. The combined gas and steam turbine power plant have been widely accepted because, first, each separate system has already proven themselves in power plants as an independent cycle, therefore, the development costs are low. Secondly, using the air as a working medium, the operation is relatively non- problematic and inexpensive and can be used in gas turbines at an elevated temperature level over $1000^{\circ}C$. The steam process uses water, which is likewise inexpensive and widely available, but better suited for the medium and low temperature ranges. It therefore, is quite reasonable to use the steam process for the bottoming cycle. Recently gas turbine attained inlet temperature that make it possible to design a highly efficient combined cycle. In the present study, performance analysis of a 3 pressured combined cycle power plant is carried out to investigate the influence of topping cycle to combined cycle performance. Present calculation is compared with acceptance performance test data from SeoInchon combined cycle power plant. Present results is expected to shed some light to design and manufacture 150~200MW class heavy duty gas turbine whose conceptual design is already being undertaken.

The high-velocity oxy-fuel (HVOF) thermal spraying coating technique has been considered a promising replacement for traditional electrolytic hard chrome plating (EHC), which caused environmental pollution and lung cancer due to toxic Cr6+. In this paper, two types of cermet coatings were prepared by HVOF spraying: WC-CoCr and WC-CrC-Ni coatings. The produced coatings were analyzed extensively in terms of the micro-hardness, porosity, crystalline phase and microstructure using a hardness tester, optical microscopy, X-ray diffraction, and scanning electron microscopy (including energy dispersed spectroscopy (EDS)), respectively. The wear and friction behaviors of the coatings were evaluated comparatively by reciprocating sliding wear tests at 25 ℃, 250 ℃, and 450 ℃. The results revealed correlations among the microstructures, metallic binder matrixes, porosities, and wear performance of the coatings. For example, WC-CoCr coatings showed better sliding wear resistance than WC-CrC-Ni coatings, regardless of the test temperature due to the more homogeneous microstructure, Co-rich, Cr-rich metallic binder matrix, and lower porosity.

Although the interest in NBR has been increasing due to the recent developments of the aerospace sector, there are few reports on HNBR's aeronautical oil, particularly evaluations of the accelerated life of harsh factors. In this study, the tensile strength was adopted as a performance evaluation factor to evaluate the accelerated life of HNBR used in the aviation field. The accelerated stress factor affecting the performance-aging characteristics was defined as temperature. The acceleration stress factor was determined to be temperature, and the result of measuring the tensile strength change over time. The sample for the acceleration condition was taken out of the oven for a certain period and left at room temperature for 24 hours. The dumbbell type 3 specimens were manufactured according to the standard specified in KS M 6518 and were measured the tensile strength, a factor in accelerated life evaluations. The activation energy was 0.895, and the shape parameter was 1.152 using the Arrhenius model. The characteristic life obtained from the tensile strength of the HNBR specimen immersed in aviation oil at 20℃ was 272,256 hours; the average life was 258,965 hours, and the B10 life was 38,624 hours.

In this paper, we measured the propagation path loss by a ground to air flight communication test at UHF band and analyzed the results. The ground receiving terminal was located at 1,100m above sea level in Cheju Island and the airborne transmit terminal flew at an altitude of 3.5km from 150 to 220km from the ground terminal. In this case, the ground terminal and the airborne terminal are on the Line of Sight. Therefore loss in this communications environment can be predicted based on Free Space Loss. However, in this test, the sea level exists between two terminals, and due to the very small angle of incidence on the reflecting surface due to the long-range communication environment, it is not possible to accurately predict the loss of free space only. Therefore, considering that there are no surrounding obstacles and that a line of sight is secured between the end of two terminals, we applied a plane earth reflection model and a spherical earth reflection model to estimate the propagation path loss and compared with the actual test results. As a result of the comparison, the predicted propagation path loss by a spherical earth reflection model were quite similar to the actual test values.

In order to enhance the realism of a virtual environment, a method of maximizing the stiffness of the virtual environment model is needed, which maintains the stability of the haptic system. In our previous research, we proposed a haptic system with a first order hold, instead of a zero order hold, and showed that the maximum available stiffness of a virtual spring with the first-order hold is larger than that with the zero-order hold. However, in terms of real system implementation, the zero order hold is a more common and easy method. In this paper, we propose an extrapolation method and a high frequency zero-order-hold output method in order to obtain the stability region using a zero order hold, which is equivalent to the method using the first-order-hold. The simulation results shows that the stability range of the virtual spring becomes almost the same as that of the method using the first order hold when the sampling period of the high frequency zero-order-hold method is decreased. Moreover, the stability range of the proposed method is several times to several tens of times greater than that of the method using the zero order hold only. Therefore, it is expected that the proposed method can enhance the realism of rigid bodies in a virtual environment.
The use of induction motors has been recently increasing with automation in aeronautical and automotive industries, and it playes a significant role. This has motivated that many researchers have studied on developing fault detection and classification systems of an induction motor in order to minimize economical damage caused by its fault. With this reason, this paper proposed feature vector extraction methods based on STE (short-time energy)+SVD (singular value decomposition) and DCT (discrete cosine transform)+SVD techniques to early detect and diagnose faults of induction motors, and classified faults of an induction motor into different types of them by using extracted features as inputs of BPNN (back propagation neural network) and multi-layer SVM (support vector machine). When BPNN and multi-lay SVM are used as classifiers for fault classification, there are many settings that affect classification performance: the number of input layers, the number of hidden layers and learning algorithms for BPNN, and standard deviation values of Gaussian radial basis function for multi-layer SVM. Therefore, this paper quantitatively simulated to find appropriate settings for those classifiers yielding higher classification performance than others.

The effects of the coating thickness on the thermal durability and thermal stability of thermal barrier coatings (TBCs) with a gradient coating thickness were investigated using a flame thermal fatigue (FTF) test and thermal shock (TS) test. The bond and topcoats were deposited on the Ni-based super-alloy (GTD-111) using an air plasma spray (APS) method with Ni-Cr based MCrAlY feedstock powder and yttria-stabilized zirconia (YSZ), respectively. After the FTF test at 1100 ℃ for 1429 cycles, the bond coat was oxidized partially and the thermally grown oxide (TGO) layer was observed at the interface between the topcoat and bond coat. On the other hand, the interface microstructure of each part in the TBC specimen showed a good condition without cracking or delamination. As a result of the TS test at 1100 ℃, the TBC with gradient coating thickness was initially delaminated at a thin part of the coating layer after 37 cycles, and the TBC was delaminated by more than 50% after 98 cycles. The TBCs of the thin part showed more oxidation of the bond coat with the delamination of topcoat than the thick part. The thick part of the TBC thickness showed good thermal stability and oxidation resistance of the bond coat due to the increased thermal barrier effect.
In conjunction with the Fourth Industrial Revolution, the unmanned aerial vehicle industry is being developed to a new paradigm by combining advanced technologies such as AI, Big Data and the IoT. Aeronautical developed countries such as the U.S. are focusing their efforts on the development of the safer unmanned aerial vehicles. The Korea Aerospace Research Institute, as part of the national R&D project in 2011, had succeeded in developing the first vertical takeoff and landing (VTOL) UAS, called Smart-UAV. However, although the development technology of the VTOL UAS is possessed, developing and operating of the VTOL UAS for commercial or military use are limited. The type certification procedure of the VTOL UAS developed by domestic technology is stipulated in the Korean Aviation Safety Act, but the Korean VTOL UAS airworthiness standards (KAS) hsve not been established. Thus, this study investigated the development trends of the VTOL UAS in Korea and abroad and national certification systems and procedures, and benchmarked the special conditions for the VTOL aircraft, announced by the EASA on July 2, 2019, to establish standards for type certificate of the VTOL UAS in Korea.
