This paper proposes a design of a citizen advisory model under the consideration of the unique characteristics of the government, namely complex structure of goals, predominance by laws, knowledge driven organization, and the good governance objectives. The legal knowledge-based technology is explored with the aims to facilitate citizens in accessing e-government services in five phases: search, intake, decision-making, explanations, and objection and appeal phases. The design of the citizen advisory model consists of four components: specific service advice, customized form fill-in service, decision-making services, and a statement of reasons service. The prototype of the citizen advisory model is illustrated using the Thai Anti Dumping and Countervailing Act 1999 as a legal domain and e-government services example.
A computer-based diagnosing system for diseases of grasses, ornamental plant and fruit trees was developed using a 16 bit personal computer (Model Acer 900) and BASIC was used as a programing language. the developed advisory system was named as Korean Plant Disease Advisory System (KOPDAS). The diagraming system files were composed of a system operation file and several database files. The knowledge-base files are composed of text files, code files and implement program files. The knowledge-base of text files are composed of 79 files of grasses diseases, 122 files of ornamental plant diseases and 67 files of fruit tree diseases. The information of each text file include disease names, causal agents, diseased parts, symptoms, morphological characteristics of causal organisms and control methods for the diagnosing of crop diseases.

Traffic Collision Avoidance System (TCAS) is designed to enhance safety in aircraft operations, by reducing the incidences of mid-air collision between aircraft. The current version of TCAS provides only vertical resolution advisory to the pilots, if an aircraft's collision with another is predicted to be imminent, while efforts to include horizontal resolution advisory have been made, as well. This paper introduces a collision resolution algorithm, which includes both vertical and horizontal avoidance maneuvers of aircraft. Also, the paper compares between the performance of the proposed algorithm and that of algorithms with only vertical or horizontal avoidance maneuver of aircraft.

This paper introduces the prediction methods of windstorm advisory using GP nonlinear compensation and SVM. The existing special report prediction is not specialized for strong wind, such as windstorm, because it is based on the wide range of predicted values for wind speed from low to high. In order to improve the performance of strong wind reporting prediction, a method that can efficiently classify boundaries of strong wind is necessary. First, evolutionary nonlinear regression based compensation technique is applied to obtain more accurate values of prediction for wind speed using UM data. Based on the prediction wind speed, the windstorm advisory is determined. Second, SVM method is applied to classify directly using the data of UM predictors and windstorm advisory. Above two methods are compared to evaluate of the performances for the windstorm data in Jeju Island in South Korea. The data of 2007-2009, 2011 year is used for training, and 2012 year is used for test.

This paper thus propose an infrastructure in the prescriptive analysis field with key considerations for enhancing capability of researchers through a case study based on InSciTe Advisory developed with scientific big data. InSciTe Advisory system s developed in 2013, and offers a prescriptive analytics report which contains various As-Is analysis results and To-Be analysis results 5W1H methodology. InSciTe Advisory therefore shows possibility strategy aims to reach a target role model group. Through the availability and reliability of the measurement model the evaluation results obtained relative advantage of 118.8% compared to Elsevier SciVal.

Due to the rapid advancement of information technology and changes in the reading environment, the readers' advisory services provided by public libraries are facing challenges and opportunities. Recognizing the need for public libraries to respond and propel their services forward, this study analyzed the current status of online readers' advisory services offered by public libraries in Korea and discusses areas that require improvement. To achieve this, the study analyzed the online readers' advisory services in 50 public libraries located in Seoul and six metropolitan cities (Incheon, Daejeon, Daegu, Gwangju, Busan, and Ulsan) across seven categories. These categories encompass various aspects, such as announcing reading programs and new books, identifying and addressing reader needs, developing content by librarians, generating content by readers, providing guidance on external reading information, connecting with professional book review databases and online websites, and utilizing social media services. Through this analysis, the study identified areas for improvement to enhance online readers' advisory services in public libraries and ultimately improve reader satisfaction. It suggested enhancing activities such as librarians' book recommendations and reviews for individual readers, reader participation, and interaction.

This paper proposes the methodology about advisory safety speed based on real-time vehicular data collected from highway. The proposed model is useful information to drivers by appling seamless wireless communication and being collected from ECU(Engine Control Unit) equipment in every vehicle. Furthermore, this model also permits the use of realtime sensing data like as adverse weather and road-surface data. Here, the advisory safety speed is defined "the safety speed for drivers considering the time-dependent traffic condition and road-surface state parameter at uniform section", and the advisory safety speed model is developed by considering the parameters: inter-vehicles safe stopping distance, statistical vehicle speed, and real-time road-surface data. This model is evaluated by using the simulation technique for exploring the relationships between advisory safety speed and the dependent parameters like as traffic parameters(smooth condition and traffic jam), incident parameters(no-accident and accident) and road-surface parameters(dry, wet, snow). A simulation's results based on 12 scenarios show significant relationships and trends between 3 parameters and advisory safety speed. This model suggests that the advisory safety speed has more higher than average travel speed and is changeable by changing real-time incident states and road-surface states. The purpose of the research is to prove the new safety related services which are applicable in SMART Highway as traffic and IT convergence technology.
On February 11, 2011, upon request of the International Seabed Authority, 'the Seabed Dispute Chamber of the International Tribunal for the Law of the Sea(henceforth Chamber)' rendered its advisory opinion on the responsibilities and obligations of States sponsoring persons and entities with respect to activities in the Area. The advisory opinion covered three questions: What are the legal responsibilities and obligations of the sponsoring states with respect to the sponsorship of activities in the Area? What is the extent of liability of a State Party for any failure to comply with the LOS Convention and relevant instruments? What are the necessary and appropriate measures that a sponsoring State must take in order to fulfil its responsibilities? In particular, the Chamber delivered its opinion on the different responsibilities and obligations of developed and developing sponsoring states. This paper reviews the above three questions through analyzing the advisory opinion and makes some recommendations for the fulfillment of the responsibilities and obligations of Korea as a sponsoring states.
