Tainan was the capital of Taiwan and was the largest commercial city in Taiwan with a significant number of ports. However, after the end of the Qing era, the functions of the capital and major ports were shifted to Taipei and Kaohsiung, thus leading Tainan to lose its position. This article focuses on festivals in the city. The Qing dynasty administrative agency set up a local government that grouped multiple villages based on the religious beliefs which were closely related to the concept of the urban space as the primary temple. Mazu is an object of worship that attracted the attention of city residents from the Taisho era to the colonial era. At the Mazu temple in Tainan, which has acquired a new mystery, a Mazu festival was conducted with Mazu patrols. This festival was conducted from 1915 to 1937, when it was canceled due to the temple reorganization movement. At the festival, multiple participating groups used to compete to earn the luxury of running the pavilions. The procession ran through the north side of the city on the first day and the south side of the city on the second day. During this festival, in addition to going around the villages of the old city, a touring route was planned for the procession to pass through major landmarks related to the colonial administration and the Ginza-dori Shopping Street, which was newly created during the Taisho era. Therefore, this procession was unique because it ensured that people could explore the old and new streets that were transformed through urban remodeling during the colonial period. Moreover, passing through the licensed quarters called Shin-machi, which was relocated through urban remodeling by the administrative agency, allowed people to visualize the urban structure of colonial Taiwan. Tainan city was renewed through remodeling during the colonial period, thus leading to the formation of a new commercial area. The spirit of the people in Tainan city can be gauged based on the fact that the festival was financially and religiously supported by the merchants who promoted it. The restoration of Mazu during the colonial period indicates the restoration of urban commerce in Tainan, which had fallen from its position as the primary port city in Taiwan since the end of the Qing period. Therefore, it can be considered to represent the restoration of the city.
In 2015, the paradigm of hazardous chemical substance management in Korea shifted from the workplace to the regional level due to the complete revision of the Chemicals Control Act. Although regional chemical accident response plans were established in 2020, there were slight differences in the scope and criteria of each local government. Therefore, this study compared and analyzed chemical accident response plans established in four different regions to provide insights into effective chemical accident response plans. Based on publicly available information, the current status of accident preparedness, chemical accident response systems, and resident evacuation response and education/training were compared and analyzed. The results showed that there were not significant differences in the accident preparedness and response systems between the regions. However, there was a lack of discussion on the preparedness system linked to the characteristics of each workplace in each region. Additionally, there were differences in education and training for residents between regions. In the future, each local government needs to establish a response organization that fits the characteristics of their region and develop strategies for agile and effective accident response through cooperation with relevant agencies.

The purpose of this study is to develop documentation elements that can effectively record urban regeneration projects, focusing on port cities, in line with the historical background of urban regeneration projects. In order to develop recording elements, elements that need to be recorded were derived from eight fields, including geographical information, industrial information, and legal and administrative changes, from the Urban Regeneration Act, Port-related Act, and Urban Regeneration-related research. A Delphi survey was conducted three times targeting 20 experts related to urban regeneration to gather their opinions on elements derived from the Urban Regeneration Act, Port-related Act, and related research, and 32 final elements were derived. The recording elements for each selected area are geographical information(6), immaterial information(4), environmental maintenance(5), industrial and economic primary and secondary industries(2), and industrial and economic tertiary industries(3), changes(6), member participation(4), local legal and administrative systems(2). In addition, the applicability of urban regeneration documentation elements to local government records management experts was verified.
Recent centrally the downtown area, the transaction between the row housing and multiplex housing is activated and platform services such as Zigbang and Dabang are growing. The row housing and multiplex housing is a blind spot for real estate information. Because there is a social problem, due to the change in market size and information asymmetry due to changes in demand. Also, the 5 or 25 districts used by the Seoul Metropolitan Government or the Korean Appraisal Board(hereafter, KAB) were established within the administrative boundaries and used in existing real estate studies. This is not a district classification for real estate researches because it is zoned urban planning. Based on the existing study, this study found that the city needs to reset the Seoul Metropolitan Government's spatial structure in estimating future housing prices. So, This study attempted to classify the area without spatial heterogeneity by the reflected the property price characteristics of row housing and Multiplex housing. In other words, There has been a problem that an inefficient side has arisen due to the simple division by the existing administrative district. Therefore, this study aims to cluster Seoul as a new area for more efficient real estate analysis. This study was applied to the hedonic model based on the real transactions price data of row housing and multiplex housing. And the K-Means Clustering algorithm was used to cluster the spatial structure of Seoul. In this study, data onto real transactions price of the Seoul Row housing and Multiplex Housing from January 2014 to December 2016, and the official land value of 2016 was used and it provided by Ministry of Land, Infrastructure and Transport(hereafter, MOLIT). Data preprocessing was followed by the following processing procedures: Removal of underground transaction, Price standardization per area, Removal of Real transaction case(above 5 and below -5). In this study, we analyzed data from 132,707 cases to 126,759 data through data preprocessing. The data analysis tool used the R program. After data preprocessing, data model was constructed. Priority, the K-means Clustering was performed. In addition, a regression analysis was conducted using Hedonic model and it was conducted a cosine similarity analysis. Based on the constructed data model, we clustered on the basis of the longitude and latitude of Seoul and conducted comparative analysis of existing area. The results of this study indicated that the goodness of fit of the model was above 75 % and the variables used for the Hedonic model were significant. In other words, 5 or 25 districts that is the area of the existing administrative area are divided into 16 districts. So, this study derived a clustering method of row housing and multiplex housing in Seoul using K-Means Clustering algorithm and hedonic model by the reflected the property price characteristics. Moreover, they presented academic and practical implications and presented the limitations of this study and the direction of future research. Academic implication has clustered by reflecting the property price characteristics in order to improve the problems of the areas used in the Seoul Metropolitan Government, KAB, and Existing Real Estate Research. Another academic implications are that apartments were the main study of existing real estate research, and has proposed a method of classifying area in Seoul using public information(i.e., real-data of MOLIT) of government 3.0. Practical implication is that it can be used as a basic data for real estate related research on row housing and multiplex housing. Another practical implications are that is expected the activation of row housing and multiplex housing research and, that is expected to increase the accuracy of the model of the actual transaction. The future research direction of this study involves conducting various analyses to overcome the limitations of the threshold and indicates the need for deeper research.
This study performed GIS and statistical analyses on the location and spatial characteristics of the slum in Daejeon. Spatial data of 648 slum residents in Daejeon were collected and 131 residents among them were surveyed. The results showed the trends of higher rent, lower social exclusion and closer neighboring relations in slum center than the surrounding areas, which could be interpreted as the interrelated multilateral effects of the micro- (housing), meso- (relations), exo- (community) and macro- (government policy) systems. The strong bonds among neighbors and various supports from social service facilities elevated the slum area's rent and diminished residents' social exclusion more than housing conditions (for instance, poor hygiene and low safety). Slum tenants willingly paid a premium for their substandard housings and refused moving to governmentally provided modern housing units. In urban development, administrative authorities need to be cautious about slum uprooting. Much rather an alternative renewal approach is needed which protects the slum's intimate relations while improving its overall living standards.

The purpose of this study was to investigate the current situation of physical and intangible assets, and to analyze the use of planning in a new cultural space creation project areas. For this study, literature survey, filed survey and participant observation methods were used for data collection. The results were as follows. 1) The project's characteristics had a variety of space utilization's scope. It was to emphasize the organizations and participants in the human side. 2) There are the pumping stations, mokgammak, mills, barbershops, marketplaces etc in physical assets, and it was worth the historic or agricultural facility. 3) The using plans of three kinds in hardware facilities, software programs, human ware(human abilities)are linked to each other organically. 4) The problems in the project's process include the administrative and institutional factors rather than planning matters.

Recently, people aim for a healthy environment which enhances quality of life, and also there are communication in green space like therapy garden and weekend farm growing. Meanwhile, in Korea, administrative organizations have leaded to plan and proceed in reference to physical regeneration in local areas, and this had caused social and maintenance problems. The purpose of this study was to introduce a concept of community garden which is regarded as green and community space and to insist on a way of residents participation on plan for community garden and its necessity. For that, there were five ways of residents participation on plan for community garden based on literatured and theoretical contemplation and case studies, and these were subject to construction project of community garden in deteriorated area in Jeonju city. This study can provide improvement guidelines for the initial stage of plan for residents participation community garden.
Generally speaking, weapon system is defined as a combination of primary system and support system which are evaluated by capability and operational availability respectively. Recently comparison of total life cycle cost shows that logistic support system is proved to be more important than primary system. However, until now systematic approach to support system development has not been applied in the area of developing support system. We need to construct a universal metric for effectiveness of logistic support system and to cut out whatever activities or support elements which do not contribute to the metric. This paper describes a new approach based on system engineering approach to logistic support system and also classifies five factors of failure, stock-out frequency, administrative delay time, active repair time and logistic delay time that have influence on operational availability of logistic support system.

The Level 1 probabilistic safety assessment(PSA) for Wolsong(WS) 2/3/4 nuclear power plant(NPPs) in design stage is performed using the methodologies being equivalent to PWR PSA. Accident sequence evaluation program(ASEP) human reliability analysis(HRA) procedure and technique for human error rate prediction(THERP) are used in HRA of WS 2/3/4 NPPs PSA. The purpose of this paper is to introduce the procedure and methodology of HRA in WS 2/3/4 NPPs PSA. Also, this paper describes the interim results of importance analysis for human actions modeled in WS 2/3/4 PSA and the findings and recommendations of administrative control of secondary control area from the view of human factors.

This study was performed to appraise multi-functional roles of agricultural lands in urban areas. The roles of agricultural lands as a part of urban environment were investigated to develop and establish an effective urban development planning with GIS-based analysis. Fifteen administrative districts at Chuncheon, Korea were selected to examine the roles of agricultural hands in these districts as educational, disaster-preventing, open-space, and recreational aspects. GIS was utilized to identify the distribution of agricultural lands and their accessibility to residential areas, school zone, public facilities, and major roads. The results obtained in this study can be efficiently used to guide decision makers to develop environmental-friendly urban planning at initial stage.
