Study on Development of Social Cost Estimating Model for Aids to Navigation Accident(II) (항로표지사고의 사회적비용 추정모델 개발에 관한 연구(II))

  • Aids to Navigation(AtoN) Accident can reduce the credibility of AtoN by adding extra works to the administrators, and cause burdens and inconveniences to the users during their navigation leading to social costs (or economic losses). Prior research on social cost estimation model to determine the Encounter cost, Administrative cost and Risk cost on the Aton model was done to estimate the economic losses due to AtoN Accident. However, this research could not provide adequate study results on risk cost estimates. Therefore, this study complements the estimation model presented in the previous study, and the estimated social cost of 249 AtoN Accidents that occurred during the last 10 years (2008-2017) in the Busan Regional Office of Oceans and Fisheries jurisdiction area. The risk cost was estimated using contingent valuation method since the AtoN is a non-market goods. As a result, the social cost of AtoN Accidents for the past 10 years was estimated to total 12.4 billion won including Encounter cost of 3.1 billion won (25.38%), Administrative cost of 1.7 billion won (13.62%), and Risk cost of 7.5 billion won (61.01%).

A Study on SIARD Verification as a Preservation Format for Data Set Records (행정정보 데이터세트 보존포맷으로서 SIARD 검증에 관한 연구)

  • As the importance of data grows because of the advent of the next industrial revolution, foreign countries are pushing for long-term data preservation technology research. On the other hand, in Korea, administrative information data sets have been legislated as records management areas without specific long-term preservation measures. As a response, this study conducted basic, cross-validation tests on the Software Independent Archiving of Relational Database (SIARD), which was proposed as an administrative information data set preservation format in several prior works. First, the underlying verification test focuses on deriving the data, structure, and functionality of the data set that SIARD can preserve. The second cross-validation test aimed at verifying the interoperability of SIARD independent of the DBMS class. In addition, two verification tests have confirmed the SIARD feature delivery range. Consequently, the differences between the feature types specified in the SIARD 2.0 standard and those provided by the actual SIARD Suite have been derived. Based on verification test results, we are proposing a development plan to broaden SIARD functionality and set a direction to efficiently enhance SIARD for local situations.

A Study on the Eubj(邑誌) in the Yi Dynasty -Based upon the existing Eubjis- (조선왕조(朝鮮王朝)의 읍지연구(邑誌硏究))

  • A. The principal geographical descriptions compiled by the government during Yi dynasty started from the Shinchan-Paldo-Chiriji(新撰八道地理志) which was compiled by the royal decree in the sixth year (1424) of King Sejong(世宗) and it ended in the Jungbo-Munhonbiko(增補文獻備考) which was published in the second year(1908) of Yunghyi(隆熙). The process of their compilations can be divided into four steps according to the compilatory work's contents of the principal geographical descriptions which were compiled through the Yi dynasty. We can say that the first step (1424-1454) of those works began at the date of the compilation of the Shinchan-Paldochiriji and it ended in the date of the compilation of the "Sejongsilok-Chiriji"(世宗實錄地理志), and during that period the Kyonsangdo-Chiriji(慶尙道地理志) was published. In the second step(1455-1531), were published the Paldochiriji,(八道地理志), Kyongsangdosokchanchiriji(慶尙道續撰地理志), DonggukYojisungnam(東國與地勝覽) and the third step (1532-1769) began at the date of the compilation of the Dongguk-Munhonbiko(東國文獻備考) and it ended in the date of the publication of the Jungbo-Munhonbiko(東國文獻備考), and in that period the Jongjung-Munhonbiko(訂增文獻備考) was published. The works of compilation of the Eubjis in the period of King Kojong(高宗) came within the category of the fourth step. B. Generally speaking, the state geographical descriptions were composed of the regional data of the country which were collected and arranged. In other words, firstly, the Eubjis were compiled in each county, secondly, the Dojis(道誌) were compiled based upon the collections of all the Kunjis(郡誌), lastly, the government collected all the Dojis and compiled them into the state geographical descriptions. The Eubjis in the early days of Yi dynasty were compiled as the data for the compilation of the nation-wide geographical descriptions, but the Eubjis in the age of King Kojong were compiled as the administrative data. C. The main contents of the Eubjis were composed of the descriptions on the geography, history, industry, naval and military affairs, traffics, communication, administration, economy and society, and of the matters on the prose and poetry, persons of loyalty, historic remains, social customs and schools. Consequently, the above-mentioned data will be contributed to the study on the structures of the geography, history, economy, administration, education, naval and military affairs and traffics as well as the study on the literature, social customs and bibliography. Especially, they will be important data for the arrangement of cultural assets of our country. Furthermore, because the traditional study of national literature was centered around the study on the central government ignoring the study on the regional matters, the study of the Eubjis will be worthy of being valued.

A Study on Dealing with the Stress of Police Officer - Focused on Medical Model and Organizational Health Model - (경찰공무원의 스트레스 관리에 관한 연구 - 의료 및 조직보건 모델을 중심으로 -)

  • When people think about stress, they usually consider it as negative. However, stress can be both positive and negative. Positive stress is referred to as eustress, while negative stress is called distress. Stress is derived from the change which can be either positive or negative. Change is an inevitable aspect of life; therefore, people cannot avoid stress. Police works create a lot of stress among officers because of job characteristics. Police works require both physical and emotional strains. These strains lead to stress of officers. Danger, frustration, excessive paperwork, the daily demands of the job, and a lack of understanding from family members, friends, and the public are major causes of stress among police officers. The American Institute of Stress in New York ranks police job among the top ten stress-producing jobs in the United States. In this study, the author proposes the ways of stress management among police officers based on the medical model and the organizational health model. In the medical model, the author introduces the elimination, coping, and counseling as a way of dealing stress as an individual level. In the organizational health model, the author proposes following recommendations from the administrative point of view: 1) rationalization of personnel management system, 2) improvement of the welfare, 3) democratic management of police organization, 4) maintenance of a good partnership with citizens, and 5) development of stress management program for police family members.

A Study on Dental Hygienists' Needs for Specialized Education in Health Promotion Projects (보건분야 치과위생사들의 건강증진사업을 위한 전문교육 필요도 조사)

  • The purpose of this study was to analyze dental hygienists' opinions on health promotion projects in public health and their needs for specialized education in the projects, so that it could help prepare specialized education program required for health promotion projects in the future. To meet the goals, total 364 dental hygienists working in public health were asked to join a questionnaire survey via e-mail in September 2007 for data analysis. As a result, this analysis came to the following conclusions: First, it was found that 29.9% of total respondents took in charge of health promotion projects, and 26.9% respondents considered it very necessary to be responsible for the health promotion projects(56.0% considered it necessary). Almost half respondents considered nonsmoking assistance most desirable task(48.4%) and foremost demanded(50.5%) out of all current health promotion projects, 39.8% respondents answered that they could carry on health promotion task, if assigned, after completing occupational training course. Second, it was found that 39.3% respondents acquired other licenses and qualifications than certificate of registered dental hygienist, and their medical licenses or qualifications included certificate of nursing assistant(18.7%) and certificate of social worker(11.8%) by category. Third, in terms of opinions on possible ways to facilitate health promotion projects, it was found that over half respondents considered it recommended to step up specialized education(56.9%) and prepare legal basis and administrative system(53.6%). Notably, 90.7% respondents considered it necessary to step up specialized education in health promotion. Fourth, in terms of opinions on participation in health promotion projects, it was found that almost half respondents(49.7%) considered it necessary and very positive for extending dental hygienists' works in the future. Moreover, in terms of reasons for sum positive answers, it was found that many respondents considered it helpful for appointment(41.8%) and contributing to capability development and job satisfaction(44.5%). In terms of opinions that sud, participation would be unnecessary, 29.7% respondents thought that nothing would be changed in their dental health projects even with reduced number of public health dentists, and 31.3% respondents thought that dental hygienists are professional manpower responsible only for dental health works. Finally, in terms of on-the-job training(OJT) related to health promotion, it was found that 92.9% respondents desired for OJT. In terms of experiences in OJT, 79.9% respondents answered that they never joined OJT course. In other words, only 20.1% respondents joined OJT courses for health promotion task, such as nonsmoking assistance(8.8%), health promotion FMTP training(2.2%), exercises(1.4%) and nutrition(0.6%).

Development of Mobile Application for Cadastre Information Service (지적정보 서비스 모바일 애플리케이션 개발)

  • This study developed a mobile application system for serving cadastral information needed to propel diverse cadastral works including cadastral resurvey efficiently. First, BlackPoint-Xr was selected as a spatial client engine to embody the cadastral information system based on mobile device including smart phone and tablet PC. The mobile cadastral information system contains functions such as finding location with GPS based on spatial information such as aerial photo, cadastral map, administrative map, and digital map, parcel search with address and lot number, finding land register including land address, the classification of land, and land price. Especially, this study developed functions which can analyze the measurement of distance, area, slope and cross-section elevation of land to apply construction work and land maintenance project. This system can support efficiently cadastral work and construction project by serving diverse cadastral information to users in field and can be also applied to the field of digital cadastral information.

The Survey of Disappeared Villages in The Demilitarized Zone (DMZ 내 사라진 마을의 공간적 분포와 특성)

  • The purpose of this study is to analyze the spatial distribution and characteristics of villages before modern public works in the Demilitarized Zone(DMZ) by using Geographical Information System(GIS). There were total 427 villages within the DMZ according to a survey. By the administrative region, whereas there were 183 villages in Gangwon Province which had a share of 43% of the total, there were 244 villages in Gyeonggi Province which had that of 57%. Subsequently, Gyeonggi Province had a higher share than Gangwon Province, even though its area was smaller than Gangwon Province's one. In terms of the pattern of villages, there was a pattern of the dispersed settlement focused upon the area of the Taebaek mountains. In addition, there were a pattern of the dike settlement by a traffic route and river as well as that of agglomerated settlement in other area. There was a pattern of compact settlement in a plain. This research can be contributed (1) to be used a basic information in order to solve a conflict between development and conservation which may occur in the future, and (2) to be applied to develop contents for the DMZ's competitiveness.

On the Study of Key Management in Mobile Ad Hoc Networks (이동 임시무선망에서의 키 관리 기법에 관한 연구)

  • This paper covers the issue of securing ad hoc networks. Such networks exhibit a number of characteristics that make such a task challenging. One of the major challenges is that ad hoc networks typically lack a fixed infrastructure both in form of physical infrastructure such as routers, servers, and stable communication links and in the form of an organizational or administrative infrastructure. Another difficulty lies in the highly dynamic nature of ad hoc networks since new nodes can join and leave the network at any time. The major problem in providing security services in such infrastructure less networks is how to manage the cryptographic keys that are needed. In order to design practical and efficient key management systems it is necessary to understand the characteristics of ad hoc networks and why traditional key management systems cannot be used. These issues are covered and we also present a new efficient key management solutions. Finally we show that the proposed method is more efficient than the previous works through simulations.

A Study on Geo-Ontological Application of Coastal Information (연안정보의 지오-온톨로지 적용에 관한 연구)

  • It is unsuitable for Korean coastal information to work specific tasks because the coastal information of the current provides simple information, and thus the coastal information is required to reprocess. Therefore, this paper intends to present the ontology model for managing the coastal information using Geo-Ontology and seek application of ontology. The contents of this paper follow as; First of all, I considered the base theories for ontology and related researches. Second, I built Geo-Ontology which defines taxonomy of geographical features and their relationships. Third, I designed and implemented the coastal information ontology about basin of coast, Masan, using Geo-Ontology. Fourth, I carried out semantic queries and reasoning, assessment of the coastal information ontology. This paper will be a base study for many projects which are currently being conducted to integrate spatial information for more effective administrative works and easier maintenance and management of data. Also, this paper is significant in the sense that it is the study preparing for linked data.

Hereditary Testimonies and Medico-historical Facts of the Eminent Brother Doctors Young Hur and Eon Hur (허영(許郢), 허언(許鄢) 형제명의(兄弟名醫)의 가전행적(家傳行蹟)과 의약사실(醫藥事實))

  • The eminent brother doctors Cho-Gaek Hur (Young Hur) and Cho-Sam Hur (Eon Hur) represent the medical tradition of the southeastern region of Mt. Jirisan incluiding Sancheong. This study investigated and examined their herediatary testimonies and medico-historical facts described in the literature tale, genealogy and family collection of works. At an early age after their family run away to the southern region from the harm of political struggle, they gave up taking the highest-level state examination to recruit ranking officials and set their heart on learning medicine. Their choice of medicine was the second best plan for the survival of their family and descendents from the influence of their ancestors who suffered from the party strife during the late Joseon Dynasty. The case is a good example of the deliberate action of the nobility intellectuals since the late Goryeo and early Joseon dynasties to who made attempts to have the minimum elegance and cause while securing livelihood after they have been collapsed politically. The tale of Cho-Gaek and Cho-Sam is a typical story of eminent doctors which combined reality and fiction about the persons who had outstanding medical skills. In the tale, the elder brother was good at herbal prescriptions and the younger brother was good at acupuncture, contrasting the treatment of administrative internal medicine and insertive acupuncture treatment. It shows that the prepositions for the choice of the treatment method for the public during that period were safety and fast efficacy. In their old age, they wrote a book titled Jinyangsinbang. Another Jinwoosinbang is estimated as a different kind of copy, which was a medical writing from experience that derived from the same original book as Jinyangsinbang. written by Cho-Gaek Hur and it is a valuable medical material that possesses the distinct features of the local medicine during the late Joseon Dynasty. Most of the contents are variations in application using the basis of Dongeuibogam, forming the roots of the traditional Korean medicine in Sancheong region together with the medical activities of the Hur brothers.
