The purpose of this study is to develop an optimization model for reconstructing local administrative districts using spatial analysis and modeling. For this, literature related to reorganization of local administrative systems was critically reviewed and criteria for redistricting were extracted. An optimization model for reconstructing administrative districts was formulated based on these criteria. The model considered three criteria; homogeneity within a reconstructed district, equity among reconstructed districts, and spatial arrangement. Homogeneity for relieving spatial mismatch between administrative and living(economic) boundaries is measured by spatial interaction within a district. Equity among districts is evaluated using population, area, and financial independence. Finally, spatial arrangement is measured by compactness and contiguity. The developed optimization model was implemented using Automated Zoning Procedure(AZP) in GIS environment and applied to a problem aggregating Si-Gun administrative units into broader districts. Application results demonstrate that the model can provide optimal districts according to alternative objective functions.
The hospital is characterized by it's remarkable labor industry and human resources input by unit. Recently, the administrative personnel are recognized as important staff to provide a hospital guidance to consumer and also easiness for consumer's visit to hospital. The objectives of this study is to find the performance of the administrative personnel in hospitals. The unit of analysis is the hospitals and data was collected form 144 staffs in 5 hospitals. Self administered questionnaire was given to analyze the general characteristics of staft such as age, sex, education, experience, and performance level in terms of frequency, ability, necessity of tasks. The major findings are as follows: 1. The 5 major tasks such as general affairs, insurance related affairs, hospital statistics, admission/discharge, and analysis of treatment cost were analyzed. Performance level of these tasks were not showed consistent level. It means that the same task was showed both high level performance and low level one. 2. The higher rates of performance level, ability and necessity were found, below 29 years of age, junior college graduates and university hospital than that of general one. 3. Factors mostly affected to performances were found as characteristics of hospital, age and education. 4. Concerning the various manpower management, On the job training, incentive mechanism and colose relationship among units were somewhat lack. In conclusion, most responded administrative personnel have performed actively in dealing with their tasks. however, the performance level and ability of the same task were showed differently, it means that such routine works were not standardized. Therefore, standardization and specification of tasks should be developed to strength the performance. Finally, this study is the first attempt to find out the performance of the administrative staffs and the study results imply that further study could be neeed to promote the performance of administrative personnel efficiently and effectively.

Objectives: The major objectives of this study are to review the requirements for the advancement of occupational safety and health administrative organization and to propose measures to establish an Occupational Safety and Health Executive. Methods: The problems of occupational safety and health administrative organization in korea were examined empirically and cases of occupational safety and health administrative organizations in developed countries were investigated (United Kingdom, United States, Germany, and Japan). A plan for establishing an Occupational Safety and Health Executive was proposed over the short and medium term. Results: An occupational safety and health administration is characterized by a professional and technical nature, and even more so in modern society. Therefore the greatest value required by an occupational safety and health administrative organization is expertise. In addition, administrative values it requires include efficiency, specificity, independence, and activity. The Korean occupational safety and health administrative organization has a number of problems in terms of these values. The most appropriate way to realize these values is to establish an Occupational Safety and Health Executive. It is desirable to establish such an Occupational Safety and Health Executive in a phased manner taking into consideration its relationship with Korea Occupational Safety and Health Agency(KOSHA), including KOSHA's functional adjustment Conclusions: In order to solve the deep-seated problems in occupational safety and health administrative organization and to advance occupational safety and health administration in Korea, it is necessary to establish an Occupational Safety and Health Executive as a foundation for achieving an advanced industrial safety and health administration.

If one wants to file a lawsuit against the administrative office, he or she should decide whether to file a civil lawsuit or an administrative lawsuit. The type of lawsuit must be determined to determine which court to file the lawsuit with. Korea seems to have a clear distinction between administrative and judicial legal relationships, but it is not easy to distinguish between public and judicial cases unless the public and judicial discrimination are maintained. The practice or precedent of litigation is always difficult to distinguish because the litigation is based on the discrimination of whether the litigation belongs to a legal relationship in public law or judicial law. I believe that if the administrative litigation law establishes a provision related to the designation of a duty and stipulates that "if a litigation case is questioned whether it is an administrative or civil lawsuit, the Supreme Court-related court shall designate the competent court at the request of the parties," the lower court will be guaranteed the right to swift a trial, and the legal representatives will be freed from the exhaustive agony.

The purpose of this study is to analyze the level of public data convergence capabilities of administrative organizations and to explore important variables in data-based organizational capabilities. The theoretical background was summarized on public data and use activation, joint use, convergence, administrative organization, and convergence constraints. These contents were explained Public Data Act, the Electronic Government Act, and the Data-Based Administrative Act. The research model was set as the data-based organizational capabilities effect by a data-based administrative capability, public data operation capabilities, and public data operation constraints. It was also set whether there is a capabilities difference data-based on an organizational operation by the level of data convergence capabilities. This study analysis was conducted with hierarchical cluster analysis and multiple regression analysis. As the research result, First, hierarchical cluster analysis was classified into three groups. It was classified into a group that uses only public data and structured data, a group that uses public data on both structured and unstructured data, and a group that uses both public and private data. Second, the critical variables of data-based organizational operation capabilities were found in the data-based administrative planning and administrative technology, the supervisory organizations and technical systems by public data convergence, and the data sharing and market transaction constraints. Finally, the essential independent variables on data-based organizational competencies differ by group. This study contributed. As a theoretical implication, this research is updated on management information systems by explaining the Public Data Act, the Electronic Government Act, and the Data-Based Administrative Act. As a practical implication, the activity reinforcement of public data should be promoting the establishment of data standardization and search convenience and elimination of the lukewarm attitudes and Selfishness behavior for data sharing.

According to the amendment of the Enforcement Decree of the Public Records Management Act in 2020, an administrative information dataset record management plan will be enacted, and the National Archives of Korea plans to establish an integrated administrative information dataset management system to support it. However, there is no specific service plan that considers the characteristics of the datasets and the Management Reference Table. Therefore, this paper compared and analyzed the current status of dataset services at 14 domestic and foreign public data portals and archives websites, derived implications, and proposed 6 service plans applicable to the integrated administrative information dataset management system. This study's results will lead to utilizing the administrative datasets and the activation of services.

For the record management of administrative information datasets in Korea, it is recommended to utilize SIARD as a transfer specification when transferring administrative information datasets. However, there are many cases where the application of SIARD is not suitable due to the record management unit of administrative information datasets, technical limitations of tools that support SIARD, and the realistic situation of public institutions. In this study, we propose a plan to diversify the transfer specifications of administrative information datasets other than SIARD. In the record management of administrative information datasets, the need to reproduce the user interface associated with the dataset has been discussed but not specifically presented. This study confirms that the user interface is a property to be preserved from the perspective of Significant Properties, proposes a method to effectively reproduce the user interface, and provides an example of actual verification.

The increase in the rate of industrialization due to urbanization has caused the Urban Heat Island phenomenon where the temperature of the city is higher than the surrounding area, and its intensity is increasing with climate change. Among the cities where heat island phenomenon occurs, Seoul city has different degree of urbanization, green area ratio, energy consumption, and population density in each administrative district, and as a result, the strength of heat island is also different. So It is necessary to analyze the difference of Urban Heat Island Intensity by administrative district and the cause. In this study, the UHI intensity of the administrative gu and the administrative dong were extracted from the Seoul metropolitan area and the differences among the administrative districts were examined. and linear regression analysis were conducted with The variables included in the three categories(weather condition, anthropogenic heat generation, and land use characteristics) to investigate the cause of the difference in heat UHI intensity in each administrative district. As a result of analysis, UHI Intensity was found to be different according to the characteristics of administrative gu, administrative dong, and surrounding environment. The difference in administrative dong was larger than gu unit, and the UHI Intensity of gu and the UHI Intensity distribution of dongs belonging to the gu were also different. Linear regression analysis showed that there was a difference in heat island development intensity according to the average wind speed, development degree, Soil Adjusted Vegetation Index (SAVI), Normalized Difference Built-up Index (NDBI) value. Among them, the SAVI and NDBI showed a difference in value up to the dong unit and The creation of a wind route environment for the mitigation of the heat island phenomenon is necessary for the administrative dong unit level. Therefore, it is considered that projects for mitigating heat island phenomenon such as land cover improvement plan, wind route improvement plan, and green wall surface plan for development area need to consider administrative dongs belonging to the gu rather than just considering the difference of administrative gu units. The results of this study are expected to provide the directions for urban thermal environment design and policy development in the future by deriving the necessity of analysis unit and the factors to be considered for the administrative city unit to mitigate the urban heat island phenomenon.
This study was conducted to evaluate methane ($CH_4$) and nitrous oxide ($N_2O$) emissions from livestock agriculture in 16 local administrative districts of Korea from 1990 to 2030. National Inventory Report used 3 yr averaged livestock population but this study used 1 yr livestock population to find yearly emission fluctuations. Extrapolation of the livestock population from 1990 to 2009 was used to forecast future livestock population from 2010 to 2030. Past (yr 1990 to 2009) and forecasted (yr 2010 to 2030) averaged enteric $CH_4$ emissions and $CH_4$ and $N_2O$ emissions from manure treatment were estimated. In the section of enteric fermentation, forecasted average $CH_4$ emissions from 16 local administrative districts were estimated to increase by 4%-114% compared to that of the past except for Daejeon (-63%), Seoul (-36%) and Gyeonggi (-7%). As for manure treatment, forecasted average $CH_4$ emissions from the 16 local administrative districts were estimated to increase by 3%-124% compared to past average except for Daejeon (-77%), Busan (-60%), Gwangju (-48%) and Seoul (-8%). For manure treatment, forecasted average $N_2O$ emissions from the 16 local administrative districts were estimated to increase by 10%-153% compared to past average $CH_4$ emissions except for Daejeon (-60%), Seoul (-4.0%), and Gwangju (-0.2%). With the carbon dioxide equivalent emissions ($CO_2$-Eq), forecasted average $CO_2$-Eq from the 16 local administrative districts were estimated to increase by 31%-120% compared to past average $CH_4$ emissions except Daejeon (-65%), Seoul (-24%), Busan (-18%), Gwangju (-8%) and Gyeonggi (-1%). The decreased $CO_2$-Eq from 5 local administrative districts was only 34 kt, which was insignificantly small compared to increase of 2,809 kt from other 11 local administrative districts. Annual growth rates of enteric $CH_4$ emissions, $CH_4$ and $N_2O$ emissions from manure management in Korea from 1990 to 2009 were 1.7%, 2.6%, and 3.2%, respectively. The annual growth rate of total $CO_2$-Eq was 2.2%. Efforts by the local administrative offices to improve the accuracy of activity data are essential to improve GHG inventories. Direct measurements of GHG emissions from enteric fermentation and manure treatment systems will further enhance the accuracy of the GHG data.
