The purpose of this study is to analyze the level of job satisfaction and organizational commitment of administrative staffs in hospitals. The data for this study were collected through a self-administered survey with a structured questionnaire for 338 persons from administrative staffs working in hospitals in Ulsan and Busan Metropolitan cities. The job satisfaction(factors such as wage, performance, duty, promotion and personal relations) and organizational commitment were scored from 5(very satisfied) to 1(very unsatisfied). The collected data from the survey were analyzed by frequency, ANOVA, correlation analysis and multiple regression analysis. The results are as follows: Medical technicians, health administrators, nurses and the others were ranked in order in the job satisfaction. Medical technicians, nurses, health administrators, and the others were ranked in order in the organizational commitment. The correlation analysis showed that the job satisfaction and the organizational commitment had positive correlation in the factors of wage, performance duty, promotion and personal relations.

For decades, general services and accounting officers have been dominant forces in collection development activities in college and university libraries in Korea. The role of certified librarians has been rather peripheral. This has been allowed by the fact that library acquisitions departments had to be headed by non-librarian general administrative officers by the government regulation. The philosophy behind this regulation was that acquiring library materials was not any different from simple purchasing act of other useful goods in the marketplace. In affiliation with the element of general administrative officers, domestic book-sellers also had a great influence in collection building activities in college and university libraries in Korea. This has been made possible by the fact that no other people could su n.0, pply library materials, especially foreign library materials. It has been pointed out for years that the mechanism in which general administrative officers and domestic book-sellers had a greater say in library acquisitions activities was especially inefficient in acquiring wanted materials in wanted speed and in wanted price. In this mechanism, books and periodicals were mere goods. They were not perceived as intellectual property holding information and knowledge in them. Since the student movement to revolutionize the library system of the Pusan National University, September 1987 to December 1988, the creative and progressive elements in this university library have been making great efforts to change the acquisitions system in this library into a more efficient one by putting certified librarians at the center of the whole acquisitions process. These efforts have been successful to a certain degree. In this discursive study of the case of the Pusan National University Library, I have tried to achieve a social description of the library process in which progressively motivated librarians succeeded in alienating administrative officers and book-sellers and in grasping in their hands the hegemony in the collection building aspect of library activities. It has been discovered that this was possible only when the librarians were mature enough to have their kind of professionalism, i.e., professional ethics and craftsmanship.
Local decentralization is a rational allocation of power and responsibilities between the state and local governments, but it is not just a transfer of administrative affairs and transfer of funds. In order to look at the task of moving administrative affairs to the districts, this paper first considered the relevant prior study. Next, we looked at the assessment of the level of function transfer and direction of transfer for government employees. Finally, the task for the transfer of functions has been drawn. Revitalizing functions or affair transfers requires the president's firm will and continued support, efforts to divide roles between central and local governments, increased responsibilities of local governments, revitalizing civic participation and establishing democracy. In addition, in order to expand the function transfer problem, the affair allocation system must be newly established. The discussion of such a system should take into account the issue of regional equity as well as financial transfers. Localization through transfer of functions requires, among other things, a change in perception of the relevant groups. Local decentralization requires long-term time and the participation and cooperation of not only the central but also related stakeholders are important, as seen in existing studies and in the nation's experience.
Local administrative districts in Japan have extensively reformed over the last 10 years and have decreased by 40 percent. This study examines the process of the municipal mergers in Japan from the perspective of the politics of space, in addition to a focus on the formation of Tobichi (enclaves). The background and progress of municipal mergers in Japan revealed that the reformation of administrative districts progressed under 'restruction' rather than 'decentralization' to manage a financial crisis of government. As a result, the municipal mergers of Japan have progressed in spatiotemporal inequality. The municipal mergers of the study areas are analyzed in multi-dimensional spatial politics composed of financial and demographic properties, locationality, territoriality, placeness, and the politics of decision making. Administrative districts have a spatial property; the reformation of them should be considered with the specialty and generality of the region.

This study was conducted to investigate the determinants of e-mail use and its effects on the organizational effectiveness of hospital administrative workers. Data were collected from 147 administrative workers at 2 university hospitals in Seoul using self-administered questionnaires and analyzed using t-test, ANOVA, and multiple regression analysis. The major findings of the study are as follows: 1. There are significant differences in the use of e-mail for business purpose in terms of the gender, age, status, and education level. Workers who are men, over 30s, high status, and highly educated were more likely to use the e-mail. As for the private use, there are significant differences only in terms of the age level. 2. The more job characteristics need to use e-mail, the more workers have computer skills, and the more favorable the organizational culture is to using the e-mail, the more frequently the workers use the e-mail for both business and private purposes. 3. Job characteristics and personal computer skills have significant positive effects on the use of e-mail for business purpose. However, for the private purpose, only personal computer skills have a significant effect on the use of e-mail. 4. The level of the e-mail use for the business purpose has a significant effect on the work productivity, communication, and job satisfaction, while the level of the e-mail use for the private purpose has a significant effect only on the communication and job satisfaction. The implications for hospital administrators and suggestions for further research are discussed.
The objective of this study is to analyze and suggest the policy on devolution of environmental administrative function between central and local government in Korea. This study also research to make the prospect of power from central government to local government's officers by analyzing the characteristics and contents, standards of local devolution and the attitudes of central and local governments on its process from September 2001 to April 2003. The date collected from the more than 675 questionnairs of government officers included as the Ministry of Environment and local government. The date also collected from interview and field survey. The questionnaire had collected in two times between 2001 and 2003. The environmental administrative function has reallocated from central government to local government since 2001. The devolution focused on simple implemental services and institutional delegated services might result in the lack of initiative and locality of local governments. Therefore, devolution should be proceed towards reinforcing the decision-making capacity and financial and manpower of local government. This paper also showed the weakness on speciality and experience on local bureaucratic in Korean society. This study announced that local government's officer has appeared the negative impact on environmental regulation and the conflict between central and local government.

An overall responding security-centered framework is necessary required for infringement accidents, failures, and cyber threats. On the other hand, the correspondence structures of existing administrative, technical, physical security have weakness in a system responding to complex attacks because each step is performed independently. This study will recognize all internal and external users as a potentially threatening element. To perform connectivity analysis regarding an action, an intelligent convergence security framework and road map is suggested. A suggested convergence security framework was constructed to be independent of an automatic framework, such as the conventional single solution for the priority defense system of APT of the latest attack type, which makes continuous reputational attacks to achieve its goals. This study suggested the next generation convergence security framework to have preemptive responses, possibly against an APT attack, consisting of the following five hierarchical layers: domain security, domain connection, action visibility, action control, and convergence correspondence. In the domain, the connection layer suggests a security instruction and direction in the domains of administrative, physical and technical security. The domain security layer has consistency of status information among the security domain. A visibility layer of an intelligent attack action consists of data gathering, comparison and decision cycle. The action control layer is a layer that controls the visibility action. Finally, the convergence corresponding layer suggests a corresponding system of before and after an APT attack. The administrative security domain had a security design based on organization, rule, process, and paper information. The physical security domain is designed to separate into a control layer and facility according to the threats of the control impossible and control possible. Each domain action executes visible and control steps, and is designed to have flexibility regarding security environmental changes. In this study, the framework to address an APT attack and load map will be used as an infrastructure corresponding to the next generation security.

This study aimed to examine the characteristics and types of reformation of local administrative districts in a metropolitan area, focused on the experiences of Japan, where municipal mergers were carried out extensively over the last ten years. Local administrative districts substantially have spatial characteristics. Therefore, the reformation of local administrative districts should be followed by a detailed analysis of the characteristics of the local area. Unlike other regions, the metropolitan area of Japan shows discriminative characteristics of finance, population and centrality. In addition, there are many types of regional context within a metropolitan area. These could be categorized by finance, population, centrality and basic industry. In conclusion, I revealed that municipal mergers could be categorized by their background and process and many issues were contained in each category. It had a meaning that municipal mergers had characteristics that expanded the regional inequality. Therefore, different approaches considering regional characteristics would be required for a municipal merger to be a useful way for regional development.
The medical expenses review system in Korea has developed under fee-for-service system with its own unique structure. The importance of reviewing medical expenses has been emphasized, as the size of medical expenditures moving through the health insurance legal context and its weight in the national economy have increased very rapidly. It is, however, analyzed that the feuds and arguments continue among the stakeholders for the lack of laws supporting the medical expenses review system. The medical expenses review is a series of administrative procedures, deciding whether claims from medical care institutions to the insurer are legal and valid or not. It mainly controls the increase of unnecessarily excessive health insurance claim and prevents fraudulent claim and abuse and checks the less use or unsuitable use of medical resources. It also works a function guarantees medical benefits for the appropriate treatment according to the object of health insurance system as a social insurance scheme. The dispute on legal base of the medical expenses review is about the source of law in the medical expenses review. There are the Health Insurance Act and administrative laws as jus scriptum and the guidelines of review as administrative orders. The medical expenses review should reflect various factors, such as the development of medical healthcare technologies, the health expenditures distribution, the financial situation of the health insurance, and the evaluation on the level of appropriate benefits. It is also likely to adapt to the traits of characters of medicine, and trends and transition, Besides it should judge the legality and the validity of medical benefits expenditures by synthesizing these all factors. And the evaluation system of appropriateness of medical benefits was administrative procedure which was consecutive with reviewing the medical expenses system and it was intended to make up for the result of reviewing the medical expenses in more comprehensive levels.
