A Study on the Characteristics of Administrating Practice of the Directors of Health Centers in Korea. (보건소장 행정처리의 특성에 관한 조사연구)

  • On the stage of transition from highly centralized government to local self-government in Korea, administrating practice characteristics of the directors of Health Centers is essentially required to be found. This study was conducted in order to find the administration patte군 of the directors of Health Centers in Korea and their opinion on the environment of health administration including personnel management regime for them. The materials were collected from 149 directors of Health Centers with a structured questionaire by mailing. The major findings of this study were as follows. 1. About two-thirds of the directors(69.1%) make plan through the consensus between public service perosonnel in programme department and them in budgt control department. And 75.0% of the directors maintain the planed by the predecessor. 2. More than two-thirds of the directors (71.1%) take subordinates opinion into consideration in case of the programmes facing objections. 3. When the directors face obstacles in pursuing health programmes they usually consult other public service personnel than inhabitants. 4. Only 10.8% of the directors were satisfied with the support of the Ministry of Internal Affairs for health administration while more than half of them were satisfied with the support of health institution in higher level. 5. The directors evaluated the job attitude of the public service personnel in low level as more favorable than that of there higher level public service personnel who work for central government. 6. Only 18.1% of the idrectors were satisfied with their saley. And more than half of them expect the promotion of their position. On the ground of this result the administration attitude of the directors of Health Centers would be evaluated as improved and as more positive than that of other public service personnel in health authorities. However, they are required to consult the inhabitants more frequently for health administration. An the public service personnel in high level who work for central government are required to improve their job attitude.

The Legal Perspectives of the Medical Practice in Korean Medicine (한방의료행위의 법적 개념에 관한 연구)

  • Background and Aim : Lately the age of competition has come among the medical service area. At the same time disputes over the medical practice related to the medical person's territory tend to increase. In part it is due to the increased medical persons but in part it is because the medical practice is not defined clearly in the Medical Service Act for the practice of each medical person. So the legal definition of medical practice will be discussed here. Materials and Method : The cases from the court have been confirmed the difference between the two medical persons regarding the actual events. Legal aspects of medical practice in Korean medicine and the related cases will be reviewed and analysed. Results : The form of medical practice consists of administrating Korean medicine treatment and providing guidance for health based on Korean medicine. For medical doctors the practice includes medical treatment and guidance for health. Circular definition in the Medical Service Act over the medical practice, medical person and medical instruments makes it difficult to understand the whole idea. Therefore, the court has a tendency to decide the medical practice of medical doctor of Korean medicine from the some reliable points which is: 1) it is based on the principle of traditional Korean Medicine, 2) it is practiced by the medical doctor of Korean Medicine, 3) it can do harm to the patient without proper involvement of the medical doctor of Korean Medicine. Now the Act on the promotion of Korean Medicine and Pharmaceuticals makes it include the concept of "scientifically applied and developed" medical practice of Korean Medicine. Conclusions : With the essential change in the Act on the promotion of Korean Medicine and Pharmaceuticals, it is expected that even slight change can be seen in the court cases. However, still the concept of medical practice in the Medical Service Act remains the same. Modernisation of Korean Medicine, enhancement of textbooks and clinical practice training and the effort to amend the law to clearly define the medical practice of Korean Medicine will contribute to the clinical and academic environment. Evidence based Korean Medicine and even the unification of east-west medicine could be considered for the situation.

Knowledge, Attitude, and Practice towards Infection Control among Community-visiting Nurses (방문간호사의 감염관리에 대한 지식, 태도 및 수행)

  • Purpose: Purpose: This study aimed to identify whether infection control practice would correlate significantly with the knowledge and attitude of infection control in the pre-, mid-, and postvisiting rounds among community-visiting nurses. Methods: A descriptive study was conducted based on the knowledge, attitude, and practice (KAP) model by administrating questionnaires during September-October 2020. A total of 65 nurses working for 15 community health centers in Seoul, South Korea were included. The questionnaires were developed based on the epidemiologic triangle model and comprised of 28 items on practice, 18 items on knowledge, and 10 items on attitude. Results: The infection control practice showed a mean of 88.9 (range, 0-100). The infection control knowledge had 89.2% on the host domain, 80.0% on the environment domain, and 74.8% on the agent domain (range, 0-100). The infection control attitude showed a mean of 39.5 (range, 0-50). Higher scores on the infection control practice are significantly correlated with the higher scores on the infection control knowledge about the host domain (p= .004) at the pre-, mid-, and post-visiting rounds. Higher scores on the infection control practice are significantly correlated with the higher scores on the infection control attitude at the mid- (p= .018) and postvisiting rounds (p= .028). Conclusions: The infection control practice by community-visiting nurses may be enhanced with increased knowledge and attitude levels of infection control at the mid- and post-visiting rounds. The enhancement should be included in the on-the-job education for community-visiting nurses.

A Survey on the Actual Administrating Condition and Teacher′s Recognition on the In-service Training of Home Economics Education in the Secondary School - Centering around Kangwon Province- (중등학교 가정교과 교사의 직무연수 운영 실태 및 인식 조사 - 강원도 지역을 중심으로-)

  • The purpose of this research is intended to analyze the actual condition of in-service training for the teachers who teach Home Economics Education in the middle and high school and to survey their viewpoints on the actual condition of the in-service training. So I could find the effective ways on the in-service training by finding many kinds of needs and improvements on the basis of present problems in the Home Economics Education. The research results are as follows : 1. This research indicated that most teachers answered that the most proere significant per time of the in-service training was the school vacations(49.5%). 63.4% of the teachers answered that the present 60 hours on the question of how many hours are appropriate is proper. On the question of what the most proper cycle for the educational training is. 47.2% of the teachers answered that the present 3-year cycle is appropriate. 35% of them supported the selecting system for the trainee according to the experienced or non-experienced for the up-to-date in-service training. And 35% of them answered that the speakers for the training program must be the experienced teachers in education. In the contents of the training program. many teacher insisted that the percentage of the text for the major should be raised(49.6%). According to the survey about the teaching and learning methods and evaluation. teachers were satisfied with the levels of satisfaction on the teaching and learning methods in 65.1%. This survey indicated that teacher preferred the discussion and case study(35.9%). the practice-centered class(29.3%) and the on-the-spot study(20.9%) in order on the teaching methods. In terms of the educational environment. 56.9% of the teachers answered the number of trainee is too many and they suggested that the proper number of trainee is about 20∼30. 2. This research showed that the most important problem of this training system was the over-population of the trainee(33.5%) and the most severe problem of the educational environment was the lack of air-cooled and heated system(24.8%).

A Study on Health Awareness of Middle and High School Students in Yong Nam Area (영남지역(嶺南地域) 중고등학교학생(中高等學校學生)들의 보건의식행태조사(保健意識行態調査) 연구(硏究))

  • The study was designed to gain necessary basic data order to grasp health knowledge, attitude, practice level of middle and high school students and to analyse th problem and to point out the method of improvement in the field of school health education. The survery was carried out through this reporter's interview for 2,400 students who attend to ten schools in Young Nam area during the period of a month from 25 the June to 25th July 1989. The result of this study can be summaried as follows. 1. The total number of answers on the question was 2,346. As for general characteristics the percent of female middle school students was 60.6% and the percent of male students was 77.7%, 45.9% of high school students was evening school students. 52.9% of middle school students and 42.3% of high school students were borne in rural area. 2. The percentage of unknown and misunderstanding for Epidemic Hepatitis infection was 46.3% of middle school students and 29.6% of high school students. 3. The percentage of unknown and misunderstanding for Epidemic Hemorrhage fever infection was 85.6% of middle school students and 66.9% of high school students. 4. The percentage of right knowledge for AIDS infection was 66.0% of middle school students and 90.4% of high school students. 5. The percentage of right knowledge for Typhoid infection was 47.8% of middle school students and 69.4% of high school students. 6. The percentage of unknown and misunderstanding for Tuberculosis infection was 71.6% of middle school students and 62.2% of high school students. 7. As for personal hygiene, the percentage of toothbrushing after every meal was high level : 44.2% of middle school students and 42.0% of high school students. 8. 60.9% of middle school students take a bath twice a week, 49.2% oh high school students take a bath a week. Times of bath of middle school students was higher than that of high school students. 9.The percentage of washing hand after using toilet was 42.1% of middle school students and 35.1% of high school students. 49.0% of middle school students and 55.1% of high school students wash hand sometimes after using toilet. 10. The percentage of change of underwear twice a week was 57.6% of middle school students and 49.8% of high school students. 11. The percentage of habit of unbalanced diet was 30.% of middle school students and 27.6% of high school students. 50.8% of middle school students and 51.7% of high school students have balanced diet. 12. Index of health practice of personal hygiene can be summarized as follows. A. A case of middle school students. 1) The percentage of health practice index in male and female was 49.6% and 48.1% respectively. Index of female students was higher than that of male students. 2) As for parent's occupation, public servants and company emplyee was upper level. Farming was low level. 3) As for income level, middle, level with 56.5% was highest in high income level and low level with 27.4% was highest in low income level. B. A case of high school students. 1) Middle level of health practice index was 46.0% of male students, upper and low level was 32.4% and 28.0% of female students respectively. 2) Middle level of health practice index was high in farming and company employee and upper level was high in commerce and service, low level with 60.0% was high in unemployed. 3) Upper practice index 35.7% appears in the rich and low practice index 38.3% appears in the poor. 13. Average points of Health practice about personal hygiene were as follows. (Full marks at 4). A. A case of middle school. Female (1.87 point) was higher than male (1.26 point). Night time (2.03 point) was higher than day time (1.66 point) and middle or small cities (2.17 point) are high than any other places. As for parent's occupation, students whose parents are company clerk get high marks (2.32) and ten students whose parent's job are service get next high marks (2.20). B. A case of high school. Female (1.53 point) was higher than male (1.22 point), as parents educational level were higher the point were higher, and as income level was higher, the points of health practice (1.78) were higher, and as for parents occupation, service get highest point (1.93) and commerce get next high point (1.86) public servant get low point (1.66). 14. The percentage of experience in smoking was 11.9% of middle school students and 60.9% of high school students. 15. The percentage of experience in inhalation of bond and administrating LSD was 4.3% of male middle school students, 8.4% of female middle school students, 6.9% of male high school students and 4.2% of female high school students. The knowledge level of communicable disease infection are very low in middle and high school students and practice level of personal hygiene are also very low. As a whole we can evaluate that middle and high school students are low level of health knowledge and practice. In conclusion, we must consider preparation for school health education program through establishing of health subjects in the carriculum, and securing of health education teachers and using materials and media program of health education. It is very important to establish macroscopic policy and strategy for public health education and to get people have right knowledge and practice for health.

Effects of Representation Forms on Analysts' Identification of Systems Development Problems - An Empirical Study -

  • Despite repeated exhortation about the importance of social and human dimensions of systems development, socio-organizational issues continue to be neglected and ignored in the current information systems practice. A review of the human information processing literature suggests that the reasons for this continuing lack of attention to social issues may be found in the limitations of human cognition and information processing capacities. Bostrom and Heinen(1978) and Kumar and Bjorn-Anderson(1990) also suggest that the inadequate attention to social problems and issues by the analyst could originate from the analysts limited problem perception. This research explores how the representation forms of information systems(IS) methodology used in understanding and modeling the problem situation affect such systems development problem perception. Typically, a system development methodology prescribes the use of system models(i.e., system representations) to understand, analyze, evaluate, and design the information system. Given the size and complexity of information systems, and the abstraction and simplification underlying the modeling process, system representations usually depict only a limited set of aspects of the system. Thus, a methodology whose representations are limited to technical aspects will tend to limit the analyst's perspective to a technical one only(Kumar & Welke, 1990). Following the same line of argument, in contrast, it is the conjecture of this study that a methodology which specifies both social and technical aspects of IS development will help the analyst develop a more comprehensive view of the IS problem domain. Based on the above concept, a theoretical model was first developed which explained the systems analysts cognitive process. Drawing on this model, a research model was developed hypothesizing the impacts of representation forms on problem identification. The model was tested using a laboratory experiment with 70 individual subjects. A special computer software was developed with a hypermedia authoring tool to conduct the experiments in order to avoid experimenter biases and to maintain consistency in administrating repeated experiments. The program, designed to replace the experimenter, consisted of functions such as presenting the subjects with problem material, asking the subjects questions, and saving the typed answers of the subjects. The results indicate that representation forms strongly influence problem identification. It was found that the use of the socio-technical representation form led to the findings of more social problems than the use of technical representation form. The results imply significant effects of representation forms on problem findings and also suggest that the use of adequate representation forms may help overcome dysfunctional effects of our limited information processing capacity.

An exploratory study on practice-oriented reconceptualization of self-sufficiency : Service providers' reflections on their own experiences from the field (현장의 시각으로부터 구조화된 자활 개념 탐색 연구 : 자활사업 실무자의 이해를 중심으로)

  • A self-sufficiency service has worked as a typical workfare policy combined with public assistance in Korea since 2000. Despite of its long history, three core pillars in administrating the self-sufficiency service, policy, research, and practice, have respectively understood the meaning of self-sufficiency in terms of their own interests. As a result, the self-sufficiency service has recently faced with its own identity issues by showing failures to its environmental changes. The current situation makes it necessary to reconceptualize the definition of self-sufficiency by exploring its in-depth understanding perceived by service providers. Specifically, we analyzed practical reflections on 35 service providers' experiences which were collected via focus group interviews for two hours. The study findings presented that service providers had two antithetical approaches towards self-sufficiency. While a dominant approach to self-sufficiency has been concentrated on improving clients' economic outcomes such as employment, job retention, the escape from welfare trap, and increasing earnings and assets, the other approach has been extended to empower clients and achieve their well-being and quality of life. Yet, these contrary perspectives have led to suffer from their role confusions and identity crisis between the work-ready process and the employment-oriented outcomes. Specifically, they described self-sufficiency in terms of psychological, social, and integrated aspects. The psychological aspect included a process of developing inner strengths, intensifying job motivation, and coping with barriers of employment. The social aspect meant a path toward social integration through recovering human relationships. The integrated aspect covered more comprehensive support for their recovery of daily life and autonomy to make a decision for their own life. In conclusion, the study findings suggest that self-sufficiency should be more extensively considered as a stepwise process towards work-ready preparations beyond ultimate economic outcomes. Such an extended concept of self-sufficiency could contribute to restructuring the whole practice of self-sufficiency including organizational and program changes in the fields.
