The purpose of this study is derived by Utilization Strategy for Rural empty houses stability of Return to the Farm and Rural. The main findings can be summarized as follows. First, the recent return to the farm and rural has increased, and life patterns of diversification, and the retirement of the baby boomer generation return to the farm and rural ratio differed by region. Second, the required first order accurate and detailed to maximize the utilization of the rural empty houses Survey, and the integrated management system based on it should be built. Third, the public lead in pushing for policy to take advantage of an empty house, leasing and management capabilities by strengthening return to the farm and rural characters, revitalizing rural and residential stabilization is necessary. Finally, in order to enhance the utilization of the rural empty houses should prepare return to the farm and rural, Multi-Habitation and a common space for existing residents for a variety of purposes. The results of these studies has a significance that can promote rural housing return to the farm and rural, resource utilization and stable settlement, and rural areas activated at the same time. Utilization of specific rural empty houses feasible policy being prepared, by linking rural areas that can bring effects on the activation of alternative hope.

본 연구의 목적은 관광자원의 지역경제 활성화 방안에서 관광자원, 관광정책 그리고 지역경제 활성화간의 상관관계를 분석하여 관광정책의 방향성을 제시하는데 있다. 설문조사는 2010년 7월 1일부터 30일까지 충청지역과 경상도지역의 국 공립 연구원 전문가를 대상으로 실시하여 최종 283부의 연구샘플이 수집되었고, 통계 처리는 SPSS 15.0과 AMOS 6.0을 이용하여 분석하였다. 분석결과, 지역관광자원이 풍부할수록 지원제도와 유치전략에 유의한 영향을 미치는 것으로 분석되었으며, 지원제도는 유치전략에 유의한 영향을 미치는 것으로 나타났다. 그리고 관광정책이 지역경제 활성화에 유의한 영향을 미치는 것으로 검증되었으며, 유치전략에 의한 효과보다 지원제도에 의한 간접적 영향이 더 큰 것으로 확인 되었다. 그러나 관광자원이 지역경제 활성화에 유의한 영향을 미칠 것이라는 가설은 의외로 기각되었는바, 우수한 지역관광자원의 보유와 무관하게 관광정책이 구체적으로 시행되지 않으면 지역경제에 무익하다는 것을 입증하고 있다. 따라서 정부는 관광특구, 지역축제, 문화재의 지정 등을 통한 관광자원의 지속가능한 개발과 패키지화를 추구하되, 개발 및 선정기준의 업그레이드와 지속적인 평가관리를 통해 지자체에 의한 남발과 중복투자를 막고 관광부문의 질적 발전을 유도해야 할 것으로 보이며, 5+2광역경제권이 출범한 상황에서 관광분야의 광역연계협력사업이나 초광역적 연계협력사업을 적극적으로 시도하는 것이 바람직할 것으로 사료된다.

이 연구의 목적은 지역문화진흥을 위한 정책부문들에 지역문화산업이 연계되어 활성화될 수 있는 정책대안을 모색하고자 한다. 연구방법은 지방문화진흥의 정책들과 지방문화산업에 관한 정책을 연계하여 그 활성화를 위한 대안을 모색한다. 연구의 결과를 요약하면 다음과 같다. 첫째, 지역문화진흥과 연계하여 지역문화산업을 활성화해야 한다. 1) 지역문화산업은 생활문화센터 등 시설이나 주민들의 생활문화 동호회 활동과 연계해야 한다. 2) 문화도시 및 문화지구의 지정 과정에서 지역의 산업적 여건을 고려해야 한다. 3) 지역문화진흥기금을 조성하고자 할 때, 지역문화산업 정책을 연계시켜야 한다. 4) 지역문화진흥을 위한 전문인력의 양성에 있어서 지역문화산업과 관련시켜야 한다. 둘째, 지역문화산업 활성화에 대한 장애요인들을 제거하고 촉진요인들을 활용해야 한다. 1) 문화산업의 범위를 명확하게 규정함으로써 문화산업정책의 목표를 구체화하고 명확히 해야 한다. 2) 문화산업정책에 있어서 여러 기관들에 분산되어 있는 역할을 명확히 규정하고, 상호 협력체계를 구축해야 한다. 3) 문화도시와 문화지구의 지정에서 문화산업의 개념요소들을 반영하고 지역문화산업을 브랜드화 해야 한다. 4) 관광산업과 같은 지역문화산업의 배경산업을 활용하도록 한다. 5) 지역문화산업 발전을 위한 거버넌스 체제를 구축하고 활용해야 한다. 지역문화산업의 활성화의 궁극적인 목적은 지역문화진흥에 기여하고자 하는 것이다. 이 연구의 결과가 지역문화산업을 활성화는 정책대안으로 활용되어서 지역문화 진흥에 기여하기를 기대한다.

산업보안은 융·복합 기술의 급속한 발전과 함께 그 중요성이 지속적으로 커지고 있다. 이에 따라 산업보안 전문인력의 수급 차이도 매년 커질 것으로 전망하고 있다. 산업보안 전문인력 수급 차이를 줄이기 위해서는 전문인력 양성뿐만 아니라 전문자격 취득자도 동시에 확보해 나가는 것이 필요하다. 이를 위해 우리나라는 2010년부터 민간자격으로 산업보안관리사를 도입하였고, 2017년부터는 국가공인자격으로 승격시켜 산업보안 현장에서 전문가로 활동할 수 있도록 지원하고 있다. 그러나 산업보안관리사 자격은 아직 산업현장에서 전문자격으로 인정받지 못하고, 활용도 측면에서도 낮은 것으로 나타나며 학문적 연구도 정체된 시점이다. 본 연구는 이러한 배경 하에 산업보안 전문자격 중 산업보안관리사 자격을 중심으로 활성화 방안을 도출하는 것에 목표를 두었다. 세부적으로 산업보안관리사 자격의 운영실태와 관련 선행연구를 분석하여 조직적 측면, 자격증 제도개선 및 운영측면, 자격증 취득자 활용측면, 전문성 제고측면 등 4가지 분야의 활성화 방안을 마련하였다.

세계 항공산업은 디지털 기술의 발전과 더불어 지속적으로 성장하고 있다. 김포지역의 항공전자 시스템을 기반으로 하는 디지털 항공산업 발전방안을 수요적 측면, 제도적 측면, 산업구조적 측면에서 연구 하였다. 항공산업의 성장동력화를 위한 추진전략을 제시하고 전략 달성을 위하여 항공수요의 지속적 창출, 핵심 부품소재 육성 및 경쟁우위 디지털 기술력 확보, 제도 운용의 활성화를 위한 인프라 구축, 행정지원제도의 개선, 민 산 군 학 관의 정책조정기능 강화를 추진과제로 제안하였다. 연구를 수행한 결과 행정적, 산업적인 분야에서 관련 제도 등을 보완하면 항공정비산업과 헬기산업을 중심으로 김포지역의 디지털항공산업 발전이 가능하다는 결론을 도출 하였다.

Purpose - Focusing on the FGI research method, the current status and issues of barrier-free tourism in Gangwon State were identified, and specific activation plans were derived Design/methodology/approach - This study conducted in-depth interviews with 20 experts related to the tourism industry. The issues, current status, and activation plan of barrier-free tourism in Gangwon State recognized by experts in tourism policy, tourism administration, tourism management, and tourism service industry were derived. Findings - First, the tendency of businesses to be promoted based on the non-disabled by not recognizing the weak as the main tourism demand group, second, confusion caused by the unification of terms related to barrier-free tourism, third, lack of finding tourism constraints subdivided according to the type and degree of disability, fourth, tourism information and evaluation indicators provided by prioritizing the convenience of suppliers rather than consumers, and fifth, the nature of the project focused on improving access to physical infrastructure. Subsequently, the results of the analysis of the plan to revitalize the barrier-free tourism industry in Gangwon State were as follows. First, education and programs to improve disability awareness appropriate to local conditions were activated, second, related information was unified and project sustainability was improved by creating a control tower for the barrier-free tourism industry at the provincial level, third, to overcome the employment crisis based on finding locally tailored jobs related to tourism care professionals, and fourth, to continuously secure quantitative and qualitative data and establish utilization plans. Research implications or Originality - First, it presents theoretical implications for related fields by providing issues and activation measures related to barrier-free tourism from the perspective of experts who are still lacking in research in academia. The practical implications are that based on the opinions of experts working in the tourism field, more specific issues of the barrier-free tourism industry in the province were presented, and policy and practical solutions were presented accordingly, suggesting realistic alternatives that can be carried out in the actual field.

In this paper, we study the ON/OFF control policy of base stations in two-tier heterogeneous cellular networks to minimize the total power consumption of the system. Using heterogeneous cellular networks is a potential approach of providing higher throughput and coverage compared to conventional networks with only macrocell deployment, but in fact heterogeneous cellular networks often operates regardless of total power consumption, which is a very important issue of modern cellular networks. We propose a policy that controls the activation/deactivation of base stations in heterogeneous cellular networks to minimize total power consumption. Under this policy, the total power consumed can be significantly reduced when the traffic is low while the QoS requirement is satisfied.

이 논문은 우리나라의 복지제도의 현황을 살펴보고 예술인 중 영화 창작자를 중심으로 부정기적인 근로형태의 창작자와 정기적인 근로 형태의 예술 근로자의 구분 필요성에 대해 주장한다. 더불어 현재 시행되고 있는 예술 복지 지원에 대한 자격 검증에 대해 살펴보았다. 이를 통해 향후 예술인 복지 지원 사업의 활성화 방안을 기대하며 자격 증명에 대한 논의 및 "예술인 복지카드" 도입 방안을 제안하도록 한다.

The National Health Insurance (NHI) has been the main body of health care system in Korea for the last 30 years since the NHI was founded. However, the inefficient management and strong regulations of the NHI have hindered the development of health care industry. The establishment of the MB government, whose interest lies on economic growth rather than equity, is expected to help the health care services gain a momentum. The essential measures that can step up public health care services overall are the following: the introduction of competition within NHI, the activation of private health care insurance, and the allowance of for-profit hospital. The private-public mix with market mechanism would level up the health care service for the public.

이 글은 한국 국회기록의 인터넷 정보서비스의 개선 방안을 고찰함으로써 공공기록의 인터넷 정보서비스 정책 수립에 필요한 기본적인 요건을 제시해 보려는 것이다. 이를 위해 기록관리학에서의 정보서비스 이론과 외국의회의 사례를 분석하였다. 분석의 결과, 국회기록 인터넷 정보서비스의 개선방안으로서, 접근정책의 수립, 정보서비스 프로그램의 개선, 이용자와의 의사소통의 활성화라고 하는 세 가지 과제를 제시하였다.
