  • The acquisition of weapons systems test and evaluation in the early stages of the acquisition process as a source of data used for modeling and simulation are being actively encouraged. Thus, in the reliability of weapon systems acquisition can be called the most important part, and M&S to apply for this test reliability and accuracy of the assessment can provide, test time and cost savings, the pre-and post-test predictions and available data can provide. In this study, theoretical study of M&S to acquire weapon systems used for the importance of M&S, acquired the characteristics of the model, utilization for weapon systems acquisition, and weapon systems acquisition review for an effective utilization of M&S tries to find out.

  • Navy ship acquisition management business contributed to the korean Navy and defense exports with government suppliers in Korea for over 40 years. But due to advanced technology, development trend of Navy ship and defense export requirements, it enable to make a contribution to a better system improvement are being demanded. In this paper, an adjective Navy ship acquisition process is presented in order to improve the acquisition process takes the first step for acquisition planning process to enhance the efficiency and rationality that is based on consensus of Navy ship expert and experienced. In addition, systems engineering (SE) and quality control (QC) techniques based on Modeling and Simulation are investigated to carry out efficient project management and scientific quality control system in Navy ship acquisition process. Finally, it is suggested to apply SE/QC based on M&S for Navy ship acquisition process using civilian infrastructure and organizations in order to take advantage of the world's leading domestic industry based on considering the difficult conditions of Navy ship suppliers.

How Do Advisors Influence Mergers and Acquisitions?: An Analysis of Acquisitions in Japan

  • The objective of this study is to examine the differentiated influence of sell-side advisors and buy-side advisors on mergers and acquisitions (M&A). Unlike prior studies on M&A advisors, the study addresses different roles of target and acquirer advisors, and explores their influences on the cumulative abnormal returns (CAR) and acquisition premiums with an empirical analysis of longitudinal data of M&As conducted by Japanese listed firms except financial companies from 1995 to 2012. M&A data were obtained from the Securities Data Corporation's (SDC) database, and the individual firm data were collected from the Nikkei Economic Electronic Databank System (NEEDS), which provides a wide range of corporate information including financial status, operational performance, and strategy. Using a sample of 452 cases for the CAR and 498 cases for the analysis of acquisition premiums, the empirical results support the hypotheses of the target advisor's positive association with CAR and acquirer advisor's positive association with acquisition premiums. The findings of this study indicate the target advisor's positive contribution to the success of acquisition process and performance, and acquirer advisor's negative influence on the deal progress. The study provides theoretical implications on M&A research and practical insights into the investment banking industry.

  • The SBA Integrated Information system is constructed and operated for scientific and systematic management of Defense information utilizing whole process of weapon system acquisition from requirement institution to operation maintenance. In order to utilize m&s resources actively and effectively in the life cycle of weapon system acquisition, efficient management plans of the SBA integrated Information system is required. As a result of identifying usage on SBA Information system and performance of operation performance measurement, it was defined that establishment of the SBA Integrated Information system process and provision of detailed system are mandatory for activating m&s resource and supporting process of acquisitions. In this study, Defense m&s information system is analyzed and improvement plans of SBA Integrated Information system is provided for efficient operation of SBA integrated Information system.

  • To improve the naval ship acquisition process, systems engineering, modeling and simulation, etc. have been introduced, and there has been ongoing research on acquisition systems for effective support of it. However, due to characteristics of the naval ship acquisition process, development process mainly carried out at a shipyard such as basic design, detailed design, construction and test is difficult to integrate with the acquisition systems of IPT(Integrated Project Team). In addition, research aimed to improve this is rather lacking. In this paper, the naval ship product structure concept proposed in previous research was applied to the basic design system at shipyard, and basic research for expanding the coverage of naval ship acquisition systems to the basic design phase is performed. A data structure of modeling system appropriate to the basic design phase was proposed through research findings and the prototype system based on it was implemented.

  • Purpose - This study addresses an acquisition's impact on a firm's strategic relationship based on findings of existing academic studies and theoretical assertions. Through examining existing research results and theoretical grounds for an acquisition's impact on various stakeholders, this study indirectly approaches the impact on stakeholders including alliance partners. Research design, data, and methodology - This research identified a variety of related theoretical foundations and empirical studies. Research objectives of prior studies mainly focused on merging firms and direct participants of acquisition activity. In addition, academic attention on the impact on rival firms has recently been growing. However, little research on alliance partners was found. Prior studies simultaneously employed event study methodology and cross-sectional analysis to make further theoretical contributions. Results and Conclusions - Based on the findings of prior studies, this research proposed a complementary research model for future academic inquiry into the impact of an acquisition on an alliance partner's return and for predicting an acquisition announcement's effect on alliance partners.

  • This paper analyzes a sequential estimator with flexible structure for rapid acquisition of the m-sequence signals. If the received PN chips stored in the estimator's internal registers as initial loading values include one error, this chip with error can be corrected through multiple local PN code generators to achieve high-speed acquisition performance. Hamming distance between regenerated local PN codes from the proposed system and received PN code is compared with given threshold to choose a possible correct path and to declare success of the code acquisition. Using signal flow graph, average acquisition time that depends on detection and false alarm probability is calculated. By modifying generally used matched filter structure for PN code acquisition, the proposed system provides flexible structure and rapid acquisition process.

  • In this study, cutting slope's digital image has acquired by using video camera attached at RC helicopter. Resulted RMSE from image processing was approximately x-direction 0.27m, y-direction 0.23m and z-direction 0.35m. Application of these methods makes it convenient that acquisition of digital image about before and after the construction work of road cutting slope. Also systematical cutting slope's information acquisition will be possible by cutting slope's quantitative and qualitative analysis.

How the Lender-Borrower Relationship Influences M&As: an Analysis of a Strategic Action in Japan

  • Purpose - This study examines lenders' reactions to M&A, based on the strength of the lender-borrower relationship and the lender's expectations of the potential benefits or risks of the deal. Research design, data, and methodology - This research addresses the lender's influence on the implementation stage of a large-scale strategic action such as M&A to understand the motivation and dynamics of lenders' responses and empirically examines how the lender-borrower relationship influences the focal firm's merger and acquisition (M&A) transactions, using data on 501 M&A deals in Japan from 1990 to 2010. Results - The presented analysis found that lenders that have a strong lender-borrower relationship, especially those showing a high debt equity ratio, support borrowers' M&A progress and the target firm's lenders resist the deal progressing and may raise the acquisition premium if their current power relative to borrowers is weak. Conclusions - Stakeholders including lenders do not favor strategies of focal firms that threaten their future benefits, while they also tend to estimate the potential benefits and losses by comparing their current circumstances with those of other stakeholders. The empirical results of the presented analysis help explain the mechanism of lenders' reactions and offer insights into the power of a closer and stronger lender-borrower relationship.
