Various studies have been conducted on cloud observation using all-sky images acquired with a wide-angle camera system since the early 21st century, but it is judged that an automatic observation system that can completely replace the eye observation has not been obtained. In this study, to verify the quantification of cloud observation, which is the final step of the algorithm proposed to automate the observation, the cloud distribution of the all-sky image and the corrected image were compared and analyzed. The reason is that clouds are formed at a certain height depending on the type, but like the retina image, the center of the lens is enlarged and the edges are reduced, but the effect of human learning ability and spatial awareness on cloud observation is unknown. As a result of this study, the average cloud observation error of the all-sky image and the corrected image was 1.23%. Therefore, when compared with the eye observation in the decile, the error due to correction is 1.23% of the observed amount, which is very less than the allowable error of the eye observation, and it does not include human error, so it is possible to collect accurately quantified data. Since the change in cloudiness due to the correction is insignificant, it was confirmed that accurate observations can be obtained even by omitting the unnecessary correction step and observing the cloudiness in the pre-correction image.

GPR (Ground Penetrating RADAR) is a sensor that inspects the pavement state of roads, sinkholes, and underground pipes. It is widely used in road management. MMS (Mobile Mapping System) creates a detailed and accurate road map of the road surface and its surroundings. If both types of data are built in the same area, it is efficient to construct both ground and underground spatial information at the same time. In addition, since it is possible to grasp the road and important facilities around the road, the location of underground pipelines, etc. without special technology, an intuitive understanding of the site is also possible, which is a useful tool in managing the road or facilities. However, overseas equipment to which this latest technology is applied is expensive and does not fit the domestic situation. LiDAR (Light Detection And Raging) and GNSS/INS (Global Navigation Satellite System / Inertial Navigation System) were synchronized in order to replace overseas developed equipment and to secure original technology to develop domestic equipment in the future, and GPR data was also synchronized to the same GNSS/INS. We developed software that performs georeferencing using the location and attitude information from GNSS/INS at the time of acquiring synchronized GPR data. The experiments were conducted on the road site by dividing the open sky and the non-open sky. The road and surrounding facilities on the ground could be easily checked through the 3D point cloud data acquired through LiDAR. Georeferenced GPR data could also be viewed with a 3D viewer along with point cloud data, and the location of underground facilities could be easily and quickly confirmed through GPR data.
Recently, with the development of computer graphics technology, research on technology for expressing real objects as more realistic virtual graphics is being actively conducted. Point cloud is a technology that uses numerous points, including 2D spatial coordinates and color information, to represent 3D objects, and they require huge data storage and high-performance computing devices to provide various services. Video-based Point Cloud Compression (V-PCC) technology is currently being studied by the international standard organization MPEG, which is a projection based method that projects point cloud into 2D plane, and then compresses them using 2D video codecs. V-PCC technology compresses point cloud objects using 2D images such as Occupancy map, Geometry image, Attribute image, and other auxiliary information that includes the relationship between 2D plane and 3D space. When increasing the density of point cloud or expanding an object, 3D calculation is generally used, but there are limitations in that the calculation method is complicated, requires a lot of time, and it is difficult to determine the correct location of a new point. This paper proposes a method to generate additional points at more accurate locations with less computation by applying 2D interpolation to the image on which the point cloud is projected, in the V-PCC technology.

Turbidity, the measure of the cloudiness of water, is used as an important index for water quality management. The turbidity can vary greatly in small river systems, which affects water quality in national rivers. Therefore, the generation of high-resolution spatial information on turbidity is very important. In this study, a turbidity retrieval model using the Korea Multi-Purpose Satellite-3 and -3A (KOMPSAT-3/3A) images was developed for high-resolution turbidity mapping of Han River system based on eXtreme Gradient Boosting (XGBoost) algorithm. To this end, the top of atmosphere (TOA) spectral reflectance was calculated from a total of 24 KOMPSAT-3/3A images and 150 Landsat-8 images. The Landsat-8 TOA spectral reflectance was cross-calibrated to the KOMPSAT-3/3A bands. The turbidity measured by the National Water Quality Monitoring Network was used as a reference dataset, and as input variables, the TOA spectral reflectance at the locations of in situ turbidity measurement, the spectral indices (the normalized difference vegetation index, normalized difference water index, and normalized difference turbidity index), and the Moderate Resolution Imaging Spectroradiometer (MODIS)-derived atmospheric products(the atmospheric optical thickness, water vapor, and ozone) were used. Furthermore, by analyzing the KOMPSAT-3/3A TOA spectral reflectance of different turbidities, a new spectral index, new normalized difference turbidity index (nNDTI), was proposed, and it was added as an input variable to the turbidity retrieval model. The XGBoost model showed excellent performance for the retrieval of turbidity with a root mean square error (RMSE) of 2.70 NTU and a normalized RMSE (NRMSE) of 14.70% compared to in situ turbidity, in which the nNDTI proposed in this study was used as the most important variable. The developed turbidity retrieval model was applied to the KOMPSAT-3/3A images to map high-resolution river turbidity, and it was possible to analyze the spatiotemporal variations of turbidity. Through this study, we could confirm that the KOMPSAT-3/3A images are very useful for retrieving high-resolution and accurate spatial information on the river turbidity.
A seasonal outlook for crop insect pests is most valuable when it provides accurate information for timely management decisions. In this study, we investigated probable tele-connections between climatic phenomena and pest infestations in Korea using a statistical method. A rice insect pest, brown planthopper (BPH), was selected because of its migration characteristics, which fits well with the concept of our statistical modelling - utilizing a long-term, multi-regional influence of selected climatic phenomena to predict a dominant biological event at certain time and place. Variables of the seasonal climate forecast from 10 climate models were used as a predictor, and annual infestation area for BPH as a predictand in the statistical analyses. The Moving Window Regression model showed high correlation between the national infestation trends of BPH in South Korea and selected tempo-spatial climatic variables along with its sequential migration path. Overall, the statistical models developed in this study showed a promising predictability for BPH infestation in Korea, although the dynamical relationships between the infestation and selected climatic phenomena need to be further elucidated.

In this study, we analyzed the accuracy of elevation, slope, and area to the damage scale of the debris flow using the drones to track the details of the debris flow that method was between the digital topographical map(1/5,000) method and GPS ground survey method. The results are summarized as follows. At first, in the comparison of elevation, the value by the drones was 3.024m lower than the digital topography map, but in case of slope the average slope was $1.20^{\circ}$ and the maximum slope was $10.46^{\circ}$ which was higher by the drones image. Secondly, the difference area is $462m^2$ between on the digital topographic map and the drones image was calculated high, because it is determined by reflecting the uplift of the terrain as a point that calculated more accurate than the digital topographic map. Therefore, when compared with the existing method, the drone image method was very effective in terms of time and manpower.
The KOMPSAT-3 can acquire panchromatic stereo image with 0.7 m spatial resolution, and provides Rational Polynomial Coefficient (RPC). In order to determine ground coordinate using the provides RPC, which include interior-exterior orientation errors, its adjustment is needed by using the Ground Control Point (GCP). Several thousands of national Unified Control Points (UCPs) are established and overall distributed in the country by the Korean National Geographic Information Institute (NGII). UCPs therefore can be easily searched and downloaded by the national-control-point-record-issues system. This paper introduced the point-extraction method and the distance-bearing method to detect of UCPs. As results, the distance-bearing method was better detected through the experiment. RPC adjustment using this method was compared with that by only one UCP and GCPs using GPS. The proposed method was more accurate than the other method in the horizontal. As demonstrated in this paper, the proposed UCPs detection method could be replaced GPS surveying for RPC adjustment.

The ionospheric delay is the largest error source in GPS positioning after the SA effect has been turned off in May, 2000. In this study, we used 44 permanent GPS stations being operated by National Geographic Information Institute (NGII) to estimate Total Electron Content (TEC) based on pseudorange measurements phase-leveled by a linear combination with carrier phases. The Differential Code Bias (DCB) of GPS satellites and receivers was estimated and applied for an accurate estimation of the TEC. To validate our estimates of DCB, changes of TEC values after DCB application were investigated. As a result, the RMS error went down by about an order of magnitude; from 35~45 to 3~4 TECU. After the DCB correction, ionospheric TEC maps were produced at a spatial resolution of $1^{\circ}{\times}1^{\circ}$. To analyze the effect of the number of sites used for map generation on the accuracy of TEC values, we tried 10, 20, 30, and 44 stations and the RMS error was computed with the Global Ionosphere Map as the truth. While the RMS error was 5.3 TECU when 10 sites are used, the error reduced to 3.9 TECU for the case of 44 stations.

Weather radar systems can provide weather information of the ground, sea, and air in extensive spatial coverage in near real time. However, it becomes problematic when ground clutter signal exists around precipitation because strong signals of ground can cause a false precipitation report. A large percentage of land coverage of Korea consists of mountainous regions where ground clutter needs to be mitigated for more accurate prediction. Thus, it is considered necessary to introduce a new suitable ground clutter removal technique specifically adequate for Korea. In this paper, the C-Map(Clutter Map) method using raw radar signals is proposed for removing ground clutter using a terrain-adaptive clutter map. A clutter map is generated using raw radar signals(I/Q) of clear days, then it is subtracted from received radar signals in frequency domain. The proposed method is applied to the radar data acquired from Sobaeksan rain radar and the result shows that the clutter rejection ratio is about 91.17 %.
Rice yield (kg 10a-1) in South Korea was estimated by meteorological variables that are influential factors in crop growth. This study investigated the possibility of anticipating the rice yield variability using a simple but an efficient statistical method, a multiple linear regression analysis, on the basis of the annual variation of meteorological variables. Due to heterogeneous environmental conditions by region, the yearly rice yield was assessed and validated for each province in South Korea. The monthly mean meteorological data for the period 1986-2018 (33 years) from 61 weather stations provided by Korean Meteorological Administration was used as the independent variable in the regression analysis. An 11-fold (leave-three-out) cross-validation was performed to check the accuracy of this method estimating rice yield at each province. This result demonstrated that temporal variation of rice yield by province in South Korea can be properly estimated using such concise procedure in terms of correlation coefficient (0.7, not significant). Furthermore, the estimated rice yield well captured spatial features of observation with mean bias of 0.7 kg 10a-1 (0.15%). This method may offer useful information on rice yield by province in advance as long as accurate agro-meteorological forecasts are timely obtained from climate models.
