학문분야별 평가인증제 운영에 관한 질적 사례 연구: 한의학을 중심으로 (A Qualitative Study on Steering of Education Accreditation: With Case Study on Korean Medicine Education)

  • Objectives: The purpose of this article is to develop steering of program accreditation system in Korean Medicine Education through meta-evaluation. For this study, the subjects of our research were categorized as the accreditation criteria and system, results and effects, tasks for improvement on Korean Medicine Education. Methods: We conducted Focus Group Interview on 102 full-time professors with experience of participating on accreditation of Korean Medicine Education from 12 college of Korean Medicine Education and we analyzed it by thematic analysis. Results: The accreditation criteria and program evaluation system of Korean Medicine were listed as 'Confusion about the goals of program evaluation', 'High hurdles on accreditation', 'obsession to success cases', 'Small college complaints about applying the same criteria', 'Dilemma of quantitative and qualitative evaluation'. The results and effects of program evaluation in Korean Medicine Education were listed as 'Establishment of base infrastructure for basic medical education', 'Benchmarking and exchanging opinions through evaluation certification', 'Resistance to documents and document-based evaluation', and 'Double-sided of evaluation certification'. As for the tasks for further improvement, the following list is suggested. 'Actively promote evaluation certification', 'Simplification and standardization of forms', 'Requesting for activating about Evaluation committee', 'Need for consulting before regular evaluation'. Conclusion: It is necessary to upgrade the accreditation system and make efforts to improve the issues discovered for better Korean Medicine Education.

공학교육인증제도 효과 분석 연구 (A Study on the Effects of Engineering Education Accreditation)

  • This study was implemented for the purpose of analyzing the effects of Engineering Education Accreditation. Now, 15 years has passed adopting the engineering education system. We need to analyze the effect that this system has changed on the ground of engineering education, and it cultivated the human resource. In order to achieve the purpose of this study, the survey were done on the professors, graduates, and workers. The results and conclusions of this study are summarized as follows: First, it is urgent need to change the system of accreditation, and to get the public trust on assessment. Second, it is necessary to make circumstance that engineering education accreditation is advertised to the industries, and the industry can join the development, consulting, evaluation of curriculum. Third, government needs to make the policy that gives the incentive to the industries, if they give some merits to the accreditation graduates. Fourth, certificate of program graduate is desired to spread the accreditation proliferation. Fifth, government should systemize that accreditation program can get advantage to be selected for the public finance business(e.g. BK, LINC).. It will impact the quality Improvement and accountability of engineering programs.

조정인 인증제에 관한 국제적 동향 - 미국 및 유럽 국가들을 중심으로 - (A Global Trend on the Accreditation for Mediators - Focused on the U.S. and European Countries -)

  • A study on the global trend of accreditation for mediators implies many important aspects of controlling of the quality of mediation. Firstly, whether or not having an accreditation system, most European countries and the U.S. have a common understanding on the fact that mediators need to be trained to mediate disputes, apart from their own expertise on the subject matters. Secondly, private-led accreditation has been utilized in countries having a Anglo-American law system such as the United Kingdom and the U.S. a while nation-managed one has been operated in the countries having a continental law system such as Austria, Belgium, Italy and Germany. Thirdly, private mediation service providers (usually institutions or companies) play an active role in the training and accreditation of mediators and further make them act as mediators in the disputes referred to them. Fourthly, the countries having a nation-managed accreditation system usually stipulate a certain mediation training and accreditation requirement by law. Fifthly, there is no uniform trend on the minimum hours of training required for accrediting the mediators. Sixthly, mediation training generally focuses on the practical mediation capacity-building, including mediation theory and role-playing, mediation simulations, peer review and supervision. And finally, the mediation theory mainly includes the role of mediator, mediation procedures, mediation communication, negotiation and communication skills, mediation ethics and mediator's code of conduct, etc.

의료기관들의 인증평가 준비와 비용지출에 대한 실태분석 (An Analysis of Accreditation Preparation Process and Costs in Hospitals)

  • While the influence of healthcare accreditation system to the quality improvement of hospitals has more increased, regarding the preparation costs for healthcare accreditation, it has never been empirically studied about the costs that are actually invested by hospitals. This study is going to determine the difficulties in the preparation process of accreditation and details of accreditation preparation costs for hospitals that participated in the healthcare accreditation system and acquired accreditation. The survey was performed in a self-reported form from February 28 to March 21 2014 for 189 acute hospitals accredited as a hospital from 2011 to February 2014. Of all questionaries of survey participants, 98 were recovered; the response rate was 51.9%. A total of 40 questionnaires were used except for 58 containing insincere answers. Main findings are followings: Firstly, findings showed that advanced general hospitals spent the most statistically significantly highest in terms of equipments and total costs among cost items for accreditation preparation. When accreditation preparation costs items were classified according to classification of hospitals, advanced general hospitals spent the most statistically significantly highest in the equipments and total costs. Also in terms of regional, Gyeonggi, Incheon regions were found to spend statistically significantly higher costs in the equipments costs. Secondly, as a result of the survey in the distribution of the total accreditation preparation costs, advanced general hospitals have disbursed the most out of all. However, the result in hospitals does not show significant difference to the expense of advanced general hospitals and that especially other regional hospitals spent higher costs. As such, all hospitals are under a heavy burden of higher costs on accreditation preparation, especially hospitals. The build-up of infrastructures by hospitals through an accreditation system consequently led to a higher initial investment; if the accreditation system is effective in improving the quality of health care and patient safety, appropriate responses are needed. In other words, financial support for investment costs needs to be given to allow hospitals to actively participate in the accreditation system.

HACCP 적용 농장의 병원성 세균 관리수준에 관한 연구 (Study on the Management Level of Pathogenic Bacteria in HACCP System Implemented Animal Farms)

  • 본 연구는 한우, 젖소, 돼지, 산란계 HACCP 적용 농장의 분변, 원유 및 사육환경에서 병원성세균 등 분석을 통하여 HACCP 적용 농장의 생물학적 위해 관리 실태를 파악하고자 하고 이를 농장 HACCP 시스템 적용에 관한 기초 연구 자료로 사용하는 것을 목적으로 하였다. 미생물 시료는 HACCP을 적용 중인 한우, 젖소, 돼지, 산란계농장의 축사바닥분뇨, 퇴비사, 원유탱크, 집란기, 분변 벨트 등에서 채취 하였으며 축산식품의 생물학적 위해인 Pathogenic E. coli, Salmonella spp. S. aureus 등을 분석하였다. 각 축종별 대장균은 분변에서 100% 검출되었으나 Salmonella spp.는 검출되지 않았다. 또한 젖소농장의 원유 냉각기에서도 S. aurues가 검출되지 않았다. 그러나 돼지농장의 돈사바닥 및 퇴비장에서는 검사건수 30건당 각각 2건, 1건의 Salmonella spp.가 검출되었다. 마찬가지로 산란계농장의 계사바닥 및 분변벨트에서도 전체분석 건수 대비 10~20%의 Salmonella spp.가 검출되었다. 이러한 결과는 문헌상 보고되고 있는 일반축산농가의 병원성세균 관리실태와 간접 비교하였을 경우 HACCP 시스템을 적용중인 축산농가에서의 일반축산농가보다 병원성 세균관리가 더욱 철저히 이루어지고 있는 것으로 판단된다.

직업훈련기관 인증평가에 대한 인식 및 개선방안 연구 (Analysis of Perceptions on Accreditation System of Vocational Training Providers and Measures to Improve the Accreditation System)

  • 정부가 지원하는 직업훈련의 품질 향상을 위하여 2015년부터 직업훈련기관에 대한 인증평가 제도가 시행되고 있다. 이 연구의 목적은 시행되고 있는 직업훈련기관 인증평가 제도와 이 제도에 대한 인증평가자와 직업훈련기관의 인식을 검토하여 개선방안을 제시하는 것이다. 이를 위하여 직업훈련기관 인증평가 제도를 일찍부터 활발히 운용해 온 독일과 영국 등의 유럽 제도 및 국내의 관련 제도를 검토하였다. 또한 직업훈련기관 인증평가자 131명과 직업훈련기관 370개소를 대상으로 조사를 실시하였다. 연구 결과, 직업훈련기관 인증평가의 기준이나 인증평가 절차의 변화는 현재 시점에서 크게 요구되지는 않으나 직업훈련기관의 자체적인 품질관리시스템을 장기적으로는 요구할 필요가 있다는 점을 확인했다. 인증평가자와 직업훈련기관에 대한 인식 조사에서도 모두 인증평가를 통하여 직업훈련기관의 품질관리체계 구축이 이루어지고 있다는 응답이 제시되었다. 이러한 연구결과에 근거하여 우수한 직업훈련기관 중심의 직업훈련 실시강화, 근로자 대상의 단기간 직업훈련을 실시하는 직업훈련기관에 대한 간소한 인증평가 제도의 도입, 인증기간 중 자체적으로 지속적인 품질관리가 가능하도록 모니터링의 강화, 직업훈련 성과 중심의 인증평가 제도 운용 등과 같은 개선사항을 제안하였다.

미국 고등학습위원회 기관평가인증제 평가모형 개혁의 시사점에 관한 연구 (A Study on the Implication from Reform of HLC Institutional Accreditation Model)

  • 본 연구는 미국 북중미학교기관협의회 산하 고등학습위원회의 기관평가인증제 평가모형 개혁에 따른 시사점 분석을 통해 한국의 제2주기 기관평가인증제 평가모형 수립에 대해 제언하는 것을 목적으로 수행되었다. 이를 위해 기관평가인증제 평가모형의 주요 요소인 인증모형, 인증 주기 및 종합평가, 평가준거, 결과판정, 인증지원시스템을 중심으로 고등학습위원회 및 한국대학평가원의 기관평가인증제를 비교 분석하였으며, 분석 결과를 바탕으로 한국의 제2주기 기관평가인증제 시행과 관련하여 다음과 같이 제언하였다. 첫째, 대학의 특성과 질 수준 차이를 반영한 다양한 인증모형을 개발하여 적용할 필요가 있다. 둘째, 최소 수준 질 인증과 함께 기관의 지속적인 질 제고를 유도하는 평가가 필요하다. 셋째, 대학 사명에 근거한 평가를 강화하고 정량적 평가를 최소화하며 평가위원 풀을 확대하고 교육훈련을 강화해야 한다. 넷째, 질 제고 강화를 위해 중간평가를 엄격하게 시행할 필요가 있다. 다섯째, 정부는 기관평가인증제 결과를 대학구조조정 등에 적극적으로 반영해야 한다. 여섯째, 기관평가인증제를 관리하는 시스템 구축 및 대학정보공시제와 연동이 필요하다.

보육시설 평가인증에 대한 보육시설장과 보육교사의 인식 (Awareness of Evaluative Accrediation System of the Heads and Teachers in Childcare Centers)

  • This study was intended to analyze whether there would be difference in awareness of the Evaluative Accreditation System(the administrative procedures of Evaluative Accreditation, the effect of Evaluative Accreditation, and the preferred public support types for encouraging participation in Evaluative Accreditation) between child-care directors and teachers, and among the types of child-care centers. The questionnaires were administrated to 168 child-care directors and 423 child-care teachers in Gyeonggido. Data analyses were conducted by descriptive statistics, the chi-test and the t-test. The main results were as follows. First, there was significant difference in awareness of the administrative procedures of Evaluative Accreditation among the types of child-care centers. Second, there was difference in awareness of the effect of Evaluative Accreditation on child-care service areas between child-care center directors and teachers, and among the types of child-care centers in terms of child-care services. Third, in terms of the preferred public support for the encouragement of participation in Evaluative Accreditation, there was difference between child-care center directors and teachers, and among the types of child-care centers.

보육시설 평가인증제에 대한 연구 동향 분석 (Research Trends about the Child Care Center Accreditation System in Korea)

  • The purpose of this study is to analyze the research trends about the child care center accreditation system in Korea which has been practiced relatively recently. To solve the research problems, 68 pieces of master's theses, doctoral dissertations, and journal articles were analyzed. The results of this study are as follows: First, since 2005 when the research about the child care center accreditation system was first applied, the number of research has increased dramatically over the year 2006 and 2007. Also, majority of the research was done mostly in the region of Seoul and Gyeonggi-do compared to other regions. Second, the child care center accreditation system administration was the most frequently researched topic, followed by the evaluation on the child care center accreditation system, and the general understanding and recognition of the child care center accreditation system. Third, quantitative method was used most frequently to research the child care center accreditation system, and literature review and qualitative method were used relatively less. Most of the research subjects were the child care center directors and teachers. The sample size of the research was relatively big, and most of the survey were either made by the researcher or were modified and adjusted from the previously used survey questions according to the present research. Most of the data analysis of quantitative study were done with descriptive statistics, and with t-test, chi-square, and ANOVA and there was only one done with correlation analysis.

대학 자체교육인증제 개선 방안 모색 -A대학 운영 사례를 중심으로 (The Improvements of a College's Internal Accreditation System)

  • 본 연구는 고등교육기관 평가 인증제와 대학재정지원사업을 중심으로 대학 자체교육인증제의 시행배경을 살펴보고, A대학의 사례를 중심으로 운영상의 문제점을 확인하여 대학 자체교육인증제의 개선 방안을 도출하는 것을 목적으로 한다. 이를 위해 A대학에서 2016년도에 실시한 평가위원 및 인증위원과의 면담자료와 자체교육인증 관련 회의록 등을 Nvivo11을 사용하여 질적 자료 분석의 단계에 따라 분석하였다. 분석 결과 A대학의 사례를 통해 나타난 자체교육인증제의 운영상 문제점은 첫째, 학과의 과중한 행정업무 부담에 따른 자체인증제 참여 부담, 둘째, 모호한 평가지표로 인한 보고서 작성과 평가의 어려움 등으로 확인되었다. 자체교육인증제의 개선방안으로는 첫째, 충분한 준비기간 제공과 준비자료의 세부 안내, 둘째, 구체적인 피드백과 함께 지속적이고 체계적인 관리, 셋째, 상시 성과기록 시스템 구축, 넷째, 별도 재인증 기준 마련, 다섯째, 학과 특성을 반영한 평가 기준 설정, 마지막으로 자체평가보고서의 공통 양식 제공 등이 제시되었다.
