New information technology contributes to raising of business productivity in many construction companies. The application of construction integrated management system is expected to save the time of decision-making in business management and shorten the closing account schedule. At present, the overall water resources monitoring ability in China is weak since there is an absence of a sound monitoring system and comprehensive monitoring information. In addition to the problem of weak management ability in monitoring, measurement and information, it can hardly meet the need of implementing the strictest management system of water resource and also restricts the practice of the system to some extent. The production states the necessity of further development of water resources monitoring ability and points out the concept of "One Country, One Account" for constructing water resources information. There is an analysis on the demand on further development of water resources monitoring ability and profound discussion about the strategies for supporting "three red-line" management.

This is an extended paper, focusing on the cost management for the organizations dealing with the crucial issues of security systems. Information Technology (IT) is an important and irreplaceable need of society and all working sector's success depends on IT to a greater extent; therefore maintaining security features is one of the most important aspects of IT. When security in the IT sector is discussed, Patch Management (P.Mgnt) has to be taken under account. P. Mgnt includes many concerns and areas to be described for IT security such as methods and problems in updating patch, methods of reducing security risks with P.Mgnt, methods of achieving economies of scale by controlling the operational costs and taking decisions in investing as and when necessary. This paper presents a general definition of Patch management, its benefits and management of working cost through theoretical models, also the paper gives methods of feeding techniques for microstrip patch antenna MPA, showing the contracting and non contracting methods.

최근에 발생한 네이트와 옥션, 농협 등의 기업 및 대형 포털 웹 사이트에서의 도용된 ID와 패스워드를 이용한 개인 정보의 유출 사고는 개인 정보 보호의 중요성을 시사한다. 사용자 계정에 대한 접근을 실시간으로 관리하면, 사용자는 개인 정보 유출이 발생하기 전에 해당 접근을 차단할 수 있을 것이다. 따라서 본 논문에서는 포털 사이트로부터 인가 받은 ID와 패스워드를 타인이 사용하여 접속하는 경우에 발생 가능한 개인 정보의 유출 사고를 방지하기 위한 방안을 제시한다. 구체적으로는 사용자에게 로그인 상태 정보를 가시화하여 보여주고 필요에 따라 특정 IP(Internet Protocol)와 시간에 따른 정보를 확인할 수 있는 모바일 상태 제어 앱을 제안함으로써, 실시간으로 사용자 계정의 로그인 상태를 제어한다. 또한 IP 주소를 변경하며 접속하는 duplicated login을 탐지하고 차단하기 위한 방안을 제안한다.

모바일 서비스는 언제, 어디서나 누구에게나 유연한 서비스를 제공할 수 있으며, 이러한 특징을 기반으로 기존의 유선 서비스로는 접근이 제한되는 곳까지 보편적 서비스를 제공함으로써 서비스의 확대와 함께 상호 연계성을 더욱 향상시킬 수 있다. 음성 통화료만으로 매출의 한계를 절감한 이동통신사들은 무선인터넷을 대안으로 보고 이를 집중 육성하였다. 특히 모바일뱅킹, 모바일 게임 등 각종 모바일 서비스를 위한 시스템을 개발하고 다양하고 차별화된 콘텐츠개발에 주력하여 무선인터넷 이용자의 확보에 노력하고 있다. 본 연구에서는 이러한 모바일 서비스를 위한 콘텐츠제작의 한 사례로서 모바일 기반의 전자장부시스템을 제안한다. 이 시스템은 유선 인터넷으로 금전관리를 하였을 때의 단점을 보완한 것으로서 휴대폰을 이용하여 자료를 입력하고 검색 또는 수정이 가능하도록 되어있어 공간과 시간의 제약 없이 언제 어디서나 지출과 수입이 일어난 시점에서 즉시 금전관리를 할 수 있다는 장점이 있다.

International capital movement has made progress at global liberalization of finance and foreign exchange, international monetary norm changing into floating exchange rate system, easiness of collection of information and trade at improvement of information communication technology from early of 1970's. Results of empirical test for relation between foreign exchange rate or various determination factors of foreign exchange rate and interest rate are followed by next sentences. First, according to relation between foreign exchange rate and interest rate, correlation for each of variables after OECD entrance is increased. But, long-term ＆short-term interest rate is affected by Hanbo ＆ Kia's bankruptcy, continuous large scale coporates bankruptcy and crisis of foreign exchange. Therefore, financial instability is occured. If portfolio investment fund has been inflow as it is mollified by continuous shortage of foreign exchange and fall of country's credit rating, it is expected to have positive effect for long-term & short-term interest rate from appreciation of won against dollar. Second, results from relation between determination factor of foreign exchange rate and interest rate are followed by next sentences. If surplus of current account and goods account is continued, yield of corporate bond is to be stable. But, margin of surplus is expected to diminish after second quarter 98, and difference between external and domestic interest (after adjusting foreign exchange rate) is to be diminished. And if net inflows of foreign investor's fund (stock and bond) is diminished, it is to have negative effect for yield of corporate bond. According to foreign investor's investment movement of previous years, hedge md were stayed at least during two years in Mexico. It means that sudden capital outflow is not to be happened at Korea. But if external factors from depreciation of yen and China's renminbi are instable, interest rate is expected to increase from capital's outflows. Third, if it is to decrease instability of foreign exchange rate from increase in surplus of future current account, credit rating's upwardness, stability of yen and renminbi, foreign exchange rate is expected to be stable. It is expected to have continuous stability from short-term interest rate to long-term interest rate in this empirical test.

A forecast foresight of the conditions for the development of educational affairs in the Information Society of Ukraine is presented, taking into account changes in the technique, technologies, and the socio-social sphere. Unresolved problems in Ukraine regarding the modernization and improvement of the education system by means of informatization are highlighted. The need for further improvement of Ukrainian education by means of informatization is noted. Formulated the main goal of future education. The necessary conditions for the successful development of future education are highlighted. The role and place of the key figure of the teacher in the education of the future is determined. The article highlights the theoretical and philosophical foundations of professional subjectivity of the future specialist. Recently, the world's pedagogical thought has increasingly focused on how to build an educational process so that it brings a sense of happiness to all its participants. It is believed that this is a new management philosophy in general, although its origins are in ancient Greek sources, which claim that only a happy life has meaning and value. It is found out that the professional subjectivity of a specialist is an important professionally significant quality of the individual, which provides a purposeful and optimal implementation of their mental, personal resources for solving professional and life problems, which is manifested in the desire for self-definition, self-determination, self-regulation and self-improvement in professional activities taking into account the information society. The structure of this phenomenon is shown.

KMS(Knowledge Management System)은 다양한 기관에서 정보 공유를 위해 사용하고 있다. 이 KMS는 각 기관에서 사용하는 기본 정보 뿐만 아니라, 중요 정보를 포함하고 있다. KMS에 저장된 중요 정보에 대한 접근을 통제하기 위하여, 많은 KMS는 사용자 식별 및 인증 기능을 적용하고 있다. 이러한 KMS 보안 환경은, KMS에 접근할 수 있는 사용자 계정 정보가 유출되면, 해당 계정 정보를 사용하는 악의적 공격자는 KMS에 접근하여 허가된 모든 중요 정보에 접근할 수 있는 한계점이 있다. 본 연구에서는 사용자 계정 정보가 유출되더라도 중요 정보를 보호할 수 있는 사용자 토큰(Token)을 적용한 파일 접근통제 기능 적용 KMS를 제안한다. 제안하는 토큰 기반 KMS는 암호 알고리즘을 적용하여 KMS에 등록된 파일을 보호한다. 실효성 검증을 위해 목표하는 사용자 접근통제 기능에 대한 단위 기능을 확인한 결과, KMS에서 제공해야 할 접근통제 기능을 정상 제공하는 것을 확인하였다.

The International Chamber of Commerce (ICC) has published revised rules of arbitration, which come into force on 1 January 2012 (the ICC Rules 2012). The ICC Rules 2012 apply to all arbitrations commenced on or after 1 January 2012, unless the parties have agreed to submit their arbitration to the rules in effect on the date of their arbitration agreement (Article 6(1)). The ICC Rules 2012 explicitly require both the arbitrators and the parties to make every effort to conduct the arbitration in an expeditious and cost-effective manner. The changes will force participants to define more aspects of their claims and outline the merits of the dispute earlier on in the process. The Rules also contain new penalties for behaving in a way that undermines the process's efficiency. The new Rules permit the tribunal, when making allocating costs, to take into account the extent to which each party has conducted the arbitration in an expeditious and cost-effective manner. Entirely new provisions relate to the emergency arbitrators, case management, and multi-party arbitrations. The ICC Rules 2012 take into account developments in arbitration practice and procedure, and in information technology, since the last revision of the rules in 1998, the aim being to provide modern and flexible procedures that promote efficiency in the arbitral process.
