Export Strategies Against Decreasing Demand of Fukushima's Agricultural Porducts (후쿠시마산(産) 농산물 수요감소에 대비한 농산물 수출전략)

  • In 1995, the WTO started to ease the trade barriers. Globalization has accelerated. The opening of the agricultural products market is rapidly gaining momentum with the conclusion of an FTA. The acceleration of this FTA is expected to be a threat to Korea's agriculture, and a new strategy is needed. At the beginning of the nuclear accident, mainly radioactive materials are found in the surface layer of the soil. Over time, the concentration of the plant gradually increases. After 5 years, it becomes noticeable. In March 2016, it will be five years after the nuclear accident. Radioactive contamination is very likely to occur in agricultural products produced in the Fukushima area at this time. In this period, agricultural products produced in the Fukushima region are expected to generate supply disruptions in Japan, and imports to replace them will increase. Therefore, it is necessary to establish a mid- and long-term strategy for exporting to Japan by analyzing the competitiveness of Korean agricultural products. In this study, standardization index was derived by using agricultural price ratio, TSI, export CAC. Based on this, we analyzed the competitiveness of each item in the Japanese market. The analysis shows that garlic is the most competitive product in the Japanese market. Also, strawberry, tomato, and cucumber were found to be competitive. On the other hand, Kiwi, pineapple, soybean, onion, potato, etc. As a result of the analysis, the following strategies were proposed for the export of agricultural products with high competitiveness. First, it is necessary to develop technology to suppress deterioration of export transportation quality. Second, continuous supply of local consumption pattern information is required. Third, it is necessary to expand exports by processing fresh food. Fourth, it suggested the establishment of export base and strengthening of support system.

  • The number of large and complex buildings is growing and they are usually concentrated in metropolitan cities. There is a possibility in such buildings that a small accident can expand to a massive disaster since their scale and complexity. To deal with this issue, a research on gas sensors which can detect multiple gases and early-warning systems has been conducted. Proper criteria or standards are necessary for effective application and operation of such sensor-based disaster monitoring system. In this study, we have proposed the alarm criteria of concentration of hazardous gases for the detection and the alarm release. For each alarm level, systematic disaster response plans consist of responsive actions and information delivery have been prepared. These disaster monitoring criteria can help the detection of hazardous gas-related disaster in the early stage of accident and the provision of appropriate emergency responses.

Cytogenetic and Medical Examination Report of Accidental Exposure of Nuclear Power Plant Worker using Multiple Assays (원자력 발전소 피폭자 건강영향평가 사례보고)

  • A deuterium oxide leakage accident occurred on October 4, 1999, at nuclear power plant in Korea. The concentration of tritium in air increased and 22 workers were exposed by tritium at that time. It is well known that tritium causes internal exposure. Therefore, we examined complete blood cell count, physical and biological dosimetry fur 13 workers among whole 22 workers to check the health effect and to evaluate the dose estimation of tritium exposure. The leukocyte count test, one of general blood test, was normal. The estimated doses were 0 - 4.44 mSv by physical dosimetry and 0-37 mGy by biological dosimetry. This dose does not exceed radiation dose limit, and the clinical symptoms of the exposed workers were not shown. The consistency between clinical sign and estimated dose means that physical and biological dosimetry were very useful especially in accident evaluation.

Problems in the Medical Dispute Medication System and Improvement Plan (의료분쟁조정제도 운영상의 문제점 및 개선방안)

  • For a variety of reasons, the number of medical disputes is continuously rising. Due to the intrinsic qualities of medical treatments, one would find it more apt to subject medical disputes to general conflict resolution procedures rather than to once-for-all decisions under legal suits. To address the increasing medical disputes with greater professionalism and efficiency, the Medical Disputes Mediation Act was enacted and a medical dispute mediation system put in place, while drawbacks have been blamed to both. The current mediation procedures require the respondent's agreement as a disclosure requirement. A reasonable improvement to this would be to amend the regulation of agreement supposition, or to enforce procedural participation only to public health facilities managed by the national or regional government. Furthermore, small claims cases of 20 million KRW or less in claim may be considered for conciliation-prepositive principle. The concentration on small claim medical disputes is a phenomenon that can be addressed by carrying out maximum authentication commissions or similar measures, one of the solutions by enhancing the public trust in the Korea Medical Dispute Mediation and Arbitration Agency. The proper management of medical authentication teams is one way to address the existing problems in the authentication system. For this, the number of team members shall be increased under more flexible authentication procedures. All indemnity resources for medical accidents of force majeure must be borne by the Government, for it is the body principally responsible for social compensation. Placing this cost on the establisher of the subject medical facility holds the possibility of violating fundamental rights. While the costs for subrogation payment system for damages may be borne by the healthcare facility establisher, a deposit-based system must be created for cases in which the facility shuts down, without holding the responsibility for accident cause. Such change to a deposit-based system will evade the controversies of unconstitutionality, etc.

Evaluation of a New Workplace Protection Factor―Measuring Method for Filtering Facepiece Respirator

  • Background: This study aims to assess whether the TSI PortaCount (Model 8020) is a measuring instrument comparable with the flame photometer. This would provide an indication for the suitability of the PortaCount for determining the workplace protection factor for particulate filtering facepiece respirators. Methods: The PortaCount (with and without the N95-CompanionTM) was compared with a stationary flame photometer from Moores (Wallisdown) Ltd (Type 1100), which is a measuring instrument used in the procedure for determining the total inward leakage of the particulate filtering facepiece respirator in the European Standard. Penetration levels of sodium chloride aerosol through sample respirators of two brands (A and B) were determined by the two measuring systems under laboratory conditions. For each brand, thirty-six measurements were conducted. The samples were split into groups according to their protection level, conditioning before testing, and aerosol concentration. The relationship between the gauged data from two measuring systems was determined. In addition, the particle size distribution inside the respirator and outside the respirator was documented. Linear regression analysis was used to calculate the association between the PortaCount (with and without the N95-CompanionTM) and the flame photometer. Results: A linear relationship was found between the raw data scaled with the PortaCount (without N95-CompanionTM) and the data detected by the flame photometer (R2 = 0.9704) under all test conditions. The distribution of particle size was found to be the same inside and outside the respirator in almost all cases. Conclusion: Based on the obtained data, the PortaCount may be applicable for the determination of workplace protection factor.

  • As intellectual terror threats increase, we feel the limit in coping with those threats and the things we do are placing traditional X-ray machines & ETD and increasing aviation security staffs. In fact, even if air transportation system is the fast and most efficient transportation methods, it is true that there are many inconveniences to endure due to terror threats. In the name of security, even if we make a lot of efforts and time to screen both good-natured passengers, baggage, cargo and suspicious passengers, it is impossible to screen perfectly and it is not an efficient methods. Therefore, we introduce profiling system that reduce the effort to screen good-natured passengers but focus on screening dangerous passengers and baggages. Profiling system strengthens aviation security, using the concept "Selection & Concentration". Israel started to introduce manual profiling system in aviation security, which is interviewing suspicious passengers and it has been used in crime investigation since 1960. And it has been upgraded and diversified to CAPPS(Computer Assisted Passenger Screening Program) and SPOT(Screening Passenger by Observation). So, this theses is to study on the concept & kind of profiling and profiling methods adopted in airlines. Also it presents the method of introduction of profiling system in Korea and the necessity of making law on it.

A study on the work environment and accident exposure status of Tower Crane workers (타워크레인 작업 근로자의 작업환경과 사고 노출 실태에 관한 연구)

  • The study conducted statistical analysis of survey on the 239 workers participating in national Tower Crane installation/dismantlement in order to identify work environment and health hazard exposure of Tower Crane workers. Consequently for work related safety status of Tower Crane workers, the number of installation/dismantlement work was the highest at 15-20 times per month, and safety equipments were not arranged at work and they felt highly anxious when boarding on the Tower Crane. Furthermore, it is found that they feel anxious working in the influence of the weather, noise, vibration, wind, the sun ray, and structure characteristic. They have very low satisfaction in the insecureness of workplace and the work environment, and recognizes that their work affect highly on the health. 81.6% of workers have experienced accident at work, the cause of accidents were mainly due to poor work environment, and the health abnormality they have experienced were mostly fatigue and concentration reduction. For job stress, job demand and conflict in relationship were the highest sections. Total 66.5% of workers complained of musculoskeletal disorder related subjective symptom, and back pain patients were the highest of all groups.

Impact of Residual Hydrofluoric Acid on Leaching of Minerals and Arsenic from Different Types of Geological Media (잔류 불산에 의한 모델 지질토양시료의 광물 용해 및 비소 용출 특성)

  • This study explored secondary effects of the residual hydrofluoric acid (HF) after a hypothetical acid spill accident by investigating the long-term dissolution of minerals and leaching of pre-existing arsenic (As) from two soil samples (i.e., KBS and KBM) through batch and column experiments. An increase in the HF concentration in both soil samples resulted in a dramatic increase in the release of major cations, especially Si. However, the amounts of mineral dissolved were dependent on the soil type and mineral characteristics. Compared to the KBM soil, relatively more Ca, Mg and Si were dissolved from the KBS soil. The column experiment showed that the long-term dissolution rates of the minerals are closely associated with the acid buffering capacity of the two soils. The KBM soil had relatively higher effluent pH values compared to the KBS soil. Also, more As was leached from the KBM soil, with a more amorphous hydrous oxide-bound As fraction. These results suggest that the potential of heavy metal leaching by the residual acid after an acid spill will be influenced by heavy metal speciation and mineral structure in the affected soil.

  • The undergrounding of diverse ground facilities has led to a decrease in issues, such as foul smell of water supply systems and wastewater, a fall of telephone poles, electromagnetic waves and breaking of wires caused by a railway work. On the other hand, there are new issues, including a fall accident, explosion affected by flammable gas, a choking accident by harmful gas and a lack of oxygen concentration, a fire coming from high-tension wire heating and flooding in the manhole. Besides, these issues damage the civil society and are an anxiety to public safety. Therefore, this paper is focused on a smart manhole device for stable communication environments inside and outside the manhole and wireless communication with various devices for managing facilities in the manhole, and aims to make a contribution to public safety by suggesting a direction of future underground facility management.

Evaluation of Adequacy of Upper and Lower Tier Qualifying Quantities for the Substance Requiring Preparation for Accidents (사고대비물질 상위 및 하위규정수량의 적정성 평가)

  • Currently, in Korea, lower and upper tier qualifying quantities of the 97 substances requiring preparation for accidents have been designated. The information on the submission of chemical accident prevention management plan varies depending on whether the handling volume is above or below the lower or upper qualifying quantity. Because the criteria of the lower and upper qualifying quantities of substance requiring preparation for accidents are not stipulated in the Chemical Substances Control Act, this study attempted to establish a criterion through significance verification. In addition, the study investigated whether these qualifying quantities are related to the Globally Harmonized System of Classification and Labelling of Chemicals (GHS), toxic concentration endpoint, and National Fire Protection Association (NFPA). Finally, by comparing the risk categorization of the GHS, endpoint, and NFPA, it was evaluated whether the circulation-volume-based risk categorization of the substance requiring preparation for accidents that are in the top 13 is appropriate. The qualifying quantities of benzene, toluene, and sulfuric acid needed to be adjusted upward, while those of methyl alcohol and ammonia were adjusted downward from the current qualifying quantities. It is required to establish a quantified criterion that fully reflects the domestic situations in Korea and various indicators such as toxicity, physicochemical properties, and circulation volume for the qualified criterion of hazardous chemical substances. The study is expected to be helpful in establishing an efficient system by systematizing the criterion for qualifying quantity.
