As the industry develops in Korea, the use of hazardous chemicals is increasing rapidly and chemical accidents are increasing accordingly. Most of the chemical accidents are caused by leaks of hazardous chemicals, but there are also accidents in which all the substances are released instantaneously due to sudden high temperature/pressure or defection of the storage tanks. This is called catastrophic failure and its frequency is very low, but consequence is very huge when it occurs. In Korea, there were 15 casualties including three deaths due to catastrophic rupture of water tank in 2013, and 64 instances of failures from 1919 to 2004 worldwide. In case of catastrophic failure, it would be able to overflow outside the bund that reduces the evaporation rate and following consequence. This incident is called overtopping. Overseas, some researchers have been studying the amount of external overflow depending on bund conditions in the event of such an accident. Based on the previous research, this study identified overtopping fraction by condition of bund in accordance with Korea Chemicals Controls Act Using CFD simulation. As a result, as the height increases and the distance to the facility decreases while meeting the minimum standard of the bund capacity, the overtopping effect has decreased. In addition, by identifying the effects of overtopping according to atmospheric conditions, types of materials and shapes of bunds, this study proposes the design of the bund considering the effect of overtopping caused by catastrophic failure with different bund conditions.

The objective of this study is to predict and reduce potential damage caused by chlorine gas leaks, a hazardous material, when vehicles transporting it overturn due to accidents or other incidents. The goal is to forecast the anticipated damages caused by chlorine toxicity levels (ppm) and to design effective response strategies for mitigating them. To predict potential damages, we conducted quantitative assessments using the ALOHA program to calculate the toxic effects (ppm) and damage distances resulting from chlorine leaks, taking into account potential negligence of drivers during transportation. The extent of damage from toxic gas leaks is influenced by various factors, including the amount of the leaked hazardous material and the meteorological conditions at the time of the leak. Therefore, a comprehensive analysis of damage distances was conducted by examining various scenarios that involved variations in the amount of leakage and weather conditions. Under intermediate conditions (leakage quantity: 5 tons, wind speed: 3 m/s, atmospheric stability: D), the estimated distance for exceeding the AEGL-2 level of 2 ppm was calculated to be 9 km. This concentration poses a high risk of respiratory disturbance and potential human casualties, comparable to the toxicity of hydrogen chloride. In particular, leaks in urban areas can lead to significant loss of life. In the event of a leakage incident, we proposed a plan to minimize damage by implementing appropriate response strategies based on the location and amount of the leak when an accident occurs.
With an entering into force of OPRC-HNS started in June 14th 2007, establishment of response system in a nationwide scale to take care of accidents is required to respond rapidly and effectively. This necessities drove us to analyze national contingency plan for chemicals including national response system against accidents, which is in operation in the US. Main characteristics of the system are well described as an integrated incident command system with a cooperation of responsibilities facilities, manpower, and technical support. In addition, state anψor local authorities tend to have responsibilities on management of disaster with its response activities. Polluters are also charged to pay expenses 3 times expensive provided state or local authorities are conducted. In general, response activities are conducted by private sectors. However, the government will take action with Superfund if the response capacity is over than the polluters can. However, safety are regarded as a primary factor to be considered in the response activities, and try not to recover any pollutants. Personals belonging to USCG and EPA are required to complete specialized courses to promαe professional skills, and are also welcomed to participate in "certification program"

After the Sewol ferry-sinking incident in 2014, the public interest in safety at sea increased. In order to save and secure the initial response time required for sea rescues, not only the rescue organization, but also the victim needs to save and maintain golden time to secure the necessary time for rescue personnel. The purpose of this study was to investigate ways to maintain the psychological stability of victims during their rescue in the case of a mass rescue operation by using the oil boom installed on board oil spill response vessels. Through buoyancy tests and the development of oil booms in sea areas, it confirmed the buoyancy of two adults weighing 70 kg each per meter of oil boom could be maintained when a lifeline was installed on the side of the oil boom, and that it was possible to keep afloat four persons weighing 70 kg each on both sides of the oil boom. It also confirmed the buoyancy for three adults weighting 70 kg each per eight meters was maintained when riding on the top of the oil boom. As a method of rescue, it was found that the fastest and most accurate way to rescue victims was a rescue boat held at the rear end of the oil boom to lead to victims. In conclusion, the rescue team could utilize the oil boom installed on board the oil spill response vessel located near the marine accident site to save and secure the initial response time required for the rescue team to arrive. The victims in distress holding onto the lifeline or riding on the top of oil boom kept afloat at sea could maintain their psychological stability until the mass rescue operation initiated.
A near miss is an unplanned event that did not result in injury/illness, or property damage, but had potentials to do so. The importance of the near miss has been emphasized by many researchers and organizations. However, only a few studies have quantitatively approached the near miss from the viewpoint of safety culture. The purpose of this study is to investigate the current status of near miss reporting activities in manufacturing workplaces in Korea. It also aims to understand how the activities related with the safety culture and the occurrence of industrial accidents. To this end, a survey was conducted on manufacturing workplaces and the results were analyzed. As a result, there was a marked difference in the perception on near miss according to whether or not the near miss reporting activity was conducted. However, it was found that only 56% of the workplaces were carrying out the reporting activities. It was found that the number of near misses reported varied depending on the reward. Although no correlation could be found between whether or not the near miss reporting activities were carried out and the history of industrial accidents occurred, it was found that safety culture level was hier at the workplaces conducting the activities.

When a radiation detector is applied to the measurement of the radioactivity of high-level of radioactive materials or the rapid response to the nuclear accident, several collimators with the different inner radii should be prepared according to the level of dose rate. This makes the in-situ measurement impractical, because of the heavy weight of the collimator. In this study, an IRIS collimator was developed so as to have a function of controlling the inner radius, with the same method used in optical camera, to vary the attenuation ratio of radiation. The shutter was made to have the double tungsten layers with different phase angles to prevent the radiation from penetrating owing to the mechanical tolerance. The performance evaluation through the MCNP code was conducted by calculating the attenuation ratio according to the inner radius of the collimator. The attenuation ratio was marked on the outer scale ring of the collimator. It is expected that when a radiation detector with the IRIS collimator is used for the in-situ measurement, it can change the attenuation ratio of the incident photon to the detector without replacing the collimator.
Some contracting States of the Convention on International Civil Aviation (commonly known as the Chicago Convention) issue FAOC(Foreign AOC and/or Operations Specifications) and conduct various safety audits for the foreign operators. These FAOC and safety audits on the foreign operators are being expanded to other parts of the world. While this trend is the strengthening measure of aviation safety resulting in the reduction of aircraft accident, it is the source of concern from the legal as well as economic perspectives. FAOC of the USA doubly burdens the other contracting States to the Chicago Convention because it is the requirement other than that prescribed by the Chicago Convention of which provisions are faithfully observed by almost all the contracting States. The Chicago Convention in its Article 33 stipulates that each contracting State recognize the validity of the certificates of airworthiness and licenses issued by other contracting States as long as they meet the minimum standards of the ICAO. Consequently, it is submitted that the unilateral action of the USA, China, Mongolia, Australia, and the Philippines issuing the FOAC to the aircraft of other States is against the Convention. It is worry some that this breach of international law is likely to be followed by the European Union which is believed to be in preparation for its own unilateral application. The ICAO established by the Chicago Convention to be in charge of safe and orderly development of the international civil aviation has been in hard work to both upgrade and emphasize the safe operation of aircraft. As the result of these endeavors, it prepared a new Annex 19 to the Chicago Convention with the title of "Safety Management" and with the applicable date 14 November 2013. It is this Annex and other ICAO documents relevant to the safety that the contracting States to the Chicago Convention have to observe. Otherwise, it is the economical burden due to probable delay in issuing the FOAC and bureaucracies combined with many different paperworks and regulations depending on where the aircraft is flown. It is exactly to avoid this type of confusion and waste that the Chicago Convention aimed at when it was adopted in 1944. The State of the operator shall establish a system for both the certification and the continued surveillance of the operator in accordance with ICAO SARPs to ensure that the required standards of operations are maintained. Certainly the operator shall meet and maintain the requirements established by the States in which it operate. The authority of a State stops where the authority of another State intervenes or where the former has yielded its power by an international agreement for the sake of international cooperation. Hence, it is not within the realm of the State to issue FAOC towards foreign operators for the reason that these foreign operators are flying in and out of the State. Furthermore, there are other safety audits such as ICAO USOAP, IATA IOSA, FAA IASA, and EU SAFA that assure the safe operation of the aircraft, but within the limit of their power and in compliance with the ICAO SARPs. If the safety level of any operator is not satisfactory, the operator could be banned to operate in the contracting States with watchful eyes until the ICAO SARPs are met. This time-honoured practice has been applied without any serious problems. Besides, we have the new Annex 19 to strengthen and upgrade with easy reference for contracting States. We don't have no reason to introduce additional burden to the States by unilateral actions of some States. These actions have to be corrected. On the other hand, when it comes to the carriage of the Personal or Pilot Log Book, the Korean regulation requiring it is in contrast with other relevant provisions of USA, USOAP, IOSA, and SAFA. The Chicago Convention requires in its Articles 29 and 34 only the carriage of the Journey Log Book and some other certificates, but do not mention the Personal Log Book at all. Paragraph 5.1.1.1 of Annex 1 to the Chicago Convention even makes it clear that the carriage in the aircraft of the Personal Log Book is not required on international flights. The unique Korean regulation in this regards giving the unnecessary burden to the national flag air carriers has to be lifted at once.

FAOC also burdens the other contracting States to the Chicago Convention due to additional requirements and late permission. EASA(European Aviation Safety Agency) is a body governed by European Basic Regulation. EASA was set up in 2003 and conduct specific regulatory and executive tasks in the field of civil aviation safety and environmental protection. EASA's mission is to promote the highest common standards of safety and environmental protection in civil aviation. The task of the EASA has been expanded from airworthiness to air operations and currently includes the rulemaking and standardization of airworthiness, air crew, air operations, TCO, ATM/ANS safety oversight, aerodromes, etc. According to Implementing Rule, Commission Regulation(EU) No 452/2014, EASA has the mandate to issue safety authorizations to commercial air carriers from outside the EU as from 26 May 2014. Third country operators (TCO) flying to any of the 28 EU Member States and/or to 4 EFTA States (Iceland, Norway, Liechtenstein, Switzerland) must apply to EASA for a so called TCO authorization. EASA will only take over the safety-related part of foreign operator assessment. Operating permits will continue to be issued by the national authorities. A 30-month transition period ensures smooth implementation without interrupting international air operations of foreign air carriers to the EU/EASA. Operators who are currently flying to Europe can continue to do so, but must submit an application for a TCO authorization before 26 November 2014. After the transition period, which lasts until 26 November 2016, a valid TCO authorization will be a mandatory prerequisite, in the absence of which an operating permit cannot be issued by a Member State. The European TCO authorization regime does not differentiate between scheduled and non-scheduled commercial air transport operations in principle. All TCO with commercial air transport need to apply for a TCO authorization. Operators with a potential need of operating to the EU at some time in the near future are advised to apply for a TCO authorization in due course, even when the date of operations is unknown. For all the issue mentioned above, I have studied the function of EASA and EU Regulation including TCO Implementing Rule newly introduced, and suggested some proposals. I hope that this paper is 1) to help preparation of TCO authorization, 2) to help understanding about the international issue, 3) to help the improvement of korean aviation regulations and government organizations, 4) to help compliance with international standards and to contribute to the promotion of aviation safety, in addition.

This research has examined a time series analysis(TSA) of an every hour traffic information such as occupancy, a traffic flow, and a speed, a statistical model of a surveyed data on the traffic fundamental diagram and an expand aspect of a traffic jam by many Parts of the traffic flow. Based on the detected data from traffic accidents on the Cheonan-Nonsan high way and events when the road volume decreases dramatically like traffic accidents it can be estimated from the change of occupancy right after accidents. When it comes to a traffic jam like events the changing gap of the occupancy and the mean speed is gentle, in addition to a quickness and an accuracy of a detection by the time series analyse of simple traffic index is weak. When it is a stable flow a relationship between the occupancy and a flow is a linear, which explain a very high reliability. In contrast, a platoon form presented by a wide deviation about an ideal speed of drivers is difficult to express by a statical model in a relationship between the speed and occupancy, In this case the speed drops shifty at 6$\~$8$\%$ occupancy. In case of an unstable flow, it is difficult to adopt a statistical model because the formation-clearance Process of a traffic jam is analyzed in each parts. Taken the formation-clearance process of a traffic jam by 2 parts division into consideration the flow having an accident is transferred to a stopped flow and the occupancy increases dramatically. When the flow recovers from a sloped flow to a free flow the occupancy which has increased dramatically decrease gradually and then traffic flow increases according as the result analyzed traffic flow by the multi regime as time series. When it is on the traffic jam the traffic flow transfers from an impeded free flow to a congested flow and then a jammed flow which is complicated more than on the accidents and the gap of traffic volume in each traffic conditions about a same occupancy is generated huge. This research presents a need of a multi-regime division when analyzing a traffic flow and for the future it needs a fixed quantity division and model about each traffic regimes.
