고속도로 사고다발지점 개선사례 경제성 분석에 관한 연구(안전시설물 중심으로) (A Study on Economic Analysis of Improvement of High Accident Locations in Highway(Focused on Safety Facilities))

  • 우리나라의 급속한 경제성장은 여객과 물자의 수송수요 증가 및 도시집중화를 가져왔다. 여기에 국민소득수준의 향상과 더불어 자동차는 없어서는 안 될 생활필수품으로 각광을 받고 있다. 그러나 자동차의 도로 교통 활동으로 인한 교통정체와 교통사고로 인해 국민경제에 대한 평가를 절하시키거나 감소시키고 있다. 이에 우리나라에서는 교통안전개선사업의 필요성이 대두되기 시작하여 개선사업을 실행에 옮기고 있다. 본 연구에서는 이러한 개선사업의 분석을 실시하여 첫째, 개선사업의 성공여부와 또한 성공적이었다면 그 효과의 정도를 분석하고 둘째, 개선사업의 효과에 관한 데이터를 공급과 개선사업의 개발의 필요성을 인식시켜주고 셋째, 정책입안자 또는 사업 관계자들에게 효과성이나 개선안에 대한 정보를 제공하고자 한다. 본 연구에서는 사고다발지점 선정에 관한 연구를 통하여 종합지수법에 의하여 선정된 각각의 사고다발지점에 대한 개선사업 전 후의 사고건수와 사고율에 의한 효과성을 분석하였다. 다음으로 선정된 사고다발지점에 대한 개선 전과 개선 후의 사고비용과 개선사업비를 년차별로 산출하여 경제성 평가를 실시하였다. 본 연구의 결과로 첫째, 개선사업 전 후의 사고선수와 사고율에 대한 효과성 분석을 통하여 개선사업 후에 사고가 상당히 감소하였음을 보였다. 둘째, 개선사업 전 후의 경제성 평가를 실시함으로써 안전시설물에 의한 사고다발지점의 개선사업의 경제적 타당성을 보였다.

차량간 정보전파의 연쇄추돌 교통사고에 대한 효과 (Effects of Inter-Vehicle Information Propagation on Chain Collision Accidents)

  • 충격적인 헤드라인 중 하나는 심각한 연쇄추돌 교통사고(chain collision accident, CCA)이다. CCA의 진행과정은 시공간적으로 국부성을 가지며, 그 정보는 시간 임계적(time-critical)이다. 따라서 연쇄추돌을 감소시키기 위해서는 1차 사고 발생 직후 교통사고 정보를 운전자에게 신속하게 전파시켜야 한다. 국부적 긴급 정보전파의 유력한 대안 중 하나는 Ad hoc 통신에 기반을 둔 차량 간 통신(Inter-Vehicle Communication, IVC)이다. 이러한 IVC의 잠재력에도 불구하고, CCA 감소에 대한 IVC의 효과에 대한 연구는 현재까지 보고되지 않고 있다. 따라서 본 연구는 미시적 차량 시뮬레이터와 IVC 시뮬레이터가 결합된 병렬 플랫폼을 개발하고, 이를 이용하여 CCA 감소에 대한 IVC의 효과를 분석하였다. CCA를 감소시키기 위한 IVC기반 긴급 교통사고정보 전파의 가능성을 증명하기 위하여, IVC 장치의 시장 점유율과 교통량 시나리오에 따른 차량의 접근속도 감소, 사고정보의 전파속도, 그리고 CCA의 감소를 분석하였다. 분석결과, IVC 장비의 시장 점유율 10%와 50%에서 CCA는 40~60% 그리고 80~82%로 각각 감소될 수 있는 것으로 나타났다.

기상요소에 따른 부산지역 계절별 교통사고 변화와 예측에 관한 연구 (On the Seasonal Prediction of Traffic Accidents in Relation to the Weather Elements in Pusan Area)

  • The traffic accidents in large cities such as Pusan metropolitan city have been increased every year due to increasing of vehicles numbers as well as the gravitation of the population. In addition to the carelessness of drivers, many meteorological factors have a great influence on the traffic accidents. Especially, the number of traffic accidents is governed by precipitation, visibility, cloud amounts temperature, etc. In this study, we have analyzed various data of meteorological factors from 1992 to 1997 and determined the standardized values for contributing to each traffic accident. Using the relationship between meteorological factors(visibility, precipitation, relative humidity and cloud amounts) and the total automobile mishaps, and experimental prediction formula for their traffic accident rates was seasonally obtained at Pusan city in 1997. Therefore, these prediction formulas at each meteorological factor may by used to predict the seasonal traffic accident numbers and contributed to estimate the variation of its value according to the weather condition it Pusan city.

특수임무 헬리콥터의 사고분석과 안전관리 (Accident of Special Mission Helicopter and Safety Management)

  • Compared with past, helicopters have remarkably high level of safety and accidents due to mechanical defects are decreased about 15%. Most of their duties, however, are to commit at duty area which is hard to access. Because of them, collision probability is high and also has relatively higher accident rates than other aircraft with special mission. A result of analysis is that accident rate is relative high with prevention of disasters, putting out a fire and crop-dusting missions under 500ft. In addition, most of accidents are related with human factors. According to this, it is required to pilots who carry these mission that safety education and detailed analysis about their mission.

Impact of hydrogen on rupture behaviour of Zircaloy-4 nuclear fuel cladding during loss-of-coolant accident: a novel observation of failure at multiple locations

  • To establish the exclusive role of hydrogen on burst behaviour of Zircaloy-4 during loss-of-coolant accident transients, an extensive single-rod burst tests were conducted on both unirradiated as-received and hydrogenated Zircaloy-4 cladding tubes at different heating rates and internal overpressures. The visual observations of cladding tubes during bursting as well as post-burst are presented in detail to understand the effect of hydrogen concentration, heating rate, and internal pressure. Impact of hydrogen on burst parameters-burst stress, burst strain, burst temperature-during loss-of-coolant accident transients are compared and discussed. Rupture at multiple locations for hydrogenated cladding at lower internal pressure and higher heating rate is reported for the very first time. A novel burst criterion accounting hydrogen concentration in nuclear fuel cladding is proposed.

  • As the size of construction projects has become larger in recent years, the nature of the disaster safety factors along with the progress of construction is also becoming more complex and diversified. Accordingly, the introduction of computerized construction, new technologies, and new construction methods has resulted in a variety of risk factors in the process and operations, and many new safety construction methods are being tried. Since the construction industry has variable working environments and constantly changes working methods and components depending on the rate of progress, workers at construction sites are always exposed to risk depending on the specific circumstances of the construction industry. This study attempts to collect and analyze major accident cases generated by major accident construction projects as a result of progress in construction work, and to derive the major causes and causes for each safety management activity that affect safety accidents.

Failure simulation of nuclear pressure vessel under severe accident conditions: Part I - Material constitutive modeling

  • This paper proposes a combined plastic and creep constitutive model of A533B1 pressure vessel steel to simulate progressive deformation of nuclear pressure vessels under severe accident conditions. To develop the model, recent tensile test data covering a wide range of temperatures (from RT to 1,100 ℃) and strain rates (from 0.001%/s to 1.0%/s) was used. Comparison with experimental data confirms that the proposed combined plastic and creep model can well reflect effects of temperature and strain rate on tensile behaviour up to failure. In the companion paper (Part II), the proposed model will be used to simulate OECD lower head failure (OLHF) test data.

  • The British railway safety research group has developed a risk assessment model for the railway infrastructure and major railway accidents. The major hazardous factors of the railway infrastructure were identified and classified in the model. The frequency rates of critical top events were predicted by the fault tree analysis method using failure data of the railway system components and ratings of railway maintenance experts, The consequences of critical top events were predicted by the event tree analysis method. They classified the Joss of accident due to railway system into personal. commercial and environmental damages. They also classified 110 hazardous event due to railway system into three categories. train accident. movement accident and non-movement accident. The risk assessment model of the British railway system has been designed to take full account of both the high frequency low consequence type events (events occurring routinely for which there is significant quantity of recorded data) and the low frequency high consequence events (events occurring rarely for which there is little recorded data). The results for each hazardous event were presented in terms of the frequency of occurrence (number of events/year) and the risk (number of equivalent fatalities per year).

의료사고의 근본원인 분석: 의료사고 판례문 이용 (Root Cause Analysis of Medical Accidents -Using Medical Accident Cases)

  • Objectives: To investigate whether medical institutions can prevent accidents by analyzing the root cause of a medical accident and identifying the tendencies. Methods: A total of 345 medical cases were used for the RCA(Root Cause Analysis). The root causes were classified using the SHELL model. The suitability of the model was confirmed by SPSS's MDPREF and Euclidean distance. An SPSS20.0 hierarchical regression analysis was used as an influencing factor on the degree of injury resulting from medical accidents. Results: The SHELL model was suitable for classification. The rates of accident causes were LS49%, L34%, LL10.2%, LE3.7%, LH2.3%. The order in which the degree of a patient's injury was affected were: Risk Threshold (${\beta}=.180$), Time (${\beta}=.175$), Surgical stage (${\beta}=-.166$), Do not use procedure (${\beta}=.147$). Conclusions: Health care institutions should remove priorities through system improvement and training. For patients' safety, the five factors of the SHELL model should be managed in harmony.

우리나라 대표적(代表的) 표본인구(標本人口)의 연간(年間) 손상(損傷) 및 중독발생율(中毒發生率)과 역학적(疫學的) 특성(特性) (National Survey of Injury and Poisoning on a Representative Sample Population of Koreans)

  • Despite the public health importance of injury and poisoning in terms of its high mortality and incidence, epidemiologic information to be utilized are scarce in Korea. This study was carried out in 1990 on a representative sample population (about 55,000 persons) along with the 6th National Tuberculosis Prevalence Survey in order to estimate the magnitude of injury and poisoning occurrence and to identify its epidemiologic characteristics which can be aided for establishing preventive strategy. Pre-tested and structured Questionnaire was used by trained interviewer to collect data including general information of the person, various information on the injury and poisoning during the past one year such as time and place of its occurrence, its nature and external causes, type of medical institute attended, duration of treatment and outcome of the accident occured. In analysis of the data collected incidence rates per 1000 persons by sex, age group and its nature as well as external causes, and relative frequencies were calculated. The result obtained are as followings; 1. The incidence rate per 1000 was 30 for both sexes, 39 for male and 22 for female, male being 1.8 times more frequent than female. Age adjusted incidences were not much different from the crude rates. Age group specific rate curve showed bimodal shape in both sexes, small peaks in preschool children and higher peaks in older ages. The incidence rate per 1000 people by area was highest in Jeon-bug province (57/1000) and the lowest in Daegu city(11/1000). 2. The place where the injuries occured were road in 46%, within the boundary of house in 25%, and working place in 12% The injuries and poisoning had occured more frequently during the months from March to August of the year than other months. 3. The relatively frequent injuries by its nature were contusion with intact skin surface (19%), fracture of upper limb (13%), open wound of head, neck and trunk (12%) and fracture of lower limb (11%) among males; contusion with intact skin surface (28%), sprains and strains of joints and adjacent muscle (14%), fracture of upper limb (10%) and fracture of lower limb (9%) among females. Higher incidence rate among males than females were fracture of skull (4.5 times), open wound and fractures of limbs ($2{\sim}3$ times). Age specific rate of injuries and poisoning by its nature showed increasing pattern by age in fractures of upper and lower limbs and sprains & strains of joints whereas the age group of 30's showed highest incidence in open wounds of upper limb. Fractures of radius and ulna in upper limb, fractures of tibia & fibula and ankle in lower limb were most frequent among fractures of upper and lower limbs. The frequent injuries among sprains and strains of joints and adjacent muscles were that of ankle, foot and back, and among open wound were that of head and fingers. 4. Relative frequency of injuries and poisoning by external causes showed following order : other accidents (25%), accidental falls (23%), motor vehicle accident (22%) and other road vehicle accident (14%) among males and accidental falls (37%), motor vehicle accident (24%) and other accident (18%) among females. The external causes revealing higher incidences among males than females, were other road vehicle accident (4.8 times), vehicle accident not elsewhere classifiable (4.4 times), accidental poisoning (4.4 times), accidents due to natural and environmental factors (2.8 times), and sucide & self-inflicted injuries (2.8 times). Age specific incidence by external causes for frequent injuries showed that incidence of other accident steadily increased from 10's till age 50's; motor vehicle traffic accident increased from age 20's and dropped after age 60's; on the other hand accidental fall increased strikingly by age. The most frequent external causes among motor vehicle traffic accidents was motor vehicle traffic accident involving collision with pedstrain (69%), pedal cycle accident (30%) and other road vehicle accident (71%) among other road vehicle accidents; falls on same level from slipping, tripping or standing (44%) and other falls from one level to another among accidental falls; accidents caused by machinary (32%) for male and striking against or struck accidentally by objects or person for female among other accidents. 5. Seventy nine percent of the injuries and poisonings were treated in general hospital or hospital/clinic. The duration of treatment ranged from a few days to 123 weeks; the majority(52%) took under 2 weeks, 36% for $3{\sim}8$ weeks and 4% over 21 weeks. 6. The accident resulted in full recovery of normal healthy state in 62%, residual functional defects in 21% and on process of treatment in 16%.
