Many industrial accidents have occurred continuously in the manufacturing industries, construction industries, and service industries of Korea. Fatal accidents have occurred most frequently in the construction industries of Korea. Especially, the trend analysis of the accident rate and fatal accident rate is very important in order to prevent industrial accidents in the construction industries systematically. This paper considers forecasting of the accident rate and fatal accident rate with static and dynamic time series analysis methods in the construction industries. Therefore, this paper describes the optimal accident rate and fatal accident rate by minimization of the sum of square errors (SSE) among regression analysis method (RAM), exponential smoothing method (ESM), double exponential smoothing method (DESM), auto-regressive integrated moving average (ARIMA) model, proposed analytic function model (PAFM), and kalman filtering model (KFM) with existing accident data in construction industries. In this paper, microsoft foundation class (MFC) soft of Visual Studio 2008 was used to predict the accident rate and fatal accident rate. Zero Accident Program developed in this paper is defined as the predicted accident rate and fatal accident rate, the zero accident target time, and the zero accident time based on the achievement probability calculated rationally and practically. The minimum value for minimizing SSE in the construction industries was found in 0.1666 and 1.4579 in the accident rate and fatal accident rate, respectively. Accordingly, RAM and ARIMA model are ideally applied in the accident rate and fatal accident rate, respectively. Finally, the trend analysis of this paper provides decisive information in order to prevent industrial accidents in construction industries very systematically.
Construction accidents have not decreased in spite of much effort such as new work methods, education and research related to safety works. Specially, many fatal accidents happened in construction works which involve the apartment, building, school, church, hotel, hospital, bank work and the other works. These accidents are mainly caused by unanticipated risk factors. From these reasons, this study researched fatal accidents which happened in construction works during last 13 years($1992{\sim}2004$) and analyzed the input workers and a work period of construction work. According to the input workers and a work period, the results are as following. During 13years($1992{\sim}2004$), the fatal accidents, related to the construction work, were happened to the 1,977 cases. These results were occupied the 21.32% of the total industry accidents. According to the result of the construction, the fatal accident rate of a concrete form work was the highest rate of 16.24% (321 cases) and a temporary work, a steel frame work was the each rate of 12.39%(245 cases), 10.07%(199 cases). Comparing to other work types, the fatal accident rate of those three work types(concrete form work, temporary work, steel work) was represented highly. We surveyed input workers and work period of construction work site. From the result of survey, input workers of a concrete form work were occupied with 13,720. The risk rate of the work type, which was considered input workers and work period, was represented 0.3622(a steel frame work), 0.1142(a temporary work), 0.0782(a tower crane) and 0.0772(a concrete work).
Objectives: The occupational accident rate was officially reported to be 0.77 per 100 workers in 2001 and 0.70 in 2009. The stagnant decrease in accident rate raises a question about the effectiveness of prevention activity because there have been active prevention efforts in the past 10 years. It is also necessary to know the exact status of occupational injuries to direct a prevention strategy. Methods: The author re-analyzed occupational injury statistics to find the reason for stagnant decreases in occupational injuries. Compensated occupational injuries cases were used to calculate fatal and non-fatal injury rates. Injuries from commuting accidents and sports activities were excluded as well as occupational diseases. The number of workers was adjusted to that of full time equivalent employees. Results: The fatal injury rate excluding injuries associated with commuting accidents, sports activities, and occupational diseases decreased from 12.59 in 2001 to 8.20 in 2009. In 2007, 67.5% of accidents that involved being caught in objects, which are mostly caused by machines and equipment, occurred in the manufacturing industry; this type of incident has decreased since 2001. The fatal and non-fatal injury rates in the manufacturing industry have continuously decreased while the rates in the service industry have not changed from 2001 to 2009. Non-fatal injuries might not be reported in many cases. The number of insured workers was underestimated as long working hours were not adjusted for in the reporting system. Conclusion: The occupational fatal injury rate has decreased and the non-fatal injury rate might have decreased during the last 10 years, although the statistics show stagnancy. The decrease of the injury rate was countervailed by various factors. Hence, the current accident rate does not reflect the actual situation of accidents in Korea. Korea needs to develop an improved system to more accurately calculate occupational fatal and non-fatal injury rates.
The highest fatal accident ratio was recorded in the construction industry. According to the industrial insurance premium rate & business type example, among the construction industry, the architectural work has the highest fatal and loss time accident ratio. Previous literature has investigated various aspects of accident occurrence and prevention in architectural work. However, those studied were limited in that they only focused on the fatal accident without considering the loss time accident. But non fatal accidents were recorded more than 50 times of fatal accidents. Therefore non fatal accidents must be controlled to lessen industrial accidents. Based on this, the goal of this study was to investigate the nature of the loss time accident and derive the risk index of work type in architectural work. In this study, opinions of safety experts were gathered and the risk index of work type was derived using AHP(Analytic Hierarchy Process). And verification was accomplished by comparing the results of this study with the risk index derived by analysis of accident records. Results showed that the risk index of work type was significantly higher in steel frame work, temporary installation work, earth & foundation work, facilities work, concrete work. And statistical analysis for verification showed that coefficient of Pearson correlation was 0.686 and P-value was 0.001.

There were a total of 65 accidents of helicopers between 1990 and 2013. The overall accidents rate has remained around 8 accidents per 100,000 flight hours, and the fatal rate has stayed at about 8 accidents per 100,000 flight hours. In this study, we conduct a series of statistical analyses to investigate the significance of latent failure of groups that operate the helicopter. Analysis of variance demonstrated significant differences in the latent condition score for the 3 groups, with the lower accidents rate groups reporting better scores of latent condition. Results indicated that there are the significant differences of latent condition in accidents between groups of high accidents rate and groups of low accidents rate.
Background: The study was conducted to investigate the current status of the occupational health and safety management system (OHSMS) in the construction industry and the effect of OHSMS on accident rates. Differences of awareness levels on safety issues among site general managers and occupational health and safety (OHS) managers are identified through surveys. Methods: The accident rates for the OHSMS-certified construction companies from 2006 to 2011, when the construction OHSMS became widely available, were analyzed to understand the effect of OHSMS on the work-related injury rates in the construction industry. The Korea Occupational Safety and Health Agency 18001 is the certification to these companies performing OHSMS in South Korea. The questionnaire was created to analyze the differences of OHSMS awareness between site general managers and OHS managers of construction companies. Results: The implementation of OHSMS among the top 100 construction companies in South Korea shows that the accident rate decreased by 67% and the fatal accident rate decreased by 10.3% during the period from 2006 to 2011. The survey in this study shows different OHSMS awareness levels between site general managers and OHS managers. The differences were motivation for developing OHSMS, external support needed for implementing OHSMS, problems and effectiveness of implementing OHSMS. Conclusion: Both work-related accident and fatal accident rates were found to be significantly reduced by implementing OHSMS in this study. The differences of OHSMS awareness between site general managers and OHS managers were identified through a survey. The effect of these differences on safety and other benefits warrants further research with proper data collection.
Current OSH system was analyzed in this paper to explain why high fatal incidents and disasters are continuously repeated for recent years in Korea. It was found that we have Dichotomous Perceptional Misconception of prevention before accident and compensation after accident and there is a significant lack of proper feedback reward system for OSH performance. It was assumed that no reduction of accident rate and fatality rate have not been achieved recently despite of a great effort and increased resource allocations. Some statistics for proving weak punishment were analyzed. In the current system, the will of administrative agency would have been very limited particularly in the legal aspects. The Industrial Safety and Health Act is not suitable to after-injury punishment for employer and/or corporate since it is based on a framework for enforcement of prevention. Based on these analyses, it was concluded that there was a need to consider a special law for Corporate Accountability for Fatal Accidents. Because it is necessary to consider seriously for introduction of a new legal system for after injury punishment to repair the current system where it was found lack of proper feedback system. For monitoring the status of industrial accidents, many statistical indexes have been developed and applied such as fatal rate, frequency rate, and severity rate. These accident indexes are measured by frequency and loss time according to the accidents in the individual industry level. However, it is less considered to use the index of identifying the industrial concentration of accidents in the holistic view. Thus, this study aims to suggest the accident concentration level among domestic industries through index analysis. The concentration level of industrial accidents is calculated by the accident composition of sub-industries. This concentration level shows whether an industry is comprised of a few sub-industries generating more accidents or an industry consists of sub-industries having the similar number of accidents. To this end, the concentration rate (CR) and concentration index (CI) are proposed to take a look at the industry composition of accidents by embracing the concept of market concentration indexes such as Hirschman-Herfindahl Index. As for the case study, four industries of mining, manufacturing, transportation, and other business (usually service) are analyzed in terms of indexes of accident rate, death(fatality) rate, and CR and CI of accident and death. Finally, we illustrate the positioning map that the accident concentration level is compared with the traditional accident frequency level among industries.

As the size of construction projects has become larger in recent years, the nature of the disaster safety factors along with the progress of construction is also becoming more complex and diversified. Accordingly, the introduction of computerized construction, new technologies, and new construction methods has resulted in a variety of risk factors in the process and operations, and many new safety construction methods are being tried. Since the construction industry has variable working environments and constantly changes working methods and components depending on the rate of progress, workers at construction sites are always exposed to risk depending on the specific circumstances of the construction industry. This study attempts to collect and analyze major accident cases generated by major accident construction projects as a result of progress in construction work, and to derive the major causes and causes for each safety management activity that affect safety accidents.
The objective of this study is to identify the effectiveness of ESC(Electronic Stability Control) based on a meta analysis technique. Accident Rate, Fatal Crash Rate, Loss of Control Crash Rate were set as indexes of traffic safety evaluation. Also, reviews on the effectiveness of ESC were collected using keyword, 'ESC'. As a result, the Effect size of accident rate odd ratio was 0.90. When ESC system was applied on vehicles, accident rate decreased by 10%. Also, the Effect size of fatal crash rate odd ratio was 0.64. When ESC system was applied on vehicles, fatal crash rate decreased by 36%. Lastly, the Effect size of loss of control crash rate odd ratio was 0.73. When ESC system was applied on vehicles, loss of control crash rate decreased by 27%. The outcome of this study would be effectively used for developing polices and regulations for ESC installation obligation of commercial vehicles.
