A Study on the Approach Methods with a Constant Vertical Speed for Diminution of CFIT Accidents in Non-Precision Approach (비정밀접근시 CFIT사고 방지를 위한 일정강하율 접근방식에 관한 연구)

  • Traditionally aircraft had descended in steps to level at the MDA(Minimum Descent Altitude) during the conduct of non-precision approach. This "de-stabilized" method of flying an instrument approach procedure is considered as a major contributing factor in CFIT(Controlled Flight Into Terrain) accident and increasing pilot workload. In the effort to reduce CFIT accident and pilot workload, VNAV(Vertical Navigation) Approach has been suggested as means to manage the vertical component of non-precision approach procedure.[1] But In the actual circumstances in Korea, VNAV has not been using to reduce them because of many restriction facts and no published VNAV chart in particular airport. Therefore we are suggesting Constant Vertical Speed Approach Method, which is required few restriction facts, and the pilots who are using this method will experience a similar method like a Glideslope during proceeding non-precision approach. Consequently, We are expecting to reduce CFIT accidents and pilot workload.

The Relation between Human Behavior and Safety in the Collision Avoidance Situation

  • It can be said that the relationship between the maneuvering ability of operators and the navigational environment affects the safe degree of navigation in the collision avoidance situation. In order to reduce the occurrence probability of accident and to maintain the safety, it is necessary to clarify the relationship between human behavior and navigational environment. In this study, therefore, we analyzed and discussed the relationship between the maneuvering characteristics and the safety focused on human behavior as a fundamental factor of marine accidents using ship handling simulator and questionnaire. As a result, we concluded that navigational environment changes variously and the maneuvering ability of operators also varies with the navigational environment, and the ship handling characteristics strongly affect the occurrence probability of accident.

  • For the prevention of marine accidents based on human factor, the risk assessment analysis procedure is proposed which consists of (1) the structural analysis of marine accident, (2) the estimation of incidence probability based on the Fault Tree analysis, (3) the prediction of ef-fectiveness to reduced the accident risk by suitable countermeasures in the specified functional system, and (4) the risk assessment by means of minimizing of the total cost expectation and the background risk. As a practical example, the risk assessment analysis for preventing is investigated using the proposed method.

A Study on Development of Forecasting Model for Traffic Accident in Korea (한국의 교통사고예측모형 개발에 관한 연구)

  • This study aims to develop a traffic accident forecasting model using the data, which are based on the past accidents in Korea. The regression analysis was used in conjuction with the variables of the traffic accidents and social behaviours. The objectives of this study are as follows; 1. The number of behicles has given a strong affect to increase the traffic accidents in Korea since a factor of vehicles has shown 86% over of total accidents. 2. The forecasting model regarding the traffic accidents, deaths and injuries, which was formulated for this study, proved to be useful in light of the results of the regression diagnostics. 3. It is expected that the traffic accidents in Korea in 1991 may take place as follows on condition that the traffic environment would worsen ; 274,000 cases of accidents with 13,600 deaths and 367,000 injuries, in 1994, 451,000 cases with 24,900 deaths and 71,500 injuries respectively.

Zricaloy-4 Oxidation Kinetics in High-Pressure High-Temperature Steam and Application to Accident Analysis (고압 고온 수증기에서 지르칼로이-4 산화반응 정량화 및 사고해석에의 응용)

  • Empirical equations for the oxide thickness and the weight gain of Zircaloy-4 cladding during the oxidation in high temperature, high pressure steam have been developed. Firstly, the empirical equations for oxide thickness in 1 atm steam in 700~100$0^{\circ}C$ were made, then, the enhancement factor for the steam pressure effects on Zircaloy-4 cladding oxidation in high temperature steam was added. Based on the analysis of the weight fraction of dissolved oxygen in metal layer, empirical equations for the weight gain of Zircaloy-4 in high pressure, high temperature steam were developed. We compare the developed empirical equations with the Baker-Just correlation. The Baker-Just correlation can give a non-conservative estimation of oxidation of Zircaloy-4, depending on the steam pressure. These developed empirical equations can be used for the correct estimation of oxidation of Zircaloy-4 during accident analysis.

  • Recently, the climate change due to global warming, heat wave, heavy snow etc., is rapidly progressing all over the world. This kind of climate change is judged to be affecting a lot in construction industry which has characteristic of outdoor industry. Therefore this study, to prevent death disaster occurring by climate elements at construction site, quantitatively analyzed real condition of death disaster on construction site and suggests basic management direction which to be conducted on the site.

  • The Manchester Driver Behavior Questionnaire (DBQ) is the most commonly used frameworks for investigating the relationship between self-reported driving behavior and accident involvement. After Reason et al. introduced DBQ, there were many studies replicating the research of Reason et al. in many countries. There was, however, no study replication of the Reason's research in Korea. The aim of this study is to replicate the distinction among errors, lapses and violations, and to evaluate the relationship of these behaviors with road traffic accidents on Korean drivers. 223 Korean drivers completed the Korean version of original DBQ with questions regarding background information, such as age, gender, annual mileage and accident involvement. Participants answered self-assessment questions, also. Factor analysis revealed three factors like Reason et al. The three factors were dangerous errors, violations and relatively harmless errors.

  • In order to reduce the risk of accidents, we proposed a construction safety management system combined with wearable device and LoRa (Low-Range Wireless Network) communication method to apply the usefulness of Internet (IoT) technology which means "everything connected". to construction safety management Management system. The proposed wearable safety device is a device that relays information exchange between wearable safety device and safety management server by LoRa wireless communication method. The safety management server can store workers bio-data and perform big data analysis. If a risk factor is determined from the analysis result, a warning is sent to the wearable safety device and the manager's application. The goal of this system is to prevent construction workers from entering the dangerous area that is not suitable for work, and to prevent safety accidents caused by human cause by detecting abnormal condition during work.

Evaluation of Human Factors in Ship Accidents in the Domestic Sea (국내 해양선박사고의 인적 오류의 요인 평가)

  • In this study, we investigated and identified criterial human factors(errors), most of which lead to terrible ship accidents such as collisions, sinking, fire and explosions resulting both in human lives and physical damages to ships as well as surrounding environments. To this end, we went through the accident reports of 413 cases over 2005~2009 period and classified the human factors into 6 major factors with 19 sub ones which were constructed in hierarchical order. The relative importance of major factors was calculated and among others the lack of awareness turned out to be the most important factor with the weight of 0.391. The contributions of the results in the research are two fold: it will help (i) identify the root causes of ship accidents and prevent further potential ship related incidents, (ii) analyze the degree of the risk associated with the ship accidents, when risk analysis is performed.

  • In terms of the maritime accident prevention, risk analysis at targeted warterways is important for planning safety waterways. This paper analyzes the maritime accidents probability in the Mokpo waterways, South Korea, based on the IWRAP(IALA Waterway Risk Assessment) of the quantitative accident probability tool. Vessel collision probability cate is calculated by vessels meeting direction, using IWRAP. This paper contribute to advance improvement of vessel traffic service by VTS sector providing vessel fairway risk data.
