The distribution sector is affected by a wide range of regulations. Many of these are related to health and safety, others are related to urban planning and environmental issues, whereas some mainly have an economic basis. But, regulations many be unduly restrictive, in which case they can drive up costs and ultimately prices, or they may, in some cases, reduce consumer choice. Unduly restrictive regulations could also increase costs indirectly, by reducing competition and thus lead to lower productivity growth. In the past few years, distribution sector has gone through drastic changes due to deregulation and market opening. Implementation of regulatory reforms served as an opportunity to change laws and systems which had been an obstacle to development of distribution sector. Market opening of distribution sector became a turning point to promote competition among domestic and foreign firms. However, for small and medium scale of the typical retail enterprises which were in no position to compete in terms of prices, additional facilities, and services, faced a threat of diminished trading area, and even of their existence. Because, large firms may have greater market power than small firms, as they can more easily extract favorable terms when procuring goods, and may also be able to deter entry by advertising outlays or access to the best sites. In addition, larger chain stores armied with sufficient capital dominated trading area and reduced customer's welfare by abusing their monopoly power when competing with other shops, and are often cited as an example of adverse effects of local monopoly. In order to minimize such adverse effects and to foster competition, regulatory reforms in distribution sector should set its goal to promote sound and stable distribution activities through market principle and restoring competition principle, and ultimately to boost customers welfare. Therefore, deregulation in distribution sector should be implemented in a way to promote customers welfare, eliminate entry barriers, and expand competition principle such as productivity and efficiency competition. However, it should be also recognized that deregulation of system alone is not enough to develop the distribution sector. To compete in a increasingly concentrated industry, small enterprises increasingly engage in co-operative arrangements, such as buying groups, strategic alliances or franchise agreements.

A smartphone is a mobile phone that offers more advanced computing ability and connectivity than a contemporary basic feature phone. Unlike feature phone, a smartphone allows the user to install and run more advanced applications based on a specific platform. Smartphones run complete operating system software providing a platform for application developers. A smartphone will become the default computing method for many point activities in the not-too-distant future, such as e-mail, online shopping, gaming, and even video entertainment. For smartphone that contains sensitive information and access the Internet, security is a major issue. In the 1980s, security issues were hardly noticed; however, security is a major issue for users today, which includes smart phones. Because security is much more difficult to address once deployment and implementation are underway, it should be considered from the beginning. Recently our government recognized the importance of smartphone security and published several safety tips for using the smartphone. However, theses tips are user-oriented measures. Maintaining the security of a smartphone involves the active participation of the user. Although it is a important users understand and take full advantage of the facilities afforded by smarphone, it is more important developers distribute the secure smartphone application through the market. In this paper we describe some scenarios in which user is invaded his/her privacy by smartphone stolen, lost, misplaced or infected with virus. Then we suggest the security considerations for securing smartphone applications in respect with developers. We also suggest the methods applying domestic encryption algorithms such as SEED, HIGHT and ARIA in developing secure applications. This suggested security considerations may be used by developers as well as users (especially organizations) interested in enhancing security to related security incidents for current and future use of smartphones.
International joint ventures are usually formed and managed by domestic companies and foreign investors for the common objectives. They offer an opportunity for each partner to benefit significantly from the comparative advantages of the other. Local partners bring knowledge of the domestic market; familiarity with government bureaucracies and regulations; understanding of local labor markets; and existing manufacturing facilities. Foreign partners can offer advanced process and product technologies, management know-how, and access to export markets. In Korea, joint ventures have been encouraged to usher in foreign investors with foreign currency capital badly needed during the IMF financial crisis. In the meantime, Korean laws and regulations with respect to joint ventures have been largely overhauled to promote foreign direct investment (FDI) both inbound and outbound. They include four types of FDI, i.e., acquisition of foreign stocks, provision of long-term loans, participation in joint operations like resources development, and establishment of foreign offices. From the legal point of view, the formal joint venture agreement must be an offspring of a series of tough negotiations between domestic and foreign partners. They usually stress the long-term relationship with the good will and dedication to each other, and restrict the free transfer of stocks. Both partners are earnestly interested in the ownership and management of the joint venture. So they keep a close eye on the articles of incorporation, changes of business environment, conflict resolution methods, transparency of accounting and other financial matters. When a multinational corporation (MNC) is involved in the joint venture, conflicts over management strategies, marketing and other issues take place more often than not between the MNC and local partners. We have to pay attention to joint ventures, particularly, in China and North Korea. As witnessed in other transition economies, China is eagerly bringing in foreign direct investments for the development of nation's economy. China encourages foreign investors to establish ordinary joint ventures, contractual joint ventures, solely invested foreign capital companies and jointly operated development companies with local partners. In North Korea, however, joint ventures have a different meaning like contractual joint ventures in China, in which North Korean partners have an initiative in the management. Rather, jointly operated companies or simply processing-for-wage companies are recommended in view of the unpredictable legal infrastructure in North Korea.
The purpose of this study is experimentally to analyze that the fuel mass fractions of multi-component mixed fuels have an effect on the characteristics of spray ignition and combustion under the ambient conditions of diesel combustion fields. The characteristics of ignition and combustion were investigated by chemiluminescence images and direct photography. The experiments were conducted in the RCEM(rapid compression expansion machine) with optical access. Multi-component fuels mixed with i-octane, n-dodecane and n-hexadecane are injected in RCEM by the electronic control of common rail injector. Experimental conditions set up 42, 72 and 112 MPa in injection pressure, 700, 800 and 900 K in ambient gas temperature. The results show that the ignition delay was dependent on high cetane number. In case of low ambient temperature, the more low boiling point fuels were mixed, the lower luminance regime had a remarkable effect and also shortened diffusion combustion by increasing heat release rate.

In this study, cyclic tests of beam-column connections composed with members applicable to the domestic low-middle rise steel buildings were conducted to develop seismic connection details and its evaluation. Connection types and material properties of the steel were testing variables and the difference between the newly developed seismic rolled section (SHN490) and existing rolled section (SM490) was also investigated. Distributions of the yield strength and the ultimate strength of the SHN490 rolled section were relatively uniform comparing to those of the SM490 rolled section Brittle fracture in the weldments of the test specimens was not observed. Instead, fracture occurred at heat-affected zones or the stress-concentrated point near the weld access hole of the beam flanges. In the case of identical rolled-section specimens, the rotational capacity and dissipated energy of the WUF-W connection was larger than those of the WUF-B connection. In the case of identical connection types, the rotational capacity and dissipated energy of the SHN490 section connection was larger than those of the WUF-B section connection.

WiBro(Portable Internet Service) is service being capable to provide a high data rate wireless internet access with Personal Subscriber Station under the stationary or mobile environment, anytime and any where. It will fill the gap between very high data rate wireless local area networks and very high mobility cellular systems. The security is an important point of WiBro providing high data and mobile wireless services. This paper proposes user authentication mechanism of WiBro wireless networks applied EAP-AKA authentication protocol. As a result of Wireless authentication based on EAP-AKA, this mechanism is capable to be used in WiBro-WLAN-3GPP interworking scenario as well as the WiBro authentication mechanism.

The second-stage near surface disposal facility for low and very low level radioactive waste's permanent disposal is to be built. During the institutional control period, the inadvertent intrusion of the general public is limited. But after the institutional control period, the access to the general public is not restricted. Therefore human who has purpose of residence and resource exploration can intrude the disposal facility. In this case, radioactive effects to the intruder should be limited within regulatory dose limits. This study conducted the safety assessment of human intrusion on the second-stage surface disposal facility through drilling and post drilling scenario. Results of drilling and post drilling scenario were satisfied with regulatory dose limits. The result showed that post-drilling scenario was more significant than drilling scenario. According to the human intrusion time and behavior after the closure of the facility, dominant radionuclide contributing to the intruder was different. Sensitivity analyses on the parameters about the human behavior were also satisfied with regulatory dose limits. Especially, manual redistribution factor was the most sensitive parameter on exposure dose. A loading plan of spent filter waste and dry active waste was more effective than a loading plan of spent filter waste and other wastes for the radiological point of view. These results can be expected to provide both robustness and defense in depth for the development of safety case further.

Femtocells are envisioned as a key solution to embrace the ever-increasing high data rate and thus are extensively deployed. However, the dense and random deployments of femtocell access points (FAPs) induce severe intercell inference that in turn may degrade the performance of spectral efficiency. Hence, unrestrained proliferation of FAPs may not acquire a net throughput gain. Besides, given that numerous FAPs deployed in ultra-dense networks (UDNs) lead to significant energy consumption, the amount of FAPs deployed is worthy of more considerations. Nevertheless, little existing works present an analytical result regarding the optimal FAP density for a given User Equipment (UE) density. This paper explores the realistic scenario of randomly distributed FAPs in UDN and derives the coverage probability via Stochastic Geometry. From the analytical results, coverage probability is strictly increasing as the FAP-to-UE ratio increases, yet the growing rate of coverage probability decreases as the ratio grows. Therefore, we can consider a specific FAP-to-UE ratio as the point where further increasing the ratio is not cost-effective with regards to the requirements of communication systems. To reach the optimal FAP density, we can deploy FAPs in line with peak traffic and randomly switch off FAPs to keep the optimal ratio during off-peak hours. Furthermore, considering the unbalanced nature of traffic demands in the temporal and spatial domain, dynamically and carefully choosing the locations of active FAPs would provide advantages over randomization. Besides, with a huge FAP density in UDN, we have more potential choices for the locations of active FAPs and this adds to the demand for a strategic sleeping policy.

Health Information Exchange (HIE) is expected to improve the quality and efficiency of care by allowing providers online access to healthcare information generated by other providers at the point of care. However, the adoption of the technology in Korea has been slow since its pilot program in 2007~2010 at Seoul National University Bundang Hospital. The objective of this study was to survey stakeholders on the incentive program for the facilitation of HIE adoption. We surveyed 39 experts representing 6 categories of stakeholders-provider, insurer, government, information service firms, customers, and medical informatics experts for the interviews. Interview questions included program objectives, program participation requirements, incentive payment method, and administrative burden for program participation. Experts indicated that the quality of care was the most important value the program should aim to achieve through the HIE adoption. They suggested that the requirements and administrative burden for participation should be kept at minimum to recruit a large number of providers to the program, which is an indicator of program success. Experts were divided on the payment method whether the incentive should be paid as a part of the fee payment scheme operated by the National Health Insurance (NHI) or should be a payment made independent of the NHI. The source of the divide was conflict of interest among stakeholders as to who pays for the program, and the insurer and consumer groups were against the NHI taking the financial burden. It appeared to be the most significant factor for the successful program launching to resolve the gap in perceptions about benefits of the technology among stakeholders and to win the willingness to pay for the program.
