Other Southeast Asias? Beyond and Within the Association of Southeast Asian Nations

  • The debates continue on the conceptualization of Southeast Asia and the ways in which those of us who are concerned to attempt scholarly interventions in the region define, conceive, understand and engage with it. But, in an important sense, the region has now been defined for us by the Association of Southeast Asian Nations (ASEAN), and whatever academic researchers might wish to impose on Southeast Asia in regard to their priorities and interests, it may make little difference. Given the politically-derived, nation-state definition of Southeast Asia, are all our problems of regional definition resolved? In some respects, they have been. ASEAN has constructed and institutionalized a regional organization and an associated regional culture. But in certain fields of research we still require academic flexibility. We cannot always be confined by an ASEAN-derived regional definition. The paper will explore other configurations of 'region' and its sub-divisions and propose, that in the spirit of academic freedom, we can continue to generate imaginative depictions of Southeast Asia and its constituents both within and beyond the region.

Development of ASEAN Network Model on Information Literacy

  • This study aimed at overviewing the situation of information literacy education and research in the Association of Southeast Asian Nations (ASEAN) region, and developing an ASEAN network model on information literacy. This research used documentary and qualitative research methods. Key resources consisted of twenty bibliometric studies and related documents and two groups of key persons. The first group consisted of twenty-seven purposive key persons from eight countries, and the second group consisted of seven key persons from five countries. The research instruments comprised a data collection form and focus group/ interviewing forms. Data was collected by focus group discussion and online interviews, and qualitative content analysis was used in data analysis and presented descriptively. Research findings showed that: 1) information literacy education and research in the ASEAN region varied across countries and placed importance on the educational context. Singapore was found to be the most leading and productive country in ASEAN in information literacy with the highest number of journal articles on the international scale, and was among the most contributing groups at the regional and global level; 2) the ASEAN Network on Information Literacy (ASEAN-NIL) has been developed as a model with its principles, objectives, management system, activities, and promotion strategies. Its strengths are an integrated scope, multidimensional orientation, and interdisciplinary and collaborative partnerships at the national, regional, and international level, suitable for the ASEAN context, the online environment, and the digital educational ecosystem.

Factors Impacting Tourism Demand: An Analysis of 10 ASEAN Countries

  • This study investigates the effect of infrastructure, economic sectors and its status, foreign direct investment and private investment, as well as the role of political stability in enhancing the tourism demand in the ASEAN region. The research collected the secondary data from the World Bank database and the UNWTO website of 10 ASEAN countries over 17 years from 2000 to 2016. Applying the generalized method of moments, this research found that, "private investment", "economic sectors", "exchange rate and infrastructure measured by "using of the internet" can increase the tourism demand of a country in the ASEAN region. This research provided evidence indicating that the "foreign direct investment" and "inflation" are two detrimental factors for tourist attraction. The major finding confirmed the positive role of "political stability" in increasing tourist arrivals. First, attracting tourists to a country always poses many challenges to its government. It has been observed in the past decades that though there were many documents, which confirmed that industry can help in promoting tourism, very few studies investigated the role of both agriculture and manufacturing sectors in tourism promotion. Secondly, there are only a few studies which verifies the stability of the political system to the tourism demand in the ASEAN region and that this variable (political stability) has the strongest impact.

A Single Identity while Facing Diversity? Exploring ASEAN Integration through Culture

  • Since the creation of the Association of Southeast Asian Nations (ASEAN) in 1967, the main objective of creating a "prosperous and peaceful community of Southeast Asian Nations" through regional integration remains slow. While the aims and purposes of the ASEAN include accelerating, promoting active collaboration and mutual assistance on matters concerning culture and cultural development, the desired ASEAN Integration through culture is still in question. As a multicultural region, the richness and diversity of cultures constitute both prospects and challenges. This paper discusses 1) the concept of integration vis-a-vis the ASEAN; 2) the ASEAN's goals, policies, and initiatives, concerning culture as stipulated in the key documents of ASEAN Socio-Cultural Community-Culture and Arts sector; and 3) the ASEAN identity and community vis-a-vis culture. In the end, this paper proposes a framework on the ASEAN integration through culture in the context of a single identity amidst cultural diversity.

An Economic Effect Analysis of ASEAN FTA on FDI Flows into the ASEAN Countries

  • Purpose - Considering industrialization development stages, an economic effect of ASEAN free trade agreement (FTA) on foreign direct investment (FDI) flows into the ASEAN countries was analyzed. Research design, data, and methodology - utilizing macro-level panel data from 2001 to 2012, panel regression analysis was conducted with a model constructed based on the knowledge-capital model. Results - As for overall ASEAN countries, ASEAN FTA was positively effective to attract vertical FDI to this region, while horizontal FDI was dominant before ASEAN FTA. Meanwhile, for the diversified economy relevant to Singapore, ASEAN FTA was not effective to attract FDI. For the ongoing industrialization economy relevant to Thailand, Malaysia, and the Philippines, ASEAN FTA was negatively effective to attract FDI; ASEAN FTA became a strong incentive to replace foreign investments with trade transactions for the horizontal firms, but an influence of market potentials after ASEAN FTA, which induces to third-country effects such as export platform FDI, has increased. For the incipient industrialization economy relevant to Indonesia, Vietnam, and Cambodia, ASEAN FTA was positively effective to attract vertical FDI. Conclusions - The effectiveness of FTA on FDI inflows varied considerably by the industrialization development stages of host countries.

AHP 분석기법을 활용한 ASEAN 도로망 투자우선순위 분석 (Prioritization of ASEAN Highway Development Using ANalytic Hierarchy Process)

  • ASEAN(Association of South East Asian Nations, 동남아시아국가연합체)은 회원국인 라오스, 말레이시아, 미얀마, 베트남, 브루나이, 싱가포르, 인도네시아, 캄보디아, 태국, 필리핀을 연결하여 영내의 경제적 교류 및 이해를 증진시키려는 목적으로 최근 ASEAN 도로망 사업을 추진하기로 결정하였다. ASEAN 도로망은 총 연장 37.193km, 23개 노선으로 구성된다. 이 가운데 5,481km 구간은 아직 도로가 없거나 차량소통이 불가능한 상태 (단절구간 및 도로 등급 3등급 미만)에 있다. 따라서 ASEAN 도로망이 제기능을 수행하기 위해서는 이들 구간을 개발하는 것이 무엇보다 시급하다. 본 연구에서는 계층분석법(Analytic Hierarchy Process)을 이용하여 이들 도로구간에 대한 사업우선순위를 결정하였다. 특히, 대상도로구간이 여러 도로축(또는 도로 그룹)에 산발적으로 위치한 점을 고려하여 도로축의 중요도를 반영한 개별도로구간의 우선순위결정 방법론을 제시하였다. 또한 단위가 서로 다른 평가항목을 모두 같은 척도로 비교할 수 있는 방안을 제시하고 있다. 본 연구는 분석대상 도로구간이 여러 국가 혹은 지역에 산재되어 있어 전통적인 편익-비용 분석을 수행하기에는 비용과 시간측면에서 곤란한 상황에서 간편하고 합리적인 도로 우선순위결정 방법론을 제시한 측면에서 의의가 있다.

ASEAN 주요국의 해운 물류 기업 설립을 위한 제도분석에 관한 연구 (A study on institutional analysis for the establishment of shipping and logistics companies in major ASEAN countries)

  • ASEAN은 BRICs에 이어 차세대 시장으로 부상하고 있다. 우리나라에 있어서도 ASEAN은 제2의 교역 파트너이자 세 번째 해외투자 대상으로서, 중요한 경제협력 파트너이다. ASEAN은 앞으로의 미래 투자지역으로 많은 기업에게 매력적인 사업지로 주목받고 있다. 이에 따라, 한국 정부는 ASEAN과 협력관계를 발전시켜나가기 위해 "신(新) 남방 정책"을 강력하게 추진하여 상호 관계를 강화하고 있다. ASEAN이 최근 해운물류 개발의 중심지역으로 떠오르면서 주변국들 또한 ASEAN 지역의 국가들에 대한 해운 물류 분야의 개발협력과 지원을 집중적으로 하게 되었다. 우리나라 기업 또한 신남방 지역으로의 진출에 적극적이고 이러한 진출을 정부가 지원하고 있다. ASEAN 국가에 진출하기 위해서는 진출 대상국에 대한 투자 및 유치 제도와 외국 법인에 대한 법적인 지원 범위 등을 파악하여야 사업 진입 및 진출 전략을 위한 해당 시장에 대해 정확히 반영할 수 있다. 이러한 해외 진출 리스크를 회피하기 위해서는 각 국의 해외 직접 투자 및 외국 법인 설립 등 현지에 맞는 사업 방법의 선정과 회사 설립 방법에 대한 기초적인 이해는 필수적이라 할 수 있다. 해양 ASEAN 국가에 진입하고자 하는 해운 물류 유관 기업들의 해외투자법 및 기업설립법의 이해를 도모하여 이러한 규정이 진입 장벽이 되지 않도록 하기 위해 제도를 분석하고, 해운 물류 기업의 해외 투자를 위한 방안을 제시하고자 한다.

From Southeast Asian Studies to ASEAN Studies: What's in a Name Change?

  • This paper is a preliminary attempt at making sense of the increasingly common use of the term ASEAN Studies as interchangeable with, or as replacement for the older and more established counterpart. It speculates on whether this development represents the beginning among local people of "owning" the region, as well as whether this forms part of the continuing effort to wrest the initiative or control of knowledge production in and about Southeast Asia.

R.O.K Minilateral Engagement with ASEAN: Assessment of BIMP-EAGA

  • The ASEAN and ROK have played a crucial role in fostering regional peace and economic development. Nevertheless, the recent strategic competition between the US and China has turned the region into a contested arena. The relationship faces challenges due to the ROK's growing alignment with the US, prompting a rising interest in minilateralism as an alternative collaboration model. This paper scrutinizes the impact of ROK's foreign policy behavior, with a focus on minilateralism as a preferred cooperation model with ASEAN. The study centers on BIMP-EAGA, investigating its effectiveness in sustaining collaboration amid geopolitical rivalry. The paper concludes that BIMP-EAGA, as a manifestation of minilateralism, serves as an alternative platform for ROK and ASEAN cooperation. However, the study reveals that the implementation of BIMP-EAGA falls short of expectations. This paper emphasizes the need for greater subregional focus and comprehensive coverage of BIMP-EAGA to truly reflect the shared interests of ASEAN member states.

아세안 2017년: 민주주의 위기와 아세안 규범 (ASEAN in 2017 : Democracy in Crisis and ASEAN Norms)

  • 2017년 창설 50주년을 맞은 아세안(ASEAN)은 제도적 보완과 기능적 협력을 강화하기 위해 일련의 선언과 행동 계획을 채택했다. 아세안의 '회합력'(convening power)이 아세안 중심성(centrality)과 회복력(resilience)을 촉진하고 있다. 반면 아세안 회원국의 민주주의 후퇴는 전통적 규범의 한계를 심화시키고 아세안의 이행력을 저하시킨다. 이 글은 아세안 주요 쟁점을 고찰하고 전망을 도출하고자 한다. 첫째, 아세안의 제도적 발전과 기능적 협력의 현황을 아세안 공동체 건설의 현황과 쟁점을 중심으로 살피고자 한다. 둘째, 아세안의 대외 관계를 중국, 미국, 한국과의 관계를 중심으로 살피고자 한다. 남중국해 이슈 및 중국의 경제적 영향력 확대는 아세안-중국관계의 복잡성을 심화시키고 있다. 트럼프 행정부의 대 동남아 정책 변화에 대응하기 위해서는 아세안의 단결이 필요하다. 한국의 신남방정책은 여러 제약에도 불구하고 양자 관계에 있어 전환점이 될 것으로 기대된다. 대외 환경의 변화 속에 아세안 단결과 중심성의 강화가 더욱 절실해지고 있다.
