Suggestion of User-Centered Climate Service Framework and Development of User Interface Platform for Climate Change Adaptation (기후변화 적응을 위한 사용자 중심의 기후서비스체계 제안 및 사용자인터페이스 플랫폼 개발)

  • There is an emphasis on the importance of adaptation against to climate change and related natural disasters. As a result, various climate information with different time-scale can be used for science-based climate change adaptation policy. From the aspects of Global Framework for Climate Services (GFCS), various time-scaled climate information in Korea is mainly produced by Korea Meteorological Administration (KMA) However, application of weather and climate information in different application sectors has been done individually in the fields of agriculture and water resources mostly based-on weather information. Furthermore, utilization of climate information including seasonal forecast and climate change projections are insufficient. Therefore, establishment of the Cooperation Center for Application of Weather and Climate Information is necessary as an institutional platform for the UIP (User Interface Platform) focusing on multi-model ensemble (MME) based climate service, seamless climate service, and climate service based on multidisciplinary approach. In addition, APCC Integrated Modeling Solution (AIMS) was developed as a technical platform for UIP focusing on user-centered downscaling of various time-scaled climate information, application of downscaled data into impact assessment modeling in various sectors, and finally producing information can be used in decision making procedures. AIMS is expected to be helpful for the increase of adaptation capacity against climate change in developing countries and Korea through the voluntary participation of producer and user groups within in the institutional and technical platform suggested.

  • Korea APEC ENGINEER Monitoring Committee had announced the Code of Ethics for APEC ENGINEER in Oct. 1999. Korea APEC ENGINEER REGISTER had included the ethical model of APEC ENGINEER as required essential subject to be lectured for continuing professional development. The code of ethic is necessary for the benefit of the engineers themselves. The code of ethic is necessary for the benefit of the engineers themselves. The comparison between Korean code of ethics and Australian code of ethics shows that Australian gives more points to the Engineer's role to protect the safety of the public. Korea has too many laws regulating the engineers'practice, which can be handled by the cede of ethics. From now on, we, engineers should pay more attentions to the code of engineer's ethics and establish new and best model of ethics by enough discussion.

  • 지구온난화는 특정지역에서 폭우, 폭설 등 기상이변으로 나타나고 있다. 이러한 기상이변을 해석하기 위해서는 미래기후시나리오 데이터를 기반으로 전 지구적인 종합적인 분석이 필요하다. 하지만, 지역별로 기후정보 데이터를 통합하고 사용 자기 필요로 하는 지역을 추출하기 위해서는 대용량의 데이터를 처리할 수 있는 시스템과 저장공간이 필요하다. 그리하여 본 연구에서는 아시아 태평양 지역의 기후자료를 기반으로 온도, 습도, 풍향 등 기후 및 응용분야에서 요구하는 정보를 제공하기 위한 인터페이스를 개발하였다.

The Ebb and Flow of Regional Integration Vision in Asia-Pacific: From a Lens of Leaders' Declarations over 30 Years

  • This paper examines how APEC has transformed itself into an international forum for the vision of regional integration. It aims to quantify the documentation produced by the international organization and provide quantifiable evidence that aligns with prior knowledge rather than relying solely on intuition. For this purpose, I use various text mining techniques to extract multi-dimensional features from the text of APEC Leaders' Declarations from 1993 to 2023. In terms of interest and expectations for APEC as a forum, it is found that members have experienced two major peaks and troughs over the last three decades. It is found that the change point coincides with the Asian financial crisis of 1997 and the tensions between the United States and China since 2017. To explore more various aspects of economic integration in the Asia-Pacific region, this study also considers how consistently APEC has been an international forum for addressing issues, which members are active, and how members have clustered based on their views of APEC.

Antibiotic resistance pattern of avian pathogenic Escherichia coli isolated from chickens (닭에서 분리된 조류 병원성 대장균의 항생제 내성 양상)

  • Avian pathogenic Escherichia coli (APEC) is an important bacterial pathogen of chickens and causes colibacillosis such as airsacculitis, perihepatitis, omphalitis, peritonitis, salpingitis, and pericarditis. As the transfer of antibiotic resistance from animal to humans can be possible, surveillance on antibiotic resistance of APEC is very important. A total 34 APEC isolates from diseased chickens during the period from 2007 to 2009 were obtained. The susceptibility of the isolates to 13 antibiotics was determined by disc diffusion assay. Resistance to erythromycin was found in 97.1% of APEC isolated, followed by resistance to tetracycline (85.3%), doxycycline (82.3%), ampicillin (73.5%), sulfisoxazole (67.6%), enrofloxacin (67.6%), ciprofloxacin (64.7%), norfloxacin (61.7%) trimethoprim/sulfamethoxazole (52.9%), gentamycin (26.5%), amoxicillin (8.8%), colistin (5.9%), and amikacin (2.9%). The blaTEM genes were detected in 25 (100%) of the 25 ampicillin-resistant APEC isolates. Among the 29 tetracycline-resistant APEC isolates, tetA and tetB genes were detected in 18 (62.1%) and 9 (31%) isolates, respectively. Twenty six (76.5%) isolates were multiresistant to at least 6 antibiotics and seven (20.1%) isolates were multiresistant to at least 10 antibiotics. This results indicated that multiple antibiotic-resistant APEC is widespread in chicken flocks in Korea.

Improved nodal equivalence with leakage-corrected cross sections and discontinuity factors for PWR depletion analysis

  • This paper introduces a new two-step procedure for PWR depletion analyses. This procedure adopts the albedo-corrected parameterized equivalence constants (APEC) method to correct the lattice-based raw cross sections (XSs) and discontinuity factors (DFs) by accounting for neutron leakage. The intrinsic limitations of the conventional two-step methods are discussed by analyzing a 2-dimensional SMR with the commercial DeCART2D/MASTER code system. For a full-scope development of the APEC correction, the MASTER nodal code was modified so that the group constants can be corrected in the middle of a microscopic core depletion. The basic APEC methodology is described and color-set problems are defined to determine the APEC functions for burnup-dependent XS and DF corrections. Then the new two-step method was applied to depletion analyses of the SMR without thermal feedback, and its validity was evaluated in terms of being able to predict accurately the reactor eigenvalue and nodal power profile. In addition, four variants of the original SMR core were also analyzed for a further evaluation of the APEC-assisted depletion. In this work, several combinations of the burnup-dependent and -independent XS and DF corrections were also considered. The results show that the APEC method could enhance the nodal equivalence significantly with inexpensive additional costs.

The Activities of APEC to Reinforce the Cooperation and the Competence of Food Safety Management in Asia Pacific Region (아태지역 식품안전관리 협력과 역량강화를 위한 APEC의 활동)

  • Persistent accidents related to food safety and expanded international trades have urged the world to be aware of the gravity of the accidents. Accordingly many countries have tried to come up with various laws, regulations, measures, support networks and educational programs for the agenda, particularly focusing on harmonizing food safety technologies among nations and fostering professionals. Also, APEC newly organized Food Safety Cooperation Forum (FSCF) in 2007 to exert multi-dimensional efforts to improve food safety for Asia Pacific nations. Up to now, 35 activities have been promoted since 2007 and additional 20 activities are waiting for their turns for action on the list of APEC project agenda. FSCF has the objective that it helps the stakeholders in food supply chain develop their own competence in that area, thus increase international trade among nations and maintain the globe healthy by applying the highest standards and best practices for the management of food safety ranging from production to consumption. To achieve this strategic objective, APEC subsequently formed Partnership Training Institute Network (PTIN) to build up the multilateral networks of specialists from governmental agencies engaging in food safety management, industries, academia and international organizations in Asia-Pacific region. This attempt made it possible for the world to exchange their scientific and technological information concerning food safety and strengthen related education and training. Today, international cooperation is essential for food safety management. Therefore, we need to participate actively in the activities of APEC FSCF to contribute to improving food safety technologies for the member countries of APEC. We also need to connect the domestic support programs with theirs.
