An Agent-based Model for an Act of Expression or Silence : Focused on College Students' Behavior in Class (행위자 기반의 의견 표출 행동 모형 : 대학 수업을 중심으로)

  • This paper explores a way to solve students' silence problem in the class by studying dynamic behaviors in the class. In order to build a behavioral model, several factors affecting the students' behavior were extracted by literature review and by performing a survey to the students. The paper also implemented the model into an agent-based computer model for simulation. The simulation result showed that the behavior of an individual depends on the neighboring students. The more students are expressing their opinion, and then the better motivation one can get to express an opinion. Other observations are that supportive atmosphere considerably reduces the silent ratio, and even the majority of silence phenomenon appears at critical atmosphere.

Missing Children Policy in Korea: A Legislative Model for Korean Code Adam Alert (한국형 코드아담제도 도입을 위한 입법모델 연구)

  • In 2003, the US Congress enacted the Code Adam Act of 2003. The Act was so-named in memory of six-year-old Adam Walsh, who was abducted from a Sears department store in Florida and was later found murdered in 1981. According to the Act, the designated authority for a public building must establish procedures for locating a child missing in a federal facility in the USA. In this context, the study basically aims to propose a legislative model for a missing children policy in Korean multi-use facilities, critically analyzing the US Code Adam Act. Unlike the Act, the proposed Korean bill requires all multi-use facilities beyond a certain size, including private buildings, to arrange a feasible missing child procedure on their own premises. The bill can impose an administrative fine on facilities which don't have the procedure in place, and further can make the list of the facilities known to the public. In order to encourage voluntary participation from the private sector, the bill finally suggests the Voluntary Certification Scheme through which participating business can take advantage of the certification logo commercially.

An Overview of the Vietnam Commercial Arbitration Law in 2011 (2011년 베트남 상사중재법에 관한 소고)

  • Vietnam has become an attractive destination for foreign investors, but confidence in the country's legal system to resolve commercial disputes remains low. Reasons include the lack of an independent judiciary, the lack of published court decisions, and a tendency to criminalize civil disputes, among others. As such, arbitration has become a preferred alternative to litigation. On June 17, 2010, the National Assembly of Vietnam passed a new act on commercial arbitration replacing the July 1, 2003 ordinance on commercial arbitration. The new act will take effect on January 1, 2011, and it is widely expected by the Vietnamese legal profession and lawmakers will create a favorable legal framework for the expansion of the arbitration service market in Vietnam. The new act is inspired by the UNCITRAL Model Arbitration Law of 1985 as are most new arbitration laws throughout the world. As opposed to the 2003 ordinance, the 2010 Act allows parties to request interim relief from the arbitrators. Also the new act eliminates the mandate that arbitrators be Vietnamese. The law has addressed the ordinance's shortcomings and reflects international standards. Commercial arbitration law is an important milestone in the improvement process of the laws on commercial arbitration in Vietnam. However, it is still too soon to affirm anything definitely because there remain many obstacles to the activation of arbitration. Rule of law and business cultural factors are important. The leading arbitral institution, VIAC, which is attached to the Vietnam Chamber of Commerce and Industry, is expected to play an important role for boosting the competitiveness of Vietnamese arbitration as an avenue to dispute settlement.

  • This study explores legislation process of Disability Discrimination Act in S. Korea focusing on social exclusion and participation through social action approach. I can find a thing in common in that both of disability and social exclusion are concerned with the relationship between majority and minority. Therefore we need to lay emphasis on the social model of disability to overcome social exclusion. When we explore the legislation process of Disability Discrimination Act, we recognize that the legislation is mainly due to a great deal of effort of the disabled, especially the Disability Discrimination Act Solidarity of Korea. So researchers need to focus on the social action approach to overcome social exclusion. In addition social workers have to analyze the macrosystem as well as microsystem to overcome the social exclusion of the disabled. Besides the course of macro practice should include the community organization skills focused on the social action approach.

  • In this study, we investigated how to protect personal healthcare information when constructing OMOP (Observational Medical Outcomes Partnership) CDM (Common Data Model). There are two proposed methods; to restrict data corresponding to HIPAA (Health Insurance Portability and Accountability Act) PHI (Protected Health Information) to be extracted to CDM or to disable identification of it. While processing sensitive information is restricted by Korean Personal Information Protection Act and medical law, there is no clear regulation about what is regarded as sensitive information. Therefore, it was difficult to select the sensitive information for protecting personal healthcare information. In order to solve this problem, we defined HIPAA PHI as restriction criterion of Article 23 of the Personal Information Protection Act and maps data corresponding to CDM data. Through this study, we expected that it will contribute to the spread of CDM construction in Korea as providing solutions to the problem of protection of personal healthcare information generated during CDM construction.

  • Smart grid is a network of computers and power infrastructure that monitor and manage energy usage efficiently. Recently, the smart grid demonstration projects around the world, including the United States, Europe, Japan, and the technology being developed. The protection of the many components of the grid against cyber-threats has always been critical, but the recent Smart grid has been threatened by a variety of cyber and physical attacks. We model and analyze advanced metering infrastructure(AMI) in smart grid. Using attack countermeasure tree(ACT) we show qualitative and probabilistic security analysis of AMI. We implement using SHARPE(Symbolic Hierarchical Automated Reliability and Performance Evaluator) tool and calculate probability, ROA, ROI, Structure Importance, Birnbaum Importance.

A Survey of the Model Nutrition Services in Community Health Centers (보건소 시범영양사업 실태조사)

  • The Korean government enacted the National Health Promotion Act in January, 1995 and proclaimed its regulations and rules in September 1995, which became the basis of the national health policy. The health promotion programs consist of education for health, prevention of diseases, improvement of nutrition, and practice of healthy life style as defined in that Act. The Community Health Act was amended in 1995, which included implementing nutrition services in community health centers. The purpose of this report is to summerize the nutrition services conducted in 32 community health centers. the main nutritional activities were as follows : 1) nutritional guidance by counseling and education for pregnant or lactating women, infants, preschool children, and those with chronic diseases, 2) collection, analysis, and interpretation of data collected from the community, on background conditions and target population for the assessment of community needs, 3) evaluation of nutritional status of population in the community 4) nutritional guidance for mass feeding in different institution including schools and welfare institutions. In order to meet the government's expectations and desires, the community health centers have made continuous efforts to put nutritional activities into practice in the community. However, there are constraints, such as relative staff shortages, lack of funds, and information which hampers the nutritional activities.

Development of Risk Assessment by Ergonomics for Conscious Reform : Focused on the Semiconductor Industry (의식개혁을 위해 인간공학에 의한 위험성 평가 기법 개발 : 반도체 산업을 중심으로)

  • The unsafe act and unsafe condition is due to human error that experience 80% of safety accidents. Accordingly, one of the most important issues to reduce industrial accidents as a whole, is how to reduce the accident rate by the human error. Therefore, this paper describes the development of quantitative risk assessment (QRA) model by ergonomics for reform of safety consciousness on the semiconductor industry. Unconsciousness, disregard, ignorance, recklessness, and stress among the human factors are selected for conscious reform. Finally, the QRA model is efficiently expected to contribute towards improving continuous self-safety and health and safety culture campaign in order to prevent industrial accidents.

A Study on the Organizational System and Management Strategies of Healthy Families Center (건강가정지원센터의 조직과 운영방안)

  • This study was conducted to develop and propose a model for an organizational system and management strategies for Healthy Families Centers. As baseline research, the organization of comparable institutions such as the Social Welfare Center, Women's Development Center, Elderly Welfare Center, Child Welfare Center, and Childcare Information Center was analyzed. Based on the results of baseline research and the draft version of Healthy Families Act, this study proposed a management model for Healthy Families Centers. This proposed model suggests the city, county, and district level centers to be organized with three divisions: 1. family counseling team, 2. family education team, and 3. family life team. Concrete assignments for the teams are also proposed. Finally, a networking system for more effective management of the healthy families centers was also proposed.

The Study for Making of Landscape Simulation Model for Landscape Design Review (경관심의를 위한 경관시뮬레이션 모형 작성 기법에 관한 연구)

  • After Landscape Act was enacted, as awareness of landscape has increased and the need of expanding targets of landscape design review and improving landscape examination in terms of quality, this study aims to describe a technique of creating three dimensional landscape simulation model which is used for landscape design review. For this, the author of this study conducted analysis in terms of function and use of programs and compatibility with programs to find a way of creating models with the most efficient and optimum process. For creation of landscape simulation models, initial creation is important but in case that changes occur by operator changing or discussing development plans, rapid correction and change are needed. Therefore, this study described how to build more accrurate and efficient simulation at initial review and how to create a landscape simulation model for rapid response to changed plans during reconsideration.
