Development of Integrated Planning Simulation Model for Supporting Rural Village Planning (농촌마을계획 지원을 위한 통합계획모의모형의 개발)

  • This study aims to integrate the simulation models for rural settlement planning (SimRusep) in the district level (Myon) area of rural counties. The SimRusep, which has two modules of key villages selection and spatial planning for the selected villages, consists of four sub-models such as the spatial location-allocation model of center villages (SLAMCV), the potential centrality evaluation model (PCEM), the land use planning model (LUPM), and the 3-dimensional spatial planning modeller (3DSPLAM). Basically, map data of the integrated system which can be operated on the UNIX environment is inputted and treated using GIS (ARC/INFO) and then its village planning results is graphically presented on the AutoCAD. In order to verify the practical applicabilities of the SimRusep, an administrative area, Ucheon-myun, HoengSung-gun, KangWon-do, was selected as a case study area. It was well operated in the strategic application trials considering application of each sub-model in the study area. The operation results of the SimRusep showed the possibilities of realtime simulation from the selection of key village to its final stereoscopic presentation of planned results. Alternative village plan proposals can be swiftly drafted, which means very practical support for decision making process and public participation.

A Study on Optimal Planning of Sustainable Rural Road Path based on Infrastructure for Green-Tourism and Public Service (그린투어리즘 및 공공서비스 기반의 지속가능한 농촌도로노선의 최적계획에 관한 연구)

  • The purpose of this study is to develop a simulation model of rural road path for infrastructure of green-tourism and public service in rural areas. This study makes an objective function for moving cost minimization considering car travel time according to road characteristics, which can route the optimal shortest road paths between the center places and all rear villages, based on GIS coverages of road-village network for connecting between center places and rural villages as input data of the model. In order to verify the model algorithm, a homogeneous hexagonal network, assuming distribution of villages with same population density and equal distance between neighborhood villages on a level plane area, was tested to simulate the optimal paths between the selected center nodes and the other rear nodes, so that the test showed reasonable shortest paths and road intensity defined in this study. The model was also applied to the actual rural area, Ucheon-myun, which is located on Hoengsung-gun, Kangwon-do, with 72 rural villages, a center village (Uhang, 1st center place) in the area, a county conte. (Hoengsung-eup, 2nd center place), and a city (Wonju, 3rd center place), as upper settlement system. The three kinds of conte. place, Uhang, Hoengsung-eup, and Wonju, were considered as center places of three scenarios to simulate the optimal shortest paths between the centers and rural villages, respectively. The simulation results on the road-village network with road information about pavement and width of road show that several spans having high intensity of road are more important that the others, while some road spans have low intensity of road.

An Analysis of Korean Regional Agricultural and Agri-Manufacturing Clusters Using Multi-Regional Input-Output Model (우리나라의 권역별 농산업 클러스터 분석: 6개 권역간 산업연관모형희 적용)

  • The aim of this paper is to identify Korean agricultural and agri-manufacturing cluster using a multi-regional input-output model. This paper derives a representative set of five agricultural and agri-manufacturing clusters in Korea in terms of spatial and industrial interdependency. The results show that agriculture and agri-manufacturing clusters agglomerated in Seoul Metropolitan Area and Chungcheong Area are linked both production and manufacture functions, whereas Gangwon Area is more focused on production and Jeolla Area is more concentrated on manufacture.

A Study on the Influx of Population by Rural Tourism in Rural Village (농촌마을의 농촌관광 시행에 따른 인구유입효과에 관한 연구)

  • Settlement problems in rural area are gradually becoming more intense due to decreasing agricultural income led by market globalization. Rural tourism is considered as one of alternatives for complementing agricultural income. In this study, we analyzed the relation of rural development project and the influx of population on green tourism villages. Results show that the influx of population in rural area is related with project cost, tourism income, visiting numbers, and ratio of labor population. With these results, we modified rural population model for estimating future rural population. Adapted result to Buraemi village by modified model showed that estimation error can be decreased from 7.23% to 0.95%.

Development of an Annual Expenditure Assessment Model for Amenity-oriented Policy-making in Rural Areas (어메니티 지향적 지방행정을 위한 정책평가모델의 개발)

  • According to the growing concerns of the public with efficiency and effects of regional policies, their assessment works have become an important issue. Up to now, several studies have been carried out on economic effects of policies using conventional cost/benefit analysis, while there have been few studies on assessment of amenity oriented policies. From the above consideration, this study tried to develop An Annual Expenditure Assessment Model (AEAM) for amenity-oriented policy-making in rural area. As a pre-work for model development, the hierarchical indices system for rural development and the classification system of expenditure were designed. Being based on high significant relationship between rural amenities and local government expenditure, a linear optimization model for maximization of regional amenity was constructed. Through a case study of Sunchang-gun, Chonbuk-province, the model applicability was ascertained.

Landscape Design for the Rural Village - A Case Study of Naegokri, Yeohang-myeon, Haman-gun - (조경식재를 통한 농촌마을 경관조성에 관한 연구 - 함안군 여항면 내곡리를 사례로 -)

  • The landscape commonly refers to the appearance of the land, including its shape, texture, and colours. Among many factors contributing to the landscape, tree and plants factors playa significant role in rural landscape as a colours. Therefore the rural traditional theme village where had been designated under the rural traditional theme village since 2007 in Naegok-ri, Eohang-myeon, Haman-gun has planned to design the tree plant planning for creating a unique rural landscape. The landscape proposal for the new Rural Village in Naegokri, Yeohang-myeon, Haman-gun suggests three main strategies; 1) The riverside area and reservoir area adjoined forest was required to be prepared to offer organization waterside landscape and forest landscape through landscape planting and selecting trees i.e. able to reflect sense of the season that promote high quality values of landscape area in rural. 2) The area adjoined stable was required to strengthen the screen planting and buffer planting with multiple plant layer structure and trees of branches and leaves closeness, shrubs of beauty flowers in order to improve disamenity landscape and odours. 3) The rural traditional theme village adjoined entrance was required to open space such as multipurpose garden, specialized or themed garden which include Landmark factors and prepared to the space with the various theme and visual diversity in order to take charge of function as landmark characteristic in Naegok-ri, Eohang-myeon, Haman-gun, and so on. In conclusion, this winning principal purpose of this study is applied to basic tree plant model for sustainable rural landscape creation in rural areas by selecting beautiful landscape plants and the tree plant planning.

Simulation of Urban Expansion Causing Farmland Loss and Sprawl Phenomena with Cellular Automata Technology

  • A spatial simulation model for rural and urban sprawl phenomena was developed with GIS and cellular automata techniques. The model finds out built-up areas invading toward rural areas required for development of existing urban area. Probability of land use change for optimizing the development area was determined using a land suitability analysis method interfaced with GIS methods, based on several criteria in terms of geographic and accessibility factors such as slope of land and distance from city center. Weighting values of the criteria were quantified by an analytic hierarchy process method. For model applicability test, the parameters of criteria were calibrated based on the changes in time series land use data of the test city for 1986, 1996, and 2000, which were classified by remote sensing techniques. Simulated and observed areas in land use maps for city shape of 1996 showed good similarities with each other through a morphology verification method. The model enabled us to evaluate the spatial expansion phenomena of cities considering boundary conditions, and also to simulate land use planning for rural areas in urban fringe.

Specialization Strategy for Regional Agriculture Based on the Relationship between Development on Specialized Crops and Impact of Climate Change -Focused on Orchard Crops- (특화작목과 기후변화 간 영향 분석을 통한 지역농업 활성화 전략 연구 -과수를 중심으로-)

  • The purpose of the present study is to construct a rural development strategy from the nexus between spatial changes in specialized crops and suitable cultivation area of the crops. This paper pays particular attention to identify product life cycle of specialized crops in rural areas and estimate the impact of climate change on alterations in spatial distribution of the crops. In order to do so, first of all, this study applies multi-level model (Random coefficient model) to estimate the regional coefficient of five orchard crops. It utilizes the data 1995 to 2010 Korea Agricultural Census. Futhermore, it also adopts overlay analysis by ArcGIS to identify the development path of the crops and the relationship with climate change. Based on the results, it suggests a mechanism activating regional agriculture. The findings propose re-searching and relocating specialized regions of the crops. Especially, it proves each rural area can drive the new agricultural strategy to strengthen regional agriculture by estimating the relationship between development of specialized crops and suitable cultivation areas. For instance, shifting specialized crops in particular regions and enriching genetic or species varieties can be primary measures and it will contribute to improve the reliable base for income sources in the rural communities. This paper also offers specific policy implications regarding rural development plans in response to crops' life cycle and climate changes.

The Change and Regional Disparity of Elderly Housing Conditions in Rural Areas, 1995~2005 (최저주거기준으로 측정한 농촌지역 고령자의 주거수준 변화와 지역간 격차, 1995~2005)

  • As people get aged, we need to pay more attention to the elderly living condition with respect to welfare policy. The present study focuses on housing condition of elderly people living in rural area, and analyzes its determinants, periodical difference, and regional disparities, incorporating an index of minimum housing standard. This study applies multi-level logit model that has a strong statistical advantage that can take random aspects of household and regional context into account. We found that married couple household, presence of economically-active family members, higher education, specialized profession, migration and higher level of land price tend to lower the probability of residing in substandard housings. We also found that housing conditions for elderly people prove to be different by regions and it is particularly noticeable in mountainous rural areas in Gyeongsangnam-do and Gyeongsangbuk-do with the poorest elderly housing conditions. Results also implies that housing welfare policies should be implemented differently considering the target groups based on regional differences. We conclude with some additional policy implications for the elderly living in rural areas.

Analysis of the Regional Dependency Using the O-D Matrix of Commuters (통근 자료를 이용한 시군구 단위 지역종속성 분석 -수도권 및 충청권역을 대상으로-)

  • Development of transportation and communication technology has affected our daily life and has caused to separate residential places from working places. Particularly in rural areas, the life zones are incorporated into larger towns or urban areas due to their lack of cultural, social and economic infrastructures. Thus, the analysis of the depended region and the life zone is important for the planning of regional revitalization programs and related project. The purpose of this study is to propose a regional dependency model (RDM) using the origin-destination(O-D) matrix of commuters and compare it with the Nystuen & Dacey model for regional correlation. The regional characteristics are analysed and our RDM were tested using the commuting data on Seoul metropolitan area(Seoul, Gyeong-gi, Incheon) and Chungchung area. The regional correlation model can only explain the determination of regional interaction without considering the direction of regional correlation but our model can show the direction of regional dependencies.
