A Contribution Analysis of the Increase in 1-2 Person Families on the Income Inequality and the Income Gap (1-2인 가구증가의 소득불평등도와 소득격차에 대한 기여도 분석)

  • This paper examines trends of the income inequality index and the income quintile share ratios, using the Household Survey released by Statistics Korea. We discuss their respective effects on total income inequality and the income disparity, as a contribution concept defined in this paper for 1990-2014 periods. Main findings are as follows. First, the contribution of 2-person families to total inequality with the current income or the disposable income becomes bigger, and growth rates have been above 10% since 2003. Second, the contribution of 1-person families to income inequality is greater than that of 2-person families. Policy implication is such that the government had better investigate the 1 or 2 person families in-depth to set up the policy measures for weakening the income inequality.

Diagnosing Regional Imbalances and Implications for Balanced Development: A Case Study of Sejong City (지역내 불균형 진단과 균형발전에 대한 함의: 세종시를 중심으로)

  • This study examines the concept of balanced development by tracking the levels and patterns of regional balance within Sejong City. It explores how the notion of balanced development has evolved in South Korea, reviews its interpretation in key international contexts, and develops indicators to diagnose and analyse regional imbalances in Sejong City. At the city's inception in 2012, the indicators were concentrated in Type 1 (balanced with favourable conditions of inequality and polarization), reflecting an overall state of balance. However, by 2019, the indicators exhibited a gradual upward trend with noticeable disparities, indicating a shift toward an imbalanced state characterised by inequality and polarization. By 2023, the indicators revealed a steep upward trajectory, suggesting the persistence of imbalances, though with a partial alleviation of polarization. The findings highlight two key implications: 1. The interpretation of regional balance and imbalance must account for historical and contextual shifts reflected in indicator analyses. 2. There is a pressing need to establish a localised framework for balanced development tailored to regional characteristics.

Basic Income models and its Effect on Income Redistribution. (기본소득 모델들의 소득재분배 효과 비교분석)

  • This study simulates the effects of basic income on income redistribution in Korea, and compares the redistribution effects of basic income models with the effect of the current welfare system. Using the Korea Welfare Panel Study(2008), absolute/relative poverty rate, poverty gap ratio, gini coefficients are measured. As a result of simulation, the basic income models reduced poverty more effectively than the current system. And among the three basic income models, the basic income model combined with flat-rate tax reduced poverty more effectively. And the basic income model combined with progressive tax reduced inequality more effectively. The results of the study reported in this paper confirm the paradox of redistribution which suggest that the effect of universal welfare program on redistribution is the most noticeable.
