Voice over Internet Protocol calls using administrative agency to build a national information and communication service, 'C' group, providers, the KT, SK Broadband, LG U+, Samsung SDS, as there are four operators. To prepare for an attack on Voice over Internet Protocol for administrative agency, security is a need for research to support the model. In this paper, the Internet telephone business of Administrative Agency to investigate and analyze the specific security measures to respond. Should set priorities around confidentiality about five security threats from NIS to Study of Voice over Internet Protocol Security Response Model for Administrative Agency. (1) Illegal wiretapping, (2) call interception, (3) service misuse, (4) denial of service attacks, (5) spam attacks, write about and analyze attack scenarios. In this paper, an analysis of protection by security threats and security breaches through a step-by-step system to address the research study is a step-by-step development of the corresponding model.

"정보시스템의 효율적인 도입 및 운영 등에 관한 법률"이 제정된 이래 다수의 공공기관에서 개별적으로 범정부 ITA 체계를 기반으로 ITA 구축 사업이 활발하게 진행되고 있다. 공공기관, 특히 중앙행정기관의 경우 산하기관이 존재하는 특성으로 인해 ITA 구축 추진시 필연적으로 아키텍처 정보 구축 범위 및 대상 선정에 대한 문제와 산하기관의 아키텍처 정보와의 연계 및 통합이라는 문제에 직면하게 된다. 그러나 현재의 범정부 ITA 체계는 이에 대한 충분한 가이드를 제시하고 있지 못한 실정이다. 또한 산하기관들의 개별적인 사업 추진, ITA 구축의 목표의식 부재, ITA 기반의 IT 거버넌스 청사진 부재, ITA 연계 및 통합을 위한 컨트롤 타워(Control Tower)의 부재 등의 문제는, 각 기관의 정보자원 및 업무의 연계라는 ITA의 목적을 달성을 어렵게 하고 있다. 이에 국가정보화를 관장하는 행정안전부는 향후 3단계에 걸쳐 개별기관이 아닌 중앙행정기관과 산하기관을 아우르는 범정부 차원의 정보화 기본설계도(국가 EA)를 정립하고 개별 기관에 산재된 중복 유사 정보시스템을 연계 통합하기 위한 기준을 마련할 계획이다. 본 연구에서는 '07년 말부터 4개월간 진행된 보건복지가족부 ITA 구축 사례를 기반으로 아키텍처 정보 구축대상 및 범위를 결정하기 위한 분석 방안을 제시하고, ITA 연계 절차 및 모델을 제시하였다. 이는 향후 범정부 차원의 정보화 기본설계도 수립에 많은 시사점을 제공할 것으로 사료된다.

The purpose of this study is to investigate the information-seeking procedure of surveillants against public sector organizations in Korea. The surveillants used accountability mechanisms such as National Assembly Inspection and information disclosure to find out information they wanted. Examples of such group include social activists, professional supervisors, aides of the National Assembly congressman and the press members. Using data collected by in-depth interviews and participative observations, we studied their information seeking behaviors and factors that affect the procedure. Based on the Grounded Theory approach, we first generated 56 concepts, 17 categories and 6 super-categories about the participants' feeling, experiences and perception related to their information seeking. Then we developed a factor model among those generated concepts. The main contributions of this study are a) the results provide a useful guidance for the public information seekers b) we draw the requirements for enhancing public sector organizations' information management systems.

This paper was attempted to identify the convergent factors related to the state anxiety of Female Administrative Staff in Medical Institutions(FASMI). For randomly selected 226 FASMI at 27 medical institutions in J region, from July 4, 2018 to July 25, 2018, we conducted an anonymous self-administered questionnaires. As a result of hierarchical multiple regression analysis, the state anxiety of respondents turned out to be significantly higher in following groups: a group in which subjective happiness is lower, a group in which cynicism, sub-areas of job burnout are higher, a group in which psychosocial stress is higher, the explanatory power of them was 57.3%. In conclusion, in order to lower the state anxiety of FASMI, it is necessary to increase subjective happiness, lower cynicism, which is a sub-area of job burnout, and to lower psychosocial stress. These results could be used in hospital job management and mental health education to lower the level of state anxiety in FASMI. Future research needs to develop and interpret a structural equation model that affects the state anxiety of FASMI.

2000년대에 들어오면서 전자정부 구현의 일환으로 중앙부처를 중심으로 전자문서관리시스템의 사용이 의무화되었다. 2004년 '공공기관의 기록물관리에 관한 법률'에서 공공기관으로 규정된 국내의 모든 기관에서 전자문서시스템을 사용하기 시작하였고, 다가오는 2005년부터 자료관시스템의 도입이 의무화됨에 따라 국내의 공공기관에서 전자문서관리시스템의 사용은 더욱 확산될 전망이다 본 연구에서는 자료관시스템의 효율적인 도입 및 운영에 대한 구체적인 방안을 제시하기 위하여 먼저 미국, 영국, 캐나다, 호주, 일본 등의 국가에서 이미 시행되고 있는 관련 시스템과 2003년 8원 정부기록보존소에서 제시한 '행정기관의 자료관시스템 규격'및 이를 근거로 하여 행정자치부로부터 인증 받은17개의 자료관시스템에 대해 살펴보았다. 또한 인증 받은 시스템을 도입하여 사용 중에 있는 4 군데의 시범 기관의 운영 사례를 시스템 자체의 문제점, 운영상의 문제점, 관리상의 문재점 등에 초점을 맞추어 살펴봄으로써 현행 자료관시스템 규격의 개선점 및 자료관시스템 운영에 있어서의 필수적인요건을 제시하였다.

일본 문화청 소속의 정부조직이었던 나라국립문화재연구소가 국가조직의 행정개혁에 따라 현재의 독립행정법인 나라문화재연구소로 변혁하면서 나타나고 있는 여러가지 상황에 대해서 살펴보고자 한다. 나분켄은 동아시아에서도 잘 알려진 국보 호류지금당벽화의 소실이 문화재 분야의 큰 문제로 부각되면서 종합적이고 학술적인 문화재의 연구 보호 종합기관의 설립 필요성에 의해 만들어진 기관이었다. 연구분야에서 보면 초기에는 역사, 건축, 미술공예, 정원, 유적 등 다양한 분야에서 출발했으나 나라지역의 헤이조큐 유적보존 문제가 주요 이슈로 떠오르면서 매장문화재의 발굴 중심으로 그 역할이 강화되는 변화를 겪에 되었다. 그러나 선사고고학이 아닌 역사고고학이 중심이었기 때문에 건축사나 정원사, 보존과학 등 서로 다른 학문이 융합하여 연구할 수 있는 강점이 강화되어 설립목적은 견지하면서 변모하였다. 독립행정법인으로의 변화는 1999년의 제145차 통상국회에서 "독립행정법인통칙법"이 성립되면서 부터였다. 독립행정법인의 취지는 독립 운영하는 쪽이 효율적인 부분을 분리시켜 법인격을 가진 기관으로 바꾸면서 운영교부금을 주무관청으로부터 받아 사용처를 독자적 재량에 맡기면서 이윤을 올릴 수도 있게 한 것이다. 또한 조직과 인사의 자율성을 보장받는 장점도 있으나 평가시스템이 되입되는 정신적 부담도 공존하게 된다. 즉, 민간 방법의 도입에 따라 국가의 부담을 경감하고자하는 의미가 내재되어있다. 나분켄의 독립행정법인화는 동시에 도쿄문화재연구소의 통합을 수반하게 되었다. 도분켄은 원래 미술공예품을 중심으로한 동산문화재 연구와 보존과학부분에 충실한 조직이었으므로 부동산문화재 중심의 나분켄과 통합에 우려의 목소리가 있었다. 그러나 불행중 다행으로 다카마쓰즈카 고분벽화의 열화문제와 키토라 고분 벽화의 보존문제로 인하여 전무후무한 협업연구가 진행되고 양 연구소의 역량을 결집할 수 있는 계기가 되었다. 결론적으로 말하자면, 독립행정법인화는 매년 예산을 중기계획이나 연도계획과 정합성을 유지하면서 독자적인 판단을 통해 편성하는 등 극히 유연한 대응이 가능하다는 장점을 가지고 있는 반면, 문화재 보존을 위한 연구라는 공공적인 목적을 가진 조직이 정부의 의도대로 독자적으로 이윤을 올리는 사업을 확립하여 국가의 부담을 경감하는 방향으로 나아갈 수 있는가라는 부분에서는 의심할 여지가 남아 있다.

The purpose of this study is to analyze an effect for the resident satisfaction and quality of life against public administrative service to provide for community residents by the rural-urban consolidation community in the case of 3 cities (Sunchon, Gwangyang, Naju) that have consolidated since January 1995 and Yeosu city that has consolidated in March 1998. This study attempted to empirical survey and analyzed 270 number of 4 cities residents samples in Jeollanamdo through SPSSWIN. As a result of this factor analysis, equality of public administrative service, counterplan of residents, efficiency and access of administrative organ are showed as factors are associated with the satisfying degree of public administrative services for community residents.

본 연구는 조직관리자의 조직 내부 및 외부관리 노력과 관리경력 등 관리자의 개인적 특성이 조직구성원의 직무만족에 미치는 영향에 관한 실증적 분석을 실시한다. 층화군집추출로 표집된 한국의 150개 중학교에 대해 3년간 학교, 교장 및 교사 조사를 통해 얻어진 다중원천 자료에 근거하여 위계적 선형모형(HLM)분석을 실시한 결과, 조직관리자인 교장의 관리경력 등 개인적 특성과 함께 교장의 내부관리 노력과 상부기관 및 학부모 등 주요 이해관계자에 대한 의견수렴 등 외부관리 노력이 모두 교사들의 직무만족에 긍정적 영향을 미치고 있음을 발견하였다. 이러한 결과는 선행연구에서 제시하는 개인 및 조직수준 직무만족 설명변수들인 교사의 인구통계학적 특성, 직무동기, 자기효능감, 학교유형, 조직규모, 소재지역, 학교자원 등을 모두 통제한 상태에서 나타났다는 점에서 최근 공공관리 문헌에서 주목받고 있는 관리가 중요하다(management matters)는 주장의 한국적 맥락에서의 타당성을 지지하고 있다.
