Mit diesem $Schl{\ddot{u}}sselbegriff$ beleuchtet hier die Herausforderung des Verwaltungsrechts in der Zeitwende, wie die $Anpassungsf{\ddot{a}}higkeit$ und $Steuerungsf{\ddot{a}}higkeit$ des Rechts.

  • This study aims to analyze Next Production Revolution (NPR) technologies through evidence-based keyword network in order to cope with the change of production paradigm called the Fourth Industrial Revolution (4IR). For the analysis, a total of 441 papers related to NPR or 4IR were extracted and the NPR technology network was constructed based on the simultaneous appearance relationship of the author keywords of these papers. Based on the NPR technology network, we explored key technologies through analysis of centrality and keyword group. As a result, technologies such as 'digital twin' and 'modeling and simulation', discovering insights by connecting the virtual and physical world in real time and reflecting them into design and process, are analyzed as key technologies.

  • The 4th industrial revolution came deep into family life and changed the way of housework and care. The change in the family caused by the technological change of the 4th industrial revolution is remarkable in terms of socialization of housework. In this study, the socialization of housework, which is accelerating in the era of the 4th industrial revolution, was examined focusing on the change in the aspect of "household service" through the "platform". Since 2015, when technological changes in the 4th industrial revolution began to decline, related newspaper articles were extracted for daily and economic newspapers nationwide and analyzed big data. The results of big data analysis show that the platform economy using the 4th industrial revolution technology is rapidly spreading the socialization of housework not only at the business level but also at the public policy level. It has been confirmed that support for household services through the platform is growing into a new business area of companies, and at the public policy level, it is being treated as an important policy task in supporting work-family balance or responding to infectious diseases. This study is meaningful in that it provided an opportunity to reflect on the roles and tasks of the family, market, and state for housework and care in the future through changes in housework and care caused by the 4th industrial revolution technology.

  • The 4th industrial revolution refers to the next-generation industrial revolution led by information and communication technologies such as artificial intelligence (AI), Internet of Things (IoT), robot technology, drones, autonomous driving and virtual reality (VR) and it also has made a significant impact on the development of the advertising industry. However, the world is rapidly changing to a non-contact, non-face-to-face living environment to prevent the spread of COVID 19. Accordingly, the role of the 4th industrial revolution and advertising is changing. Therefore, in this study, text analysis was performed using Big Kinds to examine the 4th industrial revolution and changes in advertising before and after COVID 19. Comparisons were made between 2019 before COVID 19 and 2020 after COVID 19. Main topics and documents were classified through LDA topic model analysis and Word2vec, a deep learning technique. As the result of the study showed that before COVID 19, policies, contents, AI, etc. appeared, but after COVID 19, the field gradually expanded to finance, advertising, and delivery services utilizing data. Further, education appeared as an important issue. In addition, if the use of advertising related to the 4th industrial revolution technology was mainstream before COVID 19, keywords such as participation, cooperation, and daily necessities, were more actively used for education on advanced technology, while talent cultivation appeared prominently. Thus, these research results are meaningful in suggesting a multifaceted strategy that can be applied theoretically and practically, while suggesting the future direction of advertising in the 4th industrial revolution after COVID 19.

This study examines the service industry policy related to the 4th industrial revolution which the central government, local governments, and countries around the world are pursuing through literature review. • This paper aims to identify differences between the perception of the fourth industrial revolution of the disabled who use the IL center or the disabled in the community and its workers. It surveyed 178 disabled users and 173 workers at eight centers of the handicapped in Busan and South Gyeongsang-do and conducted an analysis on their interests in the fourth industry, awareness of the latest technology, and prediction of changes in the disabled welfare center. Although worker's interest in the fourth industry was higher than their users, their perception of the degree of preparation by the disabled welfare centers indicated that the worker's level of future institutional readiness was lower than that of the users. The results will be used to help set directions for future guidelines and plans for the welfare of the disabled.
