Achievement Characteristic Analysis for Large Scale Government R&D Projects Focusing on 21st Century Frontier R&D Program (대형 연구개발사업의 성과에 영향을 미치는 요인에 관한 연구 : 21세기 프론티어연구개발사업을 중심으로)

  • This study analyzed the achievement characteristics of 21st Century Frontier R&D Program depending on the subject of study, type, period in order to provide necessary data required during planning and execution of the large scale R&D projects. 21st Century Frontier R&D Program is a representative national R&D project that has been supported for a decade. The research achievements were analyzed for researchers who participated in each four projects completed in 2010 and 2011 among 16 R&D projects of 21st Century Frontier R&D Program promoted by Ministry of Education, Science and Technology. The research is summarized as follows. First, the achievements varied depending on the main agent such as universities, R&D institutions, and industries. The achievement of universities includes significantly larger publications than those of R&D institutions and industries. Second, the rate of overseas patent application and registration were higher in industries significantly than those in other research agents. Third, the achievements differed depending on research type such as basic, applied, and development researches, and the development researches exhibited significantly higher achievements in domestic patent application and registration, overseas patent application, and technology transfer. Fourth, in terms of the research period, long-term projects show significantly larger number of domestic patent applications than those from short-term projects. Fifth, when achievements like the publication and overseas patent application were classified in such fields as bio, nano, and energy environment R&D, bio and nano fields showed higher achievement than the energy environment field. This research could empirically confirm that the achievement characteristics of large scale and long-term government support R&D projects vary for each research properties.

  • 22.9kV 50MVA HTS power cable has been developed and tested by Korea Electrotechnology Research Institute and LS Cable Company and it was supported by a grant from Center for Applied Superconductivity Technology of the 21st Century Frontier R&D Program. In this paper, DC Ic of 100m HTS cable which is installed at Kochang testing station was measured and analyzed. A measurement technique of DC Ic used by resistance and inductance removal method is established.

  • A 3-phase 100m long, 22.9kV class HTS power transmission cable system was developed by Korea Electrotechnology Research Institute (KERI) and LS cable Ltd. those are participated in the 21st Century Frontier project R&D Program of Korea. It is important to test the DC critical current related with its power capacity before applying to the real power grid. In 1995, several international standards organizations including International Electrotechnical Commission (IEC), decided to unify the use of statistical terms related with 'accuracy' or 'precision' in their standards. It was decided to use the word 'uncertainty' for all quantitative (associated with a number) statistical expressions. In this paper, we measured DC critical current of 22.9kV/50MVA superconducting power cable with several voltage tap and analyzed the uncertainty with these results.

  • 22.9kV 50MVA HTS power cable has been developed and tested by Korea Electrotechnology Research Institute and LS Cable Company and it was supported by a grant from Center for Applied Superconductivity Technology of the 21st Century Frontier R&D Program. In this paper, DC Ic of 100m HTS cable which is installed at Kochang testing station was measured and analyzed. A measurement technique of DC Ic used by resistance and inductance removal method is established. The HTS power cable is composed of 2 layers for transmission and 1 layer for shield. For the analysis of AC losses in an HTS power cable, 2-dimensional numerical calculation was carried out to define the magnetic field distribution. We calculated the magnetization losses in the HTS core of that cable from these fields. These calculated results are in accordance with those of experiment.

  • In the response to increasing the demands for electrical energy, much effort aimed to develop and commercialize 1MVA HTS power equipments that is supported by a grant from center for Applied Superconductivity Technology of the 21st Century Frontier R&D Program funded by the Ministry of Science and Technology is going on in Korea. For the development, the cryogenic insulation and winding insulation of it in this paper are discussed. In the first many types of dielectric insulating tests were carried out. In detail Breakdown characteristics of $LN_2$, FRP and turn insulating films, flashover characteristics along the FRP surface in $LN_2$ were verified after distinguishing insulation components in HIS windings. And then model windings were designed and insulation test was conducted. These included a AC withstand voltage test of 50kV rms and a lightning impulse test of 150kV at peak.

Current status on the development of GM plants based on the published articles and patents in Korea (논문 및 특허의 분석을 통한 국내 GM식물의 개발 현황)

  • During the last three years (2007 to 2009), 1,212 articles of SCI journals, 451 articles of non-SCI journals, and 348 items of registered patents were reported by the research scientists involved in the BioGreen 21 Project, Rural Development Administration and Crop Functional Genomics Center (CFGC), The 21st century Frontier Program, in Korea. Out of these, the percentages of articles or patents directly related to the development of GM plants were 6.0% (SCI), 10.2% (non-SCI) and 12.6% (patents) from BioGreen 21 Project while 15.7% (SCI), 21.1% (non-SCI) and 81.6% (patents) from CFGC, respectively. It was observed that rice and pepper were major host crops for genetic modification mainly to provide the resistance or tolerance activities against to biotic as well as abiotic stresses. Very low cases were reported for the field test of GM plants regarding to the commercialization (less than 15 articles). These observations indicates that more research grants needs to be invested for the risk assessment of GM plants under early developmental stage to commercialize in Korea.

Cloning of Notl-linked DNA Detected by Restriction Landmark Genomic Scanning of Human Genome

  • Epigenetic alterations are common features of human solid tumors, though global DNA methylation has been difficult to assess. Restriction Landmark Genomic Scanning (RLGS) is one of technology to examine epigenetic alterations at several thousand Notl sites of promoter regions in tumor genome. To assess sequence information for Notl sequences in RLGS gel, we cloned 1,161 unique Notl-linked clones, compromising about 60% of the spots in the soluble region of RLGS profile, and performed BLAT searches on the UCSC genome server, May 2004 Freeze. 1,023 (88%) unique sequences were matched to the CpG islands of human genome showing a large bias of RLGS toward identifying potential genes or CpG islands. The cloned Notl-loci had a high frequency (71%) of occurrence within CpG islands near the 5' ends of known genes rather than within CpG islands near the 3' ends or intragenic regions, making RLGS a potent tool for the identification of gene-associated methylation events. By mixing RLGS gels with all Notl-linked clones, we addressed 151 Notl sequences onto a standard RLGS gel and compared them with previous reports from several types of tumors. We hope our sequence information will be useful to identify novel epigenetic targets in any types of tumor genome.

Optimization of annealing conditions in oxide-precursor-based MOD process for YBCO thin films (산화물 전구체를 이용한 YBCO 박막제조에서 열처리조건의 최적화)

  • A low cost YBCO oxide powder was employed as a starting precursor for MOD process. YBCO oxide is advantageous over metal acetates or TFA salts which are popular starting precursors for conventional MOD-TFA process because that YBCO oxide precursor is cheap and easy to control molar ratio. YBCO thin films were prepared by this oxide-precursor-based MOD process and annealing condition was optimized. The YBCO thin film annealed at below $780^{\circ}C$ shows no transport $I_c$ and poor microstructure. Raman spectroscopic study of YBCO thin film indicates that YBCO thin film prepared at below $780^{\circ}C$ contains a number of imperfections such as non-superconducting $BaCuO_2$ phase, cation disorder, etc. However, the YBCO thin film treated at above $800^{\circ}C$ shows improvement in microstructure and current transport properties. Meta- and Gene Set Analysis of Stomach Cancer Gene Expression Data

  • We generated gene expression data from the tissues of 50 gastric cancer patients, and applied meta-analysis and gene set analysis to this data and three other stomach cancer gene expression data sets to define the gene expression changes in gastric tumors. By meta-analysis we identified genes consistently changed in gastric carcinomas, while gene set analysis revealed consistently changed biological themes. Genes and gene sets involved in digestion, fatty acid metabolism, and ion transport were consistently down-regulated in gastric carcinomas, while those involved in cellular proliferation, cell cycle, and DNA replication were consistently up-regulated. We also found significant differences between the genes and gene sets expressed in diffuse and intestinal type gastric carcinoma. By gene set analysis of cytogenetic bands, we identified many chromosomal regions with possible gross chromosomal changes (amplifications or deletions). Similar analysis of transcription factor binding sites (TFBSs), revealed transcription factors that may have caused the observed gene expression changes in gastric carcinomas, and we confirmed the overexpression of one of these, E2F1, in many gastric carcinomas by tissue array and immunohistochemistry.
