아파트형 공장 부속시설의 화재보험요율에 관한 소고

  • 최근 수도권에서는 지방공단 등으로 이전한 노후 공장 건축물을 철거한 자리에 '테크노타운', '벤처타운', 'IT타워', '디지털밸리', '테크노밸리' 등의 이름으로 아파트형 공장을 설립하고 있다. 아파트형 공장은 서울을 중심으로 수도권역에서 토지이용을 극대화가기 위한 집합 공장건물로서 중소기업체의 입지 해결 및 쾌적한 작업환경을 제공하고 도시근로자의 풍부한 노동력을 적극적으로 활용하고 있다. 또한 공동 부대시설을 확보하여 공간효율의 극대화와 종업원의 복리후생이 개선되는 등의 중소기업 지원효과를 거두고 있다. 고층화, 집단화, 공동화를 주요 특징으로 하는 아파트형 공장에서 부속시설의 화재보험요율 적용에 관하여 생각해보고자 한다.

An Evaluation on the Food Safety Policy of the EU after Mad Cow Disease Crisis : Social Welfare and Political Economic Perspective (광우병 위기 이후 도입된 유럽연합의 식품안전정책에 대한 평가 : 사회후생 및 정치경제적 관점)

  • This paper evaluates the new food policy adopted by the European Union to enhance the food safety after the mad cow crisis occurred in 1990's. Newly introduced rules at the EU level are characterized by two features. Firstly, an important part of them have the form of Regulation which is a binding legislative to all member countries. Secondly, most of them are horizontally applied to the whole food industry, irrespective of their kinds of performance, hygiene or labelling. According to theoretical studies on this topic, any food safety regulation for solving adverse selection problem or reducing negative externality in food consumption should be fine-tuning depending on the concrete demand and costs conditions of the food sector concerned. In this theoretical perspective, the food safety laws introduced at EU level after mad cow crisis have been over-regulated for improving social welfare. The true motivation for the transfer of the policy competence on food safety to the Union level is political rather than economic. Our analysis with a political economic perspective shows that how the EU food regulations have been embraced not only by the governments of member countries, but also by diverse interest groups like food processor & distributors, consumers and agro-livestock groups, and that they have been used as protectionist purpose specially against non-member developing countries. Taking into account the fact that the basic aim to form the Union is to establish a single market to enhance economic efficiency at the Union level, the EU is required to adopt some policy actions to reduce negative effects of too restrictive food safety regulations.

A Study on the Effects of Handset Bundling on Competition and Consumer Welfare (단말기 번들링이 경쟁과 소비자후생에 미치는 효과 연구)

  • This paper finds that the ultimate source of problems facing Korean mobile telecommunications such as excessive subsidies of handsets, waste of resources, and a vicious circle of expensive handsets and high prices for services, is bundling of handset and subscription. The analysis suggests that bundling causes consumers to confuse about prices of handsets and services, and firms focus on handset subsidy competition rather than on upgrading service qualities and lowering prices due to anti-competitive effects of bundling. Because most of the cost of bundling is passed on to consumers, the welfare of consumers decline. In particular, equality among consumers worsens due to price discriminations. To resolve these problems, unbundling of handset and subscription is a necessity. Mixed bundling allowing separate selling of handsets under bundling does not seem to work as a cure because bundling tends to be a dominant strategy. The best regulatory policy is a complete separation of handset and subscription.

Environmental Policy Comparison under Various Potential Forms of Health Response Function (건강반응함수를 고려한 환경정책의 비교)

  • This study is concerned with health damages from $SO_2$ under different assumptions on the relationship between air concentrations and their marginal health impacts. $SO_2$ concentration profiles resulting under emission caps, and a system of tradable emission allowances are compared. Using slopes and curvatures of the health response function consistent with evidence in medical literature, emission caps are shown to lead to lower aggregate damages under all considered parameters, an advantage of $26~452 million. The benefit of emission caps over tradable allowances increases with the curvature of the response function, but falls with its slope. The advantage of emission caps in terms of environmental damages is never overturned completely for the considered functional forms. The marginal damage function would have to be steeper than what the current medical evidence suggests for price instruments to outperform emission caps in terms of aggregate damages. With other welfare consequences included-emission abatement costs, consumer and producer surpluses, and government revenue-emission caps always lead to a $3.7~4.1 billion greater measure of social welfare.

Effects of Parents' Homeownership on the Economic Performance of Its Offspring (부모의 자가가 자녀의 경제적 성과에 미치는 영향)

  • Prior studies concerning the analysis of parents' homeownership on its offspring usually focus on the transmission of tenure between two generations. This study adopted a more comprehensive approach on this topic so the effects of parents' homeownership were analyzed through the economic performance of their sons. Korean labor panel data were used to test hypotheses on intergenerational transmission of parents' homeownership. The period covered years 2000 to 2014, consisting of about 862 samples, while many socioeconomic variables were selected through a filtering process. The results of the three hypotheses showed the following consequences. First, parents' homeownership was a meaningful factor in determining their son's housing tenure. Second, parents who are homeowners tended to have more educated sons. Third, parents' homeownership did not affect their son's annual income. This study showed more extensive effects of homeownership, and government strategy must consider this additional benefit in homeownership policies.

Analysis of Contributions to Broadband Universal Service of Platform Operator (플랫폼 사업자의 보편적 서비스 기여금 분담 효과 분석)

  • This paper analyzes the economic effects when platform provider including CP contributes to broadband universal service and uses broadband bandwidth providing high quality network service. In this model, the contribution rate of broadband universal service is determined by ISP and platform provider sets its price of contents. The main results are as follows. First, the traffic usages is less than social optimum when the market of contents is monopoly. The sum of contribution fee and network usage rate must be less than marginal cost of network operation to get social optimum traffic. Second, the rate set by ISP is equal to social optimum when the market of contents is competitive. Third, when platform provider does not charge contents provided, ISP sets social optimum prices and the network usage rate for contents user is decreasing as advertisement revenue becomes larger. These results suggest that the platform provider should contribute to universal service funding to encourage the network investment of ISP.

The Impact of Training and Employee Benefits Expense on Business Performance -Focused on KONEX Enterprises- (교육훈련비와 복리후생비가 기업의 경영성과에 미치는 영향 -KONEX 기업을 중심으로-)

  • Since the KONEX market was launched in 2013, many studies of the market have focused on policy reports and management of the market. In this study, we analyzed the impact of training and employee benefits expenses on business performance in the KONEX market in comparison with firms in the KOSDAQ 100. The expenses associated with employee training and benefits can have an overlapping power when explaining the business performance. To determine the net effect of each variable on business performance, we used regression by successive orthogonalization. The training and the employee benefits expenses in both markets showed a positive effect on business performance. However, in the KONEX market, we found that the lag effect of training expense to business performance was relatively smaller than in the KOSDAQ 100. This difference may be related to problems such as short continuous service and frequent turnover of SMEs in Korea, and implies that overall human resource management should be implemented to increase the efficiency of training expenses.

Reforming Environmentally-Harmful Subsidies in the Energy and Electricity Sectors in Korea (우리나라 에너지·전력 부문 보조금의 환경친화적 개편 효과 분석 : 연산일반균형분석을 중심으로)

  • In Korea, various environmentally harmful subsidies are granted in agriculture, fishery, energy, electricity, transportation, steel and shipbuilding industry. Examples include tax-exempt fuel for agriculture & fishery, VAT- exemption for briquette & anthracite, temporary subsidy for fuel, production stabilizing subsidy for coal mining, subsidy for briquette. Korea's yearly total subsidy in energy area is about 5,291 billion won, among them is 4,870 billion won. To reduce air pollutants and to mitigate climate change, Korea has to review the phase-out of environmentally harmful subsidies and the phase-in of environment-friendly subsidy. The reduction or removal of environmentally harmful subsidies will enhance economic efficiency and bring about environmental benefits. Economic efficiency means less use of inputs, which reduces environmental cost and improves social benefits. This paper applies the Shoven and Whalley's model to the Korean economy and analyzes the general equilibrium incidence effects of reforming environmentally harmful subsidies in the energy and electricity in Korea. We consider several counterfactual scenarios in which current environmentally harmful subsidies are reduced or abolished, compare them with the reference case in the economy, and evaluated the change in efficiency costs and distributional incidence of tax reforms related to subsidies.

  • 댐으로 인한 인공호수는 주위의 지역사회는 물론 타지역으로부터의 친수공간으로 활용될 수 있는 충분한 여건을 가지고 있음에도 불구하고 여러 가지 법적인 규제로 인해 극히 제한적으로 활용되고 있는 실정이다. 본 연구는 댐 호소의 관광자원화를 통한 친수공간의 확보와 국민복지증대 및 지역사회의 경제발전을 함께 도모할 수 있는 방안을 모색하였다. 만약 댐 호소에 대한 규제완화가 환경적인 영향이 크지 않고 경제적인 가치가 크다면 현 제도의 개선은 국민후생의 증대효과와 비점오염원의 관리를 통해 수질개선효과에 영향을 미칠 수 있음을 제시하였다.

  • 본 연구의 목적은 요금 리밸런싱의 경제적 효과를 이론적인 측면에서 분석하는 것을 목적으로 한다. 이를 위하여 기존의 통신요금이론의 틀 속에서 국내 유선전화 시장의 특성을 반영한 최적가격설정모형을 수립하고, 이 모형을 통해 도출되는 최적 기본요금과 서비스별 최적 사용요금의 특성을 분석함으로써 사회적 후생을 극대화하는 최적 가격체계가 요금 리밸런싱의 관점에서 어떤 방향으로의 리밸런싱과 부합하는지를 규명하였다. 특히 모형의 최적해를 이용하여 다양한 파라미터 값에 대한 수치예제 분석을 실시함으로써 보다 풍부한 정책적 함의를 도출해 내고자 노력하였다.
