향후 더욱 경쟁적인 상황에 놓이게 될 보천의료 분야에 능동적으로 대처하기 위한 방안의 하나로서 보건의료 조직은 간호부서의 성과 향상을 위한 노력을 지속적으로 기울이고 있다. 이러한 성과 향상을 위한 노력은 정확한 성과의 측정이 함께 이루어질 때 가능하게 된다. 간호서비스의 성과 측정은 여러 각도에서 조명되고 측정이 이루어져야하며 간호관리자는 총괄적인 성과측정시스템에 대한 새로운 인식과 사전 준비작업으로 무장을 하여야 한다. 이러한 요구에 맞추어, 본 논문은 간호 서비스의 성과측정방법에 대한 고찰, 즉 생산성, 효율성, 간호의 질, 수익성. quality of work life에 대한 간호분야에서의 접근방법을 재정리하고, 새로운 총괄적인 성과측정방법의 개념을 제시한다.

Since most of studies for information efficiency measurement of healthcare organizations have mainly focused on searching a measuring standard used for performance of informatization and each researchers subjective standard having been used, they can not be easily measured and objective. This study showed a possibility that efficiency measurement of healthcare organization can be performed by solving a problem related to objectiveness, which may occur in measuring many organization with many measuring items, with DEA (data envelopment analysis). For proving this possibility, efficiency evaluation and analysis for information resources utilization of domestic tertiary healthcare organizations have been performed by using DEA model. As a result, DMU (decision making unit) having efficiency rate of 1 will be evaluated that output is higher than input and information resources are being used efficiently, but on the other hand, DMU having efficiency rate of below 1 will be evaluated that output is lower than input and information resources are being used inefficiently, which is required to be improved.

Airborne separation assurance is a key requirement for Free Flight Airspace operations, This paper study the feasibility of airborne separation assurance for free flight Airspaces operations by evaluating the efficiency measurement models. Three qualitatively different methods are utilized; one based Ground and Air conflict probability model, other based Dynamic Density model. the other based Direct operating cost model. The evaluation is Direct Operating Cost model and Two metrics are utilized for the efficiency measurements; airborne separation assurance performed quite well in the Free Flight evaluation; (1) 2 scenario of the conflict situations are resolved; (2) The MD-80 flight peformed separation assurance and efficiency, Not only appling for geometric method algorithm is more efficiently than potential method, but also the most efficiently geometric combined method.

네트워크 보안에서의 효율성은 침입차단 성능과 시스템 performance로 대표된다. 네트워크 보안의 성능 향상을 위해서는 네트워크 인프라스트럭쳐 에서의 기능적인 효율성을 우선 확보해야 한다. 그동안 네트워크 보안 효율성 제고 달성에 관한 많은 방법론들이 연구되었다. 이같은 연구의 목적은 인프라스트럭쳐에서의 효율성 메커니즘 구현을 통해 빠른 응답시간내에 보다 우수한 침입차단을 실현하는 것이다. 이를 위해서 네트워크 보안 도메인 효율성 구조를 설계하고 구조별 효율성 측정방법을 연구함으로써 인프라스트럭쳐상에서의 보안방법론 모델을 제안하였다. 본 연구에서 제안한 방법론을 통해 체계적인 도메인 설계와 측정방법을 실시할 경우 운용인프라스트럭쳐 시스템상에서 보안 효율성 확보가 가능함이 입증되었다.

본 연구는 Malmquist지수를 이용하여 1997년 외환위기 때부터 2000년까지 국내은행의 생산성 변화를 순수기술효율성, 규모효율성 및 기술진보의 변화로 구분하여 측정함과 동시에 서울소재은행과 지방은행간의 생산성을 비교하였다. 1997년과 2000년간의 순수기술효율성의 변화는 감소하였지만, 규모효율성과 기술진보의 변화가 순수기술효율성의 하락 부분을 상쇄한 결과로 2000년에는 1997년의 생산성 수준을 회복하였다는 것을 확인하였다. $1997{\sim}2000$년의 서울소재 은행과 지방은행간을 비교한 결과에 의하면 서울소재은행의 생산성이 높게 나타났다. 두 집단간에 이러한 차이는 규모효율성으로부터 기인하였으며, 기술혁신을 의미하는 기술진보의 변화에는 두 집단간에 차이가 없었다. 특히 지방은행의 생산성은 2000년에도 1997년도 수준을 회복하지 못하고 있다.

ESP는 Effective System Performance의 약자로 NERSC에서 개발한 HPC 시스템에 대한 새로운 성능 측정 기준이다. 기존 HPC 시스템에서는 주로 성능 측정의 대상으로 시스템[프로세서]의 계산 성능에 주안점을 두었지만 시스템의 효율성은 무시되는 경향이 있었다. ESP는 실제 운영환경에서 배치 작업 스케줄러 및 병렬 작업 환경에 영향을 받는 시스템 효율성(ESP:Effective System Performance)을 측정하는 데 주안점을 두고 있다. KISTI 슈퍼컴퓨팅센터는 2003년 7월 국내 최고 성능의 슈퍼컴퓨터인 IBM p690+ 시스템의 도입을 완료하고 ESP를 사용하여 배치 작업 스케줄러인 LoadLeveler의 스케줄링 알고리즘에 따른 시스템 효율성 벤치마크를 수행하였다. 이 벤치마크를 통해서 효율적인 시스템 자원 활용을 위한 작업 스케줄링 알고리즘의 적용 근거를 마련하게 되었다.

QoS(Quality of Service) is defined "The collective effect of service performance which determines the degree of satisfaction of a user of the service" by ITU-T Rec. E.800. The final goal of information system is to secure the performance efficiency within the required time. The security QoS framework is the modeling of the QoS measurement metrics, the measurement time schedule, instrument, method of measurement and the series of methodology about analysis of the result of measurement. This paper relates to implementing issue and performance measuring about blended mechanism between networking technology and security technology. We got more effectiveness in overall network security, when applying and composing amalgamated security mechanism between network technology and security technology. In this paper, we suggest techniques being used on infrastructure system and also offers a security QoS methodology as a model of more effective way. Methodology proposed in this research has proven that it is possible to measure response time through the scheduled method.

국 내외 기업들이 새로운 경영기법으로 도입하고 있는 아웃소싱은 비용절감, 핵심 업무에 대한 집중, 생산성 제고 등의 장점으로 빠르게 확산되고 있다. 인천국제공항 역시 공기업 경영혁신과 내부요인 등으로 인해에 개항과 함께 아웃소싱을 도입하였으며, 2014년 3월 현재에는 43개 분야에 아웃소싱을 도입하여 운영하고 있다. 이처럼 아웃소싱 도입이 확산 되면서 성공적인 아웃소싱 관리에 대해 모색하게 되었고, 인천국제공항 역시 효율적인 관리를 위해 주로 IT 분야에서 적용하고 있는 서비스수준협약(Sercive Level Agreement, SLA)을 전 분야에 걸쳐 도입하게 된다. 인천국제공항은 서비스수준협약을 통해 서비스 수준에 영향을 미치는 복합적인 요인을 효율적으로 관리하고 지속적인 서비스 품질수준을 유지하고자 도입한 것이다. 그러나 대부분의 서비스수준협약이 IT 분야에만 집중되어 있어 아직까지는 비(非) IT 분야의 서비스수준협약 시행은 초기 단계이며 서비스수준협약 측정지표 선정에 관한 연구는 매우 부족한 상태이다. 본 연구에서는 현재 인천공항에서 운영 중인 서비스수준협약을 유사용역 그룹별로 구분하여 구성요소와 역할에 대해 파악하고자 하였으며 서비스수준협약 측정지표가 공항운영 효율성에 어떠한 영향을 미치는지 확인하고자 하였다. 연구결과 서비스수준협약 측정지표의 명확성, 적정성, 업무 통제 가능성은 과업운영의 효율성에 유의미한 것으로 나타났으며, 현재 인천공항에서 운영 중인 서비스수준협약 평가 결과에 대한 인식이 과업 운영의 효율성에도 유의미한 것으로 나타났다. 또한 현행 서비스수준협약 평가 결과에 따라 과업의 문제점이 반영되는지 여부와 과업운영의 효율성 간의 상관관계 분석결과 통계적으로 유의한 것으로 분석되고 있다.

Since the telemetry performance using the time-delayed data dissipates the wireless channel resources, we propose the spectral efficient retransmission scheme in this paper. In the proposed scheme, the telemetry data is retransmitted based on triggered memory to improve the spectral efficiency. The proposed scheme minimizes the error caused by multipath fading, antenna pattern as well as the error caused by the flight events. In the flight simulation data, we show the proposed scheme improves the telemetry performance based on spectral efficient retransmission.
