Many records and documents are produced during the process of functions of local councils such as resolution, monitoring and balancing function, representation for the residents, Such records of local councils have importance in terms of objective basis and standards for local policy building and making. The most essential records among these are those of local councils assembly. The fundamental function of local councils is the assembly of individual members of the council and standing committees. For this, the author firstly reviewed the current management system of local council assembly records focusing on Daejeon Yuseonggu Council and conducted researches and interviews with the officers responsible for record keeping. And finally, the author analyzed such researches and findings. From this analysis, the author discovered the problems in the management of record keeping and suggested the improvement for the systematic management firstly in terms of institutional aspects and secondly in terms of the stages of record keeping and management based on ISO 15489, the international standard for information and documentation, records management.

This study examined the characteristics of the records produced by the National Election Commission, which is designated as a constitutional institution in Korea, and derived problems by analyzing the status of its records management. This paper suggests improvement plans based on the findings. First, it investigated records and their features since the National Election Commission has been in service. The differences between works in the field and legislation were analyzed through literature surveys and staff interviews. The improvement plans were presented in terms of systems, facilities, human resources, and services. In particular, this study suggests focusing on the production of a large amount of the same records of the National Election Commission.

Although a few years have passed since the importance of the public record management became the subject, the management of the minutes which is produced from the deliberation and decision-making process of an important policy relatively was been neglected the while. When institutionally inspecting at present, the minutes production is based upon Record Management Law, and the minutes opening is based upon Freedom of Information Act. Although the minutes must be made out according to Record Management Law, it is not well operated. So, the minutes formally is made out and there was actually the important minutes excepted from the management object. Opening of the minutes made by Article 9 of Freedom of Information Act has the problem that be used as a basis of dividing unfairly into closed opening because the reason of the closed opening is vague. This study analyzes the problem of production and opening of the current minutes. It also considers Sunshine Act in USA and suggests a institutional ways for production and opening of Korean minutes. We can think of two institutional ways for production and opening of the minutes. One is making a separate law like Sunshine Act in USA. The other is revising the existing laws. In reality it's very difficult to make a new law for minute production and opening. Therefore, the purpose of this study is to suggest the way for revising Record Management Law and Freedom of Information Act that include minutes related regulations. The record must be fundamentally produced and opened for a nation and people as public records is the records of the nation and people as well as an authority which produced those records. If the minutes is produced and opened from a institutional change through the revision of Record Management Law and Freedom of Information Act, the minutes can not only help the responsible administration to realize but be utilized to important historical records as a basis data of an important policy decision-making.

The purpose of this study is to establish a classification system for the records of the Association for the Bereaved Families of the Hampyeong Massacre Victims. The content of the records is accordingly implemented through a functional source principle, and a classification table is presented in such a way that it reflects the characteristics by type and by production period so that the records can be used effectively. DIRKS, a methodology for the development of the functional classification system, is used to conduct a functional analysis of Hampyeong massacre victims' families to derive a task classification table that leads to task function-work activity-handling actions. The category is determined by taking into consideration the type and nature of the time of the production of the records of the Hampyeong massacre victims' families. The records are mapped according to the function classification system, which corresponds to the task classification table, and the multicategory system that drafts the type and period, which is used to classify the functions. The medical institution introduces a system for classifying records into task subjects, task activities, handling actions, types, and period.

This study aims to shed light on the relationship between information official disclosure and records management in the local government's authority regulations. To that end, analyzed 337 local autonomy laws found in ELIS and the Ministry of Office of Legislation. As a result, it found a link between the 'Public Records Act' in terms of 'records preservation (making minutes)', 'information disclosure procedures for transferred records,' and claims receiving department. 'Record keeping (written minutes)' was similar to that of the 'Public Records Act,' and the 'Claims Receiving Department' mentioned 'Record Management Department.' However, the 'Claims Reception Department' had a strong characteristic of the civil service department, and the 'Public Record Act' did not specify the clause in terms of 'minutes of the minutes.' Meeting minutes in public organizations are crucial in the process of decision making in terms of accountability of records. The purpose of this study aims to provide a set of solutions in terms of improving the creation and management of meeting minutes in context of public records. For the case studies, Government in the Sunshine Act in the United States of America, Cabinet Handbook in Australia, and the law on Public Records in Korea are comparatively analyzed. As of 2012, fifty four designated meetings for minutes are administrated with a questionnaire survey. Based on the data analyses on the case studies and responses from designated meetings, three apsects in the creation and management of minutes are proposed: appropriate laws and regulations reflecting the characteristics of meeting minutes, best practices and manuals, and training for creation.

This study proposed a metadata schema for integrated management of festival archives and records produced individually. To achieve the goals, this study reviewed related literature, studied comparison analysis of international standards in Korea, Australia, and England, as well as interviews with festival staffs. With the results of investigation that compared the standardizations related to metadata and analysis of features in festival archives and records, this study proposed a metadata schema to describe various features on festival archives and records. The expectation of this study is that the festival archives and records, which are created in various organizations related to festivals, can be managed effectively. Also, the proposed schema can be used for the establishment of a systematic management for various types of festival archives and records.

This study investigates the importance of records management for local festivals by focusing on the Chunhyang Festival, one of Korea's oldest regional festival still in existence. This study analyzes the current conditions of records management to indicate problems and offer measures of importance. The results of this study showed the following problems. First, the absence of public-private partnerships and the lack of a stable commission. Second, the absence of ordinances for festival public records management. Third, the absence of systematic document management. Finally, absence of an expert records researcher and the absence of a records archive. Therefore, the study floated for an overall management method for the Chunhyang Festival records.

Korea's public institutions produce mandatory production records under the "Public Records Management Act" and submit statistics on production status to the National Archives of Korea every year. However, there is a difference between the actual status of compulsory records produced by local governments and the status statistics submitted to the Archives. Based on this, an improvement plan was proposed after identifying problems with the production management system of the production obligation records. In particular, the scope of the production obligation records is ambiguous, and the person in charge lacks an understanding of the specific scope. In addition, only certain work-oriented records are being produced. As such, the improvement plan shall clearly determine the target of the local government's production obligation records, and the person in charge of the affairs shall understand it and implement an ordinance on the production and management of the local government's production obligation records.

The purpose of this study is to improve the records classification system of the Korean Province of the Daughters of St. Paul for the systematic management and usage of records that they produced and collected. First, the ideology of the foundation of the Congregation and the history of the Korean Province were investigated, and the structure of the community and the present condition of records management were surveyed. The classification methods were chosen according to function, organization, and type for categorization of records. Afterward, the classification system of the General House Historical Archives was analyzed, and some parts set to be improved from the current system were examined. Finally, a revised classification system was suggested. The result of this study can be used to update the system and become a useful material for developing systems of other Catholic Congregations.
