황해경제자유구역은 환황해권 첨단기술의 국제협력 거점 조성이라는 비전과 국제수준의 첨단기술산업 클러스터 육성, 대 중국 수출입 전진기지 및 부가가치물류 육성을 목적으로 2007년 지정되어 사업이 추진 중에 있다. 황해경제자유구역 반경 15km 이내에 7개의 산업단지가 입지하고 있어 충남 서북부지역의 산업집적도는 날로 증가하고 있는 추세이다. 그러나 이를 지원할 주요 인프라 중 하나인 물류단지 시설은 전무한 실정이며 황해경제자유구역을 포함한 충남 서부지역의 물류거점 개발은 매우 미약하다. 본 연구의 목적은 첫째, 서해안 지역 물류거점 단지 조성의 필요성을 검토하고, 둘째, 물류단지 규모 및 성격을 부여하며, 셋째, 물류단지 도입기능을 설정하고자 한다. 연구목적을 달성하기 위해 물동량 수요예측과 주변지역 연계방안을 토대로 황해경제자유구역의 배후물류단지의 필요성과 조성방안을 제안하고자 한다.

Smart cities are expanding their spatial scope to urban areas and regions. Linking regional economic development strategies beyond the borders with smart city planning can lead to cooperation and economic development between regions and countries as well. The purpose of this study is to suggest cooperation and regional development of the three nations - Korea, North Korea and China - through the Yellow Sea Rim Smart Region. To this end, smart city strategies and economic development plan with implementation status in the three countries including special economic zones have analyzed that could be the spatial basis of the smart region. On the west coast of Korea facing the Yellow Sea, lots of projects related to smart cities are actively underway in Saemangeum, Yellow Sea Free Economic Zone(YESFEZ), and Incheon Free Economic Zone(IFEZ). Although the political situation is still uncertain, North Korea is analyzed to have economic and technical potential in the west coast connecting Haeju, Nampo, and Sinuiju. In Liaoning and Shandong provinces of China, smart city projects have been actively promoted in recent years especially in the state-supporting industrial cities. Restoration of economic cooperation between South Korea and China, linkage of transportation networks, vitalization of cross-border cooperation projects between China and North Korea centered on Dandong and Sinuiju, and the connecting of smart city infrastructure and services for China and South Korea's economic cooperation process will make the Yellow Sea Rim as a world prosperous economic region. However, it is necessary to establish and operate a governance system through long-term planning for transnational consultation and establishment of a promotion organization.

Generally Container can be seperated from FCL and LCL. The LCL cargo can be evaluated as a cargo that makes it possible to attract a relatively stable volume and create added value. The aim of this study is to suggest improvement plan for atrracting LCL cargo in Pyeongtaek Port. In order to achieve the object of the study, The research structure is following. 1) analyzing a movement path of the LCL cargo occurring in Pan Yellow-Sea. 2) analyzing the problems to handle LCL cargoes in Pyeongtaek Port. The basic data for analyzing the movement path of LCL Cargoes utilize the data of the Customs Service. and the problems of LCL freight handled suggested from forwarder, carferry liners, and bonded warehouse companies by interview. In this study, We use Fuzzy-AHP as the methodology to analyze the importance of attracting major improvement for LCL shipments in Pyeongtaek Port. As the result, The expansion of inspection equipment and personnel was presented as the most important improvement too solve the clearance problems that is the most serious problems in Pyeongtaek Port. and The realization of incentive payments that local government pay for Profitability of related companies are needed.

난바다곤쟁이는 북태평양 동부해역으로부터 베링해, 오우츠크해, 동해와 황해에 이르기까지 광범위하게 분포하는 종으로서 형태학적 분류관점에서 동일종으로 간주되고 있다. 최근에 밝혀진 황해 개체군의 생태학적 특성에 의하면 미국 서부해역과 황해에 서식하는 두 개체군은 지리적으로 멀리 떨어져 있음에도 불구하고 공히 비교적 낮은 수온 (< 1$0^{\circ}C$)의 수심에서 서식하며 강력한 일주수직상승운동 (diurnal vertical migration)을 수행하는 등 많은 특성을 공유하는 것으로 밝혀졌다 (Yoon et al., in press). 본 연구는 미국 서부연안과 한국 서해에 서식하는 난바다곤쟁이 개채군의 물리, 생태, 형태학적인 공통 특성이 유전학적인 측면에서도 관찰되는지를 조사하고자 한다. 삶의 터전이 부족한 자연환경을 극복하기 위해 인간은 쓸모없는 땅을 개척하고, 다리를 놓고, 둑을 막는 등 끊임없이 노력함으로써 좀더 풍요로운 삶으로 발전시켜왔다. 그 중 호수나 바닷가에 제방을 쌓고 육지를 만드는 간척은 좁은 땅덩어리를 넓힘으로써 삶의 터전을 좀더 확대시킬 수 있다. 우리나라는 삼면이 바다로 둘러싸여 있고 특히 서해안과 남해안은 리아스식 해안에 갯벌이 발달하여 간척에 유리하다. 간척은 삼국시대부터 그 흔적을 찾을 수 있고 조선시대까지는 작은 갯고랑이나 해변을 막는 정도였으나 일제 강점기 때 주로 군량미 조달 등을 목적으로 본격적인 간척이 이루어졌다. 해방 후에도 간척은 계속되었고 1980년대 이후 중장비가 등장하면서 수천 미터의 제방 길이와 거대한 물목을 틀어막는 대규모 공사로 발전하였다. 근대의 간척사업이 군량미 확보와 미곡 증산 중심이었다면 최근의 간척사업은 생태환경 복원, 관광 등 다목적 용도로 쓰임새가 변화하는 추세이다. 서해안에서는 지금 국토를 넓히는 역사적인 사업이자 최대 규모의 국책사업인 간척사업이 한창 진행 중이다. 중국 동해안을 중심으로 한국과 일본 큐슈를 잇는 환황해권이 세계 최대 경제로 떠오를 것으로 예상됨에 따라 정부가 환황해권의 주도권을 잡기 위해 새만금개발사업을 적극 추진하고 있다. 세계 최장 33km의 방조제와 $401km^2$의 땅을 매립하여 농업 산업단지, 복합도시, 21세기 동북아 관광레저의 허브 등 다용도로 활용하기 위함이다. 본지는 바닷내음 물씬 풍기는 광활한 새만금 벌판에서 새만금집단에너지시설 건설공사를 시공 중인 (주)정호이앤씨(대표 최호선) 양석동 현장소장과 원도급 업체인 두산중공업 용환윤 소장을 만났다.
