The purpose of this paper IS to estimate efficiency and loss of productivity under environmental regulation, and analyze the environmental efficiency index empirically. Using the panel data for 20 member countries of OECD during 1985~1999, environmental efficiency index can be constructed by comparing the production processes under alternative assumptions of disposability, by using a hyperbolic measure of productive efficiency. As a result of estimation for the environmental efficiency index, EE of OECD countries gradually shows a downward trend. In terms of the treatment of pollutants, Japan, Germany and France are countries that have a considerable burden in getting rid of the pollutants. In case of EE, Korea displayed high environment efficiency, but in the latter half of the 1990's, the environmental efficiency of Korea became slightly worse. During the same period, Korea had a burden in dealing with NOx just like the other OECD countries.

지난 몇 년간 인터넷의 확산과 더불어 기업 환경에는 많은 변화가 있었다. 그 중 하나가 전자적인 형태로 접근할 수 있는 정보 양의 급증이라 할 수 있다. (Martin White, 2000 : 신학철, 2001) E-business 환경에서 이처럼 정보의 양이 급증함에 따라 정보의 효율적인 활용은 기업의 주요 경쟁원천이 되고 있다. 정보의 중요성을 깨달은 기업들은 운영효율성 증가를 위해 백오피스시스템과 프론트오피스시스템 등에 많은 투자를 했다. (안승용, 2001) 하지만 새로운 정보시스템 도입 시 레거시시스템과의 통합을 고려하지 않아 업무효율성 향상을 위한 정보기술이 역으로 업무수행을 저해하는 결과를 초래했다. (Jaydip, 2002) 예컨대 기업의 각 시스템간에 정보의 일관성이 결여되어 있고, 필요한 정보 역시 기업내 여러 시스템에 산재되어 있어 정보의 이용 면에서 효율성이 떨어지는 문제에 직면하게 된 것이다 따라서 기업은 각 시스템에 산재해 있는 정보사용의 효율성을 놀이기 위해 기업 내 다양한 정보시스템간 통합의 필요성을 인식함에 따라 이전까지 분산 환경이던 IT환경이 점차 기업정보포탈(Enterprise Information Portal: EIP)같은 통합 환경으로 바뀌게 되었다. (KRG Report, 2002) EIP는 현재와 E-business를 준비하는 기업에 중요한 관심사항으로 떠오르고 있으며 현재 IBM, MS 같은 글로벌 기업 뿐 아니라 다수의 국내 업체들도 통합 솔루션 시장 진출해 경쟁을 벌이고 있다. 본 논문에서는 EIP의 개념을 살펴보고 기존의 정보시스템과 EIP 관련 연구를 기반으로 새롭게 부상하고 있는 EIP의 성과를 시스템 품질과 정보품질로 측정하여 이들 요인이 EIP사용자의 직무성과에 미치는 영향에 관해 연구하였다. 본 논문은 EIP를 도입한 기업을 대상으로 EIP성과에 대한 연구를 진행하여 EIP를 도입하거나 구현중인 기업에게 적합한 경영관리적 방향을 제시할 수 있을 것이다.

We analyzed the efficiency of environment investments by taking examples of central government's environmental investment (CGEI hereafter) and investment in prevention of environmental pollution (IPEP hereafter). We expanded the scope of existing studies by decomposing the internal rate of return (IRR hereafter) and present value of benefit (Bpv hereafter) into variable cost (VC hereafter) reduction, investment cost reduction (STC-VC hereafter), and rent. And we found that Bpv checks only the magnitude of benefit, while IRR indicates the existence of efficiency by investigating short-run total cost (STC hereafter) reduction and rent. Finally, by analyzing investment efficiency and changing benefit with respect to CGEI and IPEP through the investment efficiency methodology that compares IRR with market interest rate, we executed retrospective benefit-cost analysis. Accordingly, CGEI and IPEP are not efficient. However, IPEP is even more inefficient than CGEI.

본 논문에서는 사물인터넷(Internet of Things, IoT)에 적용되어 사용될 수 있는 다중 게이트웨이 환경에서 각 게이트웨이의 상황에 따라 종단 노드를 분산 트레이드 해줌으로서 게이트웨이의 자원 소모 효율성 증대 및 수명 연장을 할 수 있는 기법을 제안한다. 본 논문에서는 해당 기법을 두 단계에 걸쳐 제안하고 해당 기법의 효율성 입증을 위하여 클라우드 컴퓨팅이라는 대규모 환경을 가정하여 실험을 진행하였으며, 해당 실험의 결과에 따르면 전체 게이트웨이의 자원 소모량이 평준화됨과 동시에 효율성이 증대되었음을 확인할 수 있다.

This paper confirms previous results indicating that the expenditure elasticity of demand for polluting goods plays an important role in achieving efficiency gains from tax reforms. Moreover, this paper finds that the results of the tax reforms depend not only on the size of the expenditure elasticity for the polluting goods but also on the relative size of the expenditure elasticities between polluting goods and clean goods. It also shows that in order to enhance the overall tax efficiency by the environmental tax reform, the expenditure elasticity of demand for clean goods should be larger than that of polluting goods. The result implies the following policy suggestion: When the tax authority considers green tax reforms, the expenditure elasticities should not be neglected to achieve gains in the overall efficiency of the tax system.

Korea has passed the Act on the Integrated Control of Pollutant-Discharging Facilities in 2015, and the integrated environmental management under the BAT standard is underway. To summarize the nature of integrated environmental management, it is the regulation by the integration of the management of the multi-pollutant source and the technical standard of BATs. In general, in environmental economics, regulation-based on technical standards are known to be inefficient. This paper attempts to evaluate the efficiency of BAT standards from an economic point of view. A simple multi-pollutant model demonstrates that the inefficiency of the environmental tax with imperfect information in a single pollutant situation is amplified under multi-pollutant conditions. The simultaneous introduction of BAT and IPPC can be partially explained by this logic. It is also highlighted by the strengthening of BAT standards by EU, as a countermeasure to the potential deterioration of air quality caused by the change of effective environmental taxes accompanying the fuel and emission price changes.

윈도우즈, 리눅스 등 시장 점유율이 높은 운영체제의 경우에는 다양한 디버깅 도구들로 인해 개발 효율성이 향상된다. 반면 VxWorks 운영체제의 경우에는 실시간성이 요구되는 임베디드 환경에서 제한적으로 사용되어 디버깅 도구 부족 등 개발 효율성 측면에서 여러 제약사항들이 존재한다. 다양한 소프트웨어 오류 가운데 임베디드 환경의 제약으로 인한 대표적인 하드웨어 리소스인 CPU, 메모리와 관련된 디버깅 방안에 관해 소개하고 디버깅 효율성을 개선하고자 한다.

This study analyzed technical efficiencies of health service industry of OECD countries with DEA and SFA approaches using 10 year data from OECD Health Database. The results can be summarized as follows: First, Korea was found the best practice among 15 OECD countries based on CRS nondirectional SBM models. Second, it was found that some inefficiencies were due to environmental factors. Third, we found that environmental factors were important factors in efficiencies of health service industry by observing that there were large efficiency changes after adjusting slacks due to environmental factors. From the above, Korea led the OECD countries in health service industry and was the most competent. But this study has some limitation since the quality and cost of health care was not taken into account.

버퍼의 효율적인 관리는 시스템의 성능과 밀접한 관련성을 가지고 있다. 따라서, 최근까지 다양한 버퍼 관리 기법들이 제안되었다. 그러나, 지금까지 알려진 기법들의 대부분은 시간 근접성만을 고려하고 있다. 그러나, 공간 데이터베이스와 같은 환경에서는 시간 근접성뿐 만 아니라, 유사한 위치에 있는 공간 객체들은 서로 같이 접근 될 가능성이 높다는 공간 근접성도 존재한다. 따라서, 본 논문에서는 공간 데이터베이스 환경에서 시간 근접성과 공간 근접성 같이 효과적으로 고려하는 버퍼 관리 기법을 제안하다. 또한, 실험을 통하여 제안 기법의 효율성을 보인다.
