  • 이제 안정적인 폐기물 처리와 자원순환 사회 구축, 기후변화 대응과 친환경 에너지 확보는 더 이상 미룰 수 없는 과제이다. 우리 스스로 더욱 노력해 폐자원 에너지화 기술개발과 함께 친환경에너지타운 조성사업 속도를 낼 때이다. 친환경 에너지타운이야말로 기피 혐오시설을 활용하여 에너지를 생산함으로써 환경과 에너지 문제를 동시에 해결할 수 있는 최선의 대안이라고 확신한다.

A survey on residential environment's improvement plan of silver town by means of applying ubiquitous system (유비쿼터스시스템 적용을 통한 실버타운의 주거환경 개선방안 연구)

  • With the advancement of the industry such as information technology, residential facilities has been consistently achieved high standard. Ubiquitous system has been introduced in apartments nowadays, and it will be general facilities in the near future. However elderly people is not generally accustomed to ubiquitous or internet environment, so degree of ubiquitous system usage is able to be less than young people. This study aims to grasp the relative importance of ubiquitous environment, and offer materials to realize residential environment's improvement of silver towns under investigation through a questionnaire survey. Skin recognition system was most preferred among various functions. Energy management system, protection system of solitude elderly person and security system by CCTV was also preferred at a high rate. Housework part such as cooking aid, height control of sink and basin etc., was not less important system relatively.

Study on Pertinence for Environmental Energy Complex Town Construction (환경에너지 종합타운 조성 타당성에 관한 연구)

  • The objectives of this study are to propose a suitable treatment facility for waste energy recovery after analyzing the waste generation and disposal situation in Jejudo, to establish the plan to install the solar photovoltaics and wind power plant considering the site conditions and finally to establish the environmental energy town plan in conjunction with the existing facilities. The food waste biogas plant is selected as the treatment capacity of 200 ton/day. It is estimated that the biogas plant will produce the electricity of 7,594 MWh per year, which will reduce the greenhouse gas of 4,177 $tCO_2$ per year. The solar photovoltaics and wind power plant will produce the electricity of 13,410 MWh per year, which will reduce the greenhouse gas of 7,375 $tCO_2$ per year. Environmental energy town will give us the reduction of operating cost by centralized treatment of residues and byproducts, and by efficient utilization of produced energy.

  • This paper analyses recent regional development policies being carried out in Japan and the U.S. Such policies are formed on the sustainability principle aiming at the realization of circula-flow economy and zero waste society. The study here illuminates Japan's Eco-town project and three cases of eco-industrial developments in Minnesota. Such projects have gone from improving industry competitiveness through constructing clean production systems on the company level to improving national competitiveness through constructing a 'circular society' on the government level. Japan included the realization of a 'circular society' as its government's top agenda because it recognized that environmental pollution stems from the inefficient use of natural resources. Eco-town project is a regional development policy specifically reflecting such recognition. The eco-efficiency based city development approaches in Minnesota are but small examples of the new wave in regional development in the developed countries. We need to go beyond emphasizing eco-friendly and ethical management to just the companies. The government itself needs to design national policies based on environmental sustainability.

International Case Studies on the Eco-friendly Energy Towns with Hybrid Thermal Energy Supply System and Borehole Thermal Energy Storage (BTES) (친환경에너지타운에서 보어홀지중열 저장(BTES) 활용 융복합 열에너지 공급 시스템 사례 연구)

  • This study reviews three eco-friendly energy towns with hybrid thermal energy supply systems and borehole thermal energy storage (BTES) in Canada and Denmark. The district heating and cooling systems were designed by using multi-source energy for the higher efficiency and reliability as well as environment. ADEU (Alexandra District Energy Utility) located at the developing area in the city of Richmond, Canada was designed to supply district energy with the installation of 726 borehole heat exchangers (BHEs) and a backup boiler using natural gas. DLSC (Drake Landing Solar Community) located in the town of Okotoks, Canada is a district system to store solar thermal energy underground during the summer season by seasonal BTES with 144 BHEs. Brædstrup Solpark district heating system located in Denmark has been conducted energy supply from multiple energy sources of solar thermal, heat pump, boiler plants and seasonal BTES with 48 BHEs. These systems are designed based on social and economic benefits as well as nature-friendly living space according to the city based energy perspective. Each system has the energy center which distribute the stored thermal energy to each house for heating during the winter season. The BHE depth and ground thermal storage volume are designed by the heating and cooling load as well as the condition of ground water flow and thermophysical properties of the ground. These systems have been proved the reliance and economic benefits by providing consistent energy supply with competitive energy price for many years. In addition, the several expansions of the service area in ADEU and Brædstrup Solpark have been processed based on energy supply master plan. In order to implement this kind of project in our country, the regulation and policy support of government or related federal organization are required. As well as the government have to make a energy management agency associated with long-term supply energy plan.

A Proposal of NIA Model for Eco VE Decision of Construction Facilities (건설시설물 친환경VE 의사 판단 모델 NIA 제안)

  • Construction industry that was the core driving force of Korean economic growth is now being classified as an industry with the largest environmental load emission. Although various efforts were made accordingly to realize eco-friendliness, its effects is insufficient currently. Based on the understanding that eco effect of construction industry would be significant if Eco VE is applicable in the initial project stage, NIA model for understanding the eco VE decision of project owner was developed with simulations in this paper. Based on the proposal report of a private project to develop the Gyeongbuk Northern Region Environmental Energy Town, 20 questions on eco VE decision were used through simulations. The result showed 50% eco-friendly decision. The result of this study can be used to provide decision-making data for eco design in the initial stage of construction by utilizing NIA upon conducting survey research to deduce eco VE decision.
