Factors Affecting South Korean Disaster Officials' Readiness to Facilitate Public Participation in Disaster Management Using Smart Technologies (재난안전 실무자의 스마트 재난관리 준비도에 영향을 미치는 요인에 관한 실증 연구 - 스마트 기술을 활용한 재난관리 민간참여 중심으로 -)

  • As the frequency and intensity of catastrophic disasters increase, there is widespread public sentiment that government capacity for disaster response and recovery is fundamentally limited, and that the involvement of civil society and the private sector is ever more vital. That is, in order to strengthen national disaster response capacity, governments need to build disaster systems that are more participatory and function through the channels of civil society, rather than continuing themselves to bear sole responsibility for these "wicked problems." With the advancement of smart mobile technology and social media, government and society as a whole have been called upon to apply these new information and communication technologies to address the current shortcomings of government-led disaster management. As illustrated in such catastrophic disasters as the 2011 Tohoku earthquake and tsunami in Japan, the 2010 Haitian earthquake, and Hurricane Katrina in the United States in 2005, the realization of participatory potential of smart technologies for better disaster response has enabled citizen participation via new smart technologies during disasters and resulted in positive impact on the management of such disasters. In this context, this study focuses on the South Korean context, and aims to analyze Korean government officials' readiness for public participation using smart technologies. On this basis, it aims to offer policy suggestions aimed at promoting smart technology-enabled citizen participation. For this purpose, it proposes a particular model, termed SMART (System, Motivation, Ability, Response, and Technology).

  • Does CAD technology have a possibility to promote new logics of design thinking and form-creation? Starting with such a question, this study inquires into soical constructions of linear perspective and CAD programs. Using a concept of the modelling interface as an analytical frame, this study discusses; 1) a historical process in which the linear perspective, as a drawing-oriented modelling interface, had permeated its geometrical principles into the artificial environment and justified them in a dimension of the aesthetic discourse, 2) technological contexts in which computer-based modelling interfaces such CAD programs were developed and separated from the tradition of the linear perspective, with the introduction of new kinds of modelling algorithms and graphic user interfaces.

  • Middle East Respiratory Syndrome (MERS), which occurred in the Middle East in 2015, is the most acute respiratory infectious disease in Korea. The limitations of the government's ability to respond to the spread of MERS and the inadequate communication of the government to the public have reduced the public's confidence in the government's infectious disease management policy. And it became an opportunity to raise awareness that infectious diseases could easily break down the national anti-virus system. Therefore, this study investigated the emergency response system of the infectious disease in the United States and sought to improve the infection control system in Korea. In order to achieve the purpose of the study, we analyzed the government's response to the MERS in 2015, analyzed the organization structure and role of the US CDC, and IMS.

  • Smart device appeared as IT technology develops and it caused the proliferation of digital contents. It is because that App technology supports to install and use the contents in the smart device easily. App is developed by the creativity and the programming skill and the commercial value is generated in the process of development. In this paper, we taught how to develop APP to elementary school students by Android App Inventor program and observed the changes of their thinking through reflection-note which describes thinking of them. This research was carried out for 28 elementary school students, 5th and 6th grade. We found the attitude that students try to solve problem actively with the high interest. They enjoy showing developed App to others easily and quickly, which is the characteristic of smart devices. We also found a phenomenon that the students consider commercial value.

Comparative study for the satisfaction level of export companies in South Korea and China regarding export insurance system (수출보험제도에 대한 한중 수출기업의 만족도에 대한 비교연구)

  • 19) This research investigates the satisfaction level of both countries' export companies about the export insurance system which can cause problems in Korean-Chinese FTA in this age of spreading FTA. Through this research, it surveys of the system user satisfaction of two nations based on the characteristics of export insurance systems in South Korea and China. The satisfaction level of export credit insurance system is as follows: Awareness of credibility (3.53), awareness of exporting area (3.38), awareness of risk management (3.29), awareness of market change (3.14), awareness of insured accident (3.24), and awareness of regulations (3.03) present positive responses to the export insurance system but awareness of defective product (2.97) was relatively unsatisfied. Though it is hard to compare directly due to the differences between the exporting systems of Korean and China, this research shows the need of various export insurance products, and that most export companies in Korea and China are generally satisfying with export insurance products at present.

  • The enterprise are facing potential SHE(safety, health and environment) accident to cause casualties or a financial loss and increasing social responsibility. So, SHE management system has to be voluntarily accomplished rather than passively with regard to SHE regulation. In this study, KW_SHE(Kwangwoon Safety, Health and Environment) management model is developed which materialize self-regulation SHE management system of individual workplace by the research and analysis of many domestic enterprise. This KW-SHE management model is intend to assess work-product vs. management expenses investment and critically evaluated for studying its benefits and limitations

Criticality Safety Analysis of Spent Fuel Storage Facility for Bo-Ri Unit 1 (핵연료 저장시설의 임계 안전성 분석)

  • In 1977, spent fuel storage capacity of Ko-Ri Unit 1 was raised to contain 4-2/3 core, by reducing the center-to-center spacing between fuel assemblies from 53.34cm to 36cm. In this paper the adequacy is discussed in detail by examining the previous design analysis report. According to the analytic method presented by Core Performance Branch, study on credible abnormal moderator density condition is performed by using KENO-IV for the redesigned spent fuel storage facility. Result shows that 36cm for the center-to-center spacing between fuel assemblies is not enough to keep the storage safe at water density of 0.1143g/㎤, which gives the maximum $K_{eff}$ 0.9958$\pm$0.0048, which exceeds the CPB regulation limit 0.98. From sensitivity study regarding to the center-to-center spacing, it should be maintained to space greater than 43cm in order to meet the CPB requirements.s.

  • Social infrastructure facilities that have been under construction since the country's high-growth period are undergoing rapid aging, and safety assessments of large structures such as bridge tunnels, which can be directly linked to large-scale casualties in the event of an accident, are necessary. Wireless smart sensor networks that improve SHM(Structural Health Monitoring) based on existing wire sensors are difficult to construct economical and efficient system due to short signal reach. The LPWAN, Low Power Wide Area Network, is becoming popular with the Internet of Things and it is possible to construct economical and efficient SHM by applying it to structural health monitoring. This study examines the applicability of LoRa LPWAN to structural health monitoring and proposes a channel usage pre-planning based LoRa network operation method that can efficiently utilize bandwidth while resolving conflicts between channels caused by using license - exempt communication band.

A Study on the Improvement of Crisis Alerts of Disaster-related Crisis Management Standardized Manuals (재난 관련 표준매뉴얼의 위기경보 개선방안에 관한 연구)

  • Korea has been preparing and operating crisis management standardized manuals so that over 30 disaster types that need to be managed at the national level can be selected and systematically managed. This study analyzed the crisis alert levels of two standard manuals related to the case with reference to the contents of the Framework Act on the Management of Disaster and Safety and National Crisis Management Basic Guidelines. According to the Act and Guidelines, crisis alerts are issued before a crisis or disaster, but the criteria of crisis alerts of the two manuals showed that the national crisis had already occurred and the disaster occurred due to a marine vessel accident at the serious level. In addition, the results of timing of issuance of crisis alert were reviewed. If the signs can be identified, a crisis alert may be issued prior to the occurrence of the incident, but a crisis alert cannot be issued when an incident occurs without a sign. In the case of an incident where there are no signs, but there is a possibility of spreading to a national level disaster, the disaster management supervision agency could issue a crisis alert.

Development of a driver's emotion detection model using auto-encoder on driving behavior and psychological data

  • Emotion recognition while driving is an essential task to prevent accidents. Furthermore, in the era of autonomous driving, automobiles are the subject of mobility, requiring more emotional communication with drivers, and the emotion recognition market is gradually spreading. Accordingly, in this research plan, the driver's emotions are classified into seven categories using psychological and behavioral data, which are relatively easy to collect. The latent vectors extracted through the auto-encoder model were also used as features in this classification model, confirming that this affected performance improvement. Furthermore, it also confirmed that the performance was improved when using the framework presented in this paper compared to when the existing EEG data were included. Finally, 81% of the driver's emotion classification accuracy and 80% of F1-Score were achieved only through psychological, personal information, and behavioral data.
