Real-time monitoring system for management of chemically management of chemically contaminated water pipeline (유해화학물질 이송관로 파손누수 실시간 감시 기술)

  • 유해화학물질 이송관로의 실시간 유지관리를 위하여 파손사전 예방감시를 위한 이중구조 파이프 제작, GIS관망 구축을 위한 측량 및 시공 속성정보 수집을 위한 스마트 폰 앱 프로그램 개발, 실시간 감시를 위한 서버프로그램 개발을 수행하였다. 또한, 파일럿규모의 야외시험시설을 구축하여 시스템 동작여부를 확인하였다. 파손 예방은 파이프에 부착된 센서 케이블을 통하여 감지하도록 하였고, 누수는 압력센서를 일정한 간격으로 설치하여 시험하였다. VRS 측량장비와 스마트폰을 연계할 수 있는 앱 프로그램으로 실시간 자료 수집을 수행할 수 있도록 하였고, 감시 서버프로그램을 통하여 실시간 감시 및 알람이 가능하도록 하였다.

  • Chemicals are widely used throughout society, and usage is expected to increase in the future. As a result, various accidents related to chemicals and dangerous substances are occurring, and the frequency of occurrence is expected to continue to increase. Thus, it is expected that this study will present problems and improvement directions through analysis of each associated agency's accident report and management system, and improve the research input system to increase efficiency in collecting and statistical calculation of chemical and hazardous accident.

A Study on How to Evaluate Appropriate Ventilation Rate of Indoor Facility Handling Hazardous Substances by Their Flammable and Explosive Properties (유해화학물질을 취급하는 실내시설에서의 인화폭발성에 따른 적정 환기량 산정에 대한 연구)

  • Purpose: Ministry of Environment statistics reveals more than 132 fire·explosion accidents in South Korea between 2014 and 2023. Among them, fire and/or explosion accidents are very impactive in their scale and consequence. This study aims to suggest a new method of reasonable way to calculate the ventilation rate of indoor facility handling hazardous chemicals based on their inflammability. Method: A new method to calculate the ventilation rate is based on the physicochemical properties of the chemicals handled, which is more reasonable compared with the current regulation based only on the floor area of the facility. Result: Considering the physicochemical properties, 178 chemicals based on their inflammability were studied and 168(94%) met the criteria for the current regulation. Some materials have been shown to require too much or too little ventilation rate. Conclusion: Through this study, a reasonable method of calculating the required ventilation rate was proposed. This should be applied to ensure the safety of workers to deal chemicals.

  • Natech risk is a type of complex disasters that natural hazards trigger technological disaster or industrial accidents. Research on Natech risk has been started from the mid-1990s in European countries and the Unites States, and drawn much more attention after the Fukushima nuclear accident caused by the 2011 East Japan earthquake. While early studies on Natech risk have focused on the causal natural hazards and possibility to occur, and the resulting spill of hazardous materials from the perspective of science and engineering, the recent research interests lie on effective Natech risk management. Especially, emphasizing the difference of Natech risk management from traditional disaster management, issues of uncertainty management, integration between natural disaster and technological disaster, and responsibility, has been drawn attention. In Korea, Natech risk has not been introduced as a research topic. Although some regulatory improvements have been made in nuclear safety and chemical Substance management after the Fukushima disaster, the potential impact of natural hazards in these areas has not been considered yet. It is necessary to raise the issues of Natech risk management in research and policy areas through active discussion and interdisciplinary approaches.

  • Firefighters performing disaster response activities such as Fire Suppression Rescue First Aid in fire are being exposed in various adverse factors, heat, smoke, toxic gases, emotional stress, biological toxic factors and physical overload by unnatural ergonomic posture required for firefighters. But so far, there is the study for this problem only separately. There is no study about comprehesive analysis of exposed adverse factors in fire-related disaster response activities and countermeasures. The purpose of this study is to contiribute to solving the health problems and prevention of accidents of firefighters by extracting hazardous agents in disaster such as fire and by proposing countermeasures. After analyzing circumstances such as fire-suppression, rescue first aid and life-environment, exposure factors of fire are derived and exposure status is suggested according to physical chemical biological psychological aspects. The countermeasure against the noise of the physical exposure factors are proposed. The countermeasures such as protective equipment and clean room in chemical factors, infection prevention education, vaccination and periodic check system in biological factors, PTSD alleviation booth and mentoring in psychological factors are proposed.

  • 화학산업이 발전함에 따라 잠재적인 화학물질 폭발사고 위험 또한 증가하고 있다. 순식간에 치명적인 인명, 재산피해를 남기는 폭발에 대한 영향을 예측, 분석하기 위해 다양한 해석모델이 활용되고 있지만, 폭발의 물리적 특성상 다양한 형태의 건물이 밀집된 지역에 대해서는 해석모델 사용만으로 높은 정확도의 분석을 진행하기에는 어려움이 있다. 따라서 본 연구는 GIS 공간정보와 3D 폭발 시뮬레이션의 약결합 방식을 적용하였다. 실제 연구지역과 동일한 환경을 구현하여 시뮬레이션을 구동하였고 이에 따른 폭발 규모와 폭발에 노출된 대상별 가해지는 압력 값을 도출하였다. TNT를 기준으로 위험물 저장 및 취급시설에 대한 최저 기준인 지정수량 200kg을 적용하였음에도 최대 2,960kPa의 압력이 발생하는 것으로 확인되었다. 본 연구로 도출된 결과에 건축물의 용도와 중요도를 적용한다면 토지이용계획 및 공간활용에 반영할 수 있으며, 안전관리자로 하여금 리스크 평가, BC분석, 안전관리계획 수립 등에 활용 가능하다고 사료된다.

A Brief Review of Regulations on Personal Protective Equipment for Hazardous Chemical Handlers as Regulated by the Ministry of Environment (환경부 소관 유해화학물질 취급자의 개인보호장구 착용 기준에 관한 소고)

  • Objectives: Personal protective equipment (PPE) is an essential means for protecting workers against hazardous agents or risks that threaten their safety and health. Governmental organizations related to safety and health in the workplace regulate the PPE rules to protect workers and to minimize damage from hazardous agents. This study discussed current PPE rules overseen by the Korea Ministry of Environment and explores future perspectives on the matter. Methods: This study was based on a review of PPE regulations with which every stakeholder should comply in the workplace. Both South Korean regulations enforced by the Ministry of Employment and Labor and the Ministry of Environment and cases from other countries were reviewed. Results: Regulations related to the PPE required for handling chemical substances in the workplace are enforced by the Occupational Safety and Health Act, Enforcement Decree, Enforcement Rules, and Notification of Protective Equipment Certification under the Ministry of Employment and Labor. The Ministry of Environment also regulates the PPE standards for 97 substances requiring preparation for accidents and adjustment of work conditions, but a recent amendment (partially amended on September 30, 2022) loosened some unreasonable or excessive provisions. It requires workers simply to carry or otherwise keep PPE handy instead of wearing it for some tasks in which hazardous chemicals are not handled directly. Conclusions: It is important to regularly review provisions that need to be improved or supplemented to help all stakeholders. Considerations should be also made to build a reasonable regulatory system that can induce more mature safety management in each workplace.

  • 2012년 9월 27일 사회적으로 큰 파장을 불러 일으켰던 구미 불산 사고와 이후에도 꾸준히 발생한 각종 화학물질 누출사고를 계기로, 산업현장의 각종 화학사고에 대한 선제적이고 일사분란한 대응, 그리고 현장 중심 예방대책의 중요성이 절실해지고 있다. 이런 상황 속에 정부는 지난해 7월 안전정책조정회의에서 '범정부 화학재난 안전관리체계 개편방안'을 내놓고, 시흥, 익산, 구미, 서산, 여수, 울산지역 6개 산단 내에 환경부, 고용노동부, 산업통상자원부, 소방방재청 등이 참여하는 합동방재센터를 운영하기로 했다. 그리고 지난해 12월 5일 구미 국가산단 내에 합동방재센터가 전국에서 처음으로 개소하게 된다. 합동방재센터 중 '구미 119화학구조센터'는 예방 활동은 물론, 신속한 대응이 이뤄질 수 있도록 하는 중추적인 역할을 수행하고 있다. 이곳 119 화학구조센터 주영국 센터장을 만나 방재센터가 지향하는 궁극적인 목표와 운영방침 등을 들어봤다.

A Study on Contribution to Reducing Chemical Accidents of Reporting for Awarding a Contract of Hazardous Chemicals (유해화학물질 도급신고 제도가 화학사고 감소에 미치는 영향 연구)

  • Purpose: Since the implementation of the Chemical Substance Management Act, data on the number of occurrences by annual chemical accident in Korea and the contractor's contract data received from the competent authority were used. After the implementation of the contract reporting system, the contribution to the reduction of chemical accidents is summarized by statistical data. The characteristics of each region, month, type and those of similar industries and human life were compared and analyzed. Method: 4 years of chemical accident statistics from 2015 to 2018 and since 2003, we have used data from the Chemical Safety Clearing-House (CSC), which provides safety information on cases of chemical accidents. Results and Conclusion: The risk of accidents increases as a number of unskilled workers are put into the workplace during the period when the hazardous chemical handling process is temporarily suspended. Through the reporting for awarding a contract, the operators are strengthening the safety management of chemical accidents by educating unskilled workers and wearing personal protective equipment.
