A study on the Rationalization of Safety Management in Chemical Facilities: Focused on Architecture Fire Resistance Standards (화학물질 취급시설의 안전관리 합리화 방안 연구: 건축물 내화기준 중심)

  • In Korea, the Ministry of Environment's Chemical Control Act is the basis for hazardous chemical substances and safety management is being carried out. In particular, the standards for the installation and management of facilities are strongly managed. There were problems in the early stages of implementation, conflict with other laws, size of facilities and non-reflection of material properties. In this study, more realistic and reasonable improvement was planned for the fire-resistance standard of buildings among these facilities. We compared the fire resistance standards of buildings in the Korean similar chemical facility safety management ordinance. Key problems were identified through examples of representative complaints concerning the criteria for facilities. Finally, the Chemical Control Act provided an improvement measure to apply the building fire-resistance standard by clarifying the size and chemical of facilities. In the future, the results of this study are expected to be consistent with the basic purpose of the Chemicals Contral Act considering environmental hazards and contribute to the standard of handling facilities of reasonable chemical management laws that can be applied to the industry in reality.

  • Chemicals are an indispensable element of modern society to the extent that more than 15 million species are commercially available worldwide. However, among them are chemicals whose toxicityposes a threat to public health and the environment, as illustrated by past cases of chemical accidents, which revealed their danger to human life. Chemical accidents can spread and cause huge damage in a short time because of their characteristics. Therefore, it is important to do as much as possible to prevent them in advance and to respond promptly after an accident. The legal system pertaining to domestic chemical substances is the "Toxic Chemical Control Act", which is made up of the "Act on the Registration and Evaluation of Chemicals" and the "Chemical Control Act" since 2015. Under this law, the Comprehensive Chemical Information System and Chemical Substance Data Processing system were established and are still operating;however, chemical accidents are still occurring. These systems are comprehensive information systems aimed at providing chemical information rather than acting as chemical response systems, which has limited the effectiveness of accident response. This study is intended to analyze the information management systems, response management systems and the basis of chemical substance management support for hazardous chemicals and suggest ways to improve the legal system for developing and operating chemical response systemswithin a municipality.

A Study on the Effectiveness of the Hazardous Chemical Transport Vehicle Management System (유해화학물질 운반차량 관리제도 실효성 연구)

  • Purpose: The effectiveness of the transport vehicle management system of the Chemical Substances Control Act will be studies and used as basic data for future system improvement plans. Method: After the enforcement of the Chemical Substances Control Act, the effectiveness for the transport vehicle management system was studies by comparing the transport plan, guidance and inspection status, safety training completion management, ect., and the reduction rate of chemical accidents. Results: The average number of chemical accidents in transport vehicles nationwide is 20 each year. And It is decreasing with the stabilization of the Chemical Substances Control Act('15.1.1). The first reason for the decrease in chemical accidents is the increase in submission of transport plans. Second, as the guidance and inspection rate increased every year, the shipper company's management of transport companies was naturally strengthened. Finally, it is judged that chemical accident caused by transport vehicles decrease through safety education. Conclusion: The current tranport vehicle management system of the Chemical Substances Control Act is effective. However, further research is needed to improve the practical and efficient transport vehicle management system.

  • Chemicals are convenient for humans but the damage caused by hazardous chemicals can be widespread if they are not managed properly. The Chemical Substance Management Act strengthened the management of hazardous chemicals and the management of handling facilities. On the other hand, an analysis of chemical accidents occurring in the past 4 years showed that chemical accidents occurring at the handling facilities are increasing, and additional preventive measures are needed. In this study, to prevent chemical accidents of hazardous chemicals, the causes and problems of accidents were analyzed through the case study of chemical accidents and measures for improvement are proposed.

  • The Chemical Control Act of 2015 was enhanced to ensure the safe management of hazardous chemicals. In particular, there have been substantial changes in the standards for the installation and management of handling facilities for manufacturing and storing hazardous chemicals. However, some standards for handling facilities are difficult to implement due to a lack of physical space or because of safety accidents during facility improvements. Therefore, the Safety assessment system (SAS) has been operating for such facilities since 2018. This study developed a leakage trajectory evaluation module that can easily evaluate the outside of a dike for safety evaluation. We analyzed two case studies on a dike for hydrochloric acid and sulfuric acid storage tanks with this module and suggest a reasonable plan for the facility. We believe that it will be possible to more easily submit SAS reports at chemical plants by using this evaluation module. This study is expected to contribute to the improvement of the safety design of hazardous chemical handling facilities.
