This paper's purpose is three-folded: modeling the self-regulating fire prevention system, developing a packet of practical fire prevention measures and regulations, and reviewing the applicability of fire insurance system in Korea as a main components of the self-regulating fore prevention system. The so called self-regulating fire prevention system is defined as a grand national fire prevention framework based on and promoted by the vitality and creativeness of the market (or private sector). This drastically contrasts with the existing government-led fire prevention system in Korea. The self-regulating fire prevention system has three grounds: the principle of self-responsibility, the redefinition of the fire service as a public goods, and the principle of self-selection. It seems natural that the self-regulating fire prevention system requires the function of fire insurance institution as a pivoting mechanism providing individual decision makers with a system of incentives, resulting in rational behaviors in the part of each individuals and in the well-balanced fire prevention network in the part of the overall public. In this regard, this pilfer examines the institutions and performance of the fire insurance industry in Korea and reviews the limitation of the industry as an instant replacement mechanism of the current government-led fire prevention system in Korea.

우리나라는 재난예방에 고나한 의식 분야에서 세계 어디에 내놓더라도 자랑할 만한 유 무형의 상징적 문화유산과 스토리를 갖고 있다. 그러나 그 발굴과 계승 측면에서 책무를 지고 있는 소방의 관심 소홀로 인해서 대중적인 것을 물론이고 소방 내부적으로도 생소하기까지 하다. 본 연구는 이런 문제의식을 갖고 출발하였으며, 조상들이 남겨 놓은 재난예방에 관한 상징적 유산들을 고찰하여 그 특징을 알아보고 가치를 재조명하고자 한다.

The OECD defines regulatory reform as both better regulation and deregulation, and emphasizes that governments must continue to regulate in areas such as environmental quality and safety. In contrast, Korean regulatory reform in fire services in the 1990s shows quite a strange trend, having been carried out only to the direction of softening and abolishing regulations. In the UK, fire prevention legislation has been strengthened since the enactment of the Fire Precautions Act 1971, and the Building Regulations 1991, which apply to all new buildings including a private house, require that there should be at least one smoke alarm on each floor. This research shows that the tightening of fire prevention legislation in the UK has promoted fire safety, which is very instructive for Korean fire services. In order for Korean fire services to protect citizens'lives and property from fires, one of basic directions of regulatory reform, to improve the quality of regulations relating to safety, health and the environment, should be observed strictly. Moreover, the flexibility of the basic direction of regulatory reform should be ensured so that the regulations concerning safety could be even increased under the overall reform strategy of reducing all regulations.

Recently, intentional arsons for exploitation and wildland fire caused by abnormal change of weather are increasing as well as the damage scale due to such fire in the world. The number of such big wildland fire is also increasing in Korea these days. Fire prevention activity can be said as more important than fire putting-out activity after a fire occurrence for the most effective way to cope with wildland fire, and the research on wildland fire prevention system is what we need to do urgently, In this study I examined and analyzed the experiments and data about the factors influencing wildland fire and stated the dangerousness of each factor for all of the 6 factors and set up the general dangerousness rating applying each factor's contribution to the dangerousness.

본 논문에서는 일반용 전기설비 안전점검으로 인한 전기화재 예방효과를 정량적으로 나타내기 위하여 전기화재 예방효과를 비용효과 분석방법을 통하여 정량적으로 제시하였다. 안전점검 실시유무에 따른 추상적인 분석모형을 개발하고, 개발된 분석모형을 정량적으로 나타내기 위한 수학적 논리를 이용한 수리모형으로 제안하고, 제안된 수리모형에 5년 동안에 일반용 전기설비 안전점검 실적과 화재 통계자료를 적용하여 전기안전점검에 대한 화재예방효과를 비용효과분석을 통하여 정량적으로 산출하였다.

산불은 소중한 산림을 파괴 시키고 자연생태에 막대한 영향을 미치기도 하지만 인근 주택가에 이차적인 피해를 주기도 한다. 도시팽창으로 인해 산과 주택의 거리가 가까워지고 있는 상황과 사람들의 부주의로 인한 잦은 산불로 인해 그 피해는 더욱 심각해지고 있다. 그러나 산림 인근에 있는 주택들은 대부분 농가에 노인들이 거주하고 있기 때문에 화재에 대해 대비책이 필요한 상황이다. 산불로 인한 인근 주택화재피해의 원인을 조사해보면 대 부분 산림과 주택의 거리가 좁아 불길로 인한 직접적인 피해와 비화로 인한 피해로 압축되고 있다. 이러한 피해를 예방하기 위해서는 우선 입산자와 산림인근 거주자에 대한 적극적인 산불방지 홍보가 우선시 되어야 할 것이며 이차적으로 주거지역과 산림과의 적적한 이격거리 확보와 인접되는 나무의 수종을 인화성이 약한 활엽수로 대체하는 등의 예방을 우선시 하여야겠다. 산불은 대부분 실화로 인해 발생하는 경우가 대부분이지만 대상이 불분명하고 실화자를 찾더라도 그 피해액을 산정하여 보상을 청구하기에는 사실상 불가능하다. 이에 정부 및 지자체에는 산불로 인한 인근 주거지에 대해 보험 및 예비비를 통하여 만약의 경우를 대비하여 대비책을 마련해 놔야 할 것이다.

Recently. the spark and the overheat due to in the conductor breaks have been the major causes of electrical fire in low voltage wiring. Also, because in these cases the current is a surge one, the losses and faults of a communication, a home appliances, a computer and a measuring instrument may occur. Especially, in such cases, we are very difficult to detect the condition of the conductor breaks. In this paper, we have developed an auxiliary control device, the electrical fire prevention control device (EFPCD), of an earth leakage breaker (ELB). And we can prevent the electrical fire caused by the spark and the overheat occurring in the conductor breaks with the EFPCD.
