The cause analysis of explosion on bushing of 154 kV cable (154 kV급 절연부싱에서의 폭발사고 원인분석)

  • 본 사고분석을 통해 154 kV 절연부싱에서의 폭발사고에 대한 원인을 규명하였다. 결과적으로, 절연부싱의 사양은 국제표준에 적합하였다. 사고당일 기록된 자료에 의하면 R상과 S상에서 거의 동시에 지락사고가 발생하였으며, 지락지속시간은 약 75 ms로써 사고의 영향을 준 시간은 약 67 ms인 것으로 나타났다. R상은 아크에 의한 탄화 흔적, S상은 아크에 의한 탄화흔적과 외부열에 의한 탄화흔적, T상은 외부열에 의한 탄화흔적, 용융흔적은 R상과 S상의 케이블접속부와 플랜지에서 각각 발생하였다. S상의 절연부싱을 이용하여 탄화패턴 중 아크에 의한 것과 일반 열에 의한 것을 분류하여 연면방전이 발생한 것을 입증하였다. 사고추정 시나리오는 현장조사과정에서 나타난 현상과 목격자 진술, 사고원인 분석자료 등을 토대로 하여 작성되었다. 따라서 사고추정을 통해 분석된 자료는 아크생성단계, 열폭주 단계, 폭발단계, 화재단계로 구성하였다. 사고원인 가능성은 사고의 원인, 형태, 영향을 통해 나타난 연결고리를 검토하여 가능성이 낮은 부분을 배제하는 방식으로 진행되었다. 절연부싱의 사고원인은 표면의 오염물질 부착 가능성이 가장 높았다. 이를 근거로 하여 제조, 시공, 관리적 측면에서의 방지대책을 고려하는 것이 바람직할 것으로 판단된다.

  • A monitoring system was constructed to identify the cause of occurrence based on data on the analysis of the ignition factors of fermentation heat generated from loading waste. Universal Middleware was used to provide a real-time run-time environment for the configuration and speed of scenarios for each type of fire early warning. It is necessary to dynamically recognize the loading height and pressure of the loading waste, the drying of wood, batteries, and plastic waste, which are representative compositional wastes, and the carbonization changes on the surface. Therefore, this IoT situation recognition platform for analyzing low-temperature-fired fire possibility data was dynamically configured and presented.

A Study on the Activity and Training Plan of a Field Crew for the Design of Training Scenarios Assuming Chemical Accidents and Terrorism (화학사고·테러를 가정한 훈련 시나리오 설계를 위한 현장 대원의 활동성 분석과 훈련방안에 관한 연구)

  • This article is a study on the activity of rescue workers for designing simulation training scenarios assuming chemical accidents. On the basis of the complexity of the indoor scene in the case of chemical accidents and terrorism, we designed a 12-step simulation training scenario for two teams to analyze the improvement in firefighters' capabilities. On the basis of activity measurement in the simulation scenario, step 2 of training had the most drops in the maximum heart rate, as follow: N1, from 163 bpm to 153 bpm; N2, from 186 bpm to 151 bpm; N3, from 168 bpm to 162 bpm; and N4, from 166 bpm to 152 bpm. In terms of intensity level in the allowable activity time, it was found that in step 2 both N1 and N2 reduced from Level 5 to Level 3, N3 remained at Level 4, N4 reduced from Level 4 to Level 3, and the maximum allowable activity time increased.

Designing the Training Scenarios that Assuming Chemical Accidents in the Buildings and Analyzing Activities of Special Rescue Crew (건물 내부 화학사고를 가정한 모의 훈련 시나리오 설계 및 특수구조대원의 활동성 분석)

  • This study examined the activity of the simulated training scenarios and special rescue crew assuming a chemical accident inside the building. To improve the response ability and safety of rescue personnel in the event of a chemical accident, a total of eight stages of simulated training scenarios were conducted and the activity was measured. As a result of the activity measurement according to the simulation training scenario, the average maximum heart rate of the rescuers was the highest at 177.50 ppm in the 4th stage, and then 176.67 ppm for the 5th step, 171.17 ppm for the 2nd step, 169.33 ppm for the 3rd step, 162.17 ppm for the 6th step, 159.58 ppm for the 7th step, 148.75 ppm for the 8th step, and 139.33 ppm for the 1st step. The mean maximum respiratory rate was the highest at 38.17 rpm in the 4th stage, followed by 37.58 rpm in the 5th stage, 32.00 rpm in the 6th stage, 31.58 ppm in the 7th stage, 31.33 rpm in the 3rd stage, 31.08 rpm in the 2nd stage, and 28.00 rpm in the 8th stage. The 1st stage was 22.67 rpm. In addition, body water reduction measurements were reduced by up to 0.7 g due to the training intensity.

Establishment of Complex Disaster Scenario on the Utility Tunnel Study for Digital Twin System Application (디지털트윈 시스템 적용을 위한 공동구 복합재난 시나리오 구축)

  • The purpose of this study was to establish a complex disaster scenario that can comprehensively consider various disaster situations that may occur in the utility tunnel. Method: In order to comprehensively consider the correlation between disasters, a composite disaster scenario was derived from a combination of damage factors, respectively. A risk assessment was performed in order to derive the priorities of the scenarios. And based on the results, the priorities of complex disaster scenarios were set. Result: Based on the disaster cases in the utility tunnel, a plan was prepared for complex disaster scenarios centered on damage. A complex disaster scenario was specified using a semi-quantitative evaluation method for single and multiple disaster factors such as fire, flooding, and earthquake. Conclusion: The composite disaster scenario derived from this study can be used for the prevention and preparation of damage when the precursor symptoms of a disaster are detected. In addition, the results of this study are expected to be used as basic data for preparing strategic plans and preparing complex disaster response technologies to induce rapid response and recovery in case of emergency disasters.

Effects of evacuation delay time and fire growth curve on quantitative risk for railway tunnel fire (철도터널 화재 시 피난개시시간지연 및 화재성장곡선이 정량적 위험도에 미치는 영향)

  • A quantitative risk assessment has been introduced to quantitatively evaluate fire risk as a means of performance based fire protection design in the design of railway tunnel disaster prevention facilities. However, there are insufficient studies to examine the effect of various risk factors on the risk. Therefore, in this study, the risk assessment was conducted on the model tunnel in order to examine the effects of the evacuation start time delay and the fire growth curve on the quantitative risk assessment. As a result of the analysis of the scenario, the fatalities occurred mainly when escapes in the same direction as the direction of the fire smoke movement. In addition, after the FED exceeded 0.3, the maximum fatalities occurred within 10 minutes. In the range of relatively low risk, distance between cross passages, evacuation delay time and fire growth curve were found to affect the risk, but they were found to have little effect on the condition that the risk reached the limit. Especially, in this study, it was evaluated that the evacuation delay time reduction, fire intensity and duration reduction effect were not observed when the distance between cross passages was more than 1500 m.

The Effects of the Area of Openings on the Performance of a $CO_2$ Extinguishing System -The CFD Simulations of the Oil Surface Fire in a Machine Room- (개구부 면적이 $CO_2$ 소화설비의 소화성능에 미치는 영향 -기계실 석유 표면화재의 CFD simulations-)

  • Carbon dioxide($CO_2$) agent, which has more safely extinguished fire than any other gaseous fire extinguishing agents, has been widely used in various protected enclosures and types of fires. According to the concept of performance-based design(PBD). $CO_2$ extinguishing system to be designed is needed to be evaluated for the performance of fire suppression with possible fire scenarios in an enclosure. In this paper, CFD simulations were carried out to study the effects of opening area on the performance of $CO_2$ extinguishing system and the flow characteristics in the machine room of $100m^3$ in which kerosene spill fire happened. This study showed that time of fire suppression increased linearly in proportion to the size of opening area, and fires for each model were completely suppressed prior to the end of discharge of $CO_2$ agent. It was shown that mass flow rate through opening was influenced by the combined effects of heat release rate of fire and discharge of $CO_2$ agent. After $CO_2$ agent was completely discharged, oxygen concentrations in enclosures for each model were lower than the limit concentration of combustion.

Investigation of Temperature Variation of Bridge Cables under Fire Hazard using Heat Transfer Analysis (열전달 해석을 통한 케이블교량 화재 시 케이블의 온도변화 분석)

  • Recently, there have been frequent occurrences of bridge fires. Fires in cable-supported bridges can damage and brake cables due to high temperatures. In this study, fire scenarios that can occur on cable-supported bridges were set up. In addition, based on the results of vehicle fire tests, a fire intensity model was proposed and cable heat transfer analyses were performed on a target bridge. The analyses results demonstrated that temperature rises were identified on cables with a smaller cross-sectional area. Furthermore, vehicles other than tankers did not exceed the fire resistance criteria. When the tanker fire occurred on a bridge shoulder, the minimum diameter cable exceeded the fire resistance criteria; the height of the cable exceeding the fire resistance criteria was approximately 14 m from the surface. Therefore, the necessity of countermeasures and reinforcements of fire resistance was established. The results of this study confirmed that indirect evaluation of the temperature changes of bridge cables under fire is possible, and it was deemed necessary to further study the heat transfer analysis considering wind effects and the serviceability of the bridge when the cable temperature rises due to fire.

  • The importance of the firefighting education & Training is being magnified in order to enhance and strengthen a firefighters' ability and to reduce the firefighters' fatality and casualty. Therefore, It is needed to expand the facilities. In this study, with a comparative analysis of the global firefighting education & training facilities for fire suppression, we try to present the necessity and the basic contents of the establishing the installation criteria for the domestic firefighting education & training facilities. It has to contain specific purpose of the training and minimum standards for the structures with a guarantee of an international level. Naturally, the top priority is a safety of trainees and trainers. And, it should pay attention to a higher effectivity of the training course with a active reflection of the standard operation procedures' scenarios. Simultaneously, by securing a similarity and a compatibility to the other standards, it must maintain the balance of a whole standard.

A Study on the Fire Spread between Office Room and Atrium in the Atrium Building (아트륨 빌딩에서의 사무실과 아트륨간의 화재확산에 관한 연구)

  • Generally, There is to install fire resist shutter or to compart between the office room and the atrium in the atrium buildings in Korea. But, Glass wall that is installed sprinkler which purpose to protect it from fire, is already installed between the office room and the atrium in the advanced nations. We study this problem as follow; We made the fire scenario, and analyze each scenario using FASTLite is fire modeling software and BREAK1 is to predict the window breakage time in the compartment fire. In this study, we can decide that fire compartmentalization between atrium and office rooms doesn't require in Atrium building if the material and fire protection system were reliable. Consequently, Korean Fire Protection Regulations have to consider in direction of increasing freedom of building.
