돌발홍수는 수십 $km^2$ 이하의 유역에서 강우가 발생한 후 6시간 이내의 단시간에 홍수징후가 나타나는 현상으로 정의될 수 있다. 돌발홍수를 잘 예측하기 위해서는 국지적으로 발생하는 집중 호우를 잘 예측해야 하며 유역내 공간적인 수문반응해석을 통해 돌발홍수를 예측하는 기술이 요구된다. 본 연구에서는 유역내 공간적인 수문반응을 잘 모의하기 위해 TOPLATS 지표해석모형을 이용하였다. TOPLATS(TOPMODEL based Land Atmosphere Transfer Scheme) 모형은 물수지와 에너지수지를 통해 단위격자에 대한 실제증발산량, 토양수분량, 지하수면깊이, 지표유출량, 잠열, 현열, 지열, 순복사량 등을 모의하며 소유역단위로 지하수면깊이를 재분포시키는 특성을 가지고 있다. 돌발홍수 위험도를 산정하기 위해 실제 돌발홍수 피해사례를 조사하였으며 피해지역과 대응되는 격자 수문성분과의 상관성 분석을 통해 돌발홍수 위험도 모형을 산정하였다. 대상지역은 수도권 전체지역을 모의하기 위해 한강, 임진강, 안성천 유역을 대상지역으로 선정하였다. 수도권 지역은 약 11,930 km2이며 2009~2012년동안 총 38건의 돌발홍수 피해사례가 신고되었다. 기상자료는 기상청 AWS와 ASOS 시단위 강우, 기온, 상대습도, 풍속, 일조, 기압자료를 이용하였다. 돌발홍수 피해사례 38건에 대해 대응되는 모의격자의 수문성분을 분석하였으며 27(71%)에서 구조요청시점에 대해 강우량, 지표유출량, 토양수분량, 지하수면깊이가 적절하게 모의되는 것을 확인하였다. 강우조건에 따른 돌발홍수 위험도는 구조요청시점 기준 선행시간 4~6시간까지 71~87%, 구조요청시점으로 한정된 0시간에서는 42~52%로 나타났다. 이상의 결과로부터 지표해석모델을 이용한 격자 수문성분과 통계적 돌발홍수지수모형으로부터 산정된 돌발홍수 위험도는 산지 미계측지역에 대한 돌발홍수를 예측하는데 활용될 수 있을 것으로 판단된다.
This research examined relationships between Scientifically Estimated Environmental Risks (SEERs) of floods, hurricanes and hazardous material releases, and household characteristics. This research showed that there were no statistically significant relationships between most of the demographic characteristics (age, household size, tenure at the present home) and SEERs of the two natural hazards (a flood and a hurricane). These results support Drabek's findings (1986) that people tend to underestimate or ignore natural hazards in selecting their residence regardless of age, household size, and house tenure. Educational attainment and yearly household income were positively correlated with hurricane risk, but not with flood risk. By contrast, SEER of hazardous materials was correlated with all demographic characteristics mentioned above. This result may show that those who are relatively poorer and have lower educational level tend to be limited to living in communities more vulnerable to human-made risk.

The Potential Flood Damage (PFD) is widely used for representing the degree of potential of flood damage. However, this cannot be related with the design frequency of river basin and so we have difficulty in the use of water resources field. Therefore, in this study, the concept of Potential Risk for Flood Damage Occurrence (PRFD) was introduced and estimated, which can be related to the design frequency. The PRFD has three important elements of hazard, exposure, and vulnerability. The hazard means a probability of occurrence of flood event, the exposure represents the degree that the property is exposed in the flood hazard, and the vulnerability represents the degree of weakness of the measures for flood prevention. Those elements were devided into some sub-elements. The hazard is explained by the frequency based rainfall, the exposure has two sub-elements which are population density and official land price, and the vulnerability has two sub-elements which are undevelopedness index and ability of flood defence. Each sub-elements are estimated and the estimated values are rearranged in the range of 0 to 100. The Analytic Hierarchy Process (AHP) is also applied to determine weighting coefficients in the equation of PRFD. The PRFD for the Anyang river basin and the design frequency are estimated by using the maximum rainfall. The existing design frequency for Anyang river basin is in the range of 50 to 200. And the design frequency estimation result of PRFD of this study is in the range of 110 to 130. Therefore, the developed method for the estimation of PRFD and the design frequency for the administrative districts are used and the method for the watershed and the river channel are to be applied in the future study.

A drought-flood abrupt alternation event is an overlapping extreme event that is harder to cope with than a single event of drought and flood. It is also expected to have a significant adverse impact on ecosystems as well as industries and agriculture. However, there has not yet been a comprehensive study that characterizes the drought-flood abrupt alternation events in Korea. Therefore, this study employed a standard weighted average precipitation (SWAP) index, which is efficient to analyze not only individual events of drought and flood but also the drought-flood abrupt alternation events considering various time scales. The SWAP standardized the weighted average precipitation (WAP) by adding temporal weights to the precipitation. The SWAP indices were calculated for middle-sized watersheds of the Han River basin using the area average precipitation during 1966 and 2018. The severity K was calculated to represent the relative regional severity considering normal rainfalls, and used to characterize the drought-flood abrupt alternation in the study areas. The results indicated that 20 of the 30 middle-sized watersheds in the Han River basin were confirmed to increase the severity of drought-flood abrupt alternation over time. Considering the frequency and severity of drought-flood abrupt alternation events in each watershed, vulnerable areas and dangerous areas due to drought-flood abrupt alternation were identified, for example, the Upstream Namhan River (#1001).

Owing to climate change, the annual precipitation in Korea has increased since the 20th century, and it is projected to continue increasing in the future. This trend of increasing precipitation will raise the possibility of floods; hence, it is necessary to establish national adaptation plans for floods, based on a reasonable flood risk assessment. Therefore, this study focuses on developing a framework that can assess the flood risk across the country, as well as computing the flood risk index (FRI). The framework, which is based on IPCC AR5, is established as a combination of three indicators: hazard, exposure, and capacity. A data-based approach was used, and the weights of each component were assigned to improve the validity of the FRI. A Spearman correlation analysis between the FRI and flood damage verified that the index was capable of assessing potential flood damage. When predicting scenarios for future assessment using the HadGEM3-RA based on RCP 4.5 and 8.5, the flood risk tends to be lower in the early and mid-21st century, and it becomes higher at the end of the 21st century as compared with the present.

최근 전 지구적인 온난화로 인한 이상기후에 따라 강수량이 증가하고, 특정지역에만 국한되어 집중적으로 비가 내리는 국지성 집중호우의 발생 빈도가 증가하여 이로 인한 극한 홍수나 강우로 인한 산사태 등의 재해가 반복적으로 발생하고 있다. 홍수는 재산 및 인명에 이르기까지 막대한 피해를 야기한다는 점에서 이를 대비하기 위한 방안이 필수적이므로 국가적인 차원에서 홍수피해를 경감시키기 위한 여러 가지 구조적 또는 비구조적 대책들을 제시하고 있지만, 정확한 기상 변화의 예측이 어렵고 다양한 유발 원인들로부터 비롯된 홍수에 모두 대응할 수 있는 통합 대책 마련이 어려운 실정이다. 즉, 사전예방보다는 피해 복구에만 중점을 두고 있기 때문에 홍수 발생 유역의 지역적인 홍수피해 특성을 반영하지 못할 뿐만 아니라 어느 지역이 상대적으로 홍수피해의 위험성이 높은 지역인지도 파악하기 어렵다. 따라서, 본 연구에서는 도시홍수피해 유형인 내수침수피해와 외수침수피해의 유형에 따라 사례들을 조사하고 관련문헌들로부터 도시 홍수 취약성 평가를 위한 대표적 인자들을 도출하였다. 도출된 인자들을 각각 IPCC의 취약성 평가 프레임에 따라 기후노출, 민감도 그리고 적응능력으로 구분하고 도시 상습침수지역인 도림천 유역을 시범 지역으로 하여 도시홍수 취약성 평가를 위한 지수를 개발하고자 한다. 본 연구를 통하여 향후 도시홍수피해의 잠재적 위험성이 높을 것으로 판단되는 유역에 대한 활용방안을 제시하고 유역의 특성 및 중요도에 따른 치수사업의 우선순위를 결정하는 등 유역의 특성을 반영한 구체적 적응정책의 방향성을 세우는데 기초자료로 제공될 수 있으며, 도시홍수로 인한 인명 및 재산의 피해를 최소화 하는 것에 목적이 있다.
The most of natural disasters that occur in North Korea are flood, typhoon and damage from heavy rain. The damage caused by those disasters since the mid-1990s is aggravating North Korea's economic difficulties every year. By recognizing the seriousness of the damages from the floods, the North Korean government has carried out the river maintenance, farmland restoration, land readjustment and afforestation projects since the last-1990s, but it has failed preventing the damages. In order to estimate the degree of flood risk regarding damage from chronic floods that occur inveterately in North Korea, this research conducted an additional simulation for rainfall-runoff analysis to reflect the characteristics of the ungauged area that make foreign countries hard to obtain the hydrological data and do not open the topographical data to public. In addition, this research estimates the degree of flood risk by selecting the factors of the hazard, exposure and vulnerability by following the standards of the Intergovernmental Panel on Climate Change (IPCC).

기후변화로 인하여 평균 기온 및 강수량이 증가하고 이에 따라 홍수의 발생 빈도가 증가한다. 기후변화에 따른 미래 예측은 기후변화 시나리오로 분석하고 있으며, 현재 사용하는 기후변화 시나리오는 2013년에 발간된 IPCC (Intergovernmental Panel on Climate Change) 5차 평가보고서(AR5)에서 2007년에 발간된 IPCC 4차 평가보고서(AR4)에 사용한 SRES(Special Report on Emission Scenario) 온실가스 시나리오를 대신하여 대표농도 경로 RCP(Representative Concentration Pathways)를 사용한다. 기후변화 시나리오에 따라 기온 상승률 및 강수량의 증가량, 극한 강우사상의 발생 빈도 및 발생 정도가 다르게 결정되며, 이에 따라 IPCC에서 제시하는 기후변화 취약성 평가 이론의 민감도 지수가 시나리오에 따라 증가하는 정도가 다르게 산정된다. 민감도 지수의 증가는 홍수위험지수의 증가로 이어지며, 이에 따라 치수대책 변화를 분석하여 치수안전도 개선 및 수재해에 의한 위험을 대비할 수 있다. 본 연구에서는 기후변화 시나리오에 따른 연평균강수량, 일최대강수량과 같은 극치 강수량과 치수 대책 변화 및 치수대책변수의 현황, 치수대책변수의 개선가능범위 분석을 통한 치수안전도 개선 효과를 분석하였다.
The increase of impervious surface and development along the river due to urbanization not only causes an increase in the number of associated flood risk factors but also exacerbates flood damage, leading to difficulties in flood management. Flood control measures should be prioritized based on various geographical information in urban areas. In this study, a probabilistic flood hazard assessment was applied to flood-prone areas near an urban river. Flood hazard maps were alternatively considered and used to describe the expected inundation areas for a given set of predictors such as elevation, slope, runoff curve number, and distance to river. This study proposes a Bayesian logistic regression-based flood risk model that aims to provide a probabilistic risk metric such as population-at-risk (PAR). Finally, the logistic regression model demonstrates the probabilistic flood hazard maps for the entire area.
