Comparative Study on Qualification System of Competency Assessor in Australia and Scotland (스코틀랜드와 호주의 NCS기반 직무능력평가자(Competency Assessor) 자격제도에 관한 비교 연구)

  • The purpose of this study is to examine the qualification system of competency assessor based NCS(National Skill Standards) in Australia and Scotland. To meet the purpose of the study, the characteristics of competency based assessment and the role of assessor was reviewed, and competency assessor qualification system of both countries were analysed. Australia and Scotland have developed the certification system of competency assessor based on national qualification framework. Education and Training Institutes in both countries should meet the requirement of RTOs(Registered Training Organizations) and CRBs(Credit Rating Body), which can develop and operate assessor qualification course based NQF. Also they must ensure all assessors are qualified with competency, currency and professional development and show how they have maintained, upgraded or developed new skills relevant to the current industry needs. In recent years, Korea has been introduced competency based curriculum linked with NCS in education and training sector. Also the introduction of competency assessor qualification system are currently under consideration by government. In this circumstances, the results of comparative analysis about Australia and Scotland can help the Korean government review the policies and strategies qualifying competency assessor. They also provide some implications for exploring and examining assessor qualification system based NCS and KQF(Korean Qualification Framework) in Korea.

A Study on Mixed-use Development Cases Using Closed Quarry Site of Overseas; the UK and Australia (개발종료 채석장 부지를 활용한 해외 복합 개발 사례에 대한 고찰 : 영국과 호주 사례)

  • Recently, housing prices in metropolitan areas is also increasing in the UK and Australia. Their governments are trying to solve this problem by the housing development in the quarry sites near cities. The cases reviewed in this study, Erith Hill Quarry (The Quarry), Plymstock Quarry, Lilydale Quarry (Kinley), and Bombo Quarry are the mixed-used development cases in the closed quarry sites through the urban planning system. In the UK, the local government uses the urban planning scheme such as the planning permit system, section 106. The local government permits the quarry site development on the condition that it provides necessary public facilities, such as schools and affordable housing for the local community. In Australia, local governments use up-zoning permission rights to convert land uses in quarries from industrial to mixed-use. Development plans have to include urban infrastructure and open space in addition to affordable housings. In the case of Australia, establishing a development plan in advance and filling the quarry pit with overburden through a phased development is expected to have the effect of reducing the project cost. Both countries think that developing brownfields, such as quarry sites, is a more sustainable and eco-friendly development from the perspective of future generations than developing new green fields. Such a perspective of the UK and Australia will be able to give policy implications for our slightly rigid urban development system.

  • Recent Korean policies have been suggested as globalization, openness and expansion of the working world through k-move. In an era of communication, interest and expectations for overseas employment and advancement into the country are increasing as a way to solve the global trend of employment abroad. Until recently, overseas employment support systems and policies have been implemented in a variety of ways through collaboration with universities and government agencies, so this paper will study Australia's national support and vocational education systems, for example, and Australia's foreign employment conditions and the overall system. This will help overseas employers and policy makers understand the status quo and will be meaningful as additional data needed by Korean universities and policy agencies. On the basis of these data, it was proposed as a conclusion on how to supplement the policy. Through the text, we aim to help establish practical goals and solutions that will help job applicants from overseas Australia, government and university policy systems. Accordingly, the main body presented the policies and assessment methods of the Australian vocational system, the overseas job support system, the corresponding service support system, and the overseas conditions and information on the program, and, in conclusion, the implications of policy supplementation.

Comparative Studies on Credit Systems of Secondary Vocational Education in Australia and Finland (호주와 핀란드의 중등단계 직업교육 학점제 비교 연구)

  • The purpose of this study is to examine the current state of credit system in secondary and vocational education in Australia and Finland. For this purpose, this study compares the secondary vocational education system in Australia and Finland and compares how the curriculum is organized, operated and evaluated at secondary level. Australia and Finland have different characteristics in secondary vocational education system, while Australia operates vocational education programs mainly in comprehensive high schools under a decentralized system, while Finland is a centralized system and is divided into general education institutions and separate vocational education institutions. However, in terms of the organization and operation of the curriculum, both countries are based on the credit system, adopting the unemployed school system, and guaranteeing the choice of students. The results of this study are meaningful in that the policy direction to introduce and operate the credit system at the high school level recently has made meaningful implications through the present situation of overseas countries.

  • 1850년 호주에서 최초의 대학으로 문을 연 시드니대학교는 4천여명의 교직원과 3만명의 학부 대학원생이 재학하고 있는 명문대로 4백50만권의 장서를 소장하고 있는 대학도서관을 비롯해 시드니를 중심으로 한 11개 지역에 3백17개 빌딩으로 이루어져 있다. 지난 7월에는 제3회 환태평양 한국학 국제회의가 이곳에서 열려 1백30여편의 논문이 발표되었으며 91년에는 한국어강좌도 개설되어 현재 1백40여명의 수강생이 언어 문학 및 역사를 배우고 있다.
