A Study on Implications and Improvement Plans for the Developing Consultation Guidelines for Environmental Assessment of Offshore Wind Power Development Projects (해상풍력 개발사업의 환경성 평가 협의 지침 개발에 관한 시사점 및 개선안 연구)

  • This study reviewed the development process of the consultation guideline for the environmental assessment of offshore wind power. Based on this, implications and improvement plans for a future revision of the guidelines. Domestic and foreign case studies reviewed the consulting cases on domestic offshore wind power development projects, environmental location consulting cases, and guidelines related to overseas offshore wind power and analyzed location characteristics and significant environmental issues by project. Major environmental issues related to offshore wind power include birds, noise and vibration, marine animals and plants, marine physics, marine water quality and sediments, marine landscapes, and other auxiliary facilities installed on land. Implications and improvements for revising the consultation guidelines for evaluating offshore wind environments require data and clear guidelines at the central government level to determine areas where offshore wind projects can be located. In a situation where the importance of cumulative impact assessment is emphasized, guidelines for cumulative impact assessment methodologies for each item that reflect the domestic situation should be prepared for a cumulative impact assessment on offshore wind power environmental issues. In addition, when revising the consultation guidelines, empirical research cases should be reflected through the accumulation of environmental surveys and monitoring data of offshore wind farms by sea area.

"계열업체와 오리 농가들의 정기적 토론회를 개최해 현장의 소리를 들을 수 있는 자리를 마련하려고 합니다. AI 발생농장 정상화 이후 계열회사가 일반농장보다 우대하는 방안 등을 협의하는 등 농가에게 가장 필요한 것들을 우선협의하려고 합니다. 사육, 종오리, 부화 등 각각의 오리 농가들이 계열업체와 충분히 대화해 소통이 되는 오리산업의 기반을 만들 것입니다." 박 신임 회장은 고병원성 AI 방역지침은 비현실적이라고 지적하고 오리농가들이 감내할 수 있는 수준을 한참 벗어났다고 목소리를 높였다.

Review of Environmental Impact Assessment Re-consulting System - A Comparative Analysis of Korea and Foreign Countries - (환경영향평가 변경협의 및 재협의 제도 고찰 - 국내외 제도 운용현황을 중심으로 -)

  • EIA consultation is a final decision-making process that enables a variety of stakeholders to participate in and to share important information about the expected environmental impacts caused by development projects. However, this process is often undermined through re-consultation processes by significant changes in the proposed plans. EIA re-consultation is a necessary process when an approved plan needs to be changed for a variety of importantreasons including the changes of land use, delay of construction, and surrounding environments. EIA re-consultation is also important to resolve conflicts among stakeholders and to respond flexibly to unexpected changes in surrounding environment. This study aims to analyze the operation status and the problems of current institutional systems of EIA re-consultation, and to draw implications by reviewing institutional systems of other countries such as U.S. EU, Scotland, and Japan. On the basis of the previous analysis, we propose recommendations to improve the existing EIA re-consultation process. We expect this study helps understand operation status and problems of EIA re-consultation, and provides meaningful implications to improve the existing institutional systems and practice of re-consultation.

Improvements in the Environmental Impact Assessment on Seawater and Sediment Qualities for Coastal Dredging Projects (연안준설 사업에 따른 해양 수질 및 퇴적물 영향평가 개선 방안)

  • Since the early 2000s, demand for coastal dredging projects have been significantly increased, and the dredged sediments have showed the continuing marked increases through the multiple projects with other coastal development and constructions. As significant or potential degradation of marine environment has been mounting, we checked the current situation of marine environmental impact assessment through marine water and sediment qualities in relation with dredging projects of the sea area utilization consultation statements submitted in 2011. While analysis percentages of the general items were usually higher, harmful components such as metals revealed wide variation of analysis percentages. In the event of analysis of metals, the pre-treatment process (full digestion) and analysis method were not properly implemented in accordance with the guidelines for preparation of consultation statements. Although not specified in the guidelines, verification procedures (tests of recovery efficiency and detection limit) to secure the reliability were almost ignored. As a result, most of developers did conduct poor marine environmental impact assessment on coastal dredging and related projects. We suggested that the responsible government authority should establish new detailed guidelines on the sea area utilization consultation for more strict evaluation and diagnosis of marine environment and distinctly request the developer to obey the guidelines by complementing the system of the sea area utilization consultation.

  • The purpose of this paper is to examine the concept of autonomy, which is the subject of respect, namely, narrow bioethical autonomy and relational autonomy, before discussing autonomy in the era of personalized healthcare based on self-tracking technology. There is a need to extend the scope of the autonomy concept through a review of the autonomy debates presented by Tom Beauchamp and James Childress. Then, I suggest that relational autonomy based on the capability approach as a broader autonomy than the autonomy of consultation is a suitable concept of autonomy as an object to form ethical guidelines in a new situation.

  • Use of the Object Catalogue for ENC(UOC) which can be important reference to encoding detailed attribute for ENC has been prohibited to the revision. Recently new edition is developed through the discussion of IHO TSMAD working group, therefore, it is expected to have a effect to production systems, encoders and ECDIS OEMs. In this study, revised UOC was analyzed and compared to previous documents. In conclusion, the effects to the related systems, encoders and OEMs, and their implecations are drawn from that.

해상교통안전진단제도 심사체계 개선방안 연구

  • 해상교통안전진단제도가 도입된 이후 다수의 안전진단이 수행되고, '11년 6월 '해사안전법'으로 전부 개정된 후 진단시행지침의 전부 개정을 통해 미비사항을 개선하고, 진단전문기관을 지정하는 등 정착 단계에 이르렀다. 하지만, 안전진단제도가 운영되는 단계에서 심사과정에 대한 다양한 개선요구사항이 대두되고 있다. 즉, 당연직 중심의 심사위원회 운영으로 해상교통안전만을 중시한 보완요구, 다단계의 보완지시에 따른 전반적인 심사처리기간 장기화 등으로 자칫 제도자체의 실효성에 의문을 제기할 우려가 있다. 따라서 본 연구에서는 심사위원회 운영상 문제점을 분석하여 개선사항을 도출하였다. 또한, 시설물 안전진단, 해역이용협의평가, 환경영향평가 등 유사제도의 심사체계 사례분석 및 영향평가제도에 대한 감사원 감사결과를 분석하여 원활한 업무처리 및 합리적인 운영방안을 제시하였다. 향후 과제로는 고시(지침)에 근거한 전문기관 설립근거를 해사안전법에 반영하고, 원활한 심사진행을 위해 사업특성 및 해상교통에 미치는 영향정도에 따라 심사과정을 이원화하여 운영할 필요가 있다.

A Case Study on the Parameters Applied to the Estimation of the Peak Flood in a Small Watershed (소규모유역 첨두홍수량 산정시 적용된 매개변수 사례 연구)

  • 기후변화와 도시화에 따른 개발사업으로 인하여 재해 위험성은 날로 증가하고 있다. 이로 인한 재해의 영향을 최소화하기 위해 각종 개발사업 시 자연재해대책법에 따라 사전에 자연재해에 따른 피해를 예방하기 위한 목적으로 재해영향평가 협의가 시행되고 있다. 재해영향평가 협의에서 홍수로 인한 재해예방을 위해 개발사업으로 인한 홍수유출 증가량 검토하고 저감 대책을 제시하게 된다. 이중 소규모 재해영향평가는 면적 5천m2 이상 5만m2 미만의 개발사업을 대상으로 실시되고 있으며, 이를 위한 첨두홍수량 산정 방법으로는 합리식, clark단위도법 등이 사용되고 있다. 소규모 유역의 첨두홍수량을 합리식, 단위도법 등으로 산정할 경우 도달시간이 매우 짧아 홍수량이 과다하게 산정된다. 이를 방지하기 위해 합리식에서는 강우지속기간을 늘리기 위해 일정 유입시간을 고려하고 있으며, 단위도법에서는 유역반응시간을 조정하고 있다. 기존의 연구에서 clark단위도법에서 저류상수 매개변수 보정을 7 ~ 10분으로 적용하도록 하고 있다. 본 연구에서는 화성, 양주, 청주지역의 소규모 재해영향평가협의 대상인 공장부지 조성사업의 홍수량 산정시 저류상수 매개변수 조정 사례를 조사하고 그 중 유역의 상황변화를 고려하지 않고 개발 후 매개변수 조정을 10분으로 적용한 10개 사업을 대상으로 선정하였다. 본 연구에서는 개발 후 매개변수 보정량을 10분을 7분으로 변경하여 홍수량을 산정하였다. 10개 사업 홍수량 산정결과 「재해영향평가등의 협의 실무지침 (2021.01, 행정안전부)」에서 제시하는 소유역 비홍수량의 범위인 25 ~ 35m3/s/km2에 8개 사업이 만족되었고, 2개 사업은 개발 후 비홍수량이 제시 범위를 다소 초과하였고, 홍수량의 증가는 4.7 ~ 16.3% 범위로 나타났다. 소규모 유역에서 저류상수 보정량이 홍수량 산정에 미치는 영향이 큰것을 감안하면 유역의 도시화등 상태변화 비율 및 소유역 면적별로 매개변수 조정량을 정량화하는 추가 연구가 필요하다.

Analysis of Local Government Environmental Impact Assessment (EIA) Ordinances and Preparation of Consultation Guidelinesfor EIA - A Case of Incheon Metropolitan City - (지방자치단체 환경영향평가 조례 현황 분석과 협의 지침서 작성 방안 - 인천광역시 사례를 중심으로 -)

  • Local governments over a certain size in Republic of Korea may conduct Environmental Impact Assessment (EIA) considering regional characteristics if it is necessary, in accordance with Article 42 of the 「Environmental Impact Assessment Act」. However, it was investigated that the number of local government EIA operation in many local governments was less than initial expectations. In order to improve it, the status of ordinances and consultation guidelines which are different for each local government need to be compared, and the institutional issues forthe relevant local governments must be found considering regional characteristics. Furthermore, detailed regulation and guidance on the local government EIA procedure should be included in the consultation guidelines and related information need to be provided. In this study, focusing on the case of Incheon Metropolitan City, the status of local government EIA ordinances in metropolitan cities and provinces with a similar condition was investigated, and the types and scope of target projects were compared and analyzed. In addition, consultation guidelines forIncheon Metropolitan City were written, and improvements on the procedure flow and overall schedule designation derived from the process were presented. In the case of Incheon Metropolitan City, there were no detailed information officially announced regarding the regulations of the local government EIA ordinance and follow-up management, so the administrative system of the local government needed to be reinforced in this field. Meanwhile, considering the status of local environment and geography, some target project types were deemed necessary to be added: port construction projects, water resource development projects, railroad construction projects, and military facilities installation projects. The results of this study will provide useful information to local governments which want to improve their operation effectiveness by reorganizing the local government EIA system and preparing specific guidelines.
