A Study on the Domestic Model for Cyber Threat Information Sharing by Analyzing the Relevant Systems of Major Advacnced Countries (주요국의 사이버위협정보 공유체계 분석을 통한 국내 적용모델 연구)

  • The recent cyber threats are becoming real threats to our lives. This gloomy situation from cyber threats necessarily demands the establishment of the cyber threat information sharing system between the public and private area. Key countries, like the US, Japan and the UK, are stabilizing the cyber threat information sharing systems by founding exclusive organizations for sharing information and setting up and implementing relevant measures. In this thesis, I would like to propose the model for cyber threat information sharing in order to cope efficiently with the ever-intensifying cyber threats. My model would include key elements for the efficient information sharing, such as the clear designation of main operator of information sharing system, the management of collaboration system between the public and private sector, the build-up of the integrated and automated system and the supplementation of legal system including the grant of privilege, and so on.

  • The purpose of this study is to find out primary policies for reducing PM(particulate matter) as well as for improving the quality of life. Serious particulate matters cause to diverse healthcare and economy problems including business transactions. Unfortunately, until recently there are very few researches regarding the decision-making process for particulate matter policies. This study has applied the AHP(Analytic Hierarchy Process) method to develop cooperative policy making processes. The upper layer of this hierarchy analysis consists of four parts, i.e., transportation, production facility, living environment, and urban planning management. And each upper layer parts has their own three policies. 25 experts including policy-makers, academic researchers and industrial specialists have decided the primary policies and directions. The most significant PM policy is the mandatory reduction of air pollution and suspension of factory operation in the production industry. The results of this study can lead to guidelines for making environmental policies.

  • Web Services are rapidly gaining attention as the service oriented distributed computing paradigm over the Internet. Web services are currently highlighted not only due to its role as an enterprise application integrator, but also as the method of mediating inter-enterprise collaborative works. This research analyzes, categorizes, and provides current status and forecasting of core technology and standardization issues concerning web services. The results of this research could be used as the base information for understanding and establishing strategies concerning the fundamental technologies of web services. Also, the demand and status of domestic markets of web services are thoroughly analyzed. Based on this analysis, guidelines for the adaptation of web services by the government and domestic enterprises are presented. The results of this research provides appropriate alternatives to domestic enterprises by evaluating web service technology trends, and further on provides methods of web services market activation on a national scale

Legal framework and practices of public order management in England and Wales (잉글랜드와 웨일즈의 공공질서 관리 관련 법적 틀 및 법집행 형태)

  • Public order management is one of the most important areas in policing. Drawing on the legal framework and policy, this study aims to assess practices of criminal justice practitioners, especially, police and prosecutors, in England and Wales. Using qualitative interviewing, four main themes are identified: (1) an emphasis on a right to protest, (2) police practices on public order management, (3) the development of police/prosecutor liaison, and (4) the value of video evidence. Based upon these findings, several legal, policy and practice implications are drawn. These implications involve a wide range of aspects concerning strategic, operational, and tactical interventions by the police, as well as collaboration between police and prosecutors. Although the criminal justice context in England and Wales is very different to South Korea, some practices and distinctions can be useful to consider in the Korean context. This study suggests that more gains can be made if legislation, policy, and practice across criminal justice nodes can be coordinated and approached holistically.

  • The purpose of this research is to investigate a way to increase interoperability between information systems. We proposed a technical reference model (TRM) and a standard profile (SP) that are components of ITA as tools to secure information system interoperability. First, we composed TRM by choosing technology field that need standardization for information system interoperability. And, we choose standards to apply in each technology field of TRM as a interoperability common SP.

  • University-industry cooperation is indispensable for a short-term problem solving, as well as sustainable growth in the economy of the Republic of Korea. In order to embody and implement that, the government has run a variety of financial assistance programs and policies for the promotion of the cooperation for the last 10 years, and Korea Sanhak Foundation has made progress in academic and research development support, creative personnel training and scholarships, International Support and other projects. In this paper, window-type university-industry convergence and practices, and analyzing the best practices of national and international IT-based fusion technology, corporate cooperation were established to support measures taken in conjunction type and model of the university. Industry utilizing the latest IT technology based on this model, academia, proposed a collaboration system between workers building measures.

  • Enterprises as well as central and local governments have tried to apply ubiquitous technology to the actual life on the various types of business and projects. In this paper we develop strategic plan to provide public service on public areas based on needs analysis of public services as well as trend analysis of ubiquitous and web technology. Ubiquitous service model should be based on geospatial web which can incorporate participation and collaboration concepts, as the wire/wireless network system develop rapidly. To achieve this purpose, we suggest the following projects; 1), construction of internet map based on geospatial web technology, 2), development of web contents based on geospatial web, 3), installing ubiquitous equipment, and 4), upgrade Seoul Metropolitan Government's homepage and internet system which can incorporate web 2.0 concepts. Ubiquitous service model should be based on not only development of ubiquitous technology but also needs of consumer such as citizen, enterprises, and public sectors which have an interest in that place. Geospatial web will be the core of development of ubiquitous service models.

  • In light of SARS-CoV-2's significant impact, human society has experienced rapid changes in lifestyle that it has not yet experienced before. One way this virus has influenced people's lives is the emergence of the zero-contact society, an initiative for preventing the spread of infectious diseases. As can be seen, the social impact of COVID-19 is widespread. Various issues, such as those about government policy, personal information protection, and health care, are affecting society as a whole. At the same time, factual information is difficult to track and record because of the rapid and transient nature of related events and issues. As such, a method of effectively describing COVID-19 and real-time information is necessary. The "COVID-19: Our Memory" project is an attempt to record the sociocultural impact of the coronavirus infection. This project collects major events and issues classified into several subjects, records those events from a neutral point of view, and develops a digital archive so that all records are accessible. All the data collected and built through the project, the application, including the source code and visualization, are all published to bring about new opportunities for collaboration.

  • This research proposes design and construction of Korean type SWC based on user oriented smart work system. To achieve this proposal, the research suggested improvements of related law, changes to working environment, and strengthening information security for users, stronger Korean ICT based; the study investigated for an efficient and suitable Korean type SWC by analyzing Korean government plans and foreign developed countries' cases. The user-oriented smart work service platform suggested in this study aims to offer a solution to national crisis and establish infrastructure to knowledge-industry and creative-industry by collaborative smart work environment of 'Context Awareness' and 'Tangible User Interface'. As a result, smart work suggests methods to produce creative work by IT workers and efficient work environment for better standing in world competition. In conclusion, Korean SWC system is proved to be superior in satisfaction rate at 75.41%, 20.18% higher than average score shown in 5 categories in 5 countries from USA, Japan, and EU's which was 55.23%.

  • 지구온난화가 진행되면서 태풍, 홍수, 호우 등 기후변화에 기인한 재해의 피해수준이 심해지고 범위도 날로 확대되고 있다. 한국의 경우에도 집중호우와 그로 인한 침수피해 등 자연재해로 인한 피해가 늘어나면서 자연재해에 대응할 수 있는 재난행정에 대한 관심이 높아지고 있다. 그럼에도 불구하고 복합적인 양상을 보이는 재난에 효과적으로 대처하기 위한 행정체제에 대한 연구는 아직 부족한 실정이다. 특히 재난행정이 오랫동안 발전해온 미국과 일본의 체제 각각에 대한 연구는 있어왔으나, 한미일 3개국의 재난행정체제를 체계적으로 비교하고 한국에 필요한 시사점을 도출한 연구는 많지 않았다. 따라서 본 연구는 한국의 행정체제의 발전에 오랫동안 지대한 영향을 미쳐온 미국과 일본의 재난행정체제를 분석하고 최근의 재난 양상과 관련해 한국에 필요한 시사점을 도출한다. 본 연구의 연구방법으로는 비교제도분석을 실시했다. 우선 선행연구 검토에 기반하여 재난행정체제의 비교분석에 필요한 비교틀을 구성하고, 분석틀에 기반해 한국, 미국, 그리고 일본의 재난행정체제를 비교한다. 분석결과 한국의 재난 행정체제는 미국 및 일본과 같은 재난행정의 선진국가와 비교할 때 재난관련 법률이 통합적이지 않고 분산되어 있어 상호중복 및 충돌의 소지가 있으며, 재난관리 단계에 있어서도 예방보다는 대응과 복구에 중점을 두는 것으로 나타났다. 또한 재난대응의 1차 책임소재도 불명확하며 민간네트워크도 재난에 효과적으로 대응할 수 있는 수준으로 발전되지 않은 것으로 드러났다. 이러한 문제점에 대한 개선방안으로서 미국과 일본의 재단대응체제으로부터 다음과 같은 시사점을 얻을 수 있다. 첫째, 기존의 분산되어 있는 기본법들을 통폐합하여 재난관리를 통합적으로 다루는 기본법을 제정할 필요가 있다. 둘째, 지방정부의 재난대응역량을 강화시키고 보다 많은 책임과 권한을 부여해야 한다. 셋째, 재난관련 기관들의 역할을 명확히 분담하고, 정보를 공유하며, 조정기제를 효율화하여 재난대응시 협업이 효과적으로 이루어질 수 있도록 하여야 한다. 이를 위해서는 분산적인 재난관리체제를 통합적 성격의 체제로 전환해야 한다. 넷째, 주민단위 재난대응조직과 협력의 틀을 구축하여 민관네트워크를 활성화하여야 한다.
